Then the answers came...
Residents from various villages between Ohrigstad and Strydom Tunnel who protested against poor service delivery in fron tof the municipal offices in Burgersfort last week, thought they did not get an answer to their memorandum and early last Tuesday morning they closed the R36 road at the Graskop turn-off. Police, who patrolled the road quickly intervened to reopen the road and soon message was received that the municipality has given answers to the issues on the memorandum. A delegation from the group travelled to Burgersfort to collect these answers, while the rest of the group patiently waited next to the road for their return from Burgersfort. Access to some of the villages like Mapareng (photograph right) were also blocked with large stones in the road. In the meantime more Police arrived from Leboeng, Ohrigstad, Tubatse (Praktiseer), Giyani and Burgersfort. The group was however very peaceful and even one or two vuvuzelas only stirred them into a mild and mediocre toyi-toyi. The answers (the previous day, 19 October) to their memorandum arrived at about lunchtime (while a lot number of people left the scene for lunch themselves). According to the document from Greater Tubatse Municipality (GTM) Eskom was busy verifying the availability of capacity to check if more villiages could be supplied with electricity from the Lamara feeder line after Lepelle and Tswenyane have been integrated into the grid. The document from the municipality says the demand in the memorandum about the reshuffling of the municipal Speaker and the ward councillor, will be referred to the relevant structures, while water supply issues in the villages will be attended to jointly by GTM and Sekhukhune District Municipality. Regarding the condition of arterial roads to en from from villages, the municipality’s answer was that a maintenance programme has been developed and implemented, saying “The municipality is in the process of scrabbing all access roads though it is a process”. In the document the municipality reiterates its commitment to quality service delivery to communities. Nothing much happened the rest of the day, and the road remained open. Spokesmen for the disgruntled villgers have said they are not satisfied with the answers from the municipality as it brings nothing concrete to the table and that protest action such the closure of the road remains a possibility.

Traffic Department and Police join in cleanup campaign
STOP! The Tubatse Greater Municipality’s Traffic Department held a joint operation with Burgersfort Police in the town last week Friday. Traffic Chief, Superintendent Lekwadu (who himself is inspecting a safety belt in the top photograph) told the newspaper that the purpose of the excercise was to make sure as that road users in town keep to the traffic laws. The group of traffic officers and Police personnel stayed mobile and moved between different points in the central business area. Supt Lekwadu said they concentrated on issues such us to check whether vehicles and drivers were properly licenced, roadworthyness and loading of vehicles. He said a big problem in town is unlawful u-turns, especially at the points where the ‘the wall’ ends and where drivers cause major hiccups in the traffic. Traffic officers are doing their best to put a stop to this practice and he called on motorists to observe the rules of the road. Concerning the traffic lights, he stated that the contractor is not quite finished with the project, but that it is planned that it will be officially switched on before Christmas. With regards to the Police’s contribution to the operation, they mainly inspected vehicles for dangerous goods, weapons and firearms.

Verder het die skool ook geen waarborg gekry dat die skool die nodige handboeke vir graad 11 sal ontvang nie. Mnr. de Jager sê soos dit is, het die skool weinig ondersteuning van die departement gekry met die ontwikkeling van die hoërskool wat nou uit graad 8, 9 en 10 bestaan. Die ontwikkeling sou nie moontlik gewees het sonder die ondersteuning van skenkings en borge uit die gemeenskap en industrie nie. Die beheerliggaam sê in die brief wat aan ouers gerig is dat ouers nog tot 31 Oktober tyd het om hulle kinders by ander skole in te skryf vir graad 11. Mnr. de Jager sê in die brief aan ouers dat R2,5 miljoen rand heeltemal buite die skool se bereik is. Aan Platinum Gazette het hy gesê buiten dat die skool nie die ontwikkeling kan bekostig nie, is dit onregverdig om van borge en skenkers te verwag om die skool heeltyd te dra, terwyl ouers in die bestaande ekonomie ook sukkel om hulle finansiële verpligtinge, ook by die skool, na te kom.

Steelpoort Akademie het planne om die hoërskool van die skool tot ‘n volwaardige hoërskool te ontwikkel, vir eers laat vaar omdat die skool nie oor genoeg geld beskik om voort te gaan nie en omdat die Limpopo Onderwysdepartement se definitiewe steun rondom die vestiging van graad 11 nie verkry kon word nie. Die beheerliggaam van Steelpoort Akademie sê by monde van ‘n brief deur die voorsitter, mnr. Lodewyk de Jager, aan ouers dat die beheerliggaam ‘n versoekskrif aan die onderwysdepartement gestuur het waarin kwelpunte uitgelig is. Die beheerliggaam het in die versoekskrif onder meer gevra dat die departement ‘n gedetaileerde verslag aan die skool stuur waarin die departement homself sou verbind om die skool by te staan om volgende jaar graad 11 te kan aanbied soos oorspronklik beplan is. Volgens die brief was die Limpopo Onderwysdepartement se antwoord op die versoekskrif vaag. Mnr. de Jager het aan Platinum Gazette gesê die skool kon nie die verbintenis van die departement kry wat nodig is nie en dat die skool dit nie op sy eie kan bekostig om met die ontwikkeling voort te gaan nie.

Mines need water licences

South Africa currently had around 104 mines operating without legal water licences, Water and Environmental Affairs Minister Buyelwa Sonjica told Parliament recently. In a written response to questions, Sonjica stated that the majority of these mines operated in Limpopo and North West provinces with a respective 32 and 29 mines in these provinces acting without a valid water licence. None of the mines have had their operations suspended, Sonjica stated. “The general rule is that my department will exhaust all possible enforcement alternatives, for instance issuing a notice of violation and negotiation in the form of a directive,” she added. There were several circumstances under which mines would happen to operate without a water licence. This included instances where no water use application is submitted, thereby violating the National Water Act, or instances where certain mining activities did not need a water use licence, in terms of the National Water Act. Sonjica noted that some applications filed with the Department of Water Affairs were also incomplete, thus contributing to the delays in processing and decision making on such applications. In order to avoid a situation in which the mining houses viewed the granting of mineral right as inclusive of the water entitlements, the Department of Water Affairs was in the process of engaging with the Department of Mineral Resources, in order to come up with a cooperative authorisation that would ensure that the water use licence was granted before mining could start. “Mines operating without a water use license are directed to comply with Regulation 704, Published on 4 June 1999, on the use of water for mining and related activities aimed at minimising the impacts to Water Resources while lodging an application for a water use licence with my department,” the Minister said. Sonjica added that the Department of Water Affairs had issued predirectives and directives to get the mines to submit water use licence applications soon after realising that they were operating without valid licence. The department also developed external guidelines to provide direction and assistance to applicants, including the mines and stakeholders.

Consumer debt spiralling
Crime snippets On 18 October 2009 the Police in Tubatse arrested the male of 20 years for malicious damage to property. It is alleged that the suspect had an argument with his mother and after that he damaged the windows and the door of the house. The incident occurred in Kgotlopong village on 18 October 2009. On the same day the matter was reported to the Police in Tubatse and they managed to arrest the suspect. The suspect appeared in the Praktiseer Magistrate” s Court on 19 October 2009 and he was granted bail of R1000. The case was remanded to 30 November 2009.
Consumer debt is spiralling with 150 000 consumers expected to be under debt review by Christmas, the National Credit Regulator (NCR) said recently. The NCR said the 100 000 consumers presently under debt counselling owed R20 thousand million of which R12 thousand million was mortgages. Even if the economy began a slow recovery, for at least 18 months there would be a rising number of consumers applying for debt relief. “There is a lag between the economy lifting and the personal circumstances of individuals improving,” Andre Snyman, chief executive of debt counselling company Consumer Assist, said in a statement. “At present we are seeing more hardship, not less,” he said. Snyman said people were only now coming forward for debt counselling. “They have been using their reserves for example, their savings and investments but now they have no other choice but to get help through debt counselling,” Snyman said. He said consumers attempting to address their over-indebtedness were experiencing delays as there was a 10 000 case logjam before magistrates’ courts. The courts were mostly refusing to make rulings until there was a declaratory order clarifying consumer and creditor rights in terms of the National Credit Act (NCA), he noted. “That finally came from Justice BR du Plessis in the Pretoria High Court on August 21 but with the courts already overstretched it is unlikely they will be able to make much of a dent in the 10 000 cases already stacked up before the end of the year,” Snyman said. The NCR’s Peter Setou confirmed that 1,3 million South Africans had fallen into arrears from June 2007 to July with 93 000 under debt review and at a rate of 10 000 new applications a month. He said the number of those under debt counselling was expected to reach 150 000 before this year ended. When the NCA came into effect in June 2007 there were seven debt counsellors nationwide, there are now just over 1 000. Franciscus Haupt, director of Pretoria University Law Clinic, said debt was a factor of privilege. “The poor are coping, they’ve learnt how to do it over many periods.”
On 16 October 2009 the Police in Tubatse arrested a man aged 47 years for violation of a protection order. It is alleged that the man insulted his wife after they had an argument and he violated the protection order. The incident occurred on 03 October 2009 in Bothashoek. The suspect appeared in the Praktiseer Magistrate” s Court on 19 October 2009 and he was granted bail of R100. The case was remanded to 16 November 2009. On 16 October 2009 the Police in Tubatse arrested a 23 year old man for rape. It is alleged that the suspect raped a 15 year old girl in Praktiseer on 11 October. The suspect appeared in the Praktiseer Magistrate Court on 19 October 2009 and he was not granted bail. The case was remanded to 02 November 2009. On 16 October 2009 the Police in Tubatse arrested two men aged 27 and 31 years for assault with the purpose to inflict grievous bodily harm. Their arrest follows a crime that occurred on 16 October in Ga Motodi village. It is alleged that the two assaulted a male of 36 years with a bottle. The suspects appeared in the Praktiseer Magistrate Court on 19 October 2009 and they were granted bail of R1000 each. The case was remanded to 26 November 2009. On 18 October 2009 the Police in Tubatse arrested a man aged 50 years for violation of a protection order. It is alleged that the man insulted his wife after they had an argument on 18 October 2009 in Bothashoek village. The matter was reported to the Police in Tubatse on the same day and the Police managed to arrest the suspect. The suspect appeared in the Praktiseer Magistrate’s Court on 19 October 2009 and he was not granted bail. The case was remanded to 04 November 2009.

Who should be Bafana The South African Football Association (SAFA) is expected to announce who will be their new coach after they booted Joel Santana on Monday. Santana was in charge of the Bafana Bafana team’s training for the last 16 months and was reportedly paid R1.8 million a month while in this position. The last straw however was when the national squad lost against Iceland in a friendly match. Santana lead the team as coach for nine games and lost eight of the nine. In 810 minutes of play his team could only score four goals. Bafana Bafana is currently ranked 85th internationally. Some of the favourites who could be appointed by SAFA are Jomo Somo, Clive Barker and Gavin Hunt. It has also been said that Carlos Alberto Parreira may be returning. We asked readers who they think should be Santana’s replacement and what should this person be paid.
“Our top committee should not always blame the coach. They must check on the players. Gordon Igesund must be the new coach. They must keep his pay the same as the previous coach” said Mr John Nkosi.

Mr Keizer Matsebula said: “Clive Barker. He is the right one. He won the African Cup of Nations in 1996. They can give him R1.8 million because he is from South Africa”.
Mr Sam Ngomane said: “Clive Barker. He’s got the experience. He’s been there before. Pay him plus minus R300 000 per month. That will be good”.

Mr Herold Mabilo said: “ Gavin Hunt must become the new coach because he is the coach of the moment. The world should notice that we have skill right here in South Africa. They must judge payment on performance and not on names. He must be paid more than Santana”.

The day’s games will start at 11:15 when the Burgersfort United Football Club will be playing against Barcelona (the juniors from Lydenburg Football Club). After this match and a lunch break the veterans will be taking each other on. The Burgersfort United Football Club will be playing against a senior side from Lydenburg. The event will be held at the Laerskool Burgersfort Sportsground. Gates will open at 11:00 and everyone is welcome to come and support the teams. Food will be sold.

Victor Fourie was eerste met 45 punte, Bill Language was tweede met 42 punte en Bart Language derde met 41 punte. Meer as R19 000 is ten bate van dié deurgangshuis ingesamel.
