A Military band from Polokwane (top) and the National Ceremonial Guard opened the programme at Ntwampe with a grand parade on Heritage Day. Two Agusta helicopters and two Hawk trainer jets (superimposed on this week’s masthead on the front page) gave further glitz to the National Salute that was performed.

Heritage can be profitable - Motlanthe Deputy President Kgalema Motlanthe told more than 18 000 people at Ntwampe Stadium, Moroke, last week on Heritage Day that arts and culture is part and parcel of the country’s heritage and that people should not only be proud of their heritage, but that they should use it for economic means. The Deputy President said when people celebrate South African craft, they are, in actual fact, celebrating thousands of years of broader context of art as reflected in the Khoisan arts, among others and in a way on Heritage Day resonates with this remarkable history of the arts, a day which also reflects the recent past and dynamic present. He said since crafts are an aspect of culture, we are in a way celebrating our culture as South Africans, a culture steeped in our collective experiences and peculiar conditions that imbue us with our character as a people, as a nation, saying the fact that we are celebrating this day is in itself a symbolic expression of how far we have come in our history. Mr Motlanthe said this year’s theme “Celebrating South African Craft, Our Heritage”, calls upon people to focus their attention on the richness of South Africa’s cultural heritage while mindful of how arts and crafts can be maximised to improve livelihoods. For that reason government fully endorses and supports the strategic objectives of Heritage Day celebrations which include to: a. showcase the contribution of crafts to economic development of South Africa

b. promote the use of indigenous knowledge to design and produce c. create an environment for the promotion of South Africa’s cultural expressions in South Africa and internationally d. demonstrate the potential and role of crafts in creating jobs, alleviating poverty and forging of a national identity e. forge cohesion among crafters and other stakeholders f. showcase unique South African crafts products in preparation for 2010 and beyond. He said the basic principle implied in Ubuntu/Botho urges people to be compassionate to those without food and to be kind to the elderly and infirm. Indigenous cultures are tools we can use to heal our broken spirit as a nation and bring back social stability that is threatened by crime, violence against women and children and xenophobic tendencies. I He called on people to organise themselves and creatively use the craft skills as a measure for self-employment or enterprise development in an effort to counter the job losses under the current economic situation. Among others, this response seeks to protect the poor, the unemployed and lowincome earners from the effects of the recession.

Diversity showcased The crowd could barely contain themselves when they moved to the front of the stage as soon as the formal cultural performances were concluded (bottom, left). Nigerian miniature actor / comedians Osita Iheme and Chinedu Ikedieze (known as Aki and Pawpaw) got their chance after the formal performances and proved to be hugely popular with the crowd and dignitaries alike (bottom, right). On the left an additional viewing area can be seen from where a large crowd followed the proceedings when the main stadium was filled.

Some of the other dignitaries at the event apart from deputy President Motlanthe (bottom), were Limpopo Premier, Cassel Mathale and Greater Sekhukhune Executive Mayor, Magabe David Mogobo (right), and Greater Tubatse Municipality Mayor, Ralepane Mamekoa and Minister for Arts and Culture, Lulu Xingwana (bottom right).

The netball courts at Ntwampe have been magically transformed into an arts and crafts exhibition hall for Heritage Day (left). Cultural diversity proved to be a hit when Ray Dylan’s Afrikaans songs Jessica and Stop die Lorrie, turned out to be quite popular with the mainly non-Afrikaans speaking crowd (in the bottom photograph a jester and a spectator take a few turns in the dust to the tune of Stop die Lorrie)!

Ga-Malekane to Tukakgomo road progressing well The contractor is hard at work to complete the new tarred road between Ga-Malekane and Tukakgomo. The photograph was taken next to the steel bridge (inset) over the river at the Jane Furse turn-off from the R555. The new road will enhance the accessability of the area to a great extent and alleviate congestion on the exciting road from the steel bridge to Steelpoort.

From a distance... It seems as if construction of the De Hoop Dam is going according to plan. Since the re-alignment of the R555 route to Roossenekal and Stofberg from Steelpoort has been completed, motorists can no longer see what is going on at the construction of the dam wall, which will eventually be

more than 80 metres high. As far as could be figured out from the artists impressions of the dam wall, it will be about as high as the service road in the the left of the photograph. The crane in the picture was specially imported for the job of constructing the dam wall and still has lots of concrete to lift before the project’s completion.

2 OCTOBER 2009

A new era in combating On Tuesday president Jacob Zuma met with station commissioners of the SAPS to discuss better service delivery in terms of fighting crime. “We had changed the name of the Ministry from Safety and Security to Police, in order to emphasise that we wanted real operational energy in police work. This energy should see us reduce serious and violent crimes by the set target of 7% to 10% per annum. We said that our aim was to establish a transformed, integrated, modernised, properly resourced and well managed criminal justice system,” Zuma told the station commissioners which he said he preferred to call station commanders. “As you are aware, we seek to strengthen the hand of the police in dealing with violent criminals. We intend to finalise amendments to Section 49 of the Criminal Procedure Act, with a view to taking the amendments to Parliament soon. This is a measure aimed specifically at dealing with serious violent crime and dangerous criminals. It is the duty of the police to protect all people against injury or loss of life. But when their lives or the lives of innocent civilians are threatened, police sometimes have no choice but to use lethal force to defend themselves and others,” he added. He however warned that this measure must not be seen as an encouragement to cultivate a culture of ‘trigger-happy police officers’. “We expect our police officers to observe the law and respect the rights of innocent citizens, at all times. Alongside the proposed amendment to Section 49, we are also in the process of strengthening the Independent Complaints Directorate (ICD)”. He said that should a police station be identified as a high crime incidence area and recources allocated to it, failure to achieve set targets should result in action being taken against its management. “In building the new culture of hard work and commitment, we urge you to manage, lead and command your stations in a manner that eradicates all negative influences that will make it impossible to defeat crime. Absenteeism, laziness and tardiness in the discharge of duties must be a thing of the past. We must also seriously eradicate corruption within the police force. The legendary loss of dockets, leading to botched cases, should end” he said. During the day’s session between the politicians and the SAPS the possibility to restructure the rank structure of police personnel within the service was also discussed. This week we asked readers what they think about the suggested changes and what suggestions they might have to improve the SAPS.

Mr Elvis Maphanga said: “The police will shoot anyone. I don’t trust them. They must not get this power. Maybe when you fight with one of them about a girl they will be able to shoot and get away with it”.

“If the police is in danger they must shoot to protect themselves and the community. South Africa must adopt the law like Botswana where they have the death penalty,” said Mr Ratshoshi Sekepe.

Mr Aron Tswane said: “It is right. The percentage crime is very high. They must shoot the criminals - it will be right. They must give us more police officers and they must also be around in the evening”.

Mr Andrew Mashilo said: “If a tsotsi shoot at you the police must shoot back to eliminate crime. They must shoot to kill”.

“Dit is ‘n goeie ding, maar dit help nie hulle vat ouens wat geleer en gewerk het vir bevordering se poste weg nie. Hulle moet net strenger optree,” sê mnr. Andries Lottering en me. Carla Lourens.

Mr Piet Mahlangu said: “The police can shoot but it depends on the circumstances. If they are being shot at they must be able to shoot back”.

Mnr.

Mr Fani Rethore said: “For the police to work better they must have more rights than what the criminals have. They must give authority to the police. They should change the constitution to protect the police and not the criminals”.

crime in South Africa?

Mr Lukas Maseko said: “It is the right thing. They must be given more power. It is good that they change the police and they must give them good training”.

Mr Frank Ramalepe said: “It is a good thing because they are not doing well at the moment and I want them to improve in combating crime”.

Mr Benjamin Mdluli said: “It is a good thing they are changing because we are tired of crime”.

Mr Solomon Matjokotja said: “If they change they must make all inspectors and high ranking people constables so that they must go out and not just be in the offices. It is good that they get more power, they must be able to shoot”.

“Hier by ons kom die meeste ouens wat roof van Riba Cross. Hier kan hulle in daardie area fokus as hulle wil verbeter. Die veranderinge is ‘n goeie ding, hulle moet almal saam werk,” sê mnr. Riaz Abdullah.

Me.

Mnr.

Mr Katlego Mhlongo said: “It is a good idea. They must involve local government to provide facilities to keep the youth busy and away from crime”.

Mr Kgaogelo Mathonsi said: “It is a good thing. There is a lot of crime. They must be visible on the street”.

Mnr.

Chris Langenhoven.

Maatlopo is serious about soccer Maatlopo United FC played against Makgalanoto Young Chiefs in another round of the Nedbank Cup last week Sunday. The Young Chiefs team represented the Fetakogomo Municipal area. During the first half both teams were evenly matched and by half time the score board was still empty. This trend continued during the second half of the match until Taripo Nkosi managed to break through and score a goal. This was in the 88th minute of the game. For this he was awarded the Man of the Match title. The team will now continue to play against teams from other districts to determine the provincial winners that will go through to the national round. On 3 October they will play against Material Black Chiefs at Malope-ga Masemola and on 4 October they will take on the Sekhukhune Celtics at Moroke Stadium.
