Sekhukhune District Municipality gets stolen BMW Greater Sekhukhune District Municipality (GSDM) and the Asset Forfeiture Unit issued a strong message to would-be criminals on Wednesday (16 September 2009) that crime does not pay. Another strong message was conveyed to emphasise that the Republic of South Africa has put in place stringent laws and other measures to prevent criminals from benefiting from the proceeds of their unlawful acts. This stern warning was given when a BMW, acquired through underhand means, was handed over to the municipality. The vehicle was wonby a security guard, Mr Tsheko Maloma, who worked for a company contracted to look after premises of GSDM after he stole a municipal 3G to enter a Vodacom competition in 2007. On accepting the BMW from Head of the Asset Forfeiture Unit (AFU) Mr Willie Hofmeyer, GSDM Executive Mayor, Cllr Mogobo David Magabe said the vehicle would be registered as an asset of the municipality and that Council would decide what to do with it. “During the 2009 election campaign, President Jacob Zuma made a commitment on behalf of the ruling African National Congress (ANC) that working together we can do more to fight crime and corruption,” Magabe said. “The Municipality has a vehicle for use by the Mayor. The Council will sit down and decide what to do with this BMW. Most importantly, the message has been sent out that crime does not pay and that we must respect government resources,” Magabe said.
Cllr Magabe added that whether the Council decides to sell the car or keep it – the final winner will be the community of Sekhukhune as the outcome of such a decision will surely advance service delivery. Hofmeyer said that this case was a good example of how collaboration among government institutions could effectively boost the ongoing campaign against crime. “More often the law does not favour victims of crime, but in this case we have helped the victim. It is not going to happen that the (perpetrator) would go to jail and come back to drive the BMW. We have succeeded in taking the profit out of the crime”, Hofmeyer said. The municipality will continue to follow the court case with keen interest. We hope the court will hand down a verdict that will serve as a deterrent for would-be criminals. In the meantime the Afrikaans daily newspaper Beeld said on Wednesday Mr Maloma allegedly entered Vodacom’s 100 cars competition and sent about 28 000 SMS messages at a cost of about R10 a SMS during the competition. The AFU said about R277 484 was spent on the particular card. On 7 December 2007 Maloma’s card was drawn as one of the winners and the BMW (at that time with a value of about R271 000) was registered in his name. A project manager at the municipality discovered the misuse of the 3G card. He reported the case at the groblersdal Police Station. Mr Maloma’s car was taken away and he appeared in court on charges of theft. Bail to the amount of R2000 was granted.

Agricuture and Tourism Forums to be established Greater Sekhukhune District Municipality (GSDM) will soon engage the agriculture and tourism sectors to establish forums that will deal with matters of development and opportunities for the people. GSDM executive mayor Cllr Mogobo David Magabe announced this initiative during the Provincial Growth and Development Summit (PGDS) that was held in Groblersdal on Friday, 11 September 2009. The announcement follows a decision taken by Cllr Magabe and mining companies last week to establish a Sekhukhune Mining Economic Forum for the purposes of tackling issues affecting growth, opportunities and relationships between mines and communities. Cllr Magabe said research results that are contained in the District’s 2025 Growth and Development Strategy indicated that there were huge opportunities for the development of agriculture and tourism. He said the research found that agriculture in Sekhukhune had a potential in the construction of abattoirs and feedlots, production of bio-fuels (from plants such as soya, sorghum, sunflower) , dry land crop growing and livestock farming (cattle and goats). “However, the research indicates that all these potential projects could be hampered by lack of water due to unpredictable rainfall and many people could not farm as they would like because over half of our land in the district is classified as communal land which in itself presents us with huge legal challenges if land has to be transferred to aspirant farmers,” Magabe said. “This means most of the arable land we have cannot be leveraged for capital,” Magabe added. Magabe said that planning in the agricultural sector should not be oblivious to the fact that the democratic dispensation inherited a legacy of disparity that created a huge gap between commercial and subsistence farmers. “This research tells us that all the requirements
for successful production are present – namely – land, labour, capital and technology and skills. What is needed is correct institutional structuring that will help us realise the potential,” said Magabe. Magabe said tourism had a potential also to create job and entrepreneurial opportunities for the people of Sekhukhune. “I am happy that three months ago we issued an advertisement to invite tenders for the development of De Hoop Dam and T]ate Heritage Site,” he said. “I am also glad that we have taken a few steps in this regard in Sekhukhune by establishing the Regional Tourism Association last year, which will solely devise ways and means of developing this sector.”According to the 2025 Sekhukhune Growth and Development Strategy, Sekhukhune has a great potential in benefiting from tourism initiatives such as Family Recreation Cluster, Special Interest Cluster (birding, fishing, culture and heritage, mountain biking and 4x4 trails), Mega-Conservation Cluster, Golf and Game Cluster; and lastly the MICE (Meetings, Incentives, Conference and Events) Cluster. With regards to mining, Magabe said that when the global economy recovers, it would open up more opportunities as referred to in the District’s strategy. “The research was, before the advent of the global economic meltdown, forecasting that employment in the mining industry within Sekhukhune was going to double in 2015. With the economy likely to recover in the few years, we can only hope that these forecasts will become a reality and that our communities will benefit from all the mining activities taking place on their land,” Magabe said. “We can also hope that beneficiation of these minerals will happen right here in Sekhukhune so that we can broaden the scope for the benefit of our communities in the mineral wealth that is found in this district,” he added.

Sekhukhune heritage important to the presidency
Read Platinum Gazette online at: www.platinumgazette.com
“We have noted concerns and complaints from some residents of Sekhukhune that the decision by the Presidency to celebrate this year’s National Heritage Day in the District on 24 September 2009 mean the demise of the annual Tjate Festival” said Cllr Mogobo David Magabe, Executive Mayor of Greater Sekhukhune District Municipality this week. Greater Sekhukhune District Municipality has been, over the past three years, been
celebrating Heritage Day at the Tjate Heritage Site in recognition of its historical and cultural significance. “This year’s celebration, scheduled to take place at Ntwampe Sports Grounds (Moroke) in Greater Tubatse, does not necessarily mean that the stature of the site and King Sekhukhune I’s feats of parrying encroaching colonialists are being downgraded or relegated into the rubbish dump of obscurity,” he explained.
“In fact, Deputy President Kgalema Motlanthe’s planned visit to Sekhukhune to grace the event is recognition by the Presidency that the people of Sekhukhune pride themselves in their history, culture and heritage”. “This is therefore a national platform for the people of Sekhukhune to show the whole country - whose eyes will be fixed on them on September 24 - how much they draw inspiration from the history of King
Sekhukhune I’s heroics which undoubtedly contributed so much to influence or mould the transformation of South Africa’s political landscape”. “We therefore encourage individuals from every nook and cranny of Sekhukhune District to rally behind this momentous event. It may take a long while before the Presidency decides to stage a national event of this significance in the District again”.

Union and management agreed on a one-year wage deal
No strike for Anglo Platinum
18 SEPTEMBER 2009
‘Build relationships’ Modikwa tells employees An unlawful work stoppage had taken place at Modikwa on Wednesday, 09 September 2009. The mine said in a press release employees in the bargaining unit of the National Union of Mineworkers (NUM) at the South Shaft of Modikwa Platinum Mine had proceeded to go on an unlawful work stoppage. The issue was finally resolved in negotiations between the Union and Management and the afternoon and night shifts returned to normal work. The following day, Thursday, 10 September 2009, there was an urgent meeting of the United Association of South Africa (UASA) with Management as their members were implicated in the settlement agreement with the NUM. This issue was also resolved and Management urged both parties to get together to build relationships and to avoid the high level of conflict between supervisors and employees. Investigations into the issues surrounding the work stoppage will be conducted by Management together with the Unions and Associations.
South Africa’s National Union of Mineworkers (NUM) said on Monday its members at Anglo Platinum, the world’s top producer of the metal, had agreed to a one-year wage deal, averting a possible strike. The workers rejected a proposal by the company for the wage settlement to cover a two-year period, which means the union and Anglo Platinum would have to negotiate a new deal next year, Oupa Komane, the union’s deputy general secretary told Reuters. “Workers have accepted the company’s offer for the first year, but they don’t want a two-year deal,” said Komane, who is also the head negotiator for the union at Anglo Platinum. Asked if this meant there would be no strike, Komane said: “yes, there will be no strike, no strike is planned.” Anglo Platinum — a unit of global miner Anglo American Plc — had offered increases of between 9% and 10% for different category of workers for the first year, and between 7,5% to 8% in the second year. The union represents about 30 000 workers at Anglo Platinum, which has about 60 000 workers. Upgrading at the magistrate’s court building in Burgersfort is continuing. A lot of work on the outside has already been done, but much attention is till needed inside the building.
Thorburn Security Makes a Difference and Matters in Greater Tubatse Mining Security – an Overview Thorburn Security Solutions entered the Greater Tubatse Area in the Steelpoort/Burgersfort areas of Mpumalanga and Limpopo Provinces in September 2006 as an unknown role player and gradually expanded the security business. From the onset Thorburn was a role player in Tubatse who was serious about legal statutory requirement compliance and Broad Based BEE – security industry registration of the company, its directors, management and employees; private security i n d u s t r y provident fund l e g a l compliance; paying wages and benefits in accordance with the S e c t o r a l Determination and Private S e c u r i t y Industry Act, tax clearance, Thorburn Chairperson, workmen’s Leba Mashao compensation and UIF compliance and ensuring all legal requirements, often neglected by many security companies, are met. Thorburn is one of a few private security industry companies that have a proud Broad Based BEE Level 2 rating, operating under the cover of a Level 1 BBBEE rating of Thorburn (Holdings) Pty Ltd.
Steelpoort based Operational Manager Ellence Monyela
“Our staff have sufficient rest days, an annual bonus, company contribution to the industry Provident Fund, they don’t pay for uniforms, are full time employees (not contractors to Thorburn) and they are not paid with cash pay packets at the end of the first week of a month. Our Security Association of SA (SASA) Gold Class Membership, one of not more than 20 security companies with this achievement, is independent confirmation of the Thorburn legal compliance”, Steelpoort based Operational Manager Ellence Monyela commented knowing the “ w r o n g practices “ applied in the industry and even in the G r e a t e r Tubatse Area. Expansion b r o u g h t change – change to the way a mining s e c u r i t y business is supposed to be conducted. From the traditional white male dominated management to an effective HDSA mining security management team, from male dominated supervisors to female supervisors, a crime risk reduction service incorporating a safety dominant service, reaching out to local HDSA suppliers and community support. The concept of Women in Mining amongst female security staff has been very successful with Thorburn being the leader in the utilisation of female security officers in mining security operations in SA. Containing crime in the Greater Tubatse Area which is renowned for poverty, unemployment and high crime levels was never easy. Year on year Thorburn Security’s results indicate a trend of reduced crime, higher arrest rates and improved safety awareness on contracted mines. These operations are executed by a team of local security officers that
are cared for – who receive transport to and from work, who qualify for monthly performance bonuses which is not an industry norm, who are covered under a 100% Thorburn sponsored death policy for R200 000 which is unique for the security industry, staff who are entitled to and receive regular special performance bonuses and who are rewarded regularly at company reward functions. The way business is done has changed and adapted to special conditions – some staff developed to specialist dog handlers, vehicles have been re build to allow for special safety requirements meeting fatal risk standards and new innovative dog handling canopies have been put in place. Managed
operations within a framework of an overall Thorburn SABS ISO Quality Management System, at the different contracts add value to the manned guarding services performed. As a recognised Security and Safety Education and Training (SASSETA) Investor in People , is Thorburn living up to the expectations. The ability to develop staff is reflected in the internal promotion of all current managers in the Greater Tubatse Area to higher positions, the internal promotion of supervisors and the appointment of a Driekop born Area Supervisor for the Greater Tubatse Area. Leadership training is very high on the Thorburn agenda, therefore the vast number of internal promotions the past three years in the Greater Tubatse. The ability to be local is a requirement in terms of Mining Charter requirements – Thorburn Security managers being in the area for the past three years must be regarded as local, a manager and area
supervisor born in Driekop is even more local, let alone having a local Steelpoort office with the Thorburn HDSA female Chairperson Leba Mashao also from Limpopo . The assistance to local business emphasises the local focus of Thorburn – local employment, local transport companies and local community support. Way back in December 2007 Thorburn Security started with a very first community project – supporting 160 HIV Aids orphans cared for by the non profit organisation People Against the Spread of HIV Aids and Starvation (PASAS) in Driekop on World Aids Day, hosting golf days at Tubatse Club to raise funds for additional community projects, supporting HIV Aids orphans with blanket projects and food and caring for community members on Women’s Day through special programs and financial support. Various local community projects are supported ranging from golf sponsorships to local welfare and church organisations, supporting the Steelpooort Academy with sporting gear and assisting underprivileged individuals through job creation.
