Several villages, one march

A number of disgruntled residents from villages around Leboeng, near Strijdom tunnel, arrived in Burgersfort on Wednesday morning, marching from the Twin City shopping complex to the offices of Greater Tubatse Municipality. The group was far smaller than the 3000 marchers originally planned for by the organisers, but their vigour and problems were not negated by their numbers. The organisers told the newspaper that transport to Burgersfort was a big problem when planning to bring the villages’ problems to the attention of the authorities, but that the people staying behind wait anxiously for feedback from those who return from the march. The problems the group brought to Burgersfort were not a surprise, as it seems that these problems now surface all over the country, all concerning service delivery. This is not the first protest march from far-flung villages, and the demands on the memorandum (pictured below, left) also hold no surprise. They want electricity, better water reticulation and better roads. On Wednesday evening when staff of Platinum Gazette readied the newspaper to go to press, an urgent invite was received by SMS form Mokupung “come and see for yourself early tomorrow morning how people and animals must share the same water source”. Because of time restrictions the invitation had to be declined. What the marchers are most unhappy about is the that according to them, the Greater Tubatse Municipality’s Integrated Development Plan (IDP), which stretches to 2013, do not make provision for their needs. The mayor, Councillor Ralepane Mamekoa was not available to receive their memorandum, instead he was respresented by councillor M. Manamela. Before handing the memorandum over to her (photograph: top right), spokesmen of the group vehemently criticised the IDP, tearing one of the IDP documents to pieces (front page). The march took place under heavy Police escort and everything went peacefully. After the handing over of the memorandum the crowd dispersed, seemingly to do some shopping before returning to their villages.

Although everybody seemed to know about the march, Greater Tubatse Municipality said they knew nothing about it. The marchers were enraged, but closer scrutiny of their documents clearly showed that somebody ‘forgot’ to approve it. Was this a ‘legal’ illegal march (bottom)?

From the Council Chamber The Greater Tubatse Local Council convened on Tuesday this week for their first ordinary meeting of the new municipal financial year. Most of the day’s business focused on progress with the day to day activities of the council and the majority of agenda items were approved without any debate.

MIG Projects on track A large part of the agenda served to inform the council about progress with inter alia capital and Municipal Intergovernmental Grant (MIG) projects. Councillors were also updated on the municipal income and expenditure, and were in many instances required to give their blessing to planned action by the administration to rectify certeain problems. With regard to MIG projects the council heard that the refurbishment of the sewer reticulation and sewer works at Penge is progressing well. 100 percent of the the civil works is complete and a transformer has been installed. Other eletrical installations at the plant is still in progress. The water treatment plant at Mooihoek is 75 percent complete, but progress is very slow. The contractor will now try to speed up the project by inter alia emplying more skilled labourers. The Steelpoort bulk water supply

project is 48 percent complete. Construction on the concrete structures has started and the access road to the reservoirs has been completed. The Moroke water supply project is 99 percent complete. A contractor is currently rectifying problrems on a snag list. The Selala sanitation project is 60 percent complete. The contractor is currently busy with excavations of pit holes and laying concrete slabs. The contractor has managed to construct 345 toilets. The Mooihoek/Tubatse bulk water supply project (phase 1) is 99 percent complete. A contractor is currently installing manhole covers along the puipeline.

Robots almost completed With regards to other capital projects in the municipality, the projects are at various stages, most of them in the beginning stage. The installation of traffic lights and upgrading of intersections in Burgersfort are 95 percent complete. According to the report before the council the contractor is just waiting for the electricity from Eskom to complete the project. The total cost of this project is R6 376 266.46. The number of jobs created so far from capital projects in the new financial year is 90.

Proper road for Calvin Street Two arrested for R300 000 down the line and finally the residents of Calvin Street and those going to Calvin College every day can drive with pleasure. This pleasure was however not paid for by the municipality. “The road just went into such a state that you could almost not drive on it anymore,” said Mr Mike Roetz of Calvin College. Although the upgrading of the road did form part of the long term planning of the municipality there was no immediate relief in sight. So 11 months ago Roetz and other stakeholders started talking and raising money to get the road paved. After 11 months of fund raising, negotiating and trying his best to get the road into a better condition Roetz finally saw the first paving being put in place by Matsuri Bricks on 5 October 2009. By 9 October the road was finished. “What a pleasure and we get so much positive feedback from our learners and their parents,” he said. That part of town is seen as periurban and has not been formally proclaimed as part of Burgersfort town. Residents look forward to one day being supplied of water and a proper sewage system when they are incorporated into town. Closer in the future however they hope that the robots that are under construction will bring some relief to their traffic blues.

Skool sukkel steeds

On 9 October the police in Tubatse arrested two men aged 22 and 30 years for attempted housebreaking. It is alleged that on 9 October at about 00:30 the two suspects broke into a house in Bothashoek village with the intention to steal. The owner of the house woke up and the two suspects ran away. The owner managed to identify one of the two suspects. On the same day at about 07:00 the matter was reported to the Police, who made follow ups and managed to arrest the two suspects. The suspects appeared in the Praktiseer Magistrate’s Court on 12 October 2009 and they were granted bail of R1000 each. Their case was remanded to 27 November 2009.

9mm pistol taken in robbery On 12 October the SAPS in Tubatse arrested three men aged 18,19 and 22 years in connection with common robbery. It is alleged that the suspects attacked a 27 year old man and robbed him of his 9mm pistol in Bothashoek village on 10 October 2009. On 11 October the case was reported to the Police in Tubatse and they investigated and managed to arrest the three suspects. The firearm was also recovered. The suspects appeared in the Praktiseer Magistrate’s Court on 13 October 2009 and they were denied with bail. The case was remanded to 21 October 2009.

Argument leads to assualt On 12 October the Police in Tubatse arrested a man of 26 years for assault with the purpose to inflict grievous bodily harm. It is alleged that the suspect struck a man of 28 years with a bottle after they had an argument, the crime occurred on 3 October 2009 in Ga Riba village just outside Burgersfort. On 4 October 2009 the matter was reported to the police in Tubatse and they conducted an investigation that led to the arrest of the suspect on the 12th October 2009. The suspect appeared in the Praktiseer Magistrate’s Court on 13 October and he was granted bail of R1000. The case was remanded to 20 November 2009.

Two in court on theft charges Saterdag, 10 Oktober het ‘n groepie beeste ewe rustig voor die munisipale kantore gestaan en wei. Die groen gras en sagte blaartjies van die jong boompies was net te aanloklik. Net ‘n klein entjie verder in die straat het een van die agterosse sy kans gebruik om weg te breek. Hy het koers gekies oor ‘n groen robot in die middel van ‘n verkeersbaan in die rigting van die taxi staanplekke by die Khadima Sentrum. Die munisipale skut is duidelik nog nie in werking nie.

On 12 October 2009 the police in Tubatse arrested two men aged 33 and 36 years in connection with theft. Their arrest follows the crime that occurred in Mahlashi village between 1 July 2009 and 7 September 2009 at Sedibeng Secondary School where a cheque book was stolen. On the 7th of September the case was reported to the Police and they conducted an investigation and managed to arrest the two suspects on the 12th of October 2009. The suspects appeared in the Praktiseer Magistrate’s Court on 13 October and they were denied with bail. The case was remanded to 21 October 2009.

Son arrested after damaging his mother’s house in Praktiseer On 9 October 2009 the Police in Tubatse arrested a man of 31 years for malicious damage to property. A woman of 68 years alleged that on 10 October 2009 at about 10:00 in the morning her son damaged all the windows and also the wardrobe in her house in Praktiseer. She reported the matter to the Police and they managed to arrest the suspect on the same day. The suspect appeared in the Praktiseer Magistrate’s Court on 12 October 2009 and he was not granted bail. The case was remanded to 30 October 2009.

A night with the stars for matrics Calvin College held their matric farewell on Saturday 10 October. The evening was filled with glitz and glamour as the matrics went all out to make sure that they and their partners look their best. The theme for the evening was a night with the stars and planets. This group of matrics had a few pupils who started school in grade 1 with Calvin College. During the evening’s proceedings the young people were encouraged to work hard and make a success of life, never forgetting the lessons they were taught in school and at home.

What is your opinion on a three year On Tuesday this week Eskom submitted their proposal to increase the price of electricity with 45% every year until 2012 to the National Energy Regulator of South Africa (Nersa). Should this proposal be approved it will come into effect on April 1 next year for consumers who buy their electricity directly from Eskom and from 1 July for those who are supplied through their municipalities. Economists and consumer groups fear that this increase could have major financial implications on households that are already struggling to keep up. It is also expected to push inflation above the six percent target mark set by the Reserve Bank. According to Business Report on Wednesday this week, Ms Ina Wilken, vice-chairwoman of the SA National Consumer Union said: “...government should have stood surety for Eskom’s expansion programme, which should have been funded by an international loan”. The National Consumer Forum is also seeking advice from international organisations. They have approached the UK-based International Consumer Research Trust to investigate claims made by Eskom that their electricity is cheaper than in other countries. Eskom defended their decision by saying that the expected increase in demand for electricity should see them double their output by 2020. They are planning to spend over R385 thousand million in the next five years to construct new plants that will help meet the expected 80 000 megawatt output that will be needed to satisfy consumer demands in the coming years. The proposed document is available on Eskom’s website and the public can download it in order to submit comments. Nersa will be hosting public consultations before a decision on the proposal is taken.

Ms Reinette Ngele said: “No, I don’t think it is a fair increase. Many people are poor and are not working and we are struggling with the grant money that is not enough”.

Mr SM Mabokwane said: “I think it will be bad. People are losing their jobs and Eskom is increasing their tariffs. This will cause more hardship”.

Interesting to know: Eskom CEO, Mr Jacob Maroga told the press on 6 October that they plan to increase free basic electricity to poor households throughout South Africa from 50kW per month to between 70 and 100kW per month. In 2002 government adopted the policy of allocating 50kW per month to poor households free of charge. (Information: www.sagoodnews.co.za)

That is a clear display of the book Animal Farm. They raise the price of electricity without the salaries being increased while their CEO gets a 27% increase!” said Mr Phalale Makofane.

Mr Rufus Nkosi said: “This is not good because it will cost the poor people a lot of money”.

Mr Walter Makofane said: “That is too much. With the recession it is unfair to people”.

Maatlopo United aiming for position number 1 Maatlopo United Football Club (in the red and white) played two games last weekend. They collected points to narrow the gap between them and Nchabeleng Young Stars who is currently number one on the log. The first game was played on Saturday when Maatlopo took on Milan FC. This game was played in windy conditions and Maatlopo managed to win the game 3-1. The team was supposed to play again on Sunday 11 October, but Dudu Stars failed to honour the game sending them 2 points. Maatlopo is currently second on the SAB regional league log with 27 points. The leaders have 31 points. Maatlopo FC is so far unbeaten. They will be playing again this weekend when they face Monsterlus Young Stars on Saturday. This game will be played at the Monsterlus grounds. On 24 October they will take on Nchabeleng Young Stars at Ntwampe Sports Grounds. Kolskoot vir Spekskieters Die Wildevy Manne het op 10 Oktober weer ‘n Kleiduif skietkompetisie aangebied. Daar is in spanne en as individue deelgeneem. Die Spekskieters bestaande uit Eric Erichsen, Gerhard Kruger, Philip Smit en Hendré van Graan het as die wenspan uit stryd getree. Op individuele vlak was Eric Erichsen die beste skut van die dag met LJ de Jager tweede en oom Lood de Jager derde. Die dag is by die 4x4 baan gehou en veiligheid was weereens ‘n prioriteit. Elke skut het twee oefenskote by die verskillende punte gekry voor daar met die kompetisie begin is. Daar is dan na die kleie geskiet vanaf verskillende gemerkte punte by elke skietpunt. Die skut kon self kies of hy of sy wou staan of kniel. Die Wildevy Manne het almal bedank wat die dag ondersteun het en almal wat ‘n bydrae gelewer het om daarvan ‘n sukses te maak. Links: Eric Erichsen was die beste skut van die dag. Hy was ook deel van die Spekspieterspan wat die wenspan was.

Veiligheid was altyd ‘n prioriteit tydens die kompetisie. Sien nog foto’s op bladsy 15.
