17 JULIE 2009 Twenty-six speakers from across Limpopo strutted their stuff last week Friday during the First Session of the Fourth Legislature Youth Parliament that was held at Nthame Primary School at Ga-Madiseng near Burgersfort. The official welcome was done by Greater Sekhukhune District Municipality Executive Mayor, Mogobo David Magabe, who stressed the importance the youth had to play in the country’s future, as well as the necessity to involve them in structures such as the Youth Parliament. Just as with similar ‘grown up’ institutions, security was strict. Media had to accredit beforehand and access control encompassed electronic scrutiny of bags and baggage, while body searches was also the order of the day. A large number of Police from the area and other parts of the province were also present. To say that the event was well attended is an understatement. About 750 people were expected, but with the sitting in full swing, close to a thousand individuals have passed security. A large number of people were taking a break outside and there was almost no seats left in the school hall where the sitting took place. The Speaker for the day was Gideon Chauhuya from Thohoyandou. During the session the minutes of the Fifth Session of the Third Legislature Youth Parliament that was held in BhaPhalaborwa Municipality in June last year, was made available, as well as a a feedback report on the implementation of 2008 youth parliament resolutions by provincial

NUUS government departments. During the day’s proceedings, four motions were discussed around issues involving the youth. The first one centred around the involvement of youth in crime prevention, while the second motion explored the challenges faced by the youth in education. The third motion to be discussed was the role of the youth in key sectors of the economy, while the last motion investigated health awareness programmes for young people.

Not all parties were happy Not everyone seemed to be happy though. Members of COPE and the PAC (seperately) approached the Platinum Gazette outside the hall, complaining about the fact that the representatives of other parties than the ANC were not given the chance to state their views clearly as the audience jeered them loudly and made it impossible for them to participate. They said they feel that the ANC could have made a better effort to control their supporters to give everybody their democratic right on an expressed opinion. Motions and resolutions taken after the debate by the Youth Parliament, which operates under the ausopices of the Limpopo Youth Commission and the Limpopo Legislature, are forwarded to the Limpopo Provincial Legislature for finalisation and execution of resolutions taken.

Ga-Malekane labour dispute resolved A labour dispute between the community of Ga-Malekane (situated next to the road at the steel bridge turn off to Jane Furse on the Steelpoort to Roossenekal road) and the contractor installing a reticulation pipeline, erupted on Wednesday and the contractor had to stop work for the day. The contractor, Shearwater Construction, is reponsible for the pipeline between the new De Hoop Dam and Jane Furse. The community’s labour committee told Platinum Gazette at the gates of the contractor’s site that they were unhappy because local people were not employed by the contractor as promised and that they requested a meeting with the contractor and the project steering committee. Meanwhile they prrevented the contractor from continuing any work. Eventually the project steering committee and the contractor engaged in talks with the community’s labour committee. The contractor explained to Platinum Gazette that an agreement was reached with the community through the project steering committee regarding employment, but also explained that the whole problem could have happened because of a misunderstanding. Although Shearwater is on site for six months now, people could not be employed beacuse the pipes for the

pipeline were not delivered. The first pipes only atrted arriving about twoo weeks ago. Shearwater is now busy with an experimental first part of the project, whereafter about 30 people will be employed in the next two weeks.

A spokesperson for the company also said it was explained to the community that not only people from Ward 27 (where they live) could be employed as the project is stretching to Jane Furse, emaing that other communities along the way also have

a right to employment. Shearwater and the comminity committee confirmed on Thursday morning that everything was back to normal, that an agreement has bee reached and that work was continuing.

‘My house is cracking’ Mr Billy Makanyane of Ga-Malekane says his house is cracking after the contractor who is responsible for laying the water reticulation pipes from the new De Hoop Dam to Jane Furse, did some blasting for the pipe trenches next to his house. “The house is still new, 11 months old, now after the blasting a cracks appeared under the window frames, one is going through the wall”. Mr Makanyane says he contacted the contractor to fill in a claim form for the damage, but they did not want to give it to him. Platinum Gazette contacted the contractor, Shearwater Construction. A spokesperson told the newspaper that the insure company for Shearwater took photographs of all the houses where blasting is going too take place. An assessor will visit the houses again after a time and take photographs again when a claim is received. He said the reason why Mr Makanyane did not receive a form, is because there can still be latent movement in the ground from the blast. He stated that it is better to submit a claim after a week oor two after the blast.

Ward councillor appears in court Councillor Joseph Mohlala of Ward 24 who was arrested (and released on bail) last week for allegedly being reckless with a firearm, appeared in the Leboeng Magistrate’s Court on Monday on similar charges related to a incident that happened late last year. Although all the witnesses were warned to be present at the court, the case did not continue as it was referred to the Director of Public Prosecutions for a decision whether to continue with the prosecution or not. The case was postponed till 15 September. Mr Mohlala was arrrested last week after allegedly being reckless with a firearm when a disagreement between him and a resident who requested water errupted. Stakeholders in the community met last week to discuss the issue. Platinum Gazette reported that from Greater Tubatse Municipality’s side, the Office of the Speaker is giving attention to the matter. The municipality also explained that mr Mohlala is a ward councillor, elected by the community into the position with the right under normal circumstances to remain in his position until the next local government election.

Crime School for Disabled now on the way to being OK Snippets

The Bogwasha School for Disabled was established in the Marota Bogwasha community at Ga-Motodi in 1996. In the more than a decade since it’s establishment there is still little to indicate that this is a school. A shack that was used by the villagers for the school was severly damaged during a storm last year. (See photograph top left). There is also no proper ablution facilities and the disabled people gathering there have to walk quite a distance to collect water. They will however very soon have better circumstances. OK Grocer in Burgersfort became involved with the group after they were approached to donate vegetable plants etc. to the group to assist them with self-help projects. The aim was to see whether the group could later even sell fresh vegetables to the supermarket. “I was invited by one of their leaders to visit them and see their circumstances for myself. I was very touched the day when I arrived there and found them sitting beneath a tree after a storm blew away their shelter,” says Mr Vonnie Craffert of OK Grocer. “They are also using a pit toilet without a proper enclosure around it. There was rusted metal plates arranged around it to try and give a little privacy. The fact that they are trying to do something for themselves and regularly meet there also moved me. I felt that these people are some of the most vulnerable in the community and that there is a big need,” he says. OK Grocer has this week started with the construction of a brick building for their use. “We are doing this as part of our social responsibility to the community. The community supports us and this is our way of giving back,” Craffert explains. Although the building is the most pressing need, the group are also in need of a large water tank that the municipality can fill with water to alleviate the burden of carrying water over large distances. In court for stolen bank cards A 33-year old man appeared in the Praktiseer Magistrate’s Court on 10 July on charges of common robbery. It is alleged that he robbed a 36-year old man of his bank cards on 5 July at Ga-Madiseng. The suspect was not granted bail and was due to appear in court again yesterday.

Protection order violation not tolerated The Tubatse SAPS arrested a 27-year old man after he allegedly violated a protection order. His wife alleges that he insulted her and violated the order on 8 July in Praktiseer, Shushumela. The man appeared in the Praktiseer Magistrate’s Court on 10 July and was not ganted bail. He was due to appear in court again yesterday.

Lights out (of the door) After a break-in at his house, the owner found that his lights had disappeared. The police investigated the case and arrested a 28-year old suspect. The crime occured on the night of 4 - 5 July 2009. The suspect appeared in the Praktiseer Magistrate’s Court and will appear in court again on 29 July. He was not granted bail.

16-Year old arrested A 16-year old was arrested and charged with house breaking and theft. He allegedly broke into a house at Praktiseer, Shushumela on 10 July and stole a cellphone and dvd’s. The police recovered all the stolen items during the suspects’ arrest. The youngster appeared in the Praktiseer Magistrate court and he was released under parental control.

Sentenced for malicious damage to property Mogau Mahlaku was sentenced to three months imprisonment or a fine of R1 500 for breaking the window panes at his residence. He was found guilty of malicious damage to property on 13 July in the Praktiseer Magistrate’s Court.

Dwarsrivier employees care Dwarsrivier employees this week raised funds for their winter warmer campaign. Every day of the week food was prepared and sold in aid of charity. They plan to buy blankets that will be distributed within the surrounding communities. Last Friday Agosi Tshehla, Junior Siyiya, Abe Maidi, Typhinah Maiele, Silas Seabela and Gabriel Lebakeng were some of the supporters and volunteers who bought and sold hot dogs. Nafcoc Tubatse meets

The National African Federated Chamber of Commerce (Nafcoc) Construction held a meeting on Sunday 12 July at the Greater Tubatse Municipality. Nafcoc is the national body that unifies all construction businesses under one umbrella. The Tubatse branch was launched in 2007 and is helping small businesses to comply with the various requirements of the law within which they operate. One of the issues on the agenda was the need for an office. The office, once opened will serve as a central base from which members can seek services and where they can meet with stakeholders. Other issues that were discussed was the fact the members often complain that they are not taken into account for big contracts and the reasons for this exclusion. The management committee appealed to their members to comply with all requirements of the law such as tax clearance. They also told members that it is important for them to obtain various memberships to certify their ability to do the work they are tendering for. One of these is the National Home Builders Registration Council (NHBRC). The members were also told about the importance of marketing and seeking work not only locally, but also to submit tenders within other municipal areas. The members complained about red tape when trying to accredit themselves with certain institutions and told the meeting that they are feeling excluded due to this. The management committee informed the members of specific tenders currently available. They also emphasised the possible benefits of joining established businesses as BEE partners. It was however made clear that should this happen to the members that they should make sure that it is not only in name that they become partners. Mr Tim Marobane, chairman of the Tubatse branch invited all business people to join them and become part of the database which is distributed to stakeholders. Do you think food prices are Food prices are often a topic of complaints. It last week however became a subject of discussion in parliament as well. The Competition Commission of South Africa will investigate why food prices are not lowered when production and other costs are lowered. Allegations that major supermarket groups control this high priced market without regard for the consumer has surfaced. Farmers are mentioned to be of those on the short end of the stick as they receive less for products such as milk and maize compared to last year. The price of these in a supermarket has however not dropped. We asked readers whether they think the prices are too high and are being controlled.

“There is a certain time when they must say they reduce the food price - not just at random. So if the interest rate drops to a certain level then they can reduce it without hurting the economy,” said Mr Phuti Hlahla.

Mr Piet Sekokotla and Mr Robert Senong said: “We pay R18 per day to go home and to work with the taxi. When the petrol goes up we pay more but not less when it goes down. It is the same with the food”.

Mr Leagathoko Malepe said: “For myself I discovered that my car installment will be R500 less per month. When I buy food I don’t see the same. It is really terrible. I will now be able to put in more petrol with the lower installment”.

Mr Zebelon Sebobela said: “It is being controlled. It is not good. They take advantage because people are not educated”.

“Food is too expensive,” said Mr Frans Mathebula.

“Prices of food are going up daily. Things like eggs you’ll find is up. Our salaries are too small,” said Mr Slai Magabe.

Sweet sports with cake decorating competition OK Grocer held a cake decorating competition for children between the ages of 4 and 9 last Saturday. Toy vouchers were up for grabs while each child could take his or her cake home to show off and eat. Buddy, OK’s mascot was also around to entertain the little ones.

In the age group 4 to 6 years the winners were: Chiara Bruni (first),Jasmin Knott (second) and Caitlin Falter (third) .

In the age group 7 to 9 years the winners were: Bianca Burger (third), Michael Kaplan (second) and Annemie Kaplan (first).

Phelo Pele Foundation donates blankets The Phelo Pele Foundation last week Saturday delivered the blankets they’ve been collected to the home based care workers and community leaders at Mmutlane Village. Mr Abednico Makina, founder and chairman of the Foundation grew up in the village and told Platinum Gazette that he wanted to give something back to the community there. He thanked Aspen Pharmacare for their support in donating blankets. In his thank you list he also included PnP Mining Supplies for sponsoring a bus to deliver the blankets. More than 80 blankets were delivered to people who are in need of something to keep them warm this winter.

Burgersfort Shotokan Karate Club competes internationally Members of the Burgersfort Shotokan Karate Dojo competed in an international WJKA tournament held in Durban between 28 June and 5 July. During the competition students had the chance to be graded by an international Sensei. Three of the Burgersfort Klub passed the grading to move to another belt. Practise sessions were held on the beach and students could get to know not only their own team mates better but also those of other countries, including Holland and Belgium. Apart from Kata and Komite training the group also participated in fun activities such as a visit to the U-Shaka Complex and a boat cruise.

Cobras bite B’fort United A strong Modikwa Cobra team took on Burgersfort United Football Club (BUFC) in a social soccer match on Wednesday evening. TheCobra’s soon showed their strength although BUFC did not take their dominance lying down. The match ended 3-1 in favour of the Modikwa team.
