The car factor is an allowance for frictional resistance and varies on different subdivisions accordturg to the ruling srade; the principle being that on low eradients the frictional resistance is a higher proportion of the total resistance than on steeper gradients. By use of the car factor the tratnload is so adiusted that the !esistance is the same for all trains of equal equated tonnage whether composed of fully loaded, partly loaded, or empty cars. 3. In computing tonnage, fully loaded cars of grain, coal, rails, iumber, pulpwood, ties, etc., where weights are not given on the waybill, will be considercd as carrying the marked capacity of the car. 7. Enginemen will observe manual instruction concerning short time rating of engines when train tonnage is not known. B. Train must not be reduced unless short time rating will be exceeded in handling complete train. When an engine is unable to handle the authorized rating, a joint message signed by Conductor and Engineman wiil be sent to the Chief Dispatclter advising the reduction made and giving the reasou for same.

FLINTAND SOUTHBENDSUBDIVISION FOOTNOTES PORT EURON.-AII tracks east of end of automatic block tenitory (Mileace 333.1) are yard tracks. Ttatrs and engines approaching 32nd Street and 24th Street crossovers must be piepared to stop, if switches afe not properly lined or if track is occupied. Movements through crossovers must not exceed 10 miles per hour. Unless otherwise instructed Eastward passenger trains srill use Depot Lead Track No. 2 and Westward passenger irains will use Depot Lead Itack No. 1 between 24th Street and 32nd Stueet. Westward extras lea,ving Tunnel Yard will obtain clearance at Ta,ppan. PEAT SPUR.-Engines wiu hold onto sufficient cars to avoid moving past point of switch when operating in easterly track. T'his track must be entered with caution. FLINT.-Position Light Sicnal located on North Side of Westward track, 3,3?5 feet East of Flint Station, to warn Westward trains v{hen trains or engines are approaching or standing at Flint station on Eastwald ttask. Three yello\^r lights showing horizontal indicate there is a fuain or engine on Eastward track between automatic signa,l No. 2696 and just east of Clifford street (first street east of station). Ttrree yellow lights showins vertical indicate there is no train or engine on Eastlirard track in the above area. DURAND.-Trains moving between Chicago and Detroit Divisions are not required to register but will requ{e clearance. All trains and engines must move at restricted speed beiween Main Street and Oak Street. Trains and engires may use this portion of main tracks, not protecting against First Class Tlains. Eastward traturs must approach Oak Street and crossover just west of Chicago Wye Switch, prepared to stop, making diamond stop west of crossover, expesting to find track ocsupied and will not proceeduntil track is known to be clea,r. LANSING.-AII regular Eastward passenger traiDs will head through interlosked crossover to do station work on Westward track returning to Eastward track through interlocked crossover at Cedar Street.

Where crossings and drawbridges are protected by gates, signals, or derails, stop signs will be omitted. 2. Trains or engines must not exceed timetable speed restrictions at interlocked Il,ailroad Crossings at grade. These instructions supersede second paragraph of Operating Rule 98. 3. AIRBRAKES When air brakes are placed in service prior to making switching movements in private sidings, industries, team tracks, between yards, etc., a sufficient period of time must be allowed io peimit the train line and reservoir to be fully charged, so that full braking power can be obtained. When auxiliary cranes, hoists, pile drivers, sno't plows, spreaders, passenger coaches, or other equipment are o-laced on turn-tables, air brakes or hand brakes must be ipplied or such equipmcni properlv blocked belore engine is-lncoupled to insure full control and .afe handling. OPERATION OF SPRING SWITCHES signals protecting movements over spring When switches indicate STOP, switch must be inspected and points must be known that are properly lined and free from obstructions before using. In removing obstructions from points, use bar or other suitable instrument to avoid injury. Spring switches must not be operated by trand until points are closed. Heavy springb are compressed when wheels lorce the switch points open. If handle of switchstand is released with springs compressed, the force in the spring will be hansmitted to the employee and may cause injury. If absolutely necessary to deviate from the above instructions, care must be exercised to keep away from the handle when it is being released. INSTRUCTIONS GENERAL 1. Unless otherwise provided, wrecking cranes, clamshe]ls, Jordan spreaders, industrial cranes on own r"vheels, drag lines loaded on flat cars in OCS movement, and such other equipment must be placed at least five caff ahead of caboose. occupied outfit cars and scale test cars must be handled next ahead of caboose. Jordan spreaders, except when in service, must be headed in the direction of the train's movement and wings secured, 2. Open top cars loaded with lumber, poles, pipe and similar commodities are not to be placed next to caboose or next to engine. Neither should they be handled in train next to oil tanks or cars ol inflammables or explosives 3. when handling newsprini paper, glass commodities, TOFC, house traile|s, livestock, open end carloads of lumber and open top carloads of machinery, presses, etc., such cars must be shoved to rest, not kicked, dropped, or other cars kicked against them. 4. When handling multi-level, TOFC, hydro-cushion, loller bearing equipment and all cars 60 ft. and longer, extreme care must be taken to couple, uncouple, separate cars on straight track, and insure that cars are standlng aI resl. (a) Due to the length of such cars and the fact that the trucks are recessed from the end, special care must be given to see that they are shoved into clear when switching is to be performed on adjacent tracks. (b) Before coupling onto such cars, a stop must be made not mote than 10 feet away and draw bar alignment checked to determine if the draw bars lhe up and will not slip by. (c) Extreme care must be exercised through turnouts and sharp curvature to insure that such cars q/ill not be truck-bound or that the corners will not bind due to curvature of track. (d) Sensitivity of roiler bearing or delayed slack action in hydlo-cushion underframe or shock absorbing drawbar equipment, and tfack grade may have a tendency to start cars to roll even though they may have been left standing at rest. 5. Business cars will be placed in trains according to instructions issued covering each movement. 6. Business or passenger cars, whether equipped with roller bearings or otherwise, when parked on depot or other tracks, must be left with air brakes applied and hand brakes set. ?. Before making a coupling to or belween passengpr equipment, any of which contains passengers, stop must first be made not less than six and not more than twelve feet from the point where coupling is to be made. 8. Insulated joints at clearance points on sidings and yard tracks not protected with derails are painted YELLOW. Enginemen and trainmen must be careful to see that engine and cars are teft clear of these jotlts in order to avoid interfelence with signals.
11. A train may be run on other than its assigned track within Yard Limits upon instructions of Yardmaster or Dispatcher as prcscribed by Rule 93. 12. Cars equipped with roller bearings must be switched carefully and at low speed to avoid damage to cars and contents, and hand blakes must be applied to prevent these cars from running foul or over derails. 13. On Passenger and Mixed Trains, when the car immediately ahead oI the first passenger carrying car is of the non-diaphragm type, the tail gate, chain, or crossbar at, the forward end oI the passenger carryjng car should be kept in closed position while the train is in mollon. 14. Should diesel electric engines, RDC cars, gas electric or rail detector cars, operating light, be required to use sand in stopping in automatic signal terdtory, or on interlocker or automatic crossing protection track circuit, the unit must be moved off the sanded rail immediately to ensure proper operation of the automatic signals, the interlockel indicator charts or automatic crossing protection devices. When move is continued approachhg automatically protected highway crossing care should be exercised to ensure that crossing protection devices are functioning properly beforF moving onto the crossing. 15. In settine out "hot boxes", packing must be pulled and completely extinguished before train proceeds. Carefui inspection of area near the hot journal must be made to be sure that no pad of the car has caught on fire. 16. In the event of derailment or severe impact that could cause shifting of lihe track or damage to rail, careful inspection should be made before any further moves are made over the trackage affected. 1?. Fusees should not be used for signaling purposes where hand ot lantern signals would suffice but whenever weather or other conditions require the use of fusee for signaling purposes, entreme care should be exercised to avoid any confusion or misunderstanding on the part of approaching freight or passenger trains that signal is intended for such train. Proper positioning of employee giving signal is important and this should be done away from the main track. care must be exercised in disposing of fusees to avoid injury or fire hazard. 18. If a passenger train makes an improper station stop, ii must not be moved until the proper signal is received. 19. In all cases where engine or train crews encounter some unusual condition enroute that may have a bearing on tbe safety of employees or protection of Company property, a prompt telephone or wte report (depending upon the urgency of the matter) must be given at the first opportunity to chief Dispatcher, Trainmaster and Superintendent, lollowed by written statement, if necessary, to give details that cannot be suitably covered otherwise. Where prompt action by our Investigation Department may be required in certain circumstances, such as, obstruction on track, stoning of/or shooting at engine, coaches or caboose, or any act that looks like sabotage, etc., it is satisfactory for employees to make immediate contact with representatives of that department but this action will not relieve train and engine cre\{s from making the repot provided to the above named. 20. With a sterile gauze pad or the inside fold of a clean handkerchief, apply pressure DIRECTLY OVER ihe wound. Hold dressing in place with a lirm bandage. If bleedine does not stop, apply additional pads on top of the first one. If this does not control the hemorrhage, place a constriciive bandage above the wound tight enough to stop further bleeding using a triangular bandage, handkerchief, tie, rope, etc. Be sure to loosen this constrictive bandage every 15 to 20 minutes and retighten if necessary. Secure medical assistance as soon as possible.

AG CCIDENTS G I V I N GI N F O R M A T I ORNE G A R D I N INJURYCASES OTHERTHAN EMPLOYEE Any employee who is involved, witnesses, or has knowledge of any accident arising out of the opelating of our raihoad, including all grade crossing accidents, track company-owned motor car and accidents involving vehicles, must give all information relating thereto to the company's Claim Agent and to the proper company officers and must not under any circumstances give any
infofmation regarding such acidents to other persons, except Police and Coroners. Other persons seeking such information should be referred to the Law or General Claims Department. Employees should not sign any statements nor should they give them the names of witnesses to accidents.

AND EMPLOYEES TO PERSONS OTHERTHAN PASSENGERS INJURIES 1. In providing or helping to provide medical care for injured persons, the F,ail$tay acts for humanitarian reasons only and in no case shall such assistance be regarded as an admission or evidence of liability on its part 2. The assistance of the Railway iD such cases of iDjury to persons on railway premises, other than passen' gers ol employees, shall be limited to the rendering of First Aid. "First Aid" means such medical semices as are known to relieve suffering and to make it safe for an injured person io be moved from the premises. Under no circumstances shall it mean the performance of surgical operations, or the application of elaborate dressings, such as the setting of fractures, etc. 3. The employees handling the case shall make every effort to see that the injured person is placed in the charge of friends or of municipal authodties who shall arange for any hospital treatment which the injured person may require; failing which the Transportation Officer on duty shall be given the necessary instructions regarding disposal of the injured person. 4. Whele it has proved impossible to reach friends of the injured person or municipal authodties, the Trans-
portation Oflicer on duty may arrange to have the injured person taken by train, to the nearest point where a general hospital is to be found. At the same time, everyone concerned, including the authodties of the hospital in question, shall be informed of the circumstances under which application for the admission of the patient is to be made and that the Railway assumes no liability therefor. Particulars of the alTangements made shall be given in the casualty report. 5- The instructions of the Transportation Officer shall be given by telegraph and a copy of such instructions sha11 be fumished to the Claims Department with the medical accounts covedng the rendering of First Aid or of such other medical services as may have been authorized. 6. Employees, when calling a physician, shall notify him that the call is for First Aid only and that the Railway shall not be responsible for any subsequent medical care. 7. When practicable, the services of a railway medical officel shall be requisitioned.
FATALITIES In case of death on trains the usual proprieties must be observed and ihe Coroner (or County Officer performing the duties of corone!) notified. The body must be removed as soon as possible to a proper place and left in charge of an employee of Lhe railroad until {he coroner (or Counl,y Ofticer perfolming the dutie. o[ Coroner) arrives. If the body is accompanied by an attendant, he or she should be consulted and his or her wishes respected. Prompt report must be made to the Superintendent. The Coionef of the Distdct or ihe nearest police officer shall be notified as soon as possible of any accident which proves immediatelv fatal. If a person is killed in train operation, the employees who are aware of the circumstances surrounding the accident may remove the body from the railway rightof'way and take it to tlle nearest station (withirt the if possibte) from which point the same municipality coroner or the nearest police officer shall be imme-
diately notified. If the body of a person is found on or near the rightof-way by employees a guard shall be lefi with it uniil the Coroner or the police shall have been notified and instructions obtained as to disposal. The body should not ordinarily be moved from the place where it was found unless permission has first been obtained from the corcner or the police to do so; but if it is apparent that such permission cannot be obtained without undue delay, and the body is in such a position as to prevent trains from passing, the body may be moved out of the way after its condition and position have been noted for the information of the Coroner and police. This is particularly important where the death appears to have been due to foul play. Employee wiU NOT search the body for identification or address. If unknown, report to the Supedntendent will so state.
_ MEDICINE DRUGS There ale available and in use nnmerous medicines containing drugs which may produce in some persons a condition ranging from mere dlowsiness to an almost complete inabilitv to remain awake' and in some cases Deriods of mental conlusion Such drugs are contained in manv cold cures, sleeping pills' headache tablet<. pain killers, cough mixtures. etc.
Employees, particularly ihose working on or around moving trains, machinery, etc. are cautioned not to use any of the above preparations while on duty or for a period of at least 12 hours before reporting for duty. Each employee should ask his personal physician if any medicine he is taking or is given to take contains such a drug.
FIREPREVENTION During dry weather when soil and vegetation conditions Dravail causihg fire hazards, all lrainmen. yardmen. and eiginemen must be on lookouf for flires which may be star6d from engine exhaust or braking action. rf anv are detected, immediate action must be taken' stopping the train or yard movement, extinguishing the fire' and
getting fire protection from nearest point if conditions wallant. R,ear end crews on trains are in best position to detect fresh fires stading and must notify engineer of such conditions. Engineer will operate engine in such a manner as to avoid fires being started,
