MALOLOS—Ang pagpapataas ng antas ng moralidad, bukod sa kaalaman ng botante sa mga proseso ng kauna-unahang automated elections sa May 10, 2010 upang mabawasan, kungdi man ay maiwasan ang iba’t-ibang pamamaraan ng pandaraya. Ito ang pahayag ni Abogado Sabino Mejarito, ang provincial election supervisor ng Bulacan hinggil sa pangamba ng mga
opisyal ng Commission on Elections at mga botante sa posibilidad ng pag-igting pamimili ng boto at iba pang uri ng pandaraya bago magkaboto ang mga botante sa araw ng makasaysayang halalan. Bukod dito, sinabi ni Mejarito na oorganisahin niya ang iba’tibang grupo na nais magboluntaryo para tumulong sa ikatatagumpay ng 2010 automated
elections sa lalawigan. Ayon kay Mejarito, madaling ituro sa mga botante ang mga proseso ng automated elections dahil halos nakakatulad ito ng mga proseso sa mga nagdaaang halalan. “There is not much difference from the old and new system, except that we are improving the old system with the use of machines that will hasten the counting, can-
vassing and transfer of election returns,” aniya sa isang panayam ng Mabuhay noong Nobyembre 9. Dinastiya Hindi na ito bago sa atin. Ang totoo ay hindi lamang ito bahagi ng ating buhay pulitika, sa halip ito ay isa sa mga natatanging tatak ng demokrasya sa ating bayan na nahaharap sa makabago at makasaysayang halalan sa susunod na taon. Ito ay ang dinastiyang pampulitika o ang pagpapalit-palit sa mga halal na posisyon sa pamahalaan ng mga taong nagmula sa iisang pamilya. Sila’y magkakamag-anak, magkakapamilya, kung di man ay ka-puso at kakampi. May mag-asawa, magkapatid, mag-ama, mag-ina, magbayaw, mag-hipag, magpinsan, pamangkin, apo sa tuhod at kung minsan ay inaanak, at maging kalaguyo ng dating naka-upo sa halal na posisyon. Para sa mga tutol sa dinastiyang pampulitika, ito ay isa sa mga susi ng pagmamalabis sa puwesto kung saan ay sariling interes at hindi kapakanan ng pamayanan ang napagyayaman. Para naman sa mga pabor, partikular na sa mga taong direktang nakikinabang sa iba’t-ibang posisyon na pinagpapasa-pasahan ng mga miyembro ng iisang pamilya, ang dinastiyang pampulitika ay isang pagpapatuloy ng kanilang serbisyo sa pamayanan sa pamamagitan ng pagpapatuloy ng mga hindi natapos na proyekto at programa ng kanilang kaanak na mas naunang naupo. May punto sila. Ito ay dahil na rin sa karaniwang hindi naitutuloy ang mga programa ng isang administrasyon kapag ang nagwagi sa kasunod na termino ay hindi kaanak. Ngunit gasgas na ang linyang ito lalo na kung bibigyang pansin ang kalagayang pangkaunlaran ng pamayanan kung saan ay makikitang hindi balanse ang kaunlaran. Totoong may nakikinabang sa pagpapatuloy ng administrasyon ng magkamag-anak na pulitiko, ngunit hindi ito sapat upang ikumpara sa malawakang kahirapan na pinagdadaanan ng taumbayan. Ang karaniwang sinisisi ng marami sa kalagayan ng pamayanan ay ang mga pulitikong nasa posisyon, kabilang man o hindi sa dinastiyang pampulitika. Sila ang laging binabatikos dahil sila ang nangako ng pagbabago’t kaunlaran; at nanumpa na maglilingkod ng buong puso sa mga taong kanilang nasasakupan. Ang kulang sa larawang ito ng demokrasya sa ating bansa ay ang mga mamamayan — sila, tayo, ang bawat isa sa atin — ang bumubuo sa mas malaking bahagi ng pamahalaang pinaghaharian ng mga tao, at para sa tao. Muli, nais ipaalala ng Mabuhay na kung tutol tayo sa dinastiyang pampulitika, dapat muna nating ituwid ang dinastiyang nasa bawat isa sa atin upang mapatid ang dinastiyang kapos sa paglilingkod sa taumbayan at sa gayon ay maglaho ang dinastiya ng kahirapan. Tandaan natin, may responsibilidad ang bawat mamamayan sa pamayanang ginagalawan. Disiplina sa sarili ay pagyamanin, pataasin ang moralidad at bigyang daan ang dinastiya ng kaunlaran at tamang pamamahala.

Walang katapusang Gloria SA ipinapakitang senyales ni Pangulong Gloria Macapagal Arroyo ay tuloy na tuloy na talaga ang kanyang pagtakbo sa susunod na halalan. Ang tanong nga lang ay kung anong posisyon ang kanyang tatakbuhin. Ang pagiging kinatawan ba ng Ikalawang Distrito ng Pampanga, o ang pagiging bise presidente, katiket ni Gilbert Teodoro ng Lakas-Kampi? Sa kasalukuyan kasi ay apatnapu’t-pitong beses na kasi siyang dumalaw sa Pampanga na kanyang lalawigan at may dalang mga gamit, relief goods at job fair para sa kanyang mga kababayan. Maging si Executive Secretary Eduardo Ermita ay hindi makasagot ng diretso nang tanungin kung tatakbo ba si Pangulong Arroyo. Ang tanungin na lang daw tungkol doon ay si Atty. Romulo Makalintal, tagapayo ng Pangulong Gloria hinggil sa eleksyon. Kailangan pa bang magturo kung simpleng hindi na tatakbo si Pangulong Arroyo sa darating na eleksyon ang kanilang sagot?
Ipinagbabawal sa batas ang pagtakbong muli ng isang pangulo. Sapagkat kaya niyang gamitin lahat ang ahensya ng pamahalaan sa kanyang kapakinabangan, biro mo naman, lahat ng kanyang nabigyan ng biyaya ay nakakalamang na siya ang susuportahan. Alam naman natin ang ugaling Pinoy tinatanaw nating malaking utang na loob ang konting biyayang ating natatanggap . Kaya nakalalamang na ng malaki si Pangulong Arroyo sa kanyang makakatunggali lalunglalo na kung pagka-kinatawan ang kanyang tatakbuhin. At kung may natitira pa siyang konting delikadesa sa katawan ay dapat niyang itigil ang pagnanais na tumakbo sa kahit ano pa mang posisyon. At kung hindi niya naman mapigil ang kanyang pagkagahaman sa kapangyarihan ay dapat siyang mag-bitiw sa pagkapangulo ng ating bansa para maging patas ang laban ng kanyang mga makakalaban sa eleksyon.

Patas nga ba? Hindi ba’t nakapangangampanya na siya? Isang kasabihang tagalog HUWAG asahang makipaglibing sa iyo ang pinakapaglibingan mo. Ito’y isang kasabihang tagalog na kung ating masusing pag-iisipan ay sadyang may katotohanan paano pa makikipaglibing sa iyo ang isang pinakapaglibingan mo? Pero kung tuturalin natin ang kasabihang ito ay malalim ang ibig na ipakahulugan. “Huwag kang umasa sa tulong ng tinulungan mo.” Ang tao ay may kanya-kanyang pag-uugali. May mga taong kaya ka lamang pinakikisamahan ay dahil may inaasahan o may kailangan sa iyo. Ngunit kapag nakuha na ang kanyang nilalanggati ay bale wala ka na. Iyon ang karaniwan na nangyayari sa takbo ng buhay. Sana’y magsilbing aral sa bawat isa sa atin ang nangyari sa ating Panginoong Hesukristo, na ipinagkanulo ng sarili niyang disipulo. Talagang ang tao ay makasarili.

‘Onli in da Philippines’ KUNG mapagsuri tayo, sa nakaraang halos isang dekada, dadalawang tao, kapwa naging senador, naging pangalawang pangulo, at naging Punong Tagapagpaganap, ang gumulo sa buhay ng mga Pilipino, nagdala sa bansa sa krisis, at kalagayang nakakahiya sa piling ng mga bansa sa mundo—sila ay sina naging Pangulong Estrada at kasalukuyang Pangulong Gloria-Arroyo. Si Estrada ay nagpapanggap na “makamahirap; si GMA ay halatang panig sa mayayaman. Kapwa naugnay sa jueteng (kumpare ni GMA si Bong Pineda na kanyang kabalen); si Erap ay napatunayang tumanggap ng milyong payola sa jueteng—na isa sa naging batayan ng pagkakahatol sa kanya sa salang pandarambong. Ang punto ko ay ang kamalasan nating mga Pilipino—o katangahan— na dalawang taong magkasunod na namuno sa bansa sa mahigit na isang dekada—ang Pilipinas, sa halip na makaahon sa hirap, ay lalong naging magulo, lalong dumami ang mahihirap at nagugutom, kasabay na dumami rin ang mga tiwali at mandarambong sa gobyerno, dumami ang walang trabaho, nagugutom, hindi nakapag-aral,
dumami rin ang mga babae— dalaga o may-asawa, na napilitang maghanap ng mabuting kapalaran sa ibang bansa—na ang marami ay nasadlak sa pagbenta ng aliw, pagtutulak ng droga, nabilanggo at nabitay. Isang ayaw umalis, isang nagbabalik KINA Erap at GMA natin masasalamin ang kawalang-delicadesa ng singaw ng umano’y mga lider natin. Kung naging Hapones, Taiwanese, o Korean ang dalawa, mabubulok na sa bilangguan si Erap, si GMA naman ay baka matagal nang nagbitiw. Pero, Pilipino ang dalawa, at sa Pilipinas lamang nangyayaring ang isang Puno na halos isinumpa na ng taumbayan ay kapit-tuko pa rin sa poder, gumagawa ng lahat ng maniobra at manipulasyon para makapanatili sa kapangyarihan—ang lantad na taktika ay isulong ang Cha-Cha. Sa Pilipinas lamang nangyayari na ang isang Pangulong nilitis at nahatulan ng plunder, ay biglang pinatawad, at ngayon ay buong yabang na nagpapahayag na siya ay muling kakandidatong Pangulo. Ang nakatatawa, kakandidato lamang daw siya kung di magkakaisa ang oposisyon, kung walang iisang kan-
didatong susuportahan ang tagasalungat. Ngayon, kakandidato si Erap—para lalong mahati ang oposisyon! Dadalawang tao ito, pero patuloy na ginugulo ang buong bansa—ang Comelec, ang Korte Suprema. Ilan na bang executive order ang ginawa ni Gng. Macapagal-Arroyo, na ibinasura ng Korte Suprema? Ngayon ay palaisipan kung kuwalipikado pa si Erap na makatakbong Pangulo. Para sa akin, hindi na ang pagiging kuwalipikado ni Erap sa legal na sukatan ang importante—kundi ang kuwalipikasyon niyang manungkulan pa bilang pangulo. May nagawa na ba siyang nakabuti sa bansa—bilang senador, bilang Pangalawang Pangulo, at lalo na bilang Pangulo? Makapaghuhugas pa ba sa pagiging “mandarambong” ni G. Estrada (batay sa hatol ng Sandiganbayan), kung sakaling siya ay mahalal—kung sabihin ng Korte Suprema na puwede siyang tumakbo uling Pangulo? Hindi si Erap ang kahiya-hiya kundi tayong mga Pilipino, lalo’t napalagay sa Guiness Book of World Records: “Unang Mandarambong na nahalal uling Pangulo—ng bansang pinakacorrupt sa Asia.”

In March, another 5,100 bibles, imported from Indonesia, were impounded, Associated Press reports. “(The bibles) contained the word Allah to refer to God,” added BBC reported. “The government, which is dominated by Muslim Malays, claims that the word Allah is Islamic. And its use in Bibles could upset Muslims.” “Church officials say that the word Allah originated in Arabic”, BBC pointed out. “Malays have used it for centuries to refer generally to God. And Arabic-speaking Christians used it before Islam was founded.” No one blinks when a boilerplate dictatorship, like North Korea, bans books. But a 21st century Asean member like Malaysia? Penalties for swapping the Lord’s name, can be three years in the slammer. Or a fine up to
$5,200. Or both. Clamping a patent on the Divinity’s name can lead to farce. KL earlier banned the Bup Kudus. This the bible used by Ibans, largest of Sarawak’s 27 indigenous groups. Banning God in public places THERE seems to emerge in places like the U.S. a certain strain of religious freedom that highly controversial, to say the least. Instead of promoting religion—any kind as long as the minimum requirements for peaceful common living are met—they are banning any mention and references to God and his images in public places, because according to them, these already go against the rights and freedom of some people. As if there can ever be a totally religion-free society! I know that we have different, and even conflicting ideas and views, but I could not figure out how praying in public schools, putting religious images in office buildings, making the sign of the cross, etc., especially if a good number of the parties involved so desire it, could already be held as an infraction of freedom. In Europe, for example, they are now prohibiting the display
of crucifixes in public places. If some people do not like these, they can always ignore them and do something else, just as those who believe in some religion have to respect the ways of those of who do not believe in any. But what we cannot do is to prevent people from expressing their beliefs in public. That in itself is already against freedom. This new unfortunate development is putting God in the same category as smoking in confined public places and some forms of public display of affection if not of indecency in public places. To me, religious freedom is the most basic of our freedoms. I would even dare to say itœ the mother freedom. All other aspects of freedom flow from it. Itœ where the fundamental exercise of our conscience is made, the one that tries to give us an over-all picture of who we are, where we come from and where we are supposed to head. Seeking the perfect storm THE strong and rough howling winds of the tropical typhoon “Santi” roused me from my sleep at 3 a.m. The nearby trees groaned as the heavy rains and winds slapped their branches like a naughty child playing and snapping brittle twigs. The galvanized sheets of the roof rattled constantly in a cacophony with the slamming and banging of doors and windows. In a flash, all the streetlights went out and everything became pitch black! I was paralyzed by these sounds in bed. My heart’s pace increased as I recalled the tragic and devastating effects of the previous typhoons “Ondoy” and “Pepeng”. “How high will the water level rise?”, “Will I get stuck again?”, “How many people will die in this typhoon?” My imagination could not help add: “The nearby trees might crash on the roof and pin you down in bed [FOREVER!]” or “The cars outside might get hit by falling branches and debris…,” and so
on. Never in my life, and I imagine in the lives of so many who have witnessed the effects of recent storms, have I been so affected, suspicious and frightful of the slightest changes in weather conditions: a cloudy day with isolated rain showers, a sudden unexpected downpour and occasional lighting and thunderstorms. Now my fears are immediately heightened –mostly by my imagination– when the weather station announces any impending tropical depression, even though how insignificant it may be. The aftermath of every disaster, however, brings with it something positive. The recent typhoons and their effects have helped us to face reality more prepared after seeing how “bad things can be” [perhaps] after not heeding past warnings to prevent similar calamities. The event may also [finally] “force” us to put into action –wrestling both political
and social wills– to repair the present damage and build in view of avoiding something similar in the future. Properly speaking nature has and considers no calamities. It simply behaves as it should. Disasters only happen to man who happens to be in nature’s way. Very often, however, because of man’s irresponsibility (i.e. arbitrary cutting down of trees, mining, and bad habits that pollute the land, rivers, sea and air), when he greedily tries to “train” nature –which abhors straight lines– then nature gets back at man. But the real and deeper calamity happens when man does not abide with the nature and purpose intended for him by God. And this can be more troublesome and destructive than any typhoon or earthquake. *** As we are just learning to cope with the devastation left by two major typhoons (and probably continued on page 5

Is big really better? TODAY, we live in a world where big is always better. In a world dominated by commercials and advertisements extolling the virtues of big things, who wouldn’t think bigger is always better. And who amongst us wouldn’t like a big bank account, big house or a big salary? But the question is: Is big really better? But then, on second thought, it was a small stone that killed Goliath. It was just one vote which saved American president Andrew Jackson from impeachment in 1868. Only three simple words – “I love you” – can start a lifetime commitment. And it only takes a spark to start a fire. “What we call little things are merely the causes of great things; they are the beginning, the embryo, and it is the point of departure which, generally speaking, decides the whole future of an existence. One single black speck may be the beginning of a gangrene, of a storm, of a revolution,” commented Henri Frederic Amiel. When you get down to the nitty-gritty, sometimes it’s the little things that add much more to the big picture. Look, it’s easy to focus your attention on having the big things, like driving the nice, new car or living in the super nice house. All of us can easily envision ourselves living the good life. But it usually takes more than just seeing the big picture in order to live it. As John Wooden puts it, “It’s the little details that are vital. Little things make big things happen.” In the Old Testament, a verse reads, “A day of little things, no doubt, but who would dare despise it?” Well, never despise those little things. Laurie Beth Jones, author of The Power of Positive Prophecy, related her own story about a former boss who didn’t want her to spend so much time with clients. “Go after the big clients,” she was told. “Leave the peanuts
to the others.” But still she did what she wanted to do. “When the numbers were totaled,” she wrote, “my combination of small sales outtotaled his few ‘big ones.’” She resigned from her job and started her own company. “Dinosaurs became extinct – yet rabbits still abound,” she observed. At age 21, Jacques Lafitte, a son of a very poor carpenter from a small city, set out to seek his fortune and future life’s work in Paris. He had no references from influential people no brilliant academic career behind him, but he was young and full of hope. With his usual thoroughness, he started looking for a job. Days became weeks, and still he had no job or income. But he kept at it. Nobody in Paris noticed this determined young man. One morning, he applied at the office of a famous Swiss banker, Monsieur Perregaux. The banker asked him few questions about himself. Then, he slowly shook his head and said there would be no job offered at the moment. Sadly, and more discouraged than ever, Jacques left the bank and walked slowly across the courtyard. As he did so, he paused, stopped, and picked something up. Then, he continued into the busy street, wondering if perhaps it wasn’t time to return home. At about that moment, he was overtaken by a man who tapped him on the shoulder. “Excuse me, sir,” he said, “I’m an employee at the bank. Monsieur Perregaux wishes to see you again.” For the second time that morning, Jacques faced the famous banker. “Pardon me,” the banker said, “but I happened to be watching you as you crossed the courtyard of the bank. Climate change adaptation NO less than MMDA Chairman Bayani Fernando has confirmed my earlier prediction that the deaths from diseases resulting from the floods will exceed the number of deaths due to drowning during the actual disaster itself. Chairman Fernando has apparently gained some brownie points by being active in the rescue and relief operations, but will he be able to get himself off the hook amidst accusations that he was the one who allegedly approved the building permits of structures in Marikina when he was the Mayor there, structures that are said to have caused the worsening of the impact of the floods? In the midst of the excitement and confusion over the effects of the floods, Fernando might have suffered a slip of his tongue when he told the story about his daughter being stranded in her steel fabrication factory. Could it possibly be the same factory that is now supplying the MMDA with most of its steel structures? If the answer is yes, then he might have just implicated himself in a case of conflict of interest. The conflict might just be a classic example of what the national democrats have been referring to as plain old
bureaucrat capitalism. Aside from the conflict of interest, Fernando should also explain what he meant by his earlier claim that he has already solved the flooding problem in Metro Manila, after spending billions of public funds and foreign donations to supposedly solve the problem. Is this the way we are going to let things happen in this country? That public officials could just make claims without having to account for it whether it is true or not? Many Mayors also gained brownie points during the rescue and relief, but are their public expressions of helping the victims enough to get them off the hook for not complying with the laws that require them to implement waste segregation programs on top of putting up Materials Recovery Facilities (MRFs)? Since the proof of the pudding is in the eating, Mayors who have not implemented the Solid Waste Management laws should be sued. It would not be difficult to gather the evidence that is needed to file cases against these Mayors. No MRF is proof enough that they have not complied. continued on page 5

It is a known fact that the topographic data that is now available in this country cover only broad areas that do not reflect the realities at the smallest village levels. It is about time that the local and national authorities start drilling down the data to the square meter level, to have the realistic basis to plan CCA and DRR programs. Even the professed atheist has, in a way, his own idea of religious freedom, since regardless of his allergy to anything religious, he maintains some core beliefs and convictions that comprise his religion. Thus, we have to distinguish between the subjective religious freedom and the objective religious freedom that can only come about after so much study, insights, experience, etc., among ourselves. We should do nothing to hamper this process. Our whole life here on earth, in a way, can be described as an effort to discover the authentic religious freedom meant for all. Its ultimate purpose, seen from a different angle, can be that. This religious freedom is like a hunt for the true God, whatever and whoever he may be. Already in history and in the different cultures, several religions have arisen with their own systems of beliefs and doctrine. Let there be a way to coexist among themselves and to engage in a healthy exchange that would help all to be enlightened without compromising oneœ freedom. Thus, we need to be respectful of one another and be endlessly patient. But the dialogue has to continue, and ought not to be stopped by some arbitrary rules. Making those laws forbidding the harmless public expression of religion should be avoided. Obviously, proselytism and apostolate cannot be avoided, since it is in the very nature of oneœ religion, whatever it may be, to share what one has. But all this should follow certain basic rules to keep peace and harmony in our dynamic and fast-changing world.

MARILAO, Bulacan — Nilagdaan ng mga pamahalaang lokal sa Bulacan at Kalakhang Maynila na nakapaligid sa kailugan ng Marilao ang isang deklarasyong nagpapahayag ng pagkakaisa para sa restorasyon ng nasabing kailugan na minsan ay napabilang sa 30 pinakamaruming lugar sa mundo.
Tinampukan din ito ng paglilinis ng kailugan at ng pampublikong konsultasyon hinggil sa “climate change”. Ang paghahayag ng pagkakaisa para sa restorasyon ng Marilao-MeycauayanObando River System (MMORS) ay isinagawa noong Nobyemgbre 6, isang taon matapos isama ito sa listahan ng 30 pinakamaruming lugar sa buong mundo ng Blacksmith Institute na nakabase sa New York, U.S.A.; at 10 buwan matapos isailalim ito sa Water Quality Management Area (WQMA) ng Department of Environment and Natural Resources (DENR). Kabilang sa mga lumagda sa deklarasyon ay sina Gob. Joselito “Jon-jon” Mendoza at mga opisyal ng bayan ng Marilao, Meycauayan, Sta. Maria, Obando na pawang matatagpuan sa Bulacan; mga opisyal mula sa mga lungsod ng Valenzuela at Caloocan sa Metro Manila; at si Sen. Loren Legarda, tagapangulo ng Committee on Climate Change sa Senado. Ayon kay Gob. Mendoza, ang deklarasyon para sa MMORS ay nakakahanay ng WQMA na naglalayon ng restorasyon at rehabilitasyon ng kailugan. Ngunit, ani ng gobernador, napilitan silang gumawa ng kahanay na deklarasyon dahil sa kakulangan ng pagkilos ng DENR sa WQMA. Sinabi niya sa Mabuhay na ilang beses silang nagsagawa ng pulong hinggil sa
WQMA ngunit hindi dumalo ang matataas na opisyal ng DENR. “This is LGU initiated and we hope it will work this time,” sabi ni Mendoza na inayunan naman ni Eugene Resurreccion, hepe ng legal office ng Kapitolyo. Sinabi ni Resurreccion na higit na kikilos ang mga pamahalaang lokal na nakapaligid sa kailugan ng Marilao, upang makontrol ang pagtatapon doon ng basura. Inayunan ito ng mga opisyal ng Lungsod ng Caloocan na nagsabing pinaigting na nila ang koleksyon ng basura sa Barangay Bagong Silang na matatagpuan sa gilid ng upstream sa bandang itaas ng pinag-aagusan ng ilog ng Marilao. Ang mga residente sa nasabing lugar ang sinisisi ng pamahalaang bayan ng Marilao na pinanggagalingan ng mga basurang karaniwang naiipon sa Prenza Dam ng bayang ito na noong Abril ay inilarawan ni Environment Secretary Lito Atienza bilang isang basurahan at hindi isang tanggapan ng tubig dahil sa tonetoneladang basurang naipon doon. Patungkol naman na kalinisan ng tubig sa kailugan ng Marilao, sinabi ni Gob. Mendoza na batay sa huling ulat ng Blacksmith Institute ay lumilinis na iyon. “Mas maganda na ang water quality ngayon,” aniya at ang sabi ng Blacksmith ay bumaba na “’yung heavy metal traces” sa tubig. “’Yung solid waste na lang ang problema natin,”aning punong lalawigan. Loren Legarda, at siya’y binigyan ng laya na makipag-alyansa sa ibang partido. “NPC gave 100 percent support and the right na makipag-aliyansa sa ibang partido,” ani Senadora Legarda matapos pangunahan ang isang pampublikong konsultasyon hinggil sa climate change sa bayang ito noong Nobyembre 6. Umiwas naman ang mambabatas sa tanong ng mga mamamahayag hinggil
sa posibilidad na makatambal niya si Sen. Manuel Villar ng Nacionalista Party (N.P.) o si Defense Sec. Gilbert Teodoro ng Lakas-CMD -Kampi, sa halip sinabi ng senadora na sa Nobyembre 23 siya magdedesisyon. Dahil sa pahayag ni Legarda, tinanong siya ng mga mamamahayag kung sino kina Senador Villar at Secretary Teodoro ang posible niyang makatambal. Si Legarda ay nagdeklarang kakandidatong bise presidente sa pag-asang ang makakatambal niya ay si Sen. Francis “Chiz” Escudero, ngunit ang batang senador ay biglang humiwalay sa NPC. Sina Villar at Teodoro ay kasapi ng malalaking partidong pampulitiko at
kapwa nagdeklara ng pagkandidato bilang presidente, ngunit kapwa wala pa ring napipiling katambal bilang kandidatong bise presidente. Paiwas ang naging tugon ni Legarda sa tanong ng mga mamamahayag nang sabihin niyang ang kanyang pipiliin bilang katambal ay isang taong nakapagtanim na ng 1-Milyong punong kahoy. Dahil dito, sinabi ng mga mamamahayag na ang kanyang tugon ay parang nagpapahiwatig na walang kandidatong presidente na makakasama si Legarda. “Siguradong magkakaroon ako ng presidente,” ani naman ni Legarda. Nang tanungin pa siya ng mga mamamahayag kung kailan niya ihahayag ang
kanyang makakatambal, sinabi ni Legarda na “sa November 23.” Bilang tagapangulo ng Committee on Climate Change ng Senado, pinangunahan niya ang isang pampublikong konsultasyon sa bayang ito sa climate change katulad ng kanyang isinagawa sa Provident Villages sa Marikina City at sa Laguna na pawang nasalanta ng bagyong Ondoy. Ang konsultasyon dito sa Marilao ay isinagawa sa gilid ng Ilog sa loob ng Ram Car Subdivision sa Barangay Saog.
