— Kumakadlo ng tubig na may langis sa palaisdaang dinadaluyan ng itinatapong tubig ng Meng Hong Trading si Mamerto Santos, isa sa mga residente ng Sitio Diliman, Barangay Partida, Norzagaray, Bulacan. Ang pagkuha ng water sample ay bahagi ng ikalawang pagsasagawa ng inspeksyon ng Environmental Management Bureau (EMB) sa plantang nagsusunog ng lumang gulong noong Hulyo 31. Kumuha rin ang EMB ng air sample, na matapos suriin, ay maaaring maging basehan ng pagpapasara sa Meng Hong. Ipinakikita naman ni Mayor Feliciano Legazpi ang isang sipi ng Mabuhay kay Belle Balada ng Meng Hoong matapos niyang atasan ito na itigil na ang operasyon. HAGONOY, Bulacan —Ay, si Mayor nakatricycle! Ito ang mga katagang karaniwang nasasambit sa paghanga at pagkagulat ng mga residente ng bayang ito kapag nakitang nakasakay o bumababa sa isang tricycle — ang kanyang official vehicle — si Mayor Angel “Boy” Cruz. Totoo, sa halip na mamahaling van o sport utility vehicle (SUV) na malakas ang konsumo sa gasolina, ang ginagamit na opisyal na sasakyan ng alkalde ay isang tricycle. Simple lamang ang layunin ni Mayor Cruz sa paggamit ng tricycle sa pag-ikot sa 26 na barangay ng Hagonoy.

Sa pakikipanayam ng Mabuhay kay Cruz noong Hulyo 23, sinabi niya na nais niyang makatipid dahil sa patuloy na pagtaas ng presyo ng gasolina at iba pang produktong petrolyo. Bukod dito, sinabi pa niya na makikipot ang mga lansangan sa bayang ito, kaya mainam sakyan ang tricycle dahil mas madali niyang mapasok ang mga looban ng barangay. “Gusto ko ring bigyan ng nararapat na pagtingin ang mga tricycle bilang isang orihinal na sasakyang Pilipino at ang mga taong bumubuo ng industriya ng pamamasada gamit ang tricycle,” ani Cruz.  sundan sa pahina 5

Mukhang basura HARDIN ng Pilipinas, ito ang maikling paglalarawan sa lalawigan ng Bulacan ni Jean Mallat, isang Pranses na historian, nang siya ay dumalaw sa Bulacan noong 1700s dahil sa napakaganda ng lalawigan at maraming halaman. Halos 300 taon ang nakalipas, nagbago na ang mukha ng Bulacan, partikular na ang kapaligiran nito dahil sa patuloy na pagkasira ng kalikasan. Ang dating hardin ay matatawag ngayong basurahan ng Pilipinas. *** Bakit parang isang dalagang maagang nag-asawa at nalosyang ang Bulacan sa loob lamang ng halos 300 taon samantalang ang ibang mas matatandang lungsod sa mundo tulad ng Paris sa Pransya, London sa Inglatera, Chicago sa Estados Unidos, Tokyo sa Japan ay napanatili ang kaakit-akit nilang kagandahan? Sabi ni Father Pedring ng Leighbytes Computer Center sa Malolos, kung isang dalaga ang Bulacan, nagkamali siya ng manliligaw na pinakasalan. *** Tigib daw sa bisyo ang pinakasalan ng dalagang Bulacan kaya’t ang kanyang tahanan ay sagad sa mabahong usok. Sabi nga ni Father Pedring, ang pananatiling kaakit-akit ng isang maybahay ay nakadepende sa mahusay na pagpag-aalaga ng kanyang mister. At iyan ay batay na rin sa kanyang karanasan. ***

Paliwanag ni Father Pedring, kung responsableng asawa si mister at may malayong pananaw para sa kaunlaran ng pamilya, hindi malolosyang agad si misis, sa halip ay mananatiling kaakitakit ang angking kagandahan. Pero kung losyang si misis, malaking posibilidad na humanap ng bago at mas maganda si mister. Salawahan, wika nga. *** May pagkakahawig pa rin sa mga lider sa Bulacan ang mga paglalarawan ni Father Pedring. Hindi ba’t totoo na ang mga mga pangunahing lider natin sa Bulacan ngayon ay may kanyakanyang ari-arian o bahay sa labas ng Bulacan? *** Bakit nga hindi. Kung responsable lamang at may direksyon ang pamumuno ng mga lider pulitika sa Bulacan ngayon, hindi sana nasusulasok sa mababahong basura at usok ang mga Bulakenyo. Dapat sana ay nasisinop ang mga basura. Ngunit hindi, kaya’t nagkalat ang mga ito sa mga lansangan, ilog, sapa at maging sa mga kanal ng patubig. *** Ang dating hardin ng Pilipinas, ngayon ay basurahan na. Narito ang ilang halimbawa: • Isang tanker truck ng nakalalasong kemikal ang pinadaloy sa patubig at umagos sa ilog noong Disyembre 2006. • Nagkamatay ang mga isda sa palaisdaan sa bayan ng Balagtas noong Hulyo 2007 at nitong Mayo. Sobrang pagmamahalan NAIS kong ibahagi sa mga giliw na mambabasa ang sinulat ni Rev. Fr. Rodolfo C. Cruz sa kanyang aklat na Inspirasyon sa Buhay Kristiyano, na sa palagay ko ay magbibigay-aral. Narito ang istorya ng apat na magkakapatid na dalaga, lahat ay tapos ng B.S. in Business Administration, major in Accounting at lahat sila ay pasado sa Board Exams bilang Certified Public Accountants (CPA). Ulila nang lubos ang apat na magkakapatid na dalaga at nagkasundo sila na tatlo lamang sa kanila ang mag-oopisina. Ang isa ay maiiwan sa bahay at siya ang gagampan sa mga gawaing-bahay. Napagkaisahan nila na ang panganay ang maiiwan sa bahay. Ang tatlo ay namasukan sa tatlong iba’t ibang kumpanya at maganda ang kanilang sinasahod o suweldo. Dahil nasa Metro Manila lamang ang mga nasabing opisina, ang tatlong namamasukan ay umuuwi araw-araw. Aalis sila ng ika-6:00 ng umaga at makababalik sila sa bahay nang mga bandang ika-7:00 ng gabi at sabay-sabay silang apat sa pagkain ng hapunan. Sa umaga, inihahanda kaagad ng kanilang ate ang kanilang

almusal, nakahanda ang banyo para sa paliligo. Nakahanda na rin ang mga isusuot nilang mga damit para sa pagpasok nila sa opisina. Ang kanilang ate ang naglalaba ng pinagbihisan. Siya rin ang namamalantsa, nagluluto ng kanilang pagkain, naglilinis ng kanilang bahay at bakuran, at gumaganap sa lahat ng mga gawaingbahay. Napakasarap ng pagsasamahan ng magkakapatid. Marahil ay natanim sa kanila ang kanilang mga magulang ng magandang pagsasamahan. Pero meron din namang kamalian ang kanilang masarap na pagsasama. Alam ba ninyo kung BAKIT? Ayaw nilang magkahiwahiwalay at walang nag-asawa at silang apat ay pawang tumandang dalaga. Dumating ang panahon na umampon ang magkakapatid ng sanggol na babae. Sa pagkalagas ng mga araw sa tangkay ng panahon, mabilis na lumipas ang 25 taon at isa nang ganap na guro ang kanilang inampon. Hindi naglaon ito ay nag-asawa. Ang naging asawa ng ampon ay isang sugarol, lasenggo at babaero. Dahil sa mahal ng magkakapatid ang ampon, malaking baha-

gi ng kanilang kabuhayan ay isinalin sa pangalan ng kanilang pinakamamahal na ampon. Ngunit nagkamali sila: nasayang ang kabuhayang naipundar ng magkakapatid dahil nilaspag ng naging asawa ng kanilang inampon. Mabuti na lamang at nakapagtira ang magkakapatid ng para sa kanila at hindi natunaw na lahat. Malaking bahagi pa rin ng kabuoang kayamanan ang naiwan sa kanilang magkakapatid. Sana’y maging aral ito sa lahat ng umaampon. Ang ampon ay walang katiting mang hirap sa naipundar na kabuhayan ng pamilyang nag-ampon. Walang hirap sa pag-iipon, kaya walang hinayang sa pagtatapon. BAGAMAT tiniyak ni Kalihim Edgardo Pamintuan na matatapos sa loob ng dalawang taon ang Proyektong NorthRail na maguugnay sa Lungsod ng Kalookan sa Metro Manila at sa Malolos sa Bulacan, maraming Bulakenyo ang nagkibit lamang ng balikat sa nasabing pahayag. Babaing Robin Hood BIGO mang maabot ni Pangulong Macapagal-Arroyo ang galing sa pamamahala ni Margaret Thatcher, ang unang babaing Prime Minister ng Inglatera, ngayon ay isang alamat na idolo ng Inglatera ang ginagaya ni GMA — si Robin Hood. Batay sa alamat ng matandang Inglatera, si Robin Hood ay isang tulisang kasama ng kanyang mga kabig ay tumira sa Sherwood Forest. Hinaharang nila ang mayayamang napapadaan sa Sherwood Forest o ninanakawan ang mga maharlika sa kabayanan — at ang kanilang nakukulimbat ay ipinamamahagi naman sa mahihirap sa Inglatera. Ang ginagawang ito ni Robin Hood at ng kanyang mga tauhan ay tila siyang gustong tularan ni Gng. Arroyo at ng kanyang mga kabig — sa ginagawa ngayong pagtulong sa mahihirap — sa pagbibigay ng ibabayad sa koryente, puhunan (daw) sa hanapbuhay, murang bigas at ibang pangunahing bilihin. Ninakawan nina Robin Hood ang mayayaman at maykaya sa Inglatera — at ang salaping ninakaw sa mayayaman ay ipinamimigay sa mahihirap. Ang ipinamamahagi ni GMA na tinawag na subsidy (limos?) ay

inaaming mula sa katas ng EVAT. Ang EVAT ay hindi galing sa mayayaman, alam natin. Ang totoo, ang E-VAT ay higit na sa mahihirap nagmumula — sa pagmahal ng gasolina ay mga mahihirap (tsuper ng pampublikong sasakyan at namamasahe) ang nagbabayad ng mas malaki. At patuloy ang pagtaas ng presyo ng bigas, isda, karne at iba pang pang-araw-araw na gamit at kailangan—na hindi na halos kayang bilhin ngayon ng mahihirap. Kaya, kung tutuusin, ang may 60 milyong mahihirap ay iginigisa sa kanilang sariling taba ng Administrasyong Arroyo, ang administrasyong itinuturing ngayon na pinaka-corrupt sa Asya, kung di man sa buong mundo! Hindi na makababawi si gma ANO mang pagpapakita ng sipag ni Gng. Macapagal-Arroyo, ano mang pagpapakitang-awa sa hirap na hirap nang taumbayan ang gawin ni GMA, nagkakaisa ang mga political analyst at ilang estadista, kabilang si naging Sen. Si Robin Hood, kahit pinaguusig ng batas, ay popular na popular sa mahihirap sa matandang Inglatera. Si GMA, sa kabilang dako, ay popular sa masisibang negosyante, sa mga pulitikong matakaw sa suhol, sa mga smuggler, racketeer, at maaaring pati sa mga sindikato ng krimen — na pinalakas niya ang loob dahil sa kanyang kapritso na patayin ang batas sa parusang bitay sa mga karumaldumal na krimen. Ano’t ano man, matatala pa rin sa kasaysayan si Gng. Macapagal-Arroyo hindi bilang alamat na tulad ni Robin Hood, o isang dakilang babaing Punong Tagapagpaganap, tulad ni Margaret Thatcher, kundi bilang pinakaunpopular na lider ng isang bansang pinasikat niya bilang pinaka-corrupt sa Asya, pinakamapanganib na panirahanan ng mga peryodista at aktibista, sagana sa mga likas na yaman ay pulubi at binabastos ng mga dayuhan!

Leaving square one “STUPID,” snorted Senator Panfilo Lacson of some Catholic bishops’ opposition to the reproductive health bill. “Uninformed objections,” scoffed Rep. Edcel Lagman. Archbisop Jesus Dosado, earlier, cast into “exterior darkness” those who promote abortion. They’d be denied communion in Ozamis. Repeating her call for “dialog”, President Gloria Macapagal Arroyo met with Cardinal Ricardo Vidal and three prelates. Population deals with creatures “able to trace the stars … and feel a passion for eternity,” Edwin Markham wrote. That explains today’s “gnashing of teeth”. Did this dialog ever leave square one? “For more than 30 years now, the ‘population debate’ divided segments of Philippine society,”

sociologist John Carroll, SJ, notes. It’s been marred “by mutual suspicions, one-sided arguments and caricatures of opposing positions.” “The outcome has been two groups, each dominated by its more ‘hard-line’ spokespersons,” he writes in A Balancing Act. Our spiritual life needs care WE have to be more aware of our spiritual life, and even more so with respect to our abiding responsibilities toward it. Our problem is that we tend to take it for granted, attending to it only on certain special occasions. And this latter we do more for show than for truly living and developing it. We need to improve our grade in this area. Though many are now questioning it, the existence of our spiritual life cannot be doubted. Our Lord himself told his sleepy disciples during his agony in the garden: “The spirit indeed is willing, but the flesh is weak.” (Mt 26,41)

And even without getting very scholarly, we all know that there’s something spiritual in us because we can do spiritual operations. We think, we choose and love, we reason, discover things and an endless etcetera of acts that can be abstracted from our material dimension. A philosophical principle, formulated more through common sense than through labored thinking, tells us that “Operare sequitur esse” (operation follows being). A thing acts according to what and how it is. Applied to this case, if we can do spiritual operations, it’s because there’s something spiritual in us. To repeat, we have to be more aware of our spiritual life. We need to go past the awareness of only our physical, psychological, intellectual, social conditions, etc. If we need to take care of these aspects, we need much more to

take care of our spiritual life. This is because our spirit is actually our principle of life, unity and direction. It’s not food, air, water, etc. that give us life and sustain us in it. These too are necessary, but only insofar as our physical organism and natural life are concerned. The body without the soul cannot live, is helpless and clueless. It is our spirit that brings us to look endlessly for the truth and for happiness. Our body simply enjoys them, but does not look for them. It’s our spirit, through its faculties, the intelligence and will, that looks for them. Pertinent to this point, the Compendium of Social Doctrine teaches: “Through his spirituality man moves beyond the realm of mere things and plunges into the innermost structure of reality.” (128)

Our spirit has the natural tropism for this. Thus, this tendency has to be reinforced always, seeing to it that it does not get frustrated by getting entangled with merely material things and external impressions, nor even earthly truths and goods. Samples of the merely material things are when we allow ourselves to be dominated by our senses, by our feelings and emotions. Sad to say, many do not anymore distinguish between what is emotion and what is intelligence. Samples of earthly truths and goods are the worldly elemental forces involved in “feng shui”, geomancy, divination and horo-

scope. Or the sophisticated, esoteric knowledge derived from the human sciences and arts. Our spirit goes beyond these. Ergo, while it can be assisted by our senses and faculties, our spirit should not be allowed to be dominated by them. It has to soar toward its infinite possibilities, toward the purely spiritual world. We should try not to interrupt this process or course. Rather we should foster it. Thus, we need to adapt the appropriate attitudes and acquire the relevant skills. We need to learn the art of praying, of meditating and contemplating. These are the best acts of our spirit. Ultimately, it is our spirit, with the help of grace, that allows us to be elevated to the supernatural order, to a sharing in the life of God. This is our spirit’s proper and ultimate object. In this respect, the spirit has to be freed from the clutches of the flesh. St. Paul has this to say about this point: “Walk in the spirit, and you shall not fulfill the lusts of the flesh. For the flesh lusts against the spirit, and the spirit against the flesh.” (Gal 5,16-17) With our praying, meditating and contemplating, we hope to deepen our faith, hope and charity, our wisdom, understanding and knowledge, that will enable us to achieve communion with God while on earth, and with everybody else. This is the beauty of taking care of our spiritual life. — [email protected]

Smoking No, Sex Yes! JULY 1, 2008 marks a victorious milestone for anti-smoking advocates in our country. On this day, the Tobacco Regulation Act of 2003, or Republic Act No. 9211 that bans cigarette ads on television, radio and print took effect. This historical legislation radically arrests the health risks that smoking brings to many especially the youth. The World Health Organization estimates that there are about 80,000 to 100,000 young people, half of which are from Asia pick up the habit every day. And this is mainly due to the strong influence of cigarette advertisements. With this act, everything seems to have gone up in smoke

for cigarette companies. From now on, they will have to find more creative and entrepreneurial methods to advertise their products. Cigarette companies have gone a long way after the Second World War — through carefully studied and manipulated marketing — to make smoking acceptable and achieve in transforming it into a social icon of the successful and liberated man and woman. Many parents will sigh with relief as they say goodbye to the scenic and breath-taking shots of Marlboro Country, to the dynamic and sportive worlds of Winston and Philip Morris. We are gradually reverting back to days when

smoking will once again be regarded as taboo. So parents and guardians can sit back and relax now that another harmful influence is removed from the children’s path towards physical and psychological development. The next generation of children will be fortunate enough to be born and raised in a “new world” that will be untainted by any trace of tobacco tar and not suffocated by cigarette smoke. With this development we would be more than happy to overhear parents as they come out of a movie or after having watched some ads on T.V. that they’re thankful that “there was no ac continued on page 4

Is honesty a dying virtue? “BE honest. Even if others are not, even if others will not, even if others cannot.” That seems to be the credo of Brotherhood of Christian Businessmen and Professionals. As its current president, Bobby Laviña, urges, “We must all live good and honest lives. Be the change we wish to happen. Be honest at all times and in all circumstances.” There are several ways of defining honesty. The dictionary itself has several meanings for the word: refraining from lying, cheating, or stealing; a being truthful, trustworthy, or upright; showing fairness and sincerity; or free from deceit. If you describe someone having an honest living, it means that he gained or earned by fair methods his income, not by cheating, lying, or stealing. Is honesty among Filipinos already a dying virtue these days? If you answer affirmatively, I will beg to disagree. Remember that airport employee who was commended for returning a lost shoulder bag containing cash and valuables left behind in a baggage conveyor at the arrival area of the Ninoy Aquino International Airport? In Taguig City, the mayor extolled two city hall employees for turning over the P40,000 cash which a businessman accidentally dropped. In Manila, a 41-year-old city hall timekeeper suffering from polio returned P60,000 worth of cash and checks and vital documents to a company messenger. In San Pablo City, driver-owner Faustino Cardoza earned praises from people for returning the P10 million cash left in his van by a German national. In Zamboanga City, a policeman got a one-rank promotion after he found and returned a bag containing almost half a million pesos to a retired Philippine Army soldier at the

airport. Even in other parts of the world, some Filipinos still have the decency of being honest. If you can recall, the Senate honored cab driver Nestor Sulpico for exemplifying honesty and uplifting the image of Filipinos abroad by returning US$70,000 worth of jewelry to its owner after it was left in his cab in New York City. In the book of wisdom, according to American president Thomas Jefferson, “honesty is the first chapter.” But being honest is not just returning money and lost valuables. It’s more than that. It also means not cheating. Dr. Madison Sarratt taught mathematics at Vanderbilt University for many years. Before giving a test, he would admonish his class something like this: “Today, I am giving two examinations — one in trigonometry and the other in honesty. I hope you will pass them both. If you must fail, fail trigonometry. There are many people in the world who can’t pass trigonometry, but there is no one who can’t pass the examination of honesty.” Honesty also means telling the truth, and nothing but the truth. And that person who tells the truth is ready to face the consequence. “To be willing to march into hell for a heavenly cause,” so goes a line of a popular song. Or as Louisa May Alcott puts it: “Let my name stand among those who are willing to bear ridicule and reproach for the truth’s sake, and so earn some right to rejoice when the victory is won.” Nobel winner Pearl S. Buck urges, “The truth is always exciting. Speak it, then. Life is dull without it.” But more often than not, people would listen more to fiction than the truth. A famous  continued on page 7

Let us have a conversation LET us have a conversation, about helping people wherever you are, whoever you are. Since I am from the Philippines, my conversations will be initially directed to people who are in the Philippines, or are from the Philippines, as the case may be. Let us have a conversation about charity, which is really nothing more than the act of sharing love with someone who needs it. The focus of charity is not so much what you give, but what you share and that is the love in your heart. Is it only with needy people that you can share your love? I think not, because you can also share your love with your country, and of course the people who live in your country or are from your country. Is it so difficult to share your love with other people or with your country? I do not think so, especially if there is an organized method or manner of doing it. This is precisely the conversation I want to have with you, how we could organize ourselves as individual volunteers, so that we will be able to help others. Intercharity is not yet a word in the English dictionary, but as we give it its own meaning, perhaps it could enter our vocabulary. To me, intercharity is the act of working together as

individual volunteers to be able to help others in a coordinated or synchronized manner. How and where do we find people to help? They are everywhere, especially in a third world country like the Philippines. But even if you live in a first world country, they are everywhere too, and you do not have to look very far to find them. With God’s blessings, we hope to bring intercharity to all countries everywhere in the future, but we are going to start in the Philippines first. With God’s blessings as well, perhaps He can inspire the Filipinos abroad who are everywhere to bring intercharity everywhere, in a way making it our best export product. For the most part, the Filipinos abroad are perhaps always in the receiving end. Hopefully, they would be in the giving end too. HOW ARE WE GOING TO DO IT? Where two or three friends are gathered together in the spirit of charity, they could already form an Intercharity Circle. Where two or three Circles are formed in a locality, they could already form an Intercharity Club. I am envisioning the Intercharity Network to become  continued on page 4

tor or actress smoking in the film” or that “ads are more kid-friendly because cigarettes aren’t advertised on T.V.,” etc. But it would be alarmingly ironic if they didn’t react to the fact that the movie or ad contained a lot of explicit sexual scenes or morally questionable ideas. I’m sure none of the parents would calmly advise their children in the following way: “Dear, it’s alright for you to watch Sex and the City or Desperate Housewives. Just make sure you don’t look or close your ears when any of the actors start to smoke.” This might sound like an exaggeration, but in reality more and more movies and ads have less and less smoking scenes but on the contrary contain an increasing number of explicit sexual and violent scenes. What is worse than Hollywood and advertisers turning our moral compass upside down? It would be making us think and live a moral life whose foundations are dependent on the marketing scheme of labeling. What is now good or bad isn’t something morally objective, but something relative to the subject, that is, something that can be changed depending on how it is viewed or portrayed. Advertisers would say that smoking is bad now, because we make it appear so and not simply because doctors say so. Similarly, sexual infidelity is okay and encouraged; since it is marketed it in such a way as to make the audience feel less restrained in expressing their psychological and sexual frustrations. I believe we are not very far from seeing in our days how certain social ratings may change in the field of entertainment, music and fashion. Can you imagine a day when R or R-18 ratings will be now based upon how often the actors in a film are seen smoking, if they in any way allude to the habit of smoking or if they make use of ingredients and implements that may be harmful to the environment? What about music that is rated as “obscene” if the word “smoke” is used or if the music video shows the singers wading through colorful mist or smoke? Or that ramp models and beauty pageants win or lose depending on their “use of ” or “addiction to” cigarette smoking? Is all this an exaggeration? It may very well be so. But the hypocritical embroidery of “a new sense of morality” portrayed in movies and ads is only the beginning of things to come. And this, and even worse, may happen if we do not “hold on fast to good” as St. Paul exhorts us; if we become blind and indifferent to these subliminal attacks that are the root of the moral cancer growing within our families, in society and marring our identity as God’s children.

Mayor Legaspi: Tigilan na ang pagsusunog ng gulong NI DINO BALABO NORZAGARAY, Bulacan —Ipasasara na sa lalong madaling panahon ni Mayor Feliciano Legazpi ang plantang nagsusunog ng lumang gulong matapos niyang personal na bantaan ang mga kawani ng Meng Hong Trading nang ito ay muling suriin ng Environmental Management Bureau (EMB) noong Hulyo 31. Ang gagawing pagpapasara sa planta na nagsusunog ng lumang gulong upang makatas ang langis ay dahil na rin sa paglabag sa batas at reklamo ng mga residente dahil sa pangamba sa kanilang kalusugan. Tiniyak ni Raldy Pagador, isang environmental management specialist ng EMB sa Gitnang Luzon, na masasara at matitigil ang operasyon ng planta ng Meng Hong Trading sa Sitio Diliman ng Barangay Partida sa bayang ito. Binalikan nina Pagador ang planta noong Hulyo 31 kung kailan kumuha sila ng mga water sample at air sample. Hindi naman nakarating sa nasabing inspeksyon ang mga kagawad ng Environment and Natural Resources Office (ENRO) ng Kapitolyo na inatasang sumama ni Provincial Administrator Pearly Mendoza. Ayon kay Legaspi, may batayan na upang ipasara ang naturang planta matapos ilabas ng EMB ang Notice of Violation (NOV) na naglalaman ng mga paglabag ng Meng Hong Trading sa batas. Ilan sa mga ito ang 1) kawalan ng Enviromental Compliance Certificate (ECC), 2) paglabag sa Clean Air Act, 3) kawalan ng waste water treatment facility, at 4) kawalan ng business permit. Matatandaan na noong Hulyo 3 nagsagawa ng inspeksyon ang EMB sa

planta ng Meng Hong at kanilang nadiskubre ang gabundok na tambak ng lumang gulong na sinusunog dito. Sinabi noon ni Santiago Malubay, ang dating kapitan ng Barangay Partida, na siyang nagpaparenta ng lupang kinatitirikan ng Meng Hong Trading, na isasara na ang planta sa Agosto 30. “Uubusin na lang ’yung natirang goma,” ani Malubay. Ngunit sa pagbabalik ng Mabuhay kasama ang EMB noong Hulyo 31, napansin na wala pang balak magsara ang Meng Hong Trading. Ito ay dahil sa nadagdagan pa ang nakatambak na lumang gulong sa harap ng planta at nagkaroon pa ng konstruksyon para laparan ang bubong nito. Hindi naman makapagsalita si Belle Balada, ang sekretarya ng Meng Hong Trading, nang kausapin ni Mayor Legazpi at payuhan na isara ang planta at itigil ang operasyon nito. Hinggil sa pagpapalapad ng ambi o bubong ng planta, sinabi ni Balada sa Mabuhay na ipinatigil na iyon. Hindi naman siya kumibo nang tanungin kung bakit hindi dumalo si Tomas Hao, ang may-ari ng Meng Hong sa ipinatawag na technical conference ng EMB noong Hulyo 28. Ayon kay Pagador, kung hindi maipasara agad ng munisipyo ang planta ng Meng Hong ay maisasara naman ito sa pamamagitan ng Pollution Adjudication Board (PAB) ng Department of Environment and Natural Resources (DENR). Pinangunahan ni Pagador ang pagkuha ng air sample sa tabi ng planta at water sample na ipasusuri ng EMB sa laboratoryo. Kapag bumagsak sa laboratory test ang kinuhang water sample at air sample, sinabi ni Pagador na isu-

sumite iyon ng EMB sa PAB na siya namang magpapalabas ng Cease and Desist Order (CDO) bago tuluyang isara ang planta. Ipinaliwanag ni Pagador na dinadaan nila sa wastong proseso ang pagsasara sa Meng Hong upang hindi sila mabalikan nito at masampahan ng demanda tulad ng karanasan ng EMB sa nagdaang panahon. Sinabi niya sa Mabuhay na ang resulta ng pagsusuri sa laboratoryo ay isang matibay na batayan ng EMB upang ipasara ang Meng Hong at mga katulad na planta. Ngunit binigyan diin ni Pagador na ang pamahalaang lokal ay may karapatan at kapangyarihan na ipasara ang Meng Hong at mga katulad na establisimyento kung may mga paglabag sa batas. “Sa kaso ng Meng Hong may karapatan ang pamahalaang lokal na ipasara ito dahil sa walang business permit kaya ilegal ang operasyon nito,” ani Pagador. Batay sa reklamo ng mga residente ng Sitio Diliman, sila’y nagkakasakit lalo na ang mga bata dahil sa amoy ng usok na ibinubuga ng sunugan ng gulong. Ayon kay Guillerma Cruz, tatlong taon na nilang hinihiling ang pagpapasara ng naturang pabrika dahil sa hika, ubo at pananakit ng tiyan na kanilang nararamdaman. Si Cruz, na ngayon ay nasa unang tatlong taong termino bilang punong bayan ng Hagonoy, ay ang nakatatandang kapatid ng singer at artistang si Timmy Cruz. Sila ay mula sa isang primera o mayamang pamilya sa Barangay San Juan. Unang gumamit ng tricycle bilang kanyang sasakyan si Cruz noong kampanya sa halalan noong 2004, ngunit siya ay di nagwagi. Muli siyang gumamit ng tricycle bilang sasakyan sa kampanya noong 2007, at siya ay nagwagi. P2 milyon para sa official vehicle Sa pagbubukas ng taong ito, naglaan ang pamahalaang bayan ng Hagonoy ng halagang P2 milyon para pambili ng official vehicle ni Mayor Cruz. Ngunit, sa halip na isang van, ang kanyang pinili ay isang tricycle. “Ito ang hiniling kong birthday gift sa pamahalaang bayan,” ani Cruz at itinuro ang tricycle na noo’y nakaparada sa harap ng kanyang bahay sa loob ng kanilang malawak na bakuran sa Barangay San Juan. Ang tricycle ay binili ng pamaha-

laang bayan noong Abril. Ang makina nito ay isang motorsiklong Honda at may logo ng pamahalaang bayan. Ang sidecar naman ay isang Bocaue-type stainless na kulay puti ang upholstery ng upuan sa loob. May isang maliit na kulay pulang tatsulok na watawat ang tricycle sa kaliwang bahagi ng side-car. Nakatatak sa tatsulok na watawat ang letrang “K” na nagsisilbing political logo ng alkalde. Unang nakunan ng Mabuhay ng larawan si Cruz at ang kanyang tricycle noong Hulyo 18 nang bumisita si Pangulong Gloria Macapagal-Arroyo sa Hagonoy at namigay ng tulong sa mga residenteng naapektuhan ng bagyong Frank noong Hunyo. Matapos mamahagi ng tulong, lumisan ang Pangulo at inihatid siya ni Mayor Cruz sa harap ng Sta. Monica Elementary School. Doon siya sumakay ng mini-bus kasunod ng grupong buhat sa Malakanyang. Pagkaalis ng Pangulo, ilang sandaling nakipag-usap si Cruz sa ilang kababayang nasa labas ng eskwelahan at naglakad na walang body guard patawid sa konkretong tulay na naguugnay sa Barangay Sta. Monica at Barangay San Agustin. Pagkatawid ng tulay, sumakay si Cruz sa kanyang tricycle na doon nakaparada at naghihintay sa kanya. Sa pakikipanayam ng Mabuhay kay Cruz noong Hulyo 23, sinabi niya na hindi nakatawid ang kanyang tricycle sa tulay sa araw ng pagbisita ng Pangulo dahil pinigilan ito ng mga Presidential Security Group (PSG). Naglakad na lamang siya patungo sa di kalayuang Sta. Monica Elementary School. Inamin ng alkalde sa Mabuhay na bukod sa praktikal ang paggamit ngayon ng tricycle, mas napapalapit pa ang mga tao sa kanya. “Natutuwa sila kapag nakikita nila itong tricycle ko. Pati tatay ko gustong sumakay,” ani Cruz patungkol sa kanyang ama na si Abogado Angel

Cruz, Sr. At hindi lamang ang ibang tao ang natutuwa kapag sumasakay si Cruz sa tricycle, kungdi maging siya rin. “Kung minsan pakiramdam ko ay turista ako pag nakasakay sa tricycle dahil halos ngayon lamang ako nasakay dito,” aniya sa Mabuhay at sinabing halos ay sa Europa siya lumaki at nag-aral. Sinabi rin niya sa Mabuhay na kahit siya’y lumaki sa marangyang pamumuhay hindi niya ipinagmamalaki ang yaman ng kanyang pamilya. “Mali ang pamamaraan ng maraming mayaman sa bansa natin. They are flaunting their power and money with those vehicles they drive,” wika ng alkalde. Malaki ang natitipid sa tricycle Samantala, sinabi naman ni Nemencio Sabino, ang assistant municipal engineer ng Hagonoy, na malaki ang natitipid sa paggamit ng tricycle ni Mayor Cruz dahil siya man ay nagmamaneho ng tricycle papasok sa trabaho at paghahatid sa kanyang mga anak sa eskwela. Ayon kay Sabino, sa bawat litro ng gasolina, ay umaabot sa 12 hangang 14 na kilometro ang nararating kung tricycle ang gamit kumpara sa mga van na halos walong kilometro lamang ang nararating sa bawat litro. Hinggil naman sa paggamit ng ibang pulitiko ng mamahaling sasakyan bilang opisyal na behikulo, sinabi ni Sabino, “Dapat ay sa mga local official magsimula ang modelo sa pagtitipid.” Kaugnay nito, sinabi ng mga tagaHagonoy na bukod kay Mayor Cruz gumagamit din ng tricycle bilang service vehicle si Konsehal Pedro Santos. Matatandaan na noong 2003 ay nagsampa ng kaso laban sa MWSS ang pamahalaang panglalawigan ng Bulacan na pamumuno ni Gob. Dela Cruz, ang nakatatandang kapatid ni Mendoza. Ang kasong isinampa sa Malolos RTC ay humiling na pagbayarin ang MWSS sa paggamit nito ng tubig mula sa Angat Dam na nasa lalawigan ng Bulacan, dahil iyon ang isinasaad ng Saligang Batas at ng Local Government Code. Pumabor ang korte sa hiling ng Kapitolyo nang ilabas nito ang desisyon noong 2005, ngunit umapela sa Court of Appeals ang MWSS. Ang desisyon naman ng C.A. ay inilabas noong Mayo 30, kung saan ay kinatigan nito ang desisyon ng RTC na pagbayarin sa Bulacan ang MWSS sa paggamit nito ng tubig mula sa Angat Dam. Lumagda sa isang MOA Ngunit bago makapag-desisyon ang C.A. lumagda noong Disyembre si Gob. Mendoza at ang MWSS sa isang MOA para sa P11-bilyon proyektong Bulacan Bulk kung saan ang tubig sa Angat Dam ay padadaluyin sa mga water district sa lalawigan. Isa sa mga kondisyon ng MOA ang pagsasampa sa C.A. ng joint motion ng Kapitolyo at MWSS para sa pag-uurong ng kaso. Bago naman makalagda sa MOA si Mendoza noong Disyembre ay nagkarooon ng mainitan at mahahabang debate sa Sangguniang Panglalawigan na inabot pa ng hatinggabi. Pinagtalunan ng mga bokal kung iuurong ba ang kaso laban sa MWSS. Ang mayorya na pawang kaalyado ni Gob. Mendoza ay pabor na iuurong ang kaso, ngunit ang minorya na kakampi ni Bise Gob. Willy Alvarado ay tumutol. Ngunit sa huli, namayani ang mayorya at pinagtibay ng Sangguniang Panglalawigan ang isang resolusyon na nagbigay kapangyarihan kay Mendoza na lumagda sa nasasabing MOA . — Dino Balabo

Mape; and that from the entry reflecting that petitioner’s parents were married on September 21, 1985 to the correct entry “Not Married”, pursuant to Rule 108 of the Rules of Court. The petition alleged that the petitioners Robie S. Mape, Angel C. Mape and Ambrocia S. Mape, are all of legal ages, Filipinos and residents of Paltao, Pulilan, Bulacan. The respondents are the Civil Registrar of Pulilan, Bulacan and Roger B. Revilla who is likewise of legal age, Filipino, marital status and whereabouts are unknown and being impleaded herein considering that his name was erroneously written as Robie S. Mape’s father was born on July 24, 1986 in Poblacion, Pulilan, Bulacan, (Annex “A” of the petition); that in the said Certificate of Live Birth, the name Roger B. Revilla was erroneously written as the father the petitioner Robie, when in truth and in fact, the latter’s father is petitioner Angel C. Mape, as evidenced by the latter’s Affidavit of Acknowledgment dated May 20, 2008, (Annex “B” of the petition); that likewise, petitioner Robie’s parents, namely Angle C. Mape and Ambrocia S. Santos were not yet married at the time of petitioner’s birth; that petitioner’s parents were only married on April 29, 1990 as evidenced by their Certificate of Marriage, (Annex “C” of the petition); thus, the following entries in the petitioner Robie’s Certificate of Live Birth are erroneous and should therefore be corrected accordingly to reflect the truth: a) the name of the petitioner is erroneously entered as Robie Santos Revilla, instead of his true and correct name, Robie Santos Mape; b) the name of the father to petitioner is erroneously entered as Roger B. Revilla, instead of the true and correct name of his father as Angel C. Mape; c) the erroneous entry as to the marriage of petitioner’s parents, instead of the correct entry which is “Not Married”; that in all documents where the above entries are also stated, petitioner Robie has stated his correct surname of Mape ad the correct full name of his father as Angel C. Mape, as evidenced by the following documents attached in the petition: a. Certificate of Baptism, (Annex “D” of the petition); b. Certificate of Confirmation, (Annex “E” of the petition); c. Voter’s Identification Card. (Annex “F” of the petition) d. Application for registration, (Annex “G” of the petition); e. Students’ Permanent Record, (Annex “H” of the petition); f. Community Tax Certificate (Annex “I” of the petition); g. Postal Identity Card, (Annex “J” of the petition); and h. TIN I.D., (Annex “K” of the petition); that the erroneous entries in the Certificate of Live Birth of petitioner Robie resulted by reason of the fact that at the time of his birth, petitioner’s grandfather, Jose Santos, did not want his daughter, petitioner Ambrocia, to give birth to an illegitimate child, hence, Jose Santos made it appear that Ambrocia was married to Roger B. Revilla and the later is the father of the petitioner Robie, when in the truth and in fact, the father of the child was Angel C. Mape; that petitioner Ambrocia S. Mape was already pregnant of Robie when her then boyfriend, Angel C. Mape was assigned as a member of the Armed Forces of the Philippines in Mindanao; thus, when Ambrocia C. Mape gave birth to Robie, her father, Jose Santos, made it appear that Ambrocia was married to one Roger B. Revilla to avoid social embarrassment; that subsequently, petitioner Angel C. Mape returned and was able to marry petitioner Ambrocia on April 29, 1990 as shown by their marriage contract, (Annex “C”)’ and that to avoid confusion and to put in order the Certificate of Live Birth of Robie S. Mape, it is necessary that the erroneous entries therein should be corrected in an adverse proceeding as required under the law. Finding the said petition to be sufficient in form and substance, the Court sets the same for hearing on November 11, 2008 at 10:00 o’clock in the morning at which date and time, interested parties may appear and show cause why the same should not be granted. Let this order be published once a week for three (3) consecutive weeks in a newspaper of general circulation in the province of Bulacan at the expense of the petitioner. clergyman was preaching one Sunday and noticed that many of his audience were drowsing. Suddenly, he paused, and then in a very loud voice, related an incident that had no connection whatsoever with his sermon. The incident went like this: “I was once riding into a small village and came to the house of a farmer. I stopped for a bit when I saw something stranger than I had ever seen in my life. There was a sow with a litter of ten little pigs. The sow and the piglets had a long curved horn growing out their forehead between the ears.” At this point, the clergyman stopped and ran his eyes over the congregation. Everybody was wide awake. So, he remarked, “How strange it all is! A few minutes ago, when I was telling you the truth from the Bible, you all went to sleep. But now when you have heard a whopping lie, you are all wide awake!” Now, going back to honesty. Who doesn’t want awards and recognitions. I have received many and I think I deserved to get those honors. Mark Twain once reminded me: “It is better to deserve honors and not have them than to have them and not deserve them.” In the mid-1980’s researchers at Cleveland State University made a startling discovery. They conducted an experiment by creating two fictitious job candidates David and John. The candidates had identical resumes and letters of reference. The only difference was that John’s letter included the sentence “Sometimes, John can be difficult to get along with.” They showed the resumes to a number of personnel directors. Which candidate did the personnel directors overwhelmingly prefer? No, it’s not David but John. The researchers concluded the criticism of John made praise of John more believable. Admitting John’s wart actually helped sell John. Admitting flaws gives a person more credibility. Now, I know a lot of people when they are on the brink of dying, they will be honest to admit and tell the truth. After all, “with death,” said British Salman Rushdie, author of The Satanic Verses, “comes honesty.” Should you wait for that day to come before you become honest? “Watch your thoughts; they become words. BANTA SA KALUSUGAN — Sa kabila ng pagpapalabas ng tanggapan ng Environmental Management Bureau (EMB) sa Gitnang Luzon ng Notice of Violation (NOV) patuloy pa rin ang operasyon ng Meng Hong Trading na nagsusunog ng mga lumang gulong sa Sitio Diliman, Baragay Partida, Norzagaray, Bulacan. Ayon sa mga residente at mga opisyal, ang patuloy na operasyon ng planta ay isang banta sa kalusugan, hindi lamang ng mga mamamayan kundi pati na rin sa mga alaga nilang hayop at halaman at maging sa kalikasan. — DINO BALABO

T ikom ang bibig ni Jon-jon Jon -jon sa hamon ng BA BATIS TIS hinggil sa desisyon ng CA LUNGSOD NG MALOLOS — Tikom ang bibig ng mga opisyales ng Kapitolyo maliban sa isang bokal hinggil sa hamon ng grupong Bulakenyo Ayaw sa Tubig Isapribado (BATIS) na linawin nila ang kanilang posisyon hinggil sa desisyon ng Court of Appeals (C.A.) na pagbayarin ang Metropolitan Waterworks and Sewerage System (MWSS) sa paggamit ng tubig mula sa Angat Dam. Ang desisyon ng C.A. na ipinalabas noong Mayo 30 ay kumatig sa desisyon ng Regional Trial Court (RTC) ng Malolos noong 2005. Ito ay inilabas bago makapagsumite ng joint motion ang Kapitolyo at MWSS na iuurong ang nasabing kaso, na isang kondisyon sa Memorandum of Agreement (MOA) na nilagdaan nina Gob. Joselito “Jon-jon” Mendoza at Lorenzo Jamora, ang dating administrador ng MWSS, noong Disyembre para sa P11-bilyon Bulacan Bulk Water Supply Project (Bulacan Bulk). Taliwas ang aksyon ni Gob Ayon kay Fr. Ety Ignacio, ang tagapagsalita ng BATIS, na binubuo ng mga kinatawan mula sa iba’t ibang sektor, taliwas ang aksyon ni Gobernador Mendoza sa kanyang huling opisyal na pahayag na ipinalabas kamakailan. “Bilang isang gobernador, dapat niyang linawin ang kanyang posisyon dahil umaasa ang taumbayan sa kanya,” ani Father Ignacio sa Mabuhay nang siya ay makapanayam noong Hulyo 11. Sinabi ng pari na sa paglagda ni Mendoza sa MOA noong Disyembre ay malinaw nitong itinatakwil ang kaso ng Bulacan laban sa MWSS na noo’y hindi pa nadedesisyunan ng C.A. Binigyang diin pa ni Father Ignacio na isa sa mga kondisyon sa nasabing MOA ay ang pag-uurong ng kasong isinampa ng Kapitolyo laban sa MWSS, upang matuloy ang proyektong Bulacan Bulk.

Ngunit, nang lumabas ang desisyon ng C.A. na kumatig sa desisyon ng RTC, sinabi ng pari na iba na ang himig ng punong lalawigan. “Biglang nagbago ang kanyang himig,” ani ng tagapagsalita ng BATIS. “Ang sinasabi niya sa mga Bulakenyo ngayon ay dapat magbunyi dahil nagtagumpay ang laban sa MWSS,” ani Father Ignacio, “samantalang noong Disyembre ay lumagda siya sa MOA kung saan ang isa sa mga kondisyon ay isuko ang kaso laban sa MWSS.” Nanatiling tikom ang bibig Nanatili namang tikom ang bibig ni Gob. Mendoza at iba pang kaalyado sa Kapitolyo hinggil sa hamon ng BATIS maliban kay Bokal Pat Laderas. Ilang beses na nagpahatid ng katanungan ang Mabuhay sa cellular telephone ni Mendoza noong Hulyo 13, ngunit hindi ito sumagot. Ang tanging sumagot sa tanong ng Mabuhay ay si Bokal Laderas na nagsabing “iginagalang namin ang desisyon ng C.A.” Sinabi pa ni Laderas na dahil sa nasasabing desisyon, dapat ay magkaroon ng modipikasyon o kaunting pagbabago sa MOA na nilagdaan ni Mendoza at MWSS. Una rito sinabi ni Mendoza, “Wala akong inurong na kaso,” nang siya ay makapanayam ng Mabuhay noong Hunyo 11. Kinabukasan, Hunyo 12 ay sinabi ng gobernador sa Mabuhay na ang kanyang desisyon na makipagkasundo sa MWSS at ang desisyon ng CA ay parehong pabor sa Bulakenyo. Binigyang diin niya na kaya siya lumagda sa MOA ukol sa Bulakan Bulk project ay upang matiyak na may dadaloy na malinis na tubig sa mga tahanan ng mga Bulakenyo dahil natutuyo na ang tubig sa ilalim  sundan sa pahina 5

Dating paraiso Paraiso ang nasabing sitio para sa mga residente. Ngunit iyon ay noong hindi pa itinatayo sa nasabing lugar ang Meng Hong Trading, isang planta na nagsusunog ng lumang gulong upang katasin ang langis, na nagbubuga naman ng maitim na usok na unti-unting sumasakal sa hininga ng mga taga-roon. Sa dalawang beses kong pagpunta sa Sitio Diliman, nakadama ako ng paninikip ng dibdib, at sumakit ang ulo at ilong nang lumapit kami sa planta ng Meng Hong Trading dahil sa amoy at usok na nagmumula sa planta. Umuulan noong Hulyo 3 nang makarating kami sa Sitio Diliman kaya’t medyo maluwag pa ang paghinga, ngunit noong Hulyo 31 ay maaraw, kaya naman mas masikip sa dibdib ang paghinga. Pagbaba pa lamang sa sasakyan ay nagtali na ako ng panyo sa mukha upang takpan ang aking ilong. Hindi ako nakatagal, maging si Mayor Feliciano Legazpi na sumunod sa amin at aking mga kasamang mamamahayag at kawani ng Environmental Management Bureau (EMB) sa Gitnang Luzon. Naisip ko, kung sa sandaling pananatili namin sa Sitio Diliman ay nakadama kami ng paninikip ng dibdib, paano na kaya ang mga taong nakatira sa paligid ng Meng Hong Trading na halos 24 na oras ay nakakaamoy ng usok mula sa planta. Mga hayop at halaman ay apektado na rin Tama ang hula ko. Bukod sa nahihirapan silang huminga ay nagkakasakit na sila at maging kanilang mga alagang hayop at halaman ay apektado na rin. Iyan ang isa sa mga ibinulgar sa amin ni Guillerma Cruz noong Hulyo 31. Sinabi niya na hindi lamang pamilya niya ang nagkakasakit sanhi ng usok, maging ang kanyang mga alagang baboy ay naubos, inubo at tuluyang nagkasakit hanggang sa mangamatay. Ang mga punong mangga naman sa kanilang malawak na bakuran ay hindi na rin pinakinabangan. Namunga daw ang mga iyon, ngunit hindi nabili dahil maitim ang bunga sanhi ng uling na bumabagsak mula sa usok ng sinunog na gulong. Sa dalawang pagbisita ko sa Sitio Diliman ay nakadama ako ng pangamba sa aking kalusugan. Bata pa ako at ang aking may bahay at supling, baka kung ano ang mangyari sa akin. Ngunit inaliw ko na lamang ang aking sarili at tinanggap sa aking isip na ang mga bantang hatid sa kalusugan ng usok ng lumang gulong na sinusunog sa Sitio Diliman ay isa sa mga masasabing “premyo” sa isang mamamahayag. Ibig sabihin, kasama ito sa trabaho ng paghahatid ng makatotohanan balita, ngunit hindi naman sa nagpapakamatay, kaya nag-iingat din kami. Ang totoo, hindi lamang ang Sitio Diliman ang nagsasakripisyo sa patuloy na pagkasira ng kalikasan, at unti-unting paglalaho ng isang dating kaygandang paraiso. Sa halip marami ang nakakatulad nitong lugar sa lalawigan ng Bulacan. Iba’t ibang klase ng pagsalaula sa kalikasan Sa Lungsod ng Malolos at iba pang mga bayan sa lalawigan ay matagal nang inirereklamo ang patuloy na operasyon ng mga mababahong basurahan. Sa Barangay Perez, Bulakan, Bulacan ay inirereklamo ang mabahong tambakan ng taing manok na ginagamit naman sa mga palaisdaan, samantalang sa Barangay Pajo, Lungsod ng Meycauayan ay matagal nang tinututulan ang operasyon ng itinatayong basurahan doon. Gayundin sa Lungsod ng San Jose Del Monte at mga, bayan ng Paombong, Baliuag, Pulilan at Balagtas. At sa bayan ng San Miguel ay nakunan ko pa ng larawan ang tambakan ng basura na may 10 taon na ang operasyon di kalayuan sa makasaysayang Biak-na-Bato National Park. Bakit patuloy ang pagwasak sa kapaligiran Sa mga nabanggit na problema, iisa ang tanong: Ano ang ginagawa ng pamahalaang lokal partikular na ang mga magigiting na pulitikong ipinangako ang langit at lupa noong nakaraang halalan. Walang kumikilos! Dahil ba sa walang kumikibo? Sapagkat nasa kanilang puso ang pangamba? Isa ito sa dahilan kung bakit patuloy ang pagkawasak ng kapaligirang minana natin sa ating mga ninuno at hiram sa susunod na henerasyon. At kung patuloy naman tayong magsasawalang kibo, patuloy na maghahari ang mga pinunong kulang sa kakayahang manguna at kulang sa kaalaman upang makahanap ng solusyon sa mga problemang nasa ating kalagitnaan. Kung patuloy silang maghahari at patuloy tayong magsasawalang kibo, hindi tayo magkakaroon ng pagkakataon na sila ay timbangin upang mapatunayang kulang nga sila sa kakayahan at kaalaman.
