24 Hulyo 2009. Sa araw na iyon, marami ang umiyak. Mali ang balita, pero may nasilip akong bagong pagasa sa sama-samang pananalangin para sa kalusugan ng dating pangulo. Noong hapon na iyon, nakasakay ako ng taxi sa Vito Cruz nang makakita ako ng isang padyak na may malalaking dilaw na ribbon. Naiyak ako. Hindi pa pala nakakalimot ang mga tao. Kanina, sa ganap na 5:48 ng umaga, ang aking kaibigang si Ayshia ay ginising ako sa telepono ng isang masamang balita — Nilisan na tayo

ng tuluyan ni Tita Cory sa oras na 3:18 ng umaga. Nakapaligid ang kanyang pamilyang nagdadasal ng rosaro, sa ikalimang misteryo ng Hapis. Habang isinusulat ko ito mula dito sa Tarlac, at maging sa Maynila, makulimlim at panaka-naka ang ulan, maging ang langit ay nagluluksa sa kanyang pagkawala. MALOLOS — Sa lalawigan ng Tarlac isinilang ang yumaong si Pangulong Corazon “Cory” Cojuangco-Aquino noong Enero 25, 1933, ngunit kinilala siya bilang isang Bulakenya at pinagkalooban ng parangal na “Natatanging Dangal ng Lipi” ng Bulacan noong 1988. Batay sa tala ng Provincial Planning and Development Office (PPDO), umaabot na sa halos 200 Bulakenyo ang pinagkalooban ng parangal na “Gawad Dangal ng Lipi.” Ngunit tatlo pa lang ang tumanggap ng parangal na “Natatanging Dangal ng Lipi” kaugnay ng taunang parangal na “Dangal ng Lipi.” Ang “Natatanging Dangal ng Lipi” ang pinaka-

mataas na pagkilalang ipinagkakaloob ng pamahalaang panglalawigan ng Bulacan sa kanyang mga anak. Kung walang nakaabot sa pamantayang itinakda sa nasabing parangal, “Gawad Dangal ng Lipi” ang ipinagkakaloob ng Kapitolyo. Una itong inilimbag sa sipi ng Mabuhay noong Oktubre 7-13, 2005. — Patnugot FIRST of all let me thank Father Robert Reyes for inviting me to join you in this evening of prayer for peace and enlightenment. During these difficult times it is fitting that we Filipinos come together at the spiritual level. Individually and collectively, we need to re-affirm — before God, before ourselves and before our families — the fundamental values that we hold and cherish, the values that define us as Christians and as Filipinos. In the current state of social conflict, we hear many voices and viewpoints. To see through the confusion, we have to be clear about “what” we believe before we can determine “who” to believe. Unfortunately. This is not as simple or as easy as it sounds these days. Discerning right from wrong, good from evil, is no longer as clear as telling black from white. For example, in a situation where several choices present themselves, how many of us would be content with opting for the “lesser evil.” When many people routinely do something that we know to be wrong. Does that make it right? If we believe that an objective is good, would we accept any means — including vile methods — to achieve it? If we resign ourselves to a value system where everything is relative, then our nation is condemned to perdition. Forget about political stability or economic progress. As Rizal said over a hundred years ago, any society built on weak moral foundations cannot last. Through gatherings such as this, let us aspire to achieve moral clarity through prayer, introspection and discernment. Magdasal po tayo upang ating matamo ang kalinawan ng pagiisip at kalinisan ng loob. Lahat po tayo ay mga tao lamang na may kanya-kanyang pagkukulang. Walang sino man sa atin ang makapagsasabing alam niya ang lahat ng kasagutan sa ating mga suliranin. Kailangan natin ang tulong ng Maykapal upang ilawan ang ating landas. Sikapin nating wastuhin ang pinatutunguhan ng ating bayan sa pamamagitan ng tamang salita, diwa at gawa. Kapag tumagal ang kasalukuyang krisis, alam natin na ang mga mahihirap ang tiyak na pinakamabibigatan sa kanilang pamumuhay. Kaya’t mahalaga na ang may higit na biyaya sa atin ay magpamalas ng higit na pagmamalasakit sa mga naghihikahos nating mga kababayan. Sa pamamagitan ng Benigno S. Aquino Jr. Foundation, nakikipagtulungan ako sa iba’t ibang sektor upang lumawak ang mga micro-finance projects at ibang inisyatibo upang lumago ang mga pagkakataon para makapaghanap-buhay ang mga mahihirap. Sa akin pong palagay, dito natin dapat dalhin ang People Power: manumbalik tayo sa Diyos at ating tulungan ang mahihirap upang matulungan nila ang kanilang sarili. The days of EDSA 1 and EDSA Dos are glorious moments to remember in our recent history, but we have to move forward. People Power would be meaningless unless the poorest Filipinos are empowered to uplift their lives and thereby strengthen our democracy at its roots. Unfortunately, some quarters insist that I am trying to whip up another “People Power” revolution to oust the President. This is a gross misreading of my intentions. Ala-ala sa pagpanaw ni Cory Aquino ENERO 23 ng taong 1989 nang ipagdiwang ni Pangulong Cory Aquino ang kanyang ika-56 taong kaarawan sa lalawigan ng Bulacan. Narito ang aking naisulat sa aking kolum sa isyu ng Mabuhay noong Enero 25, 1989. *** HANDANG-HANDA na ang bayan ng Malolos sa pagdating ni Pangulong Corazon C. Aquino ngayong araw na ito (Miyerkules) upang bisitahin ang mga livelihood project sa lalawigan ng Bulacan. Maging ang pamahalaang panlalawigan sa pangunguna ni Gob. Roberto M. Pagdanganan ay abalang-abala sa pagdalaw ni Pangulong Cory na nagkataong nagdiriwang ng ika-56 na kaarawan. Sa makasaysayang simbahan ng Barasoain magsisimba si Pangulong Cory kasama ang kanyang mga anak at cabinet member sa ganap na ika-8:00 ng umaga. Pagkaraan ng misa ay dadalawin ng Pangulo ang lumang bahay ng mga Cojuangco sa Poblacion ng Malolos kung saan isinilang ang kanyang amang si Jose Cojuangco Sr. at ayon sa ilang matatanda ay bininyagan sa Simbahan ng Barasoain. Makikipag-dialogue ang Pangulo sa mga businessmen ng lalawigan na gaganapinsa Hiyas Convention Center at tuloy makikipag-usap kay Gobernador Pagdanganan tungkol sa mga proyektong bayan ng lalawigan.

Tutuloy ang Pangulo sa bayan ng Hagonoy kung saan bibisitahin niya ang mga garment factory, Bulacan Garden at ang Prawn Processing Plant sa Baranggay Hangga. Talagang masipag itong si Pangulong Cory, kahit kaarawan niya ay hindi nakakaligtaang bisitahin ang kanyang nasasakupan. Sana naman ay tularan siya ng mga taong nakapaligid sa kanya upang tuluyang umunlad anga ting bansa. Maligayang Kaarawan po, Mahal na Pangulo, nawa’y lagi kayong tugaygayan ng pagpapala ng Ating Poong Lumikha. Pagdalaw ni Cory sa Bulacan ALAS-SAIS pa lamang ng umaga abala na ang mga namumuno sa lalawigan ng Bulacan sa paghihintay ng pagdating ni Pangulong Corazon C. Aquino. Alas-otso pasado na ng umaga nang lumapag ang helicopter na kinalululanan niya at tumuloy sa simbahan ng Barasoain kung saan siya nakikinig ng misa. Pagkatapos ng misa ay nagtuloy ang Pangulo sa Hiyas Convention Center kasama ang halos lahat ng kayang Kabinete at nakipag-dialogue sa mga chairman ng Regional Development Council sa buong bansa, mga businessmen, at ng pamunuan ng Philippine Chamber of Commerce and Industry. Sa pagsasalita ng Pangulo ay kaniyang sinabi na pinili niyang Bulacan ang pag-

dausan ng kanyang kaarawan upang alamin ang mga suliraning bayan ng kanyang ama at bisitahin ang mga small business at paunlarin ang mga ito sa tulong ng pamahalaan. Bakas sa kanyang anyo ang kasiyahan. Ipinagbigay alam ng pangulo na may dala siyang P3 milyong tseke para sa lalawigan upang magamit sa mga proyekto, kasama na ang P1.2 milyon na nauukol sa mga kooperatiba at livelihood project ng may mahigit na 100 nagsisipagbalik-loob na mga rebelde. Kanya ring pinasalamatan ang mga investor sa lalawigan na siyang pinakamalaki sa buong Gitnang Luzon sa taong 1988. Binigyang-diin ng Pangulo ang kanyang hangaring magkaroon ng isang milyong trabaho para sa taong 1989. Ito’y para lamang sa nasa labas ng Kalakhang Maynila. Sa dami ng kasama ng pangulo ay ilan lamang ang aming nakilala. Sila ay sina Defence Secretary Fidel V. ANG mukha ng pamahalaan ay may dungis, kaya kinakailangan ang paghihilamos. Mula noong panahon ng Kastila hanggang sa ngayon, ang tingin ng taong bayan sa pamahalaan ay marungis. Ang salitang pulitika ay naging marumi, sapagkat kapag binanggit ang salitang iyan, ang kahulugang sumasaisip ay pagsasamantala. Ngunit kung tutuusin, ang pagsasamantala ay laro lamang ng mga oligarkiya na kasabwat ng mga pulitiko. Ginagamit nila ang pamahalaan upang mapagsamantalahan ang taong bayan. Ang taong bayan naman ay hindi galit sa sistema ng pama-

halaan kundi sa nagsasamantalang opisyales o mga kawani na naroroon sa kanlungan ng pamahalaan. Kaya hindi makuhang buwagin ang sistema; at sa halip na baguhin iyan, pinapalitan na lamang ang mga opisyales sa pamamagitan ng halalan. Ngunit sa halalan, mayroon ding kalokohan na gawa ng mga ambisyosong mayayaman, at ito’y walang patid na dayaan hanggang humantong sa patayan. Kaya kanya-kanya sila ng mamamatay-tao. Taong bayan ang nahihirapan. Pati inosente ay nadadamay. Bago ibinaba ang martial law, ang halalan ay larawan ng digmaan ng mga dambuhala. Ang maliliit ay naaapakan na lamang na parang damo at nayuyurakan pa kung nakatatalisod. Malaking kabawasan sa kalokohan ang nagawa ng martial law. At hindi lang iyan, ang

sistema ng pamahalaan ay nabago. Maaaring hindi pa naintindihan ng balana, ngunit sa bandang huli, maiintindihan din. Ngayon, gaya ng nabanggit sa simula, mayroon pa ring karungisan ang pamahalaan sa tingin ng taong bayan. Habang unti-unting naghihilamos ang pamahalaan — nililinis ang sariling bakuran, inaalis ang hindi karapat-dapat na manungkulan, at sinisikap na bigyan ng pagkakataon ang mga maliliit — unti-unti rin ang pagbabago ng pagtingin ng taong bayan sa pamahalaan. Dahan-dahan naiintindihan na ang pamahalaan pala ay nakagagawa rin ng kabutihan para sa balana. At gaya ng nasabi, nawala ang mga awayan ng mga dambuhala, at nawala ang kanilang sistemang paggamit ng taong bayan upang sila ay makapag-

Stark irony SAN FRANCISCO — FilipinoAmericans fret over a stark irony. Martial law fears have resurged precisely when Corazon Aquino, who sparked “People Power” into smashing Marcos dictatorship, battles cancer. This irony will dog President Gloria Macapagal Arroyo when she meets President Barack Obama on July 30. So will FilAmerican activist Melissa Roxas’ abduction. Under Leila De Lima, the once-flabby Commission on Human Rights pieced together the six-day snatch and torture of Roxas. The evidence confirms the State Department’s annual human rights reports of impunity that cloaks abductors and torturers, both military and insurgents. Majority (58%) of Fil-Americans voted for Obama. The 2007 census tallied 3.1 million Filipinos in the U.S. They’re the second largest Asian American group. Almost half of Filipino immigrants cluster in this state. Hawaii, New York, Illinois and New Jersey account for smaller

numbers. “We fought the Marcos Conjugal Dictatorship,” three women leaders said over dinner.”What makes the Arroyo Conjugal Autocracy think it can undo what Cory stands for?” They oppose scrubbing 2010 elections, martial law or panicky charter change. They scoffed at the idea of installing Ms. Arroyo as caudillo in a “transition revolutionary government”. Security Advisor Norberto Gonzales peddled the transitory junta idea to the Supreme Court chief justice. But Justice Reynato Puno rebuffed him and, by implication, Gonzales’ shadowy principal — the President. How deeply do Fil-Americans feel about these issues? Scientific studies are few and far between. Kids here are like youngsters back home. They have no memories of martial law. Their world is of anchored freedoms. A desaparecido, like Jonas Burgos, is beyond them. Ranks of those who fought Marcos are thinning. Those who

Virtues and celebrities THIS is still a dream struggling hard to become a crisp reality. Imagine if our celebrities, instead of showing off their inanities, frivolity and the like, become models of virtues, showcasing the many aspects of these ideal human qualities! At the moment, it sounds very unbelievable, quixotic, even impossible, but there’s always hope in our world. We need to put teeth into that hope by making a concerted and sustained effort to create a culture of virtues in our world of media, entertainment and showbiz. Of course, all this should be pursued on the basis first of all of spiritual and supernatural means of prayer, sacrifice, sacraments, doctrine. But all the human means, like the virtues and all the way to the art and skill of making war, should not be neglected either. Perhaps, an immediate task is to do some thorough housecleaning, especially in the papers, TV and other major media outlets. By now, we should be aware of the rotten excuse that because of freedom, right of expression, cre-

ative and artistic rights, etc., we can just show anything in the media. No, sir! These rights and freedom need a clear foundation of truth and sense of responsibility to spring from. Otherwise, they become a spout of licentiousness, a source of malice and evil in all their varied expressions and subtle forms. There has to be a better understanding of these human powers and privileges that have often been misused and abused. At this time, with all that we have accomplished as well as the dire lessons learned from sad experiences, we should already know the delicate character of these privileges. They have at least dual effects, good or bad, and in between them, endless possibilities and variations and combinations that we should try our best to rein in, control and direct properly. There are signs we have lost control of these crucial human elements, and we just allow ourselves to be at the mercy of chance. This latter thinking is naïve, because things are never

happen purely by chance. They are ruled, if not by us, then by higher spirits, that is, either by God or the devil, to be simplistic about it. I cannot understand, for example, why everyday newspapers should highlight the escapades of so-called sex-kittens and brute hunks, their strange peculiarities and idiosyncracies, etc. They seem to glorify vanity and to flaunt a certain disturbing notion that at some point, certain people, precisely the celebrities, can be above moral considerations. They can do anything in public and for public consumption without having to account for it. ‘Unplugging our kids’ I STUMBLED over this wonderful commentary about how we’re raising our tech-savvy children today. Although it was in my email archive dated 2005, I believe it is still very timely. I have yet to discover the author of such an intellectually challenging work. The commentary is entitled: PEOPLE OVER 35 SHOULD BE DEAD NOW. I think it would be appropriate to change 35 to 40 by now, but the message will be clearly much the same and here’s why. *** “According to today’s regulators and bureaucrats, those of us who were kids in the 40’s, 50’s, 60’s, or even the early 70’s probably shouldn’t have survived. Our baby cribs were covered with bright colored lead-based paint. We had no childproof lids on medicine bottles, doors or cabinets, and when we rode our bikes,

we had no helmets. (Not to mention the risks we took hitch-hiking.) As children, we would ride in cars with no seatbelts or air bags. Riding in the back of a pickup truck on a warm day was always a special treat. We drank water from the garden hose and not from a bottle. Horrors! We ate cupcakes, bread and butter, and drank soda pop with sugar in it, but we were never overweight because we were always outside playing. We shared one soft drink with four friends, from one bottle, and no one actually died from this.” “We would spend hours building our go-carts out of scraps and then rode down the hill, only to find out we forgot the brakes. After running into the bushes a few times, we learned to solve the problem. We would leave home in the morning and play all day, as long as we were back when the

streetlights came on. No one was able to reach us all day.” “NO CELL PHONES!!!!! Unthinkable! We did not have Play stations, Nintendo 64, X-Boxes, no video games at all, no 399 channels on cable, movies on videotape or DVD, surround sound, personal cell phones, personal computers, or Internet chat rooms. We knew how to chat without the Internet. We had friends! We went outside and found them.” “We played dodge ball, and sometimes, the ball would really hurt. We fell out of trees, got cut and broke bones and teeth, and there were no lawsuits from these accidents. They were accidents. No one was to blame but us. Remember accidents? The making of salted eggs ALTHOUGH it ranks second only to chicken for egg and meat production, duck is also an important sub sector of the Philippine poultry industry. It provides employment and income-generating opportunities for Filipinos, particularly those in the rural and marginal areas. Among the avian species, ducks are considered the most adaptable because they thrive well on almost all kinds of environmental conditions. They need simple, less expensive, and nonelaborate housing and rearing facilities. Ducks can be fed a variety of foods, such as rice, cassava, copra, corn and fruits; they have the natural tendency on foraging on green legumes, algae, aquatic weeds, fungi, snails, earthworms, maggots and insects, which reduce feed cost. They can also be used to control golden apple snails, which serve as pest to rice plants in some parts of the country. And, since they live longer than chicken, farmers can already make a profit in the second year of laying (the Mallard duck or itik lays an average of 250 eggs in one year of laying). Another advantage is the longer interval required for the replacement of stock. Duck production is one of the most profitable livestock industries in the Philippines mainly because of its egg which can be marketed through different channels. But one disadvantage of duck eggs is that the have a fishy odor and flavor which most people don’t like. This is the reason why most duck eggs are processed into two major Filipino delicacies: balut (a fertilized egg with a nearly-developed embryo inside that is boiled and eaten in the shell) and salted egg (itlog na maalat). Although balut is very popular not only in the Philippines but

in other parts of the world as well, salted egg is now well accepted by consumers. In fact, it is a common feature in Filipino dining table especially during breakfast. It can be eaten along or with steamed rice or mixed in salad style with diced tomatoes and onions. Salted egg is also used as an ingredient in pastries and toppings on breads and other bakery products, especially bibingka. In China (where it is eaten with congee), the yolk of salted egg is highly prized as it is used in mooncakes to symbolize the moon. Eggs contain nutrients essential to our body’s growth and development. Salted egg is packed with nutrients. Compared to fresh egg, balut, penoy, or century egg, salted egg is highest in calcium (120 milligrams), carbohydrates (4.4 milligrams), ash (202 milligrams), and thiamin (0.74 milligram). So popular is salted egg that Filipinos who are now living or working abroad are looking for it. A study conducted by Dr. Jovita M. Datuin, of the Don Mariano Marcos State University showed the Philippines is already exporting processed duck products including salted eggs to Kuwait, Arabia, Peninsula, Bahrain, and even the Trust Territory in the Pacific Islands. Traditionally, salted eggs are made from duck eggs and could take up to 3 weeks to prepare. They may be processed using a salt and brine solution, or salt and clay. In brine solution, the mixing proportion is one and onefourth cups of table salt dissolved in one liter of water. Salted egg makers boil the water with salt. After boiling, they allow the solution to cool. Then, they pour it over the duck eggs in a container until all the eggs are submerged. They then continued on page 8

Upgrade Philippines I AM very much inspired by the warm response of my readers to my offer of teaching local communities about computerizing the delivery of public services by way of low cost hardware and software. To those who are not technologically savvy, I would like to explain that in my offer, I was talking about using open source software like Linux, and free applications software that will be donated by some advanced local government units (LGU). In reality, the computerization of public services delivery does not really require rocket science. Most of the LGUs could actually afford it, except for those at the low end, the fourth class and the third class municipalities. Most of the barangay units could not afford it however, and this is where low cost machines and freeware could be most useful. Linux and all the other freeware have been around for a long time, but it was previously very difficult to maintain these systems, because these were not too user friendly. Over the years however, these freeware have evolved to a point wherein ordinary users could actually maintain these on their own. In addition to that, online tech support is now available.

Computerization is not the be all and end all of local public services delivery. Computers are simply just tools for people to use, so it is very important that the users of these tools are also equipped to use these tools, and that should start with the appreciation of what these tools could do. The fact is, there should actually be manual systems in place. If there are no manual systems, there is nothing to computerize. Due to the response that I got from my offer to help, I am going to make sure that we could sustain this upgrade program as soon as we start it. Yes you read me right; this is really just a program to upgrade the quality of governance in the LGUs, down to the lowest level of the barangay. I think however that the key to the sustainability will be the people, the people who will use these systems, and the people who will maintain these. Having identified people as the key, I will now talk to the organizations that will be helping us in this upgrade program, making sure that the time tested balance of resources in computerization will be in place, referring to the balance of manpower, infracontinued on page 4

In the response that I got, it became even clearer to me that the priority of which function or service to focus on will really depend on the prime movers of the upgrade programs in each locality. Some of those who responded have identified the primary and secondary schools, while others have identified health centers and computer centers. For those who are reading my column for the first time, I would like to say again that my offer was to teach local communities what it takes to upgrade their local public service delivery systems. The plan is for them to solicit old computers from local and foreign sources. I will start by teaching them how to re-format these old machines by installing new Linux operating systems. I will also help them look for free applications software. The use of Linux is really nothing new. What is new is that new versions of Linux have come up, making it practically user friendly. As a matter of fact, Google will soon come up with a version that is still Linux, but will be tweaked to make it more seamless with the popular search engine. The choice of connecting these upgraded machines to the Internet should also be the decision of the local prime movers. Nowadays however, it is not very difficult to connect any machine to the Internet, old or new. In my previous column, I suggested that local communities should interconnect their computers so that they could build their own Virtual Private Networks or VPNs. Technically speaking, an Intranet is just one of the applications that could be run within a VPN. Over the years however, these two terms have become synonymous. In layman terms, an Intranet is in effect a private network within another network such as the Internet. Ano ang mga maituturing na compelling reasons o mabibigat na dahilan upang alisin ang batang mababa ang edad sa pitong taong gulang sa pangangalaga ng kanyang ina? Our Lady of the Most Holy Rosary. We all know that October is also designated as the month of the Holy Rosary. Let us all pray the rosary every day for peace in our country and in the whole world. Ever since the imprisonment of Ninoy during martial rule, the rosary has become my favorite prayer. I believe that praying the rosary every day has helped me through my most difficult times, as in the time of Ninoy’s assassination and in the times of the coup attempts against my administration. My day is not complete if I do not pray the rosary and I try my very best to pray four rosaries a day. Thank you again for inviting me to pray with all of you. into the other letters that I have to answer, I do my letters myself. I have been chairperson [of the Benigno S. Aquino, Jr. Foundation] from the very beginning since 1983 and I continue to be that. We had put up the Aquino Center in Tarlac. … So the idea first of all was to make sure that people will not forget Ninoy and our very concern, especially after his assassination, that people would get to the truth. Because in the beginning, the Marcos dictatorship was saying that it was Galman who shot Ninoy, so we want to have everything documented and also the role of People Power in the restoration of democracy … … Then, after my presidency … well, exactly a year after my presidency, I said that we would like to put up an Aquino Center, so that was in 1993 when I first launched the campaign. And we were finally able to inaugurate in 2001, so it took me eight years to go around, to solicit funding and … anyway I’m very happy that I’ve been able to do this, not only for Ninoy’s sake and my sake, but more importantly for our young people to know about our history. And also, I always tell them that Ninoy was ready to offer his all for the country and it was just not a matter of … of words but he did it, I mean he came back, even though there was much risk to his life, and in fact, he was killed. But, then for my part I vowed that I would continue his work. And so, I hope that all of us Filipinos will try to look within ourselves and find out what it is that we are asked to do or we feel we can do for our country. In other words, I want people to know … nobody’s excused, if you are Filipino, you do something for your country. You don’t have to die for the country but there are so many things that you can do and you don’t wait for the country. Kamukha nung kay John F. Kennedy, “Ask not what your country can do for you, but what you can do for your country.” Learning how to paint Well, I started painting in 1996. I like painting except I know my limitations. Anyway, I visited a friend of mine, si Marites Lopez, and she invited me to have a look-see at their painting lesson in her house. At that time, they were already two years into painting so, of course, I was saying, “Oh, no way can I join this group …” They really seem to me as having so much talent but then she said, “No, no. Our teacher is very patient and he’ll be able to teach you.” And she was telling me, “Everybody can paint.” Of course, I wasn’t sure about that. But anyway, it was my oldest daughter Ballsy who told me, “Mom, go ahead. Anyway, with your name your painting will amount to something.” So I did, and I organized a group … we were about 10 in the beginning. We’d have lessons every Wednesdays, three hours each time, and we had a young teacher, Jeffrey Consumo, who didn’t even take formal lessons but he was so patient, and I think that helped, and very encouraging. And for my first lesson, I was able to finish a painting in three hours, and I was just so amazed and I was happy. And so I took lessons from him for three years but since that time I’ve been doing it on my own and I tried different things. As I said, I’m lucky I have a name. But normally, it’s the other way around. Artists really struggle hard in order to have a name. So I’m doing it backwards. Start with the name, and then do the paintings. … There are days when everything comes easy, and it comes on the way you’d like it too. But, there are days when you’re not too happy. But anyway, I’m really grateful to my teacher that because of him I’ve been able to do these paintings and I give them as gifts, well … first, to the donors of the Aquino Foundation, and then to people who have everything, like when President Kim Dae Jung was elected, for his inauguration as president I gave him a painting. George Schultz who used to be Secretary of State, because he was so good to me when I was president, I gave him a painting when he got married for the second time. To the Sultan of Brunei, I told him, I know you have everything, you manage a state. And then he said, “But I don’t have a Cory Aquino painting, yaaah ….” So that made me feel good. Then, when I’m ninang for weddings, so that’s what I give. And one of my inaanaks was joking and said, “Can this be retroactive for the time that you have … you were ninang but you didn’t know how to paint yet. So I said, I have to think about that. … I like paintings and it’s something that I thought I could never do. But, apparently, all of us can paint. Who cares whether it’s a masterpiece or not! Childhood dream and being private I wanted to be a teacher. … It’s just when I got married I knew Ninoy, you know, was aiming for that (the presidency) and that he really loved politics and he was a public person. I’m really a private person. I value my privacy, in fact, I still value my privacy. Once, first, when Ninoy was imprisoned it was a incumbent for me to have a more public stance. Cory as a wife Well, I always say that Ninoy and I were able to bring the best in each other. And I think that’s all that’s necessary for a married couple: To try to bring out the best in each other. Cory as a mother Well, you ask my children, I think they’re very happy with the way I brought them up. I certainly spent much time with them and I was a full-time wife and mother. Of course there were times that it was boring pero that was my commitment when I got married: That I vowed that I would be a good wife and mother. Ninoy Well, anyway, people ask when we first met. Ok, the earliest I remember was we were both nine years old. You must remember Ninoy and I both came from Tarlac, both the Aquinos and Cojuangcos were and are in politics. My father was congressman on the first district of

In fact, my first cousin married the older brother of Ninoy, and my father was the Godfather of Lupita Aquino (Kashiwahara). So, inevitable ’yon. We met, I remember it was the birthday of Ninoy’s father and nung araw famifamilia kung magpunta … so my parents took all of us there. … And that was it, and I didn’t see him again ... I went to the United States to study when I was 13. So I didn’t get to see him until I was 16, when we came back for a vacation. … I have to say, before Martial Law Ninoy’s world was all politics and ... well, that was the style then, na bahala ang mother. But Ninoy, I would insist that at least we would go to mass together every Sunday and that we would go out for lunch or dinner at a Chinese restaurant in Chinatown. Nung araw wala pa itong mga classy Chinese restaurants. And then we go to a movie with the children. And then once a year, or twice a year, we go to Hong Kong. So that would be the treat na Ninoy would take all of us and that would be the time that we would at least have time for each other. … We enjoyed yung Moonlight Serenade. … It was a Glenn Miller thing. … Miller had an orchestra or a band and it was more for the music rather than for the lyrics that we liked it. At that time, nung hindi pa kami kasal, it was very popular in the Philippines ... the Glenn Midler Story had been shown and everytime they play that we really danced to the tune. Incident with young Ninoy Actually, we had come from a movie and, you know, at that time I got my chaperone. So my chaperone was my older sister Josephine. So we were driving on EDSA, which was Highway 54 before, and this had happened parang two or three months, or maybe a month, after Ninoy had worked for the surrender of Luis Taruc. So we were on Highway 54 and suddenly there was a jeep coming from the ricefields — on both sides nung araw may ricefields d’yan sa Highway 54 — just bumped us. So the car door flew open. My sister was thrown out first ... then I fell out. And my sister at that time was in fact three months pregnant. She lost her baby. We were taken to the hospital, sa Lourdes Hospital, by an American who had played golf. Kasi I couldn’t get up and because, you know, you’re thrown out and then you just land flat on your back. Ninoy was not hurt because he was holding on to the wheel. I stayed overnight in the hospital. Luckily there were no injuries, I mean, no major injuries, but I was black and blue all over and my older brother said, “Cory, you have to go to Baguio tomorrow” because I was really expected by my parents to go to Baguio but I asked if we could go the following day because my younger sister and I will go to a party. And, of course, with Ninoy. I wanted to stay behind for that but of course we’d still go to the movies before going to the party. So in spite of my feeling — whooo! — really bad and the long ride from Manila to Baguio I went and when we got there my mother was really furious and she was telling Ninoy, “From now on Cory will not ride in your car, she’ll just ride in our car! And that was the first time I saw Ninoy really scared and, yeah, because he knew while it wasn’t directly his fault but the fact is that we were in his car. Her U.S. Congress speech [After People Power, President Cory’s speech was cited as one of the best speeches ever heard in that august chamber.] Actually, the speaker who said that was Speaker Tip O’Neill. I’m sorry, I may sound like I’m bragging but, anyway, it doesn’t happen often that after I finished my speech, Senator Dole said, “Mrs. President, you’ve hit the home run …” So I said, “I hope the bases were loaded!” And he was so surprised and he mentioned this to the media people there, so it was written about and they said I’m knowledgeable on baseball! And that afternoon after my speech, the House of Representatives voted to give $200 million to the Philippines as assistance. It took some time for the Senate to approve it but they did. So again Senator Dole was quoted as having said, “This is the biggest honorarium ever.” But anyway, I was happy that I could do that and that really the wonderful part was I was never … I was never nervous, and I was saying, “My God! This is the first time I’m doing this and why wasn’t I nervous. It helped that the Speaker was from Massachusetts and parang he considered me siguro a constituent or what ’cause we’ve lived in Boston. Plus

the fact that two years before I became president, we were both given honorary doctorates in Stonehill College which is in Massachusetts. So parang … we’re friends, ok! But I was really happy I could do this for our country. “Cory Magic” Well, I don’t know. Alam mo matanda na tayo, and then for the little kids, you know. This is what, I guess, reminds me to be humble, because when I see them, you know, anywhere, shopping or whatever, then the moms always say, “Siya ang mommy ni Kris Aquino.” And sabi ko, ok! Oo, so I just say na what for the little kids, how they know me. Oo. Until they go to school. … Like let me tell you this, my youngest grandchild, she’s almost seven. She goes to school in Poveda and one day, — every Sunday they come to my house for lunch — she said, “Lola, you know, my classmate her grandfather is Senator Flavier!” And parang she was so impressed ano. Sabi ko, “Teka muna. Sabihin mo … sabihin mo dun sa kaklase mo that YOUR grandmother …” But then, my daughter was explainin’, “Mom, kasi because she was old enough to repeat …” Hindi ba yung there was a song about and you repeat all the names of the senatorial candidates and she has memorized them. So, Flavier stuck in her head and to meet the granddaughter parang, “Wow!” So I had to tell her, “Sabihin mo …” After the presidency [Why did Cory continuously serve the country after the presidency?] Well, so many things. Well, first I’m so glad that I pray, and so many people pray for me and with me and I know that I could not have done any of these things if it were not for prayer. So when people ask me na parang you seem to be happy, sabi ko, “I think, I hope I’ll continue to have that inner peace,” na I’ve come to this stage na and I hope that I would be able to continue doing things for our country, and hopefully, to be a source of inspiration not only for women but also for men that all of us can do something. Like I was just a housewife before and I left all of these public acts to Ninoy, but the time came when he could not do that because he’s imprisoned. So it was incumbent upon me to at least do my share. How she wanted people to remember Ninoy Well first, I’m glad that in school, even in grade school, the students read about Ninoy and they know about Ninoy. But more than just that, I want them to know that Ninoy, first of all, was so proud to be a Filipino. And when we were living in the States people were just amazed that we never applied for permanent residence and that when we went there we knew it was temporary and that we would come back here. But more importantly, I think Ninoy was ready to sacrifice everything for the sake of his country. So I hope this is what people will remember about him and will try to maybe even do better than what he did. How she wants to be remembered by history Well, first of all, I’d like to be remembered for having helped in the restoration of our democracy. For you young people who didn’t know what it was like living under Martial Law, maybe it will not mean as much. But when you see other countries still not, you know, enjoying freedom, then you would have an idea or a sense of what it was like here before. Where anybody would just be arrested without any charges, put into prison and some would be tortured, and some were never seen again. I mean people as young as you. Tita Cory’s challenge to all young people What I would like from you is that you would try your best to find out what it is that our country needs of you. I mean, all of us will have different things … to do but each one of us can do something to better life in our country. I hope that the great lessons and legacies of the life and words of the former president continue to live in our hearts long after she’s gone. Let’s bring and accompany her to her rest as a people, as she joined with our struggle when we needed a leader who would lead us back to freedom and democracy.

GMA’s 8th State Of the Nation Address Following is the full text of the State Of the Nation Address President Arroyo delivered on July 27, 2009 at the Batasan Pambansa in Quezon City.— Editor

THANK you, Speaker Nograles, Senate President Enrile, Senators, Representatives, Vice President de Castro, President Ramos, Chief Justice Puno, Ambassadors, friends: The past twelve months have been a year for the history books. Financial meltdown in the West spread throughout the world... Tens of millions lost their jobs; billions across the globe have been hurt—the poor always harder than the rich. No one was spared.... It has affected us already. But the story of the Philippines in 2008 is that the country weathered a succession of global crises in fuel, in food, then in finance and finally the economy in a global recession, never losing focus and with economic fundamentals intact... A few days ago, Moody’s has just announced the upgrade of our credit rating, citing the resilience of our economy. The state of our nation is a strong economy. Good news for our people, bad news for our critics... I did not become President to be popular. To work, to lead, to protect and preserve our country, our people, that is why I became President. When my father left the Presidency, we were second to Japan. I want our Republic to be ready for the first world in 20 years... Towards that vision, we made key reforms. Our economic plan centers on putting people first. Higit sa lahat ang layunin ng ating mga patakaran ay tulungan ang masipag na karaniwang Pilipino. New tax revenues were put in place to help pay for better healthcare, more roads, a strong education system. Housing policies were designed to lift up our poorest citizens so they can live and raise a family with dignity. Ang ating mga puhunan sa agrikultura ay naglalayong kilalanin ang ating mga magsasaka bilang backbone ng ating bansa, at bigyan sila ng mga modernong kagamitan to feed our nation and feed their own family.... Had we listened to the critics of those policies, had we not braced ourselves for the crisis that came, had we taken the easy road much preferred by politicians eyeing elections, this country would be flat on its back. It would take twice the effort just to get it back again on its feet—to where we are now because we took the responsibility and paid the political price of doing the right thing. For standing with me and doing the right thing, thank you, Congress... The strong, bitter and unpopular revenue measures of the past few years have spared our country the worst of the global financial shocks. They gave us the resources to stimulate the economy. Nabigyan nila ang pinakamalaking pagtaas ng IRA ng mga LGU na P40 billion itong taon, imparting strength throughout the country and at every level of government... Compared to the past, we have built more and better infrastructure, including those started by others but left unfinished. The Subic-Clark-Tarlac Expressway is a prime example of building better roads. It creates wealth as the flagship of the Subic-Clark corridor. We have built airports of international standard, upgraded domestic airports, built seaports and the RORO system. I ask Congress for a Philippine Transport Security Authority Law.... Some say that after this SONA, it will be all politics. Sorry, but there’s more work.... Sa telecommunications naman, inatasan ko ang Telecommunications Commission na kumilos na tungkol sa mga sumbong na dropped calls at mga nawawalang load sa cellphone. We need to amend the Commonwealth-era Public Service Law. And we need to do it now.... Kung noong nakaraan, lumakas ang electronics, today we are creating wealth by developing the BPO and tourism sectors as additional engines of growth. Electronics and other manufactured exports rise and fall in accordance with the state of the world economy. But BPO remains resilient. With earnings of $6 billion and employment of 600,000, the BPO phenomenon speaks eloquently of our competitiveness and productivity. Let us have a Department of ICT.... In the last four years tourism almost doubled. It is now a $5 billion industry... Our reforms gave us the resources to protect our people, our financial system and our economy from the worst of shocks that the best in the west failed to anticipate.... They gave us the resources to do reforms para palawakin ang suportang panlipunan and enhance spending power....For helping e raise salaries through joint resolution, thank you Congress. Cash handouts give the most immediate relief and produce the widest stimulating effect. Nakikinabang ang 700,000 na pinakamahihirap na pamilya sa programang Pantawid Pamilya. Our preference is to invest in projects with the same stimulus effects but also with long-term contributions to national progress.... Sa pagpapamahagi ng milyun-milyong ektaryang lupa, 700,000 na katutubo at mahigit isang milyong benepisyaryo ng CARP ay taas-noong may-ari na ng sariling lupa. Hinihiling ko sa Kongreso na ipasa agad ang pagpapalawig ng CARP, at dapat ma-condone ang P42 billion na land reform liabilities dahil 18% lamang ang nabayaran mula 1972. Napapanahon dahil it will unfreeze the rural property market. Ang mahal kong ama ang nag-emancipate ng mga magsasaka. Ii-mancipate naman natin ngayon ang titulo.... Nakinabang ang pitong milyong entrepreneurs sa P165 billion na microfinance. Nakinabang ang 1,000 sa economic resiliency plan. Kasama natin ngayon ang isa sa kanila, si Gigi Gabiola. Dating household service

worker sa Dubai, ngayon siya ay nagtatrabaho sa DOLE. Good luck, Gigi... Nakinabang ang isang milyong pamilya sa programang pabahay at palupa, mula sa PAG-IBIG, NHA, community mortgage program, certificates of lot awards, at saka yung inyong Loan Condonation and Restructuring Act.... Our average inflation is the lowest since 1966. Last June, it dropped to 1.5%. Paano nakamit ito? Proper policies lowered interest rates, which lowered costs to business and consumers. Dahil sa ating mga reporma, nakaya nating ibenta ang bigas NFA sa P18.25 per kilo kahit tumaas ang presyo sa labas mula P17.50 hanggang P30 dahil sa kakulangan ng supply sa mundo. Habang, sa unang pagkakataon, naitaas ang pamimili ng palay sa mga magsasaka, P17 mula sa P11... Dahil sa ating mga reporma, nakaya nating mamuhunan sa pagkain—anticipating an unexpected global food crisis. Nakagawa tayo ng libu-libong kilometro ng farm-to-market roads at kasama ng pribadong sector, natubigan ang dalawang milyong ektarya. Mga Badjao gaya ni Tarnati Dannawi ay tinuruan ng modernong mariculture. Umabot na sa P180,000 ang kinita niya mula noong nakaraang taon. Congratulations, Tarnati. We will help more fisherfolk shift to fish farming with a budget of P1 billion... Dahi dumarami na naman daw ang pamilyang nagugutom, mamumuhunan tayo ng bago sa Hunger Mitgation program na nakitang mabisa. Tulungan nito ako dito Kongreso... Mula noong 2001, Nanawagan tayo ng mas murang gamot. Nagbebenta na tayo ng mga gamot na kalahating presyo sa libu-libong Botika ng Bayan at Botika ng Barangay sa maraming dako ng bansa. Our efforts prodded the pharmaceutical companies to come up with lowcost generics and brands like RiteMed. I supported the tough version of the House of the Cheaper Medicine Law. I supported it over the weak version of my critics. The result: the drug companies volunteered to bring down drug prices, slashing by half the prices of 16 drugs. Thank you, Congressman Cua, Alvarez, Biron and Locsin.... Pursuant to law, I am placing other drugs under a maximum retail price. To those who want to be President, this advice: If you want something done, do it hard, do it well. Don’t pussyfoot. Just do it. Don’t say bad words in public. Sa health insurance, sakop na ang 86% ng ating populasyon... Sa Rent Control Law ng 2005 hanggang 2008, hanggang sampung porsyento lang maaaring itaas taon-taon ang upa. Iyong kakapirma nating batas naglagay ng isang taong moratorium, tapos pitong porsyento lang ang maaaring itaas. Salamat, Kongreso.... Noong isang taon, nabiyayaan ng tig-P500 ang mahigit pitong milyong tahanan bilang Katas ng Pantawid Koryente para sa mga small electricity users.... Iyong power rates, ang EPIRA natin ang pangmatagalang sagot. EPIRA dismantled monopoly. But minana natin iyong power purchase agreements under preceding administrations, so hindi pa natin makuha iyong buong intended effect. Pero happy na rin tayo, dahil isang taon na lamang iyan. The next generation will benefit from low prices from our EPIRA. Thank you... Samantala, umabot na sa halos lahat ng barangay ang elektrisidad. We increased indigenous energy from 48% to 58%. Nakatipid tayo sa dollars tapos malaki pa ang na-reduce pa iyong oil consumption. The huge reduction in fossil fuel is the biggest proof of energy independence and environmental responsibility. Further reduction will come with the implementation of the Renewable Energy Act...and the Biofuels Act....again, thank you. The next generation will also benefit from our lower public debt to GDP ratio. It declined from 78% in 2000 to 55% in 2008. We cut in half the debt of government corporations from 15% to 7. Likewise foreign debt from 73% to 32%. Kung meron man tayong malaking kaaway na tinalo, walang iba kundi ang utang, iyong foreign debt. Past administrations conjured the demon of foreign debt. We exorcised it.... The market grows economies. A free market, not a free-for-all... To that end, we improved our banking system to complement its inherent conservatism. The Bangko Sentral has been prudent. Thank you, Governor Tetangco, for being so effective. The BSP will be even more effective if Congress will amend its Charter.... We worked on the Special Purpose Vehicle Act, reducing non-performing loans from 18% to 4% and improving loan-deposit ratios.... Our new Securitization Law did not encourage the recklessness that brought down giant banks and insurance companies elsewhere and laid their economies to waste. In fact, it monitors and regulates the new-fangled financial schemes. Thank you, Congress.... We will work to increase tax effort through improved collections and new sin taxes to further our capacity to reduce poverty and pursue growth. Revenue enhancement must come from the Department of Finance plugging leaks and catching tax and customs cheats. I call on tax-paying citizens and tax-paying businesses: help the BIR and Customs spot those cheats… Taxes should come from alcohol and tobacco and not from books. Tax hazards to lungs and livers, do not tax minds. Ang kita mula sa buwis sa alak at sigarilyo ay dapat pumunta sa kalusugan at edukasyon. Sa kalusugan, pondohan ang Philhealth premiums ng pinakamahihirap. Ponhodhan ang mas maraming classroom at computers..... Pardon my partiality for the teaching profession. I

was a teacher.... Kaya namuhunan tayo ng malaki sa edukasyon at skills training.... Ang magandang edukasyon ay susi sa mas mabuting buhay, the great equalizer that allows every young Filipino a chance to realize their dreams... Nagtayo tayo ng 95,000 na silid-aralan, nagdagdag ng 60,000 na guro, naglaan ng P1.5 billion para sa teacher training, especially for 100,000 English teachers. Isa sa pinakamahirap na Millennium Development Goals ay iyong Edukasyon para sa Lahat pagdating ng 2015, na nangunguhulugang lahat ng nasa edad ay nasa grade school. Halos walang bansang nakakatupad nito. Ngunit nagsisikap tayo. Binaba natin ang gastos ng pagpasok. Nagtayo tayo ng mga eskwela sa higit isang libong barangay na dati walang eskwelahan, upang makatipid ng gastos ng pasahe ang mga bata. Tinanggal natin ang miscellaneous fees para sa primary school. Hindi na kailangan ang uniporme sa mga estudyante sa public schools... We assist financially half of all students in private high schools.... We have provided 600,000 college and post-graduate scholarships. One of them Mylene AmerolMacumbal, finished Accounting at MSU-IIT, went to law school, and placed second in the last bar exams—the first Muslim woman bar topnotcher. Congratulations... In technical education and skills training, we have invested three times that of three previous administrations combined. Narito si Jennifer Silbor, isa sa sampung milyong trainee. Natuto siya ng medical transcription. Now, as an independent contractor and lecturer for transcriptions in Davao, kumikita siya ng P18,000 bawat buwan. Good job. The Presidential Task Force on Education headed by Jesuit educator Father Bienvenido Nebres has come out with the Main Education Highway towards a Knowledge-Based Economy. It envisions seamless education from basic to vocational school or college.... It seeks to mainstream early childhood development in basic education. Our children are our most cherished possession. In their early years we must make sure they get a healthy start in life. They must receive the right food for a healthy body, the right education for a bright and inquiring mind—and the equal opportunity for a meaningful job.... For college admission, the Task Force recommends mandatory Scholastic Aptitude Tests. It also recommends that private higher education institutions and state universities and colleges should be harmonized. It also recommends that CHED will oversee of local universities and colleges. For professions seeking international recognition—engineering, architecture, accountancy, pharmacy and physical therapy—it recommends radical reform: 10 years of basic education, two years of pre-university, three years of university... Our educational system should make the Filipino fit not just for whatever jobs happen to be on offer today, but also for whatever economic challenge life will throw in their way.... Sa hirap at ginhawa, ang ating overseas Filipinos ay pinapatatag ang ating bansa. Iyong padala nilang $16 billion noong isang taon ay record. Itong taon, mas mataas pa.... I know that this is not a sacrifice joyfully borne. This is work where it can be found—in faraway places, among strangers with different cultures. It is lonely work, it is very hard work.... Kaya nagsisikap tayong lumikha ng mga trabahong maganda ang bayad dito sa atin so that overseas work will just be a career choice, not the only option for a hardworking Filipino in search of a better life... Meanwhile, we should make their sacrifices worthwhile. Dapat gumawa tayo ng mga mas malakas na paraan upang proteksyonan at palawak ang halaga ng kanilang pinagsikapang sweldo. That means stronger consumer protection for OFWs investing in property and products back home. Para sa kanila, pinapakilos natin ang Investors Protection Task Force.... Hindi ako nag-aatubiling bisitahin ang ating taong bayan at ang kanilang mga hosts sa buong mundo – mula Hapon...hanggang Brazil, mula Europa at Middle East hanggang sa American Midwest, nakikinig sa kanilang mga problema at pangangailangan, inaalam kung paano matulungan sila n gating pamahalaan—by working out better policies on migrant labor, or by saving lives and restoring liberty.... Pagpunta ko sa Saudi, pinatawad ni Haring Abdullah ang pitong daang OFW na nasa preso. Pinuno nila ang isang buong eroplano at umuwi kasama ko.... Mula sa ating State Visit to Spain, it has become our biggest European donor. At si Haring Juan Carlos ay nakikipag-usap sa ibang mga bansa para sa ating mga namomoblemang OFW. Ganoon di si Sheikh Khalifa, ang Prime Minister ng Bahrain.... Pagpunta ko sa Kuwait, Emir al-Sabah commuted death sentences. For overseas workers, maraming salamat. Our vigorous international engagement has helped bring in foreign investment. Net foreign direct investments multiplied 15 times during our administration. Kasama ng ating mga Together with our OFWs, they more than doubled our foreign exchange reserves. Pinalakas ang ating piso at naiwasan ang lubhang pagtaasng presyo. They upgraded our credit because our reserves grew by $3 billion while those of our peers have shrunk..... Our international engagement has also corrected historical injustice. The day we visited Washington, Senator Daniel Inouye successfully sponsored benefits for our veterans as part of America’s fiscal stimulus package... I have accepted the invitation of President Obama to be the first Southeast Asian leader to meet him at the

White House, this week.... That he sought us the Philippines testifies to our strong and deep ties.... High on our agenda will be peace and security issues. Terrorism: how to meet it, how to end it, how to address its roots in injustice and prejudice—and most and always how to protect lives.... We will also discuss nuclear non-proliferation. The Philippines will chair the review of the nuclear weapons non-proliferation Treaty in New York in May 2010. The success of the talks will be a major diplomatic achievement for us.... There is a range of other issues we will discuss, including the global challenge of climate change, especially the threat to countries with long coastlines. And there is the global recession, its worse impact on poor people, and the options that can spare them from the worst. In 2008 up to the first quarter of 2009 we stood among only a few economies in Asia-Pacific that did not shrink. Compare this in 2001, when some of my current critics were driven out by people power, Asia was then surging but our country was on the brink of bankruptcy.... Since then, our economy has posted uninterrupted growth for 33 quarters; more than doubled its size from $76 billion to $186 billion. The average GDP growth from 2001 to the first quarter of 2009 is the highest in 43 years. Bumaba ang bilang ng nagsasabing mahihirap sila, mula 59% sa 47%. Kahit na lumaki ang ating populasyon, nabawasan ng dalawang milyon ang bilang ng mahihirap. GNP per capita rose from a Third World $967 to $2,051. Lumikha tayo ng walong milyong trabaho, an average of a million per year, much, much more than at any other time.... In sum: 1. We have a strong economy in a strong fiscal position to withstand political shocks.... 2. We built new modern infrastructure and completed unfinished ones. 3. The economy is more fair to the poor than ever before.... 4. We are building a sound base for the next generation.... 5. International authorities have taken notice that we are safer from environmental degradation and manmade disasters.... As a country in the path of typhoons and in the Pacific Rim of Fire, we must be as prepared as the latest technology permits to anticipate natural calamities when that is possible; to extend immediate and effective relief when it is not….The mapping of flood- and landslideprone areas is almost complete. A President must be on the job 24/7, ready for any contingency, any crisis, anywhere, anytime.... Everything right can be undone by even a single wrong. Every step forward must be taken in the teeth of political pressures and economic constraints that could push you two steps back-if-you flinch and falter.. I have not flinched, I have not faltered. But I never declared martial law, though they are running scared as if I did. In truth, what they are really afraid of is their weakness in the face of this self-imagined threat.... I say to them: do not tell us what we all know, that democracy can be threatened. Tell us what you will do when it is attacked.... I know what to do: I know what to do, as I have shown, I will defend democracy with arms when it is threatened by violence; with firmness when it is weakened by division; with law and order where it is subverted by anarchy; and always, I will try to sustain it by wise policies of economic progress, so that a democracy means not just an empty liberty but a full life for all.... I never expressed the desire to extend myself beyond my term. Many of those who accuse me of it tried to cling like nails to their posts.... I am accused of misgovernance. Many of those who

accuse me of it left me the problem of their misgovernance to solve. And we did it.... I am falsely accused, without proof, of using my office for personal profit. Governance, however, is not about looking back and getting even. It is about looking forward and giving more—to the people who gave us the greatest, hardest

gift of all: the care of a country. From Bonifacio at Balintawak to Cory Aquino at EDSA and up to today, we have struggled to bring power to the people, and this country to the eminence it deserves.... Today the Philippines is weathering well the storm that is raging around the world. It is growing stronger with the challenge. When the weather clears, as it will, there is no telling how much farther forward it can go. Believe in it. I believe... We can and we must-march-forward-with-hope, optimism and determination. Sa 15 kataong kinausap ng Mabuhay noong Hulyo 28, tanging si Kint. Reylina Nicolas ng Ika-4 Distrito ng Bulacan ang nagtanggol sa Pangulo at pinabulaanan ang mga akusasyon ni dating Pangulong Joseph “Erap” Estrada sa isang panayam sa DZRH radio. Sa kanyang panghuling SONA noong Hulyo 27 na pansamantalang napigil ng mahigit _____ beses sanhi ng palakpakan, sinabi ni Gng. Arroyo na matatag ang ekonomiya at pananalapi ng bansa. Ipinagmalaki niya na, “in 2008 up to the first quarter of 2009, we stood among only a few economies in Asia Pacific that did not shrink. Compare this to 2001, when some of my current critics were driven out by People Power. Asia was surging but our country was on the brink of bankruptcy. Since then, our economy posted uninterrupted growth for 33 quarters; more than doubled its size from $76 billion to $186 billion. The average GDP growth from 2001 to the first quarter of 2009 is the highest in 43 years.” Sinabi pa ni Pangulong Arroyo na, “bumaba ang bilang ng mga nagsasabing mahirap sila sa 47% mula 59%. Maski lumaki ang ating populasyon, nabawasan ng dalawang milyon ang bilang ng mahihirap. GNP per capita rose from a Third World $967 to $2,000. Lumikha tayo ng walong milyong trabaho, an average of a million a year — much, much more than at any other time.” Ngunit hindi kumbinsido ang 14 sa 15 Bulakenyong nakapanayam ng Mabuhay. Ayon sa premyadong pintor na si Nards Gomez ng Malolos, hindi mababawasana ang bilang ng mga taong mahihirap hanggang hindi bumababa ang presyo ng mga pangunahing bilihin.

Ayon kay Faundo, “Hanggang ngayon ay pila pa rin sa NFA (National Food Authority), kahit kaming may trabaho gipit na gipit. Paano pa ’yung walang trabaho? Nakakain ba yung statistics?” Maging sina Board Member Patrocinio Laderas, mga entreprenyor na sina Corina Bautista ng Malolos, Eric Sincioco ng Angat, Julie Armada ng Paombong, at manunulat na si Jaime Corpuz ng Marilao ay hindi makapaniwala sa mga numerong iniladlad ng Pangulo sa kanyang katatapos na SONA. Ani Bokal Laderas, “Madali lang magimbento ng mga figures, ang realidad ay ang nakikita at nararamdaman natin. Lalong dumami ang mahihirap at lalong lumaki ang agwat ng mayayaman sa kanila.” Inayunan naman ito ni Bautista na nagsabing, “I am not an economist so that figures are not significant to me. Reality speaks for itself. There are more poor people these days.” Iginiit ni Sincioco na “pambobola lang iyan,” patungkol sa SONA, samantalang sinabi ni Alex Balagtas ng Malolos na “mga kapitalista lamang ang nakakaramdam ng ginhawa. Anumang pag-unlad ay hindi nararamdaman ng mahirap kaya lalong lumaki ang agwat sa pagitan ng mahirap at mayaman.” Ipinaliwanag naman ni Mon Mangaran ng Bagong Alyansang Makabayan (Bayan) na “kaya bumaba ang bilang ng mahirap sa datos ng gobyerno ay ibinaba nila ang standards para masabing mahirap ang isang pamilya. ’Yung tipong nabubuhay sa one dollar ($1) a day ay hindi na nahulog sa poverty line. Paano mababawasan ang kahirapan kung papalaki ang unemployment rate kasabay ang pagtaas ng presyo ng bilihin, kuryente, tubig, gasolina at pamasahe.”

Inayunan ito ni Bong Enriquez ng bayan ng Bulakan sa kanyang pahayag na “maganda sana ang kanyang sinabi kaya lang mukhang lihis sa tunay na kalagayan ng mga kaganapan. Mali ba ang mga datos na ibinigay kay GMA ng mga bright boys na nakapaligid sa kanya o talagang ayaw niyang marinig at makita ang nangyayari kay Juan Dela Cruz? Nasa alapaap yata siya, tayo, nasa lupa.” Para naman kina Beverly Cruz ng SM City Baliuag, Sheryl Baltazar ng SM Marilao, at Mara Bautista ng Bulacan Chamber of Commerce and Industry (BCCI), umunlad nga ang ekonomiya ng bansa, ngunit katulad ng sinabi ng iba pang Bulakenyo, iginiit nila na dumarami rin ang bilang ng mahihirap. Sinabi pa ni Mara Bautista na “sure she did her best but her best is not enough. Sa husay ng credentials niya naging mas maganda marahil ang resulta, if she ruled with the purest heart and noble intentions.” Kinabukasan ng pagharap ni Pangulong Arroyo sa Kongreso para sa huli niyang Sona, binatikos siya ni dating Pangulong Estrada sa isang panayam sa radyo DZRH. “Walang saysay ang sinabi niya,”ani Estrada sa programa nina Deo Macalma at Ruth Abao. Ayon kay Estrada, pawang “kasinungalingan ang State of the Nation Address niya,” at “kung sinu-sino pinatamaan. Diversionary tactic lang ’yan para makalimutan ng tao ang ginawa niya.” Ngunit sinabi naman ni Kinatawan Reylina Nicolas na hindi totoo ang mga paratang ni Estrada kay Pangulong Arroyo. Bilang kasapi ng Oversight Committee ng Kongreso, sinabi ni Nicolas sa Mabuhay na halos dalawang linggo nilang nirerebisa ang mga ulat ng iba’t ibang ahensiya ng gobyerno na pinagbasihan ni Pangulong Arroyo ng kanyang SONA. Kinampihan din ni Nicolas si Arroyo ng sabihin niya na “totoo namang umunlad ang ekonomiya ng bansa ngayon kumpara sa panahon ni Erap.”

keep the treated eggs in a cool place at room temperature for 12 to 15 days. The length of the treatment period depends on the use or consumer preference. If the eggs are to be consumed immediately, 12 days in the brine solution is good enough. But if the eggs will be stored for a long time, they are treated for at least 15 days. The processors take the eggs out of the brine solution and hard boil them. They add a few drops of granite food coloring during the boiling to impart a red color to the shells. The red color has become a permanent identification mark of salted eggs (which is why it is sometimes called as itlog na pula). Finally, the eggs are air-dried and stored in containers where they can last for several months without spoiling. (Salting, if you care to know, lengthens the shelf life of eggs.) The clay mixture is composed of two parts clay soil and one part table salt. The salted egg makers moisten the clay (which are taken from ant hills or termite mounds) and gradually mix the salt to it until it become muddy. The processors then coat selected and properly cleaned eggs with the clay mixture and arranged these in layers in earthen or wooden containers. They cover the containers with cloth and keep these in a secluded place at room temperature. The eggs are ready for cooking on the 15th day. Eggs preserved in clay develop an oily core in their yolk. The salted egg makers scrape the clay off the eggs and wash off the remaining mud. Then, they boil the eggs like brine-treated ones. Duck eggs that are processed into red salted eggs are either fresh eggs collected from ducks without drakes or infertile eggs. In addition, eggs that are cracked, rotten or containing embryo should not be used for salted eggs. By the way, salted eggs can also be made from chicken eggs though the taste and texture will be somewhat different, and the egg yolk will be less rich. By the way, according to the Health Promotion Board of Singapore, one salted duck egg yolk weighing about 70 grams contains 359 milligrams of cholesterol. The recommended cholesterol intake for a healthy diet should be less than 300 milligrams a day. A single salted egg yolk exceeds the recommended cholesterol intake and if taken regularly, there might be a greater risk of elevating blood cholesterol level. Ama ni Pangulong Cory sa Malolos ipinanganak mula sa pahina 1

Bulakenyo na nakaabot sa pamantayang itinakda para sa “Natatanging Dangal ng Lipi” ay sina dating Senate President Blas F. Ople ng Hagonoy (2000) at si Kalihim Alberto Gatmaitan Romulo ng Department of Foreign Affairs (2001). Ang pagpili at paggawad ng pagkilala sa mga pangunahing Bulakenyo ay sinimulan ni Gob. Ignacio Santiago noong 1974, ipinagpatuloy ni Gob. Roberto Pagdanganan noong 1987, ni Gob. Josefina M. Dela Cruz noong 1998 at ni Gob. Joselito Mendoza mula 2007 hanggang sa kasalukuyan. Ang pamilya nina Aquino at Romulo ay kapwa nagmula sa lungsod ng Malolos. Si Cory ay nagmula sa lahi ng mga Cojuangco at si Romulo ay nagmula sa lahi ng mga Gatmaitan. Batay sa tala ng National Historical Institute ang ama ni Cory na si Don Jose Cojuangco ay isinilang sa Barangay San Agustin, Malolos noong Hulyo 3, 1896. Siya ay unang supling nina Melencio Cojuangco at Tecla Chichioco na anak nina Juan Chichioco at Timotea Valenzuela na kapwa taga-Malolos. Noong 1896, ang magasawang Melencio at Tecla Chichioco-Cojuangco ay lumipat sa Paniqui, Tarlac kung saan isinilang ang kanilang tatlo pang supling na sina Juan, Antonio at Eduardo Sr.

Bukod sa pagiging isang mangangalakal, si Don Jose Cojuangco Sr. ay naging Konsehal ng bayan ng Paniqui noong 1922-25, naging Kinatawan ng lalawigan ng Tarlac sa lehislatura noong 1934-47, at pinangasiwaan ang Hacienda Luisita mula 1958-76. Matapos mag-aral ni Cory sa Amerika napangasawa niya si Benigno “Ninoy” Aquino Jr., isang dating mamamahayag at sumisikat na batang pulitiko sa Tarlac. Sila ay ikinasal noong 1954. Si Ninoy ay unang nahalal na pinakabatang Alkalde sa lalawigan ng Tarlac, at di nagtagal ay nahalal din bilang pinakabatang gobernador ng lalawigan. Pagkatapos nito, siya ay nahalal na Senador at naging pangunahing oposisyon ni dating Pangulong Ferdinand E. Marcos, ngunit noong 1980 ay nagtungo sa Amerika kasama ang buong pamilya. Nagbalik na mag-isa sa bansa si Ninoy noong Agosto 21, 1983 kung kailan siya ay pinaslang sa Manila International Airport. Simpleng maybahay Mula sa pagiging simpleng maybahay ni Ninoy, naging isang pangunahing lider sa pulitika si Cory matapos ang pamamaslang sa kanyang asawang senador. Pinangunahan niya ang iba’t ibang pagkilos ng Oposisyon, maging ang paghamon kay dating Pangulong Marcos sa isang “snap elections” noong 1986.

Ayon kay Joey Munsayac, isa sa mga lider ng Oposisyon at mamamahayag sa Bulacan, si Cory ay kabilang sa mga nanguna sa isang martsang tinaguriang “Tarlac to Tarmac” noong 1985. Ang mga kasama sa martsa ay hinarang ng mga kagawad ng Philippine Constabulary sa noo’y bayan ng Meycauayan. “Ayaw silang paraanin ng mga tropa ng P.C. dahil utos daw ng nasa itaas, pero nang makita ng mga manggagawa sa Meycauayan si Cory ay sumali sila at nagsagawa ng isang rally sa kabayanan,” ani Munsayac na nagsabing si Cory ang nagsilbing batobalani ng iba’t ibang sektor noon laban sa diktaduryang Marcos. Matapos mapatalsik si Pangulong Marcos ng Edsa People Power Revolution noong Pebrero 1986, naupo si Cory bilang Pangulo. Naupo naman bilang Pangalawang Pangulo si Salvador “Doy” Laurel na katambal ni Cory sa noo’y katatapos na snap elections. Itinatag ni Cory ang isang revolutionary government, ngunit agad ding bumuo ng isang komisyon na inatasang bumalangkas at bumuo ng Saligang Batas na pinagtibay noong Pebrero 1987. Kabilang sa mga bumuo sa komisyon ay si Senador Ople na nagsilbing Labor Minister ni Pangulong Marcos, ngunit siya’y kinilala ni Cory sa katapatan at katalinuhan. — D.B.

LUNGSOD NG MALOLOS — Nakidalamhati ang mga Bulakenyo kasama ang buong mundo sa pagpanaw ni Pangulong Corazon “Cory” CojuangcoAquino noong Agosto 1, sanhi ng cardio respiratory arrest hatid ng sakit na colon cancer. Siya’y 76 na taong gulang. Kinilala rin ng mga Bulakenyo, kabilang ang mga mamamahayag, ang kontribusyon sa demokrasya ni Cory Aquino na naging simbulo nito matapos maging ika-pitong Pangulo ng Republika ng Pilipinas bunga ng Edsa People Power Revolution noong Pebrero 1986. Matatandaan na bago pumanaw si Cory ay ilang buwan din siyang nakipagbuno sa sakit na kanser, ngunit dahil sa kanyang ipinakitang katatagan at pananampalataya sa harap ng napipintong kamatayan ay naghatid ng inspirasyon sa marami kabilang ang mga Bulakenyo na manalangin. Ang pagpanaw ng dating Pangulo na mas kilala sa tawag na “Tita Cory” ay kinumpirma ng kanyang anak na si Senador Benigno “Noynoy” Aquino III sa isang pahayag noong Sabado ng umaga, Agosto 1.
