Marami pa rin ang nangangamba sa nakakahawang sakit katulad ng mga taga-San Miguel kung saan ay 132 mag-aaral ang kinakitaan ng sintomas ng swine flu, ani Dr. Gomez. Ang patuloy na paglaganap ng swine flu ay nauwi naman sa pakaubos ng mga facemask, alcogel at vitamin C sa mga botika sa lalawigan. Walo sa 10 Bulakenyong nagpositibo ay mula sa bayan ng Bulakan, at tig-isa sa bayan ng Hagonoy at ng Guiguinto ay gumaling na, sabi ni Dr. Gomez nang makapanayam sa telepono ng Mabuhay noong Hunyo 19. Ang walong nagpositibo sa bayan ng Bulakan ay pawang mga mag-aaral na nasa ikalawang taon ng Donya Candelaria Meneses Duque High School (DCMDHS) sa Barangay Bambang. Ang nagpositibo sa Hagonoy ay isang lalaking balikbayan na 35 taong gulang, samantalang ang sundan sa pahina 6

Pasahero sa DMIA dumarami kahit may flu pandemic – Luciano LUNGSOD NG MALOLOS — Patuloy ang pagtaas ng bilang ng mga pasahero sa Diosdado Macapagal International Airport (DMIA) sa Clark Freeport sa Pampanga sa kabila ng pandaigdigang krisis sa ekonomiya at pagtaas ng World Health Organization (WHO) sa stage six ng swine flu pandemic. Ayon kay Victor Jose Luciano, pangulo ng Clark International Airport Corporation (CIAC), umabot sa 29 na porsiyento ang itinaas ng bilang ng mga pasaherong dumaan sa DMIA sa unang apat na buwan ng taon kumpara sa katulad na panahon noong nakaraang taon. “Hindi pa namin nararandaman ang recession at flu pandemic,” ani Luciano
matapos ang isinagawang product update roadshow ng DMIA sa BarCIE Hotel dito sa Malolos noong Hunyo 18. Sa nakaraang buwan ng Mayo, ipinagmalaki niya na tumaas ng 26 na porsiyento ang bilang ng pasahero sa DMIA, ngunit wala siyang ibinigay na eksaktong bilang. “We expect at least 650,000 passengers at DMIA this year,” aniya at binigyang diin na nagsimula lamang sila sa 7,500 pasahero sa unang taon ng DMIA may apat na taon na ang nakakaraan. Ang kalayaan at pananagutan Sa ika-111 taon ay ginunita ang Araw ng Pagpapahayag ng Kalayaan ng Pilipinas nitong nagdaang Hunyo 12. At katulad sa mga nagdaang taon, nananatili at nagsusumamo pa rin sa kasagutan ang katanungang tunay nga ba tayong malaya? “Depende,” ang maikling sagot ng karaniwang Bulakenyo na nangangahulugan na hindi buo ang kalayaan ng mga Pilipino. Para sa mga dalubhasa sa kasaysayan, ang kalayaang natamo natin noong Hunyo 12, 1898 ay kalayaan lamang sa larangan ng pulitika kung saan pinutol ng pag-aaklas ng mga rebolusyunaryo ang halos 400-taong paghahari ng mga Kastila sa Pilipinas. Batay na rin sa ating kasaysayan, ang kalayaang iyon ay hindi agad nagkaroon ng kahulugan dahil sa pananakop ng Amerikano at mga Hapon sa bansa. May mga bahagi ng ating kasaysayan mula sa panahon ng digmaan hanggang sa kasalukuyan kung saan ay nagkaroon tayo bilang isang bansa na angkinin ang tunay na kalayaan at bigyan ito ng higit na kahulugan, ngunit napabayaan at hindi natin inalaagaan ang kalayaang iyon na tinubos ng dugo ng mga ninunong rebolusyunaryo. Hindi namin sinisisi ang bawat isa sa pananaw ito. Nais lamang naming bigyang diin na bilang isang Pilipino, Bulakenyo man o Kapampangan o Ilocano o Cebuano, ang bawat isa ay may responsibilidad hindi lamang sa sarili at sa pamilya kungdi para sa buong bayan. Ang responsibilidad na ito ay hindi nangangahulugan na tayo ay muling hahawak ng armas para sa isang madugong digmaan, sa halip, ito ay isang paalala at panawagan sa bawat isa na gawin ang tama at nararapat bilang isang mamamayang Pilipino. Hindi dapat ipagkibit-balikat ang personal na responsibilidad natin bilang mamamayan sapagkat dito nakasalig ang iba pang kalayaang dapat nating makamtan. Kabilang dito ay kalayaang mamuhay ng payapa, kalayaang magpahayag, kalayaang umunlad, kalayaang kumain ng sapat, kalayaan sa mga sakit tulad ng Influenza A H1N1, kalayaan sa pagsamba, kalayaan sa kamangmangan, kalayaan na magkaroon ng sariling tahanan, kalayaan na itaguyod ang isang pamilyang nagmamahal sa kapwa, may pananalig sa Diyos at nagtitiwala sa pamahalaan, at iba pa. Sa madaling salita, ang kalayaan ng bawat isa sa atin ay nakadepende sa ating pagiging responsableng mamamayan na siyang susi sa tunay na pagbabago. Sa pamamagitan nito, higit nating mapatatatag ang ating pamilya, bayan at bansa. Simulan natin ang pagbabago ngayon sa pamamagitan ng pagiging isang responsableng mamamayan para sa mas malayang kinabukasan.

Araw ng Kalayaan ginunita LIBU-LIBONG Bulakenyo sa pangunguna ni Gob. Joselito ‘Jon-jon’ Mendoza at mga lokal na opisyal sa Bulacan ang nagsama-sama sa paggunita sa ika111 taon ng Araw ng Kalayaan sa makasaysayang simbahan ng Barasoain sa Malolos. Naging masigla ang pagdiriwang sa pamamagitan ng pormal na pagbubukas ng Livelihood Fairs at pagsasanay sa kabuhayan para sa manggagawa. Ang paggunita ay may temang “Kagitingan, Kagalingan at Kasipagan: Tungo sa Tunay na Kalayaan” ay sinimulan sa pamamagitan ng isang motorcade na nagsimula mula sa Capitol Compound hanggang sa makasaysayang simbahan ng Barasoain. Naging panauhing pandangal sa naturang okasyon si Education Secretary Jesli Lapus. Sa kanyang pagsasalita sinabi ni Lapus na, “It is high time that every Filipino should work hand in hand and unite to fight poverty and global crisis and strive for development as well as creation of more jobs.” Pinaalalahanan din niya ang buong sambayanan na laging sariwain sa isip ang ginawang pagtatanggol sa ating bayan ng mga bayaning nangabuwal sa
dilim ng gabi. “Let us not forget our heroes who fought for our independence, because they serve as our inspiration for a more progressive country,” pagwawakas niya. Kapit-tuko sa poder MULA sa rehimeng Marcos, maliban kay Cory Aquino, lahat ng naluklok na Pangulo o Punong Tagapagpaganap ay naghangad na manatili sa poder—sa iba’tibang paraan—pero nakasentro sa pagbabago o pagpapalit ng Konstitusyon. Hindi dahil sa may depekto ang Konstitusyon ng 1987 (gaya ng idinadahilan ng nakaupong Pangulo o ng kanilang alipuris), kundi dahil itinatak ng kasalukuyang konstitusyon ang isang prubisyon na ang isang halal na Pangulo ay maglilingkod lamang sa loob ng 6 na taon—nang walang reeleksiyon. Kasama ring tinakdaan ng Konstitusyong ito—sa 3 sunudsunod na tigatlong taong panunungkulan ang mga opisyal na lokal—mula sa kinatawan ng distrito, gobernador, bise gobernador, mga kagawad ng sangguniang panlalawigan, alkalde, bise alkalde at ang mga kagawad
ng sangguniang-bayan o sangguniang lunsod. Pinutol ang sobrang pamumulitika HINDI ako abugado o constitutionalist, pero bilang manunulat at peryodista, alam kong sinadya ng mga umakda at nagpatibay ng kasalukuyang Konstitusyon—na putulin ang sobrang pamumulitika ng mga pinunong-bayan, at takdaan ang kasakiman sa poder ng sino mang pulitiko. Naging lubos sana ang ganitong layunin ng Saligambatas na ito—kung tuwirang ibinabawal ang dinastiyang pampulitika—at hindi ipinaubaya sa Kongreso ang pagakda ng isang enabling law o batas na magpapatupad ng tadhanang nagbabawal sa dinastiyang pampulitika. Ito ang butas sa Konstitusyon, na sinamantala ng mga tuso at gahaman sa kapangyarihan, at patuloy na pamamayani ng iilang pamilya sa palingkurang-ba-

yan—ang sabay-sabay na panunungkulan ng mag-iina, magaama, magkakapatid—sa Kagawarang Ehekutibo, Lehislatura, at Hudikatura. Ang takdang 3 sunud-sunod na termino ng panunungkulan ay nagawang palusutan sa pamamagitan ng pagpapalit-palit ng pusisyon at ng kumakandidato na mula sa iisang pamilya. Kung tapos na ang 9 na taong panunungkulan ng kongrerista, gobernador o mayor, maaaring ikandidato naman ang asawa, kapatid, o anak nito. Haay, salamat! *** Ayon kay Gomez, ang nasabing virus ay maaaring makahawa kung ang taong may dala nito ay bumahing at natalsikan ka ng laway. O kaya’y ang bagay na nahawakan ng nasabing tao ay iyo ring nahawakan, pagkatapos ay naipahid mo sa iyong ilong o bibig ang iyong kamay. Ibig sabihin nito, kailangan pa rin natin ang dagdag na pagiingat. *** Ang Influenza A H1N1 virus ay maaaring pumasok sa bibig, ilong o kaya ay sa sugat na
walang takip. Payo ng mga doktor, ugaliing maggtakip ng bibig kapag uubo o babahing. Dapat ding ugaliin ang paghuhugas ng kamay. *** Ugaliin, isabuhay, lagi. Ito ang mga mahahalagang salita sa paalala ng mga doktor upang hindi makumpromiso ang ating kalusugan. Palagi rin nating isa-isip ang mga katagang iyan dahil ang virus na ating kalaban at hindi nakikita, bukod pa sa hindi iyon tumitigil sa pagpapadami. Ibig sabihin, 24-oras ang pagdami ng virus sa loob ng katawan ng taong nadapuan nito. Dagdag ingat talaga ang dapat. *** Hindi lang ang Promdi ang mamamahayag sa Bulacan na nakaramdam ng pangamba sa influenza A H1N1 virus. Sabi nga nila, “sino ang mag-
kokober kung mahawa at magkasakit tayo?” *** Totoo. Kaya, maging mamamahayag ay nag-iingat din. Dahil dito, laging abala o busy ang kanilang mga telepono. Iyan ang tinatawag na coverage by phone. Mahirap kasing mahawa, katulad ng napa-ulat na dalawang empleyado ng ABSCBN ang diumano’y nahawa na. *** Hindi po biro ang maaaring sitwasyon kung mga mamamahayag ang mahawa sa sakit. Una, hindi sila makakapagsagawa ng coverage o hindi makakapagbalita. Ikalawa, paano kung mahawa sa mga mamamahayag ang mga taong kanilang kinakapanayam? ‘Hey Dad!’ “WHEN I was a boy of 14, my father was so ignorant I could hardly stand to have the old man around,” Mark Twain wrote. “But when I got to be 21, I was astonished at how much he learned in seven years.” Twain’s wisecrack appeared first in “Atlantic Monthly” of 1874. Without fail, this joke now bobs up on “Father’s Day”. The “old man” finds himself is swamped with greetings, special dinner, outings, etc. The day is one of the newer kids on the block. Mother’s Day came much earlier. A simple church rite, in West Virgina, launched Father’s Day in 1908. US president Lyndon Johnson elevated it a federal holiday only in 1966. Today, 52 countries mark “Father’s Day” on third Sunday of June. That includes Japan, the Philippines, Panama to Switzerland and Malaysia. Portuguese celebrate “Dia do Pai”. Italians mark “Festa del Papa”. Thais link Father’s Day to the December 5 birthday of reigning King Bhumibol .

laysia. “The father who does not teach his son his duties,” the sage stressed, “is equally guilty with the son who neglects his.” The Fourth of the 10 Commandments bear unique characteristics, the Jewish and Christian faiths point out. First: The Fourth has a promise attached. “Honor your father and your mother”, it says but adds: “:That your days may be long in the land which the Lord your God gives you.” Second: Nine of in that Mount Sinai Decalogue, address all men. The Fourth explicitly addresses children. It spells out duties to be fulfilled in relation to parents. The peripatetic Paul later amplified this instruction in one of his letters: “Children, obey your parents in the Lord, for this is right” That resonates in a proverb of Masbate. Isang sud-ong nang ama, tama na. ( “One word from the father is enough “). Today, there’s hand wringing over the Fourth being watered down. “The thing that impresses me about America is how parents continued on page 7

Aspirations in school ANOTHER school year has just begun. In the papers, the focus is how to contain the spread of the dreaded H1N1 virus. Also the glut in the public schools is noted, due to transfers from and closure of private schools that in turn may be due to the global recession, already biting in the US, but not yet that bad here. It looked like, for amusement, the papers were one in splashing pictures of little boys having their haircut accompanied mostly by mothers. Their faces betrayed traces of little suffering as they now have to interrupt their summer fun and go back to some serious business. Everyone, I suppose, is now trying to fulfill his duties toward the never-ending task of educating children. Government, NGOs, parents, school management and, of course, the students themselves have to do their part. In my case, as chaplain of a technical school I’ve been through several meetings to lay out our plans and programs for the school year. I had to coordinate closely with the personal formation office
(PFO) and the student affairs office (SAO). We reviewed these plans and programs, pruning those elements that now seem irrelevant and adding others that appear to be needed. I was impressed by the collegial discussions and decisionmaking process. It’s nice to know that the young staffers can give fresh insights and new readings to current developments affecting students. I feel updated, and quietly take note of the subtle changes taking place among the young. Yes, there are changes, and some of them look major even if they are not in the open yet. We have both expanded and tightened our network of personal tutorials and mentoring. Each student will be assigned a tutor, and groups of tutors will be trained and supervised by mentors. So it seems that the structures and calendar of activities are already in place. We have considered the requirements of the different aspects of formation: human, spiritual, religious-doctrinal, professional, and apostolic. Now

comes the harder part, the task of implementing, of converting ideas and goals into tangible effects. This, I think, is where the heart of education lies. It is in the spirit that inspires one to carry out his task and the energy he exerts to pursue that task. Education is not just a mechanical transmission of ideas. It is taking care of souls, nourishing them with their proper food that ultimately is God. I saw the other day a mother carrying in her arms her two-yearold little girl. They were walking by the road when I passed by in my car. The mother was talking to her daughter, smiling, and the little girl was expressionless, but with her little arms around her mother’s neck. I, of course, did not hear what the mother was saying, but I was sure that whatever it was, there was already a very intimate bonding between the mother and child, an invisible interflow of spiritual loving. To me, it was an eloquent image of how education ought to be done. I like to imagine that in that continued on page 7

The sign of crossing JIGSY listened attentively to sister Philomena. Sister was preparing them for their first communion and teaching them what to do upon entering the chapel. “Now, listen children,” sister waved her hands in the air to get their attention. “What is the first thing you do before entering the chapel?” “Dip you finger in the Holy Water font and make the Sign of the Cross!” the children answered in chorus. “Good!” sister Philomena was pleased to see that they remembered what she taught. “Now, remember, don’t make the Sign of the Cross hurriedly, okay?” “Yes, sister Philomena,” she all replied. “Sister?” Edmund raised his hand. “Yes, Edmund?” “What about Jigsy?” “What about him, Edmund?”
“Who’s going to cross him?” “Would you like to do the honors of crossing him?” sister Philomena smiled at Edmund. “Of course!” was Edmund’s delighted reply. He turned around and winked at Jigsy who was his best friend. “Any more questions, class?” sister asked. “Yes,” Kathy asked with a concerned face. “I’m wondering how Jigsy does the Sign of the Corss when no one crosses it for him?” “Jigsy?” sister looked at the boy who was born without both arms. “Why don’t you tell what Father Elliot taught you the other day?” “Yes, sister Philomena,” Jigsy said as he stood up. All eyes were turned towards him. He walked confidently in front of the class. Once in front, he calmly faced his classmates. Then, he took a long deep breath and began explaining.
“Father, Elliot taught me to make the Sign of the Cross this way: ‘God the Father is in Heaven, and so when I say IN THE NAME OF THE FATHER, I raise my head and look up to Heaven. Then when I say AND OF THE SON, I look at the ground, because Jesus was born on earth, and OF THE HOLY SPIRIT, I then take a deep breath because the Spirit is like the air that gives us life.” The entire class became quiet for a few seconds, and Edmund stood up and started applauding his friend. Then everyone, including sister Philomena applauded Jigsy’s unique Sign of the Cross. *** How many lessons we can learn from Jigsy’s childlike faith? A matter of destiny “TO be president is destiny,” replied Chief Justice Reynato S. Puno when he was asked if he is considering himself to become the next president of the Philippines. (That is, if there is an election this coming May, 2010!) Puno’s response reminds me of the words of William Jennings Bryan: “Destiny is not a matter of chance, it is a matter of choice; it is not a thing to be waited for, it is a thing to be achieved.” Leo F. Buscaglia notes, “I believe that you control your destiny, that you can be what you want to be. You can also stop and say, No, I won’t do it, I won’t behave his way anymore. I’m lonely and I need people around me, maybe I have to change my methods of behaving and then you do it.” To become a president, if we have to believe the thought of Puno, is a matter of destiny. After all, if you are the president, everything you do and say is bound to be news – however trivial the situation. It’s a case of “damn if you and damn if you don’t.” You have people to rally for you because of the things that are in stake like businesses, privileges, fame, and more importantly, power. There are also those who are against you and they are called opposition. Of course, a president is not only honored or revered but he or she is also ridiculed and criticized. When he was still the president of the United States, funny caricatures of George W. Bush were widespread. Who hasn’t heard of former president Bill Clinton and the oral office? Expresident Joseph Estrada is often the subject of Erap jokes. Even the current resident of Malacanang is not spared from mockery. One of the most forwarded text messages was this: A Filipino died and on his way to heaven, Saint Peter asked him: “Where are you from?” When the man answered that he was from
the Philippines, Peter replied, “Welcome to heaven. You have suffered much from your president.” If that is what the presidency is all about, you better think otherwise. There are other ways of becoming famous and successful – in your own way. However, the road to success is oftentimes not offered on a silver platter – except for the chosen few. You have to do something to achieve it. Some in fact have to more than others. Of course, there are people who become star overnight – because of sheer luck or talent. But not everyone can have that kind of success. In most instances, to those who become star overnight, fame is swift and fleeting. Somewhere, sometime, a younger and even more talented individual will come along the way and takes the limelight from the former star. But success based on hard work and perseverance is difficult to be taken away from you. Thomas Alva Edison knew this fact. “Genius is one percent inspiration and 99 percent perspiration,” he said. “Accordingly a genius is often merely a talented person who has done all of his or her homework.” Do your own homework. Don’t rest on your laurels. Never settle for anything less. But whatever you do, do your very best. Martin Luther King, Jr. reminds: “All labor that uplifts humanity has dignity and importance and should be undertaken with painstaking excellence. If a man is called to be a street sweeper, he should sweep even as Michelangelo painted, or Beethoven composed music, or Shakespeare wrote poetry. He should sweep streets so well that all the host of heavens and earth will pause to say, ‘Here lived a great street sweeper who did his job well.’” Successful people are people continued on page 7

Underground economy MANY Filipinos are in business, but they could hardly be called businessmen in the real sense. Many of them have no access to formal credit, and because of that, they become victims of loan sharks, some of them being caught in that trap for several generations. This is a sad reality in a country where no one can go to jail for usury, because it is no longer illegal here. Although they are hard working, they are hardly able to make ends meet, because interest costs are too high, and they are unable to make more sales by increasing their inventories. This is also the sad reality among farmers, who work very hard all their lives, but who are practically just working for the middle men who eat their profits by way of high lending costs. Working as vendors or farmers, they are really just working to survive the days that pass, but they could not look forward to a brighter future since they are not building something that they could own in the long term, and perhaps bequeath to their children. If only they could gain access to formal credit, they would perhaps be able to build companies that would not only beef up
their own household economy, but would also strengthen the national economy as well. Looking back in history, it was actually the small farmers and shop keepers that built the British economy, laying the groundwork for an industrial economy that came later on. There is a saying that Britain is a nation of shop keepers, and it is that reality that actually made their economy very strong up to now. Going now into the practical realm, our own shop keepers and farmers could only graduate and build their companies if they register their businesses, if they open bank accounts, if they keep accounting records, if they establish a credit history, if they protect themselves with insurance coverage and if they pay their taxes properly. These are the six requisites that they have to have in order to graduate from the underground economy. In reality, they could only get access to formal credit if they have a registered business, if they have a bank account for reference, if they could present their financial statements, if they could show their proof of good credit, if they show their insur continued on page 4

Sagot: Maraming salamat po sa tanong na ito. Sa ilalim ng Civil Code of the Philippines, ang isang kasunduang boluntaryo at kusang loob na pinasok ng magkabilang panig ay may bisa ng batas na dapat sundin ng lahat ng nakalagda sa kontrata. Kung hindi susundin ng magkabilang panig ang mga nakasaad sa kasunduan, maaaring magsampa ng kaso ang naagrabiyadong partido upang pilitin ang hindi tumutupad sa kanyang kasunduan na tuparin ang kanyang obligasyon sa ilalim ng kontrata, at upang magbayad ng anumang danyos perhuwisiyos para sa pinsalang idinulot ng hindi niya pagsunod. Sa kaso ng isang training
agreement, itinuturing ng batas na kusang loob na pinasok ng magkabilang panig ang ganitong mga kasunduan, at dahil boluntaryo ang pagpasok nila sa kasunduan, hindi pupuwedeng talikuran ninuman ang mga nilalaman ng mga ito. Maaaring sabihin ng isa sa mga magkabilang panig na masyado namang disadvantageous sa kanya ang mga nakasaad sa kontrata pero, kung wala namang pumilit sa kanya at pumirma siya dahil gusto niyang maka-avail ng mga benepisyo ng nasabing training agreement, hindi siya papayagang tumalikod na lamang sa kasunduan. Kung talagang inakala ng panig na ito na hindi maganda ang training agreement, sana ay hindi na lamang niya ito nilagdaan. Pero kung nilagdaan niya ito dahil gusto rin niyang mabiyayaan nito, kailangang tuparin na niya lahat ang mga nakasaad dito, kung hindi ay maaari siyang makasuhan ng breach of contract at damages. Ang isang kasunduan ay ituturing na may bisa kahit na mabigat ang mga nakasaad dito, kung sinang-ayunan naman ito ng magkabilang panig. Sa kabilang dako, tungkol naman sa mga karagdagang probisyon na hindi dati nakasaad sa kontrata pero ipinagpipilitang ipatupad ng isa sa mga nakalagda doon ng hindi muna nagbibigay ng pagsang-ayon ang kabilang panig, hindi pupuwedeng ipatupad ang mga karagdang probisyong ito. Una, hindi naman ito tunay na pinagkasunduan, at, dahil diyan, hindi ito makakasakop sa hindi sumang-ayon doon. Pangalawa, ang mga dagdag na probisyon sa isang kontrata ay magkakabisa lamang kung sinang-ayunan ito ng magkabilang panig. Under the National Internal Revenue Code, the payment of capital gains taxes for the sale of lands, buildings and other properties considered as real properties, is a condition for the recognition by the government of such sale. Without the capital gains taxes being paid, the sale can not be given effect, and no transfer of ownership can ever be allowed. According to officials of the Bureau of Internal Revenue, however, capital gains taxes are required to be paid only when the seller is not engaged in the buy and sell of lands or other real properties. If the seller is engaged in the buy and sell of lands or other real properties, he will not be liable to pay any capital gains taxes, but income taxes, at the end of the year. This column that you are reading is now published by thirty community newspapers nationwide, with three of them distributing worldwide to Filipino communities abroad. More than ever, this column now has the greater potential to become a tool for the development of small business, and I am happy to report about two recent opportunities in relation to this goal. Two computer experts who are regular guests in my TV show have volunteered their services to small and medium enterprise (SME) owners, in order to help them computerize at the least cost to them. Using old computers and free software, they could now modernize their businesses by automating it. I thank Ben Garcia and Leo Querubin for this. The other good news is that the Development Academy of the Philippines is now working on a program that would offer training seminars to SME owners who would like to graduate from the underground economy, by teaching them how to bring about the six requisites that I mentioned. This will be done in cooperation with my TV show, and I thank Trygve Bolante for this. What is the connection between small businesses and the stock market? Despite its many years of existence, the trading volume in our stock market is still relatively small, in relation to the foreign markets around us. Sad to say, less than 1% of our people are investing in the local stock market, compared to Japan where over half of the population do invest. In the case of Japan , many of the investors are farmers and small business owners. It would be logical to think that as soon as our farmers and small business owners are able to graduate from the underground economy and are also able to grow their own companies, they would be able to invest in the stock market as well. In a related development, I will soon be announcing in my TV show and in this column two breakthrough technologies that will boost the business of our local farmers. IT’S not everyday that a columnists sees his work published in book form. In the case of Francis Ongkingco, who regularly writes the column, “Forward to Basics,” for this newspaper (Mabuhay). It has become a reality. If you’ve ever read a Chicken Soup for the Soul (CSS) book, you know what’s waiting for you here – a collection of stories that are meant to inspire, to heal and to warm the heart. Maybe we can even go as far as dubbing it as “chicken arroz caldo for the soul”, since the book caters to the Filipino and concerns itself with the life and loves of a true Pinoy. Unlike the CSS series, however, Rated GP/Texting God is not simply a feel good read. Yes, it lifts the spirit but it does so by making the reader aware of God’s loving presence in the ordinary everyday circumstances of our lives. As the author says in his preface, “Imagine what a God we have! He isn’t only someone who tells us to make Him a part of our lives, but He immerses himself amongst us to the point of enjoying human existence itself by playing with us.” He adds, “If God longs to play with us, it only goes to show how engaging He wants His presence to be for us.” The book is divided into two major parts and has two front covers. In Texting God, Ongkingco
reflects on the fact that in this high-tech world we tend to become more dependent on our cellphones than on God. The book title was picked up from an encounter with a little girl named Karmela (Karm, for short) who has a habit of texting Him and offers to “teach you (the author) how to text him.” The stories, which show the author’s own fondness for technology and gadgetry, remind us that communicating with God is what really matters in this messed up, mixed up world. On the other hand, in
Rated GP (God Provides) the reader encounters Christ in the midst of the mass-mediated noise of Philippine society. In a society so caught up with game shows, celebrity watching and festivals, Ongkingco reflects on what would happen if parents had to compete with enter-
tainment for their children’s attention. In either part, the book is a refreshing and enlightening alternative to the current proliferation of false prophets who claim to hold the secrets of happiness, but never really go beyond themselves — Miao Enriquez, contributor

Babaguhin ang polisiya sa pasuspinde sa klase NI DINO BALABO BULAKAN, Bulacan — Babaguhin ng Department of Health (DOH) ang mga polisiya sa pagsuspinde ng klase sa mga paaralan upang makatugon sa nagbabagong sitwasyong hatid ng Influenza A H1N1. “We will change our protocols next week,” ani Health Secretary Francisco Duque nang siya ay makapanayam ng Mabuhay sa bayang ito na kanyang dinalaw nong Miyerkoles ng hapon, Hunyo 17. Ayon kay Kalihim Duque, nakikipag-ugnayan na ang DOH sa Department of Education (DepEd) at sa Commission on Higher Education (CHED) hinggil sa nasabing plano. Sinabi niya na patuloy ang kanilang pagmamasid at pagsusuri sa sitwasyong hatid ng A H1N1 virus dalawang buwan na ang nakakaraan mula nang maitala ang unang kaso nito sa Mexico City noong Abril 15. “We need to change protocols to adapt to the situation,” ani Duque. “Nagbabago paunti-unti ang sitwasyon at nakadepende tayo sa mga nangyayari.” Pagsuspinde sa klase kapag may positibo Sa kasalukuyan, ipinatutupad ng DOH at DepEd ang polisiyang magsususpinde lamang ng klase sa isang paaralan kung may naitalang positibong kaso ng Influenza A H1N1 doon. Sinuspinde ang klase sa dalawang paaralan noong Hunyo 11, ngunit natuklasan lamang na positibo sa A H1N1 virus ang estudyante ng DCMDHS noong Hunyo 15, samantalang negatibo ang estudyante ng SMAH. Ayon kay Secretary Duque, ang polisiyang magsuspinde ng klase kung may positibo sa A H1N1 virus sa paaralan ay batay sa polisiyang ipinalabas ng DepEd noong Hunyo 1. Batay sa nasabing polisiya, aniya, kapag sinuspinde na ang klase sa isang paaralan dahil sa nakahahawang sakit, hindi na muling sususpendihin ang klase doon kung may panibagong kasong positibo sa mga susunod na linggo. Hinggil naman sa posibilidad na makahawa ang A H1N1 virus sa pamilya, sinabi ni Duque na isa sa limang kasambahay ng isang positibo sa A H1N1 virus ang maaaring mahawa. Kung sa isang klase na may 50 mag-aaral o komunidad na may 100 tao, sinabi ng Health secretary na walo hanggang 10 tao ang maaaring mahawa mula sa taong positibo sa Influenza A H1N1.

Filipino Workers (OFWs) kumpara sa Ninoy Aquino International Airport (NAIA) sa Metro Manila. Ayon kay Luciano, 25 porsiyento ng kabuuang bilang ng pasahero sa DMIA ay OFWs. Sinabi pa niya na umaasa silang aabot sa 2-milyon ang bilang ng pasahero sa DMIA kapag natapos ang konstruksyon ng panukalang Terminal 2 sa 2011. Bukod dito, maging mga kaanak nilang sumasalubong sa kanila ay padadaanin na rin sa mga thermal scanners bilang bahagi ng paglaban sa A H1N1 sa nasabing paliparan na matatagpuan sa pusod ng Gitnang Luzon. yas at Mindanao. Sa Kalakhang Maynila, aniya, kinukunsidera nila ang laboratoryo ng San Lazaro Hospital, Philippine General Hospital, Medical City at ang Unilab sa Mandaluyong City. Hinggil naman sa mga magaaral ng DCMDHS, sinabi ng provincial health officer na unang kinakitaan ng sintomas ang mga estudyante noong Hunyo 10, kaya’t iniutos ng Department of Health (DOH) na suspendihin ang klase doon noong Hunyo 11. At nakumpirma namang positibo sa A H1N1 virus ang walong magaaral ng DCMDHS noong Hunyo 15. Ito ay nangangahulugan na ang klase sa kanilang paaralan ay muling magbubukas sa Hunyo 22, batay sa 10-araw na quarantine na itinakda ng DOH at Department of Education (DepEd). Sa loob ng 10 araw na quarantine umaasa ang DepEd at DOH na huhupa ang kinatatakutang sakit, bukod pa sa mapipigilan iyon sa pamamagitan ng paglilinis sa buong paaralan sa pamamagitan ng paggamit ng mga disinfectant samantalang nagpapagamot at nagpapagaling ang mga nagkasakit na mag-aaral. Kaugnay nito, umabot sa 132 mag-aaral ng Sacdalan Elemen-
tary School at Vedasto Santiago Memorial High School sa Barangay Salacot, San Miguel ang kinakitaan din ng sintomas ng Influenza A H1N1. Ayon kay Dr. Gomez, agad na pinuntahan ng pambayaang manggagamot ng San Miguel ang mga mag-aaral upang suriin noong Hunyo 11 subalit noon lamang Hunyo 18 sinimulan ng DOH ang pagsasailalim ng mga ito sa “throat swabbing.” “Nasuri na ang mga estudyante at may mga sintomas nga,” ani Gomez. “Habang hinihintay namin ang DOH, tuloy ang pagsubaybay sa mga bata na naka-home confinement kung saan ay binibigyan din sila ng gamot,” ani Gomez. Kinumpirma ito ni Dr. Irmingardo Antonio, medical officer ng DepEd sa Bulacan. Ipinaliwanag ni Gomez na DOH lamang ang may hawak ng test kit para sa A H1N1 na ginagamit sa pagsusuri sa sample na nakuha sa bawat mag-aaral sa pamamagitan ng throat swabbing. Ang bawat sample na iyon ay ipinasusuri sa Research Institute for Tropical Medicine (RITM) sa Kalakhang Maynila. Dahil naman sa sunod-sunod na balita hinggil sa insidente ng A H1N1 sa Bulacan, napukaw ang pansin ng maraming Bulakenyo at ang kanilang naging reaksyon ay bumili ng facemask, alcogel at vitamin C. Nagka-ubusan ng mga katulad na produkto sa mga botika sa lalawigan sa mga sumunod na araw.

Ayon sa DOH, high risk daw o malaki ang posibilidad na mahawa ang mga taong may sakit sa puso, diabetes, hika, chronic obstructive pulmonary disease lalo na yung may mga sakit sa baga dahil sa paninigarilyo at kanser, at mga taong matataba. Sabi ng DOH, kaya high risk ang mga taong may mga katulad na sakit ay dahil sa mahina ang immune system o natural na panlaban ng katawan ng mga ito sa virus. Kailangan talaga ang dagdag na pag-iingat. *** Hindi lamang sa Influenza A H1N1 dapat mag-ingat ang mga mamamahayag. Batay sa tala ng National Union of the Philippines (NUJP), limang mamamahayag na ang pinaslang sa bansa mula noong Enero. Kung ang virus ay kaya pang labanan ng immune system ng katawan, ang mga bala ay hindi. *** Bukod diyan, nakaamba rin ang mga panukalang right of reply bill na naglalayong isabatas ang pagbibigay ng espasyo o oras sa tugon ng mga tao partikular na ng mga opisyal na ‘nasaktan’ sa balita. Sabi ng mga mamamahayag, hindi na kailangan ang right of reply bill para ilathala ang tugon ng mga taong nasaktan sa balita dahil bukas naman ang mga pahayagan para sa tinatawag na “letter to the editor.” *** Binigyang diin na ng mga mamamahayag na labag sa Saligang Batas ang panukalang right of reply bill, pero parang walang nadinig ang mga kongresistang nagsusulong nito. moment, the seed of education is taking root in the tender heart of the little girl, thanks to the generous heart of the mother, who is always our first teacher. I think we have to find a way to continue with this invisible interflow, obviously in a manner proper to our human and natural conditions. Unless this takes place, I don’t think we can talk about educating children properly. Education is like journeying with the students, but understood more in the spiritual and moral sense. Of course, we need some practical guidelines for this, and also standards to measure in some way the effectiveness of our education work. We have to continually renew and update them so they can truly reflect the state of the student’s mind and heart. For me, what gives joy and satisfaction is when students on their own come to have a heart-to-heart talk not only about personal and family matters, not only about academic issues, but also about their faith and their love for God and others. Through the years, I have seen, thanks to God, an increase of students who see me for this purpose, and a marked improvement in their behavior, showing a greater consistency between what the faith teaches and their dayto-day life and activities. I see them learning how to pray, understanding the value of sacrifice, going to Mass and confession, doing their work and study with responsibility, etc.

Benedict XVI says that the “most basic Christian gesture in prayer is and always will be the sign of the Cross. (…) The sign of the Cross is a confession of faith: I believe in him who suffered for me and rose again; in him who has transformed the sign of shame into a sign of hope and of the love of God that is present with us. (…) By signing ourselves with the Cross, we place ourselves under the protection of the Cross, hold it in front of us like a shield that will guard us in all the distress of daily life and give us the courage to go on. We accept it as a signpost that we follow: “If any man would come after me, let him deny himself and take up his cross and follow me” (Mk 8:34). Ayon kay Secretary Lapus, higit na magkakaroon ng kahulugan ang kalayaang ipingdiriwang tauntaon kung ang bawat isa ay magiging responsable. “Gawin natin nang buong katapatan ang trabaho bilang mga magulang, lingkod bayan, at mamamayan,” ani Lapus sa kanyang maikling talumpati. Sinabi niya na dapat gabayan ng mga magulang ang kanilang mga anak upang maging responsableng mamamayan din ang mga ito.
