HAGONOY, Bulacan — Dalawang dilag mula sa bayang ito ang nagwagi sa kauna-unahang pagsasagawa ng timpalak na La Bulaqueña noong Setyembre 12. Tinanghal na Binibining Bulacan si Laurese Ann Caparas at Mutya ng Bulacan si Christine Meryil Angeles. Nilahukan ng 30 pang dilag mula sa iba’t ibang bayan at lungsod sa lalawigan ang La Bulaquena na nabuo mula sa pinagsanib na mga timpalak na Binibining Bulacan, Lakambini ng Bulacan at Mutya ng Bulacan. MAGIC FRUIT— Hawak ni Emmy Trinidad, municipal agriculture officer ng San Rafael, Bulacan, ang dragon fruit na nakakabit pa sa puno nito.

SAN RAFAEL, Bulacan — Hindi na imposibleng maging milyonaryo ang mga magsasaka sa bayang ito na nagtatanim at nag-aalaga ng dragon fruit (hylocereus undatus) na nagmula sa bansang Mexico at sinasabing maraming benepisyong pangkalusugan. Ito ay dahil sa patuloy ang pagtaas ng bilang ng mga taong bumibili ng bunga ng dragon fruit na patuloy namang humihikayat sa iba pang magsasaka na magtanim nito. Ipinahayag ni Mayor Ricardo Silverio kamakailan ang pagtatayo ng isang pasilidad na magagamit para sa pagkatas ng dragon fruit upang makapagbenta ng juice, suka at maging alak mula sa katas ng nasabing prutas na ang puno ay nakakahalintulad ng cactus. Ayon kay Emmy Trinidad, ang hepe ng municipal Agriculture Office (MAO) ng San Rafael, ang unang sumubok magtanim ng dragon fruit sa bayang ito ay si Rey Villacorta may limang taon na ang nakakaraan.  sundan sa pahina 5

Komite de kamote KUNG minsan, nagbibiro ang tadhana upang ipaalala ang mga aral ng nagdaang panahon sa kasalukuyang henerasyon. Matatandaan na kabilang sa mga ginamit na katwiran ni dating Pangulong Ferdinand Marcos sa pagdedeklara ng batas militar noong Setyembre 21, 1972 ay ang kawalan ng pinatutunguhan ng mga pagdinig ng iba’t ibang komite at ang malawak na pagbaha sa Gitnang Luzon. Kasabihan noon, kung gusto mong walang mangyari sa isang usapin, ipasok mo sa komite. Ang kalagayang ito ay hindi naiiba sa mga kasalukuyang pangyayari. Sa Senado at Kongreso, walang humpay ang pulong at imbestigasyon ng mga komite, pero ano ang resulta? Ganyan din sa Sangguniang Panglalawigan ng Bulacan, laging may mga pagdinig na isinasagawa ang iba’t ibang komite lalo na kapag may kasangguniang nagsagawa ng privileged speech. Isa sa pinakahuling pagdinig na isinagawa sa Sangguniang Panglalawigan ng Bulacan ay hinggil sa mga depekto ng Angat Dam na isinagawa noong Biyernes, Setyembre 18. Ito ay bilang tugon sa privileged speech ni Bise Gob. Wilhelmino Alvarado noong Setyembre 8 kung kailan sinabi niyang kumakatas ang tubig sa dike ng 41-taong Angat Dam, bukod pa sa iyon ay nasa ibabaw ng Marikina fault line. Napukaw ang mga bokal kaya’t buong pagkakaisa nilang pinagtibay ang pagsasagawa ng isang imbestigasyon ng Sanggunian bilang “committee as a whole”. Nangangahulugan ito na dadalo sa isang pagdinig ang bawat kagawad ng Sangguniang Panglalawigan na kumakatawan sa kapakanan at kinabukasan ng may tatlong milyong Bulakenyo upang matukoy ang katotohanan hinggil sa depekto ng Angat Dam para sila ang maghatid ng tumpak na impormasyon sa mga Bulakenyo sa kanilang mga distrito at sektor na kinakatawan. Naganap ang pinagkaisahan at pinagtibay na pagdinig noong Setyembre 18, ngunit ilan sa mga kagalang-galang at magigiting na bokal ng Bulacan na dumalo at nakilahok sa pagdinig ay umalis din agad matapos marinig ang pahayag mula sa mga opisyal ng National Power Corporation (Napocor) at Metropolitan Waterworks and Sewerage System (MWSS) na “walang crack ang Angat Dam.” Ang “committee as a whole” na kanilang pinagkaisahan at pinagtibay ay naging “komite ng tatlo” dahil si Alvarado at sina Bokal Vicente Cruz at Ariel Arceo na lamang ang nanatili hanggang sa matapos ang nasabing pagdinig. Dahil dito, hindi narinig ng ibang bokal ang babala ng opisyal ng Philippine Institute of Volacanology (Phivolcs) na dapat maghanda ang Bulacan sa isang malagim na delubyo. Totoo. Dumalo man o hindi ang ilang bokal ay malalaman nila ang pinag-usapan, dahil mayroon namang katitikan ang nasabing pagdinig. Subalit iba pa rin kung nandoon sila mismo dahil anumang alinlangan ay maaari nilang itanong at linawin sa mga dalubhasang imbitado sa pagdinig. Ito ay hindi isang pambabatikos, sa halip ay isang pagpapaalala sa mga bokal na halal ng bayan na mayroon silang sinumpaang tungkulin sa sambayanang Bulakenyo kanilang kinakatawan, bukod pa sa pangakong pinagtibay nila sa loob ng bulawagan ng Sangguniang Panglalawigan na lalahok sila sa imbestigasyong kanilang pinagtibay at pinagkaisahan. Kung hindi matutupad ng mga kagalang-galang na kagawad ng Sangguniang Panglalawigan ang kanilang mga tungkulin, wala ring patutunguhan ang kanilang pinagkaisahang desisyon na mag-imbestiga hinggil sa mga depekto ng Angat Dam. Higit sa lahat, ang mga lupon na kanilang kinabibilangan ay magiging isa lamang KOMITE DE KAMOTE.

Three ‘inevitables’ IN 2010, Benigno Aquino, Salvador Escudero, Gilberto Teoodoro or Manuel Villar may be President. Whoever is elected will inherit, from outgoing (hopefully) President Gloria Macapagal-Arroyo, three “inevitables”: death, taxes – and nearly 92 million Filipinos. Populationwise, we’d be 20 Singapores. Rewind to 1940. The census, that year, informed President Manuel Quezon there were almost 20 million Filipinos. Quezon’s successor, next year, will have five times that pre-World War II headcount. Fast forward to 2016. Noynoy, Chiz, Gibo or Manny will step down from Malacañang. (“What about me?” asks Erap, shackled by plunder and murder charges) He will also pass on three “inevitables”: death, taxes — and probably 101.6 million Filipinos. We’d equal eight Cambodias then. That’s a given. Population growth has a momentum that ignores presidents and bishops. Not “all thy piety nor wit shall … cancel half a line,” Omar Khayam wrote. Consider the “youth bulge”.

Majority of Filipinos are young. With hormones in overdrive, many start families early, despite marriage codes that jack up minimum age requirements. They tarry in reproductive years longer. Family planning services are patchy. Other Asian nations have completed their “demographic transition”. That’s when death and birth rates drop, and population stabilizes at lower levels. Have we even started? The “Asean Twins” offer a case study. Thailand and the Philippines had, in the 1970s, almost identical demographic and economic profiles. Thailand adopted a population policy. We waffled. Today, there are almost 64 million Thais. Contrast that with 88.5 million Filipinos that our delayed 2007 census tallied. A bogged down demographic transition added 24.5 million Filipinos more. That’s almost one Malaysia. The bitter debate over the Reproductive Health bills, meanwhile, continues. Ironically, both sides agree on key points. All concur that the cascade of wizened ill-nourished babies, into

city slums or rural hovels, short of food, medicine, clean water, etc. is a scandal. This can not continue. Otherwise, we forfeit all claims to being a humane society. Shrill advocates or opponents of RH bills blur the fact that government and church agree on responsible parenthood. The Catholic Bishops’ 2nd Plenary Council, for example, taught: Parents should “beget only those children they can raise up in a truly human and Christian way … The decision on number of children rests solely with parents.” “It is legitimate for government to orient the demography of population,” the Catholic catechism says. It can do so by information, but not by coercion or “means contrary to moral law.” All recoil from abortion. Yet, “nearly half a million Filipinas opted for underground abortions, in 2000,” notes Dr. Mary Racelis formerly of Unicef. Illegal clinics and hilots ply their sub-rosa trade. Are abortions up to 700,000 today? No one really knows. But all agree women must be helped  continued on page 7

Basic justice LIKE love and freedom, justice is a big word that means many things to many people. It has suffered so much stretching that it often appears distorted, warped and made use of. Its basic element is forgotten under so much clever overlays, questionable leavenings or sheer malice. Sometimes we are not even aware of it. These distortions and selfish use of justice, of course, generate their own drama that leads us to extended conflicts, usually framed within the arena of the inconsequential aspects of the issue, but not the root of the issues itself. There’s often much ado about nothing. Only self-interests are disturbed, feelings strained, biting discord generated. The higher common good is ignored, the bigger picture neglected, blinding passions revved up. They remind us of what St. James says in his Letter: “Where jealousy and selfish ambition exist, there is disorder and every

foul practice. But the wisdom from above is first of all pure, then peaceable, gentle, compliant, full of mercy and good fruits, without inconstancy or insincerity.” (3,1617) What is this basic element, or the nucleus of justice? It is none other than an abiding sense of what we owe to others—first to God, then to others. Our main problem is that when we see others, we tend to think only of what they mean or have to do with us. Instead of others-oriented, we are self-oriented. This is a predicament we have to be more aware of, so we can be properly guided and reminded of our duties. We need to continually indulge in certain exercises to put us in the right track. Hopefully the proper attitude becomes second nature in the future. Let us examine ourselves: What do I think every time I see a person, or consider a person in my mind? If it’s duties we owe to them, then we are starting to live justice. If we get stuck in the ex-

ternals and, worse. pursue thoughts about how they can mean to us, we are taking the wrong turn of the crossroad. We also need to realize ever deeply that justice is an always concern. We don’t think of it only when big problems—usually causing us some discomfort— erupt. It has to be a permanent attitude which we put in active mode both in ordinary and extraordinary situations. It should never be allowed to sleep. Obviously, all this will depend on an objective law of right and wrong, good and evil. This law just cannot be generated from within oneself. It has to come from outside us—more correctly, from above us, God himself. Thus, we need to understand that justice can only be properly lived if there is an abiding relationship between a person and God, between a society and God, between our legal system and God, etc. For sure, this is going to be a  continued on page 6

The voice THE harvesters arrived one by one. They formed a single file as they prepared to get up the stage. A piercing silence filled the entire hall as each representative took his designated seat in the central stage of what looked like a huge football stadium. As each contestant sat down more lights were turned on that made the dark evening sky disappear. The judges waited impatiently – though their faces were expressionless– to listen to what these dedicated reapers were going to present. We are in the year 3000 A.D. Nothing much has changed materially with life on earth except for one thing: man no longer communicated with his speech. Through the years, men discovered how to communicate with their minds. This didn’t mean that they could read one another’s thoughts. It was more

of being able to send “mental sound waves.” The closest comparison would be what the now extinct dolphins and whales communicate underwater. This discovery was at first rejected to be inhuman and useless. With time, however, man realized that this form of communication made him able to hone in more inner energy. This contributed to a more profound peace and greater intellectual capacity. Moreover, this form of “mental speech” was so precise that one avoided saying something that could offend others by lies or sarcastic remarks. Thus, it also contributed to establishing the longawaited world peace and global co-existence. The presiding judge raised his hand and the presentation of the harvesters began. The silent killer THIRTY-TWO year old Arman, an account executive in an advertising firm, was 27 when he was diagnosed of hypertension, more popularly called high blood pressure. With the increasing price of the medication he was prescribed, he took his medicine erratically, usually when he had symptoms only. After attending a tension-filled meeting one day, he suddenly felt dizzy with nausea and vomiting. His blood pressure surged. His wife immediately brought him to a nearby hospital, and fortunately for him, his blood pressure was controlled immediately. Filipinos suffering from hypertension are increasing in number and most of them are walking time bombs which can explode anytime with serious complications. “Two in every 10 Filipino adults, 20 years and over, are hypertensive,” reports the Food and Nutrition Research Institute. About half of 12.6 million Filipinos with hypertension are not aware of their condition until they begin to suffer illnesses that have associated complication with hypertension. “Hypertension per se does not kill, but the complications are the ones that disable and kill a hypertensive,” says Dr. Rafael Castillo, a cardiologist at the Manila Doctors’ Hospital. Health authorities consider hypertension a stubborn problem because it involves so many of the body’s interlocking systems, and lying at the center of it all is the heart. Blood travels through our body by flowing through arteries, carrying oxygen-rich blood from our heart to other tissues and organs. Once oxygen is delivered to our tissues and organs, oxygenpoor blood travels back to our heart through our veins. Our heart then pumps this blood into our lungs, where it is replenished with oxygen. After returning to our heart, the blood is pumped

out into our arteries again. Blood pressure (BP) is the force exerted by blood against artery walls as it circulates through our body. Normally, people have certain standards of BP, with a reading of 140/90 considered the median or average. The upper number, called the systolic, refers to the pumping capability of the heart, while the lower number, termed the diastolic, refers to the pressure exerted by the blood vessels all over the body. A person is said to be hypertensive if he or she has persistent elevations of BP: a systolic blood pressure greater than 140 mm Hg (millimeters mercury) or a diastolic blood pressure of more than 90 mm Hg. An individual has a mild hypertension if the systolic BP is between 140 to 159 mm Hg or the diastolic BP is between 90 to 99 mm Hg. When the systolic BP is higher than 160 mm Hg or a diastolic BP is greater than 100 mm Hg, a person is said to have a moderate to severe hypertension. Many things can cause blood pressure to rise. When we are asleep, our blood pressure is low because our body needs less oxygen-rich blood when it is at rest. On the other hand, when we are exercising, our body’s demands are greater, and so our blood pressure increases. “It is perfectly normal for your blood pressure to rise and fall in response to your body’s needs throughout the day,” says Dr. Willie T. Ong, chair of the Department of Medicine at Our Lady of Peace Hospital. Hypertension occurs when the small blood vessels that branch off from the arteries become constricted making it difficult for blood to pass through them. A people’s platform THE initiative to hold people’s primaries is a good idea, but what is yet another good idea is to complement it with a people’s platform that will be the basis for choosing candidates that the people could support. The good news is, we do not have to crack our brains for new ideas because the ideal people’s platform already exists, and it is already contained in Agenda 21, the national agenda for sustainable development for the 21st century. First things first- Agenda 21 might have been a product of government processes, but it is an agenda that now belongs to the people, because it has already been affirmed by the Congress that represents the will of the people. Having clarified that, it is no longer a question of whether the people should support it or not, because that is no longer debatable. The issue now is whether we are going to implement it or not, whether we are going to just let it rot as a paper document or not. Agenda 21 is a well written and is a well thought of document. In a manner of speaking, it is a good showcase of how good we are in expressing ourselves in written English. The only re-

maining question now is whether or not we will also become good in making it happen, because talk is one thing because talk is cheap. Talk is easy, but what is hard is to stop talking and to start acting. Looking back at the background of Agenda 21, it is the local manifestation of international agreements reached in Rio de Janeiro, meaning that it is not just our own national will that is at stake here, it is also our place in the community of nations that is at stake. We said yes to the rest of the world, so there is no more excuse for us to get out of our global commitments no matter what local difficulties we are going to have. Talking about international commitments, it seems that we as a nation is not doing too well in our commitments to the United Nations, in terms of the Millennium Development Goals (MDGs) and the Human Development Index (HDI). This could actually be a source of collective national shame, if only we could realize the gravity of our collective national failure. Heinous crime ang illegal recruitment TANONG: Magandang araw po sa inyo! Ang isasangguni ko po sana sa inyo ay tungkol po sa nagre-recruit sa amin. Ito pong nagre-recruit sa amin ay dati pong nagtrabaho sa Korea, ngayon may tumawag po sa kanya na taga-Korea at ang sabi pupunta sila dito sa Pilipinas para maghanap ng tao/trabahador para sa factory ng chocolate. ‘Yun pong mga Koreanong ‘yun ay kilala ng recruiter, isa daw po ito sa mga may-ari ng chocolate factory (family business daw) na pinasukan niya, bale ‘yun pong recruiter ay supervisor daw po sa factory. Dumating po ang mga Koreano dito sa Pilipinas, nakilala po namin sila, at dahil doon naniwala kami na nangangailangan nga sila ng tao, pero isang buwan lang po silang nag-stay dito sa Pilipinas. ‘Yung recruiter hiningi po ‘yung account number ko para daw mapadali ang pagpapadala ng perang panglakad sa mga requirements ng mga tao kasi direct hire daw po kami, kapag po may pera nang dumarating agad ko pong nireremit sa recruiter. Ang lagi po niyang sinasabi wala daw kaming gagastusin dahil lahat daw ay sasagutin ng mga Koreano, na bayad na raw po ang lahat ng tao at lahat daw po ay makakaalis. Dahil sa tiwala namin sa kanya napaniwala niya kami kasi nakikita naman naming panay ang alis niya kasama ang mga Koreano, nagpupunta sila ng embassy, naiparehistro na raw nila sa POEA ‘yung company. Ang problema po namin (52 katao) hiningan po niya ng tig-1,500 pesos para raw po sa income tax return. Ang tanong ko po: 1. Kapag mag-aabroad ka po ba ay meron ka talagang dapat bayaran na ITR? Sabi kasi niya nabayaran na raw niya ‘yung ITR pero wala naman siyang pinapakita sa aming resibo ng pinagbayaran. 2. May kinalaman po ba talaga ang POEA o DOLE kung sino-sino sa amin ang makakaalis? Kasi may pinakita po siyang listahan ng mga pangalan na makakaalis daw pero ang listahan na ‘yun ay handwritten lang at wala man lang tatak ng DOLE o POEA. Hinihingi rin po namin sa kanya kung anong pangalan ng company na papasukan namin doon pero ayaw naman po niyang ibigay. Dahil po sa mga pangyayaring ito nagduda na po kami sa kanya, kaya gumawa kami ng hakbang. Sinabi niya na hindi imposibleng maging milyonaryo ang mga magsasaka sa kanilang bayan na naunang magtanim nito dahil sa patuloy ang pagdami ng mga bumibili ng bunga at mga cuttings ng dragon fruit. Sa buong lalawigan ng Bulacan, “sa San Rafael pa lang may nagtatanim at nagbebenta ng bunga at cut-

tings ng dragon fruit, kaya tiyak na malaki ang kikitain ng mga magsasaka sa amin,” sabi pa ni Trinidad. “Kinakapos pa rin sila ng ibebentang bunga dahil sa marami ang naghahanap.” Bukod sa kakaunti pa ang nagtatanim ng dragon fruit sa lalawigan, isa sa mga dahilan kung bakit mabenta ang bunga nito ang paniniwala ng marami na maganda ang benepisyo nito sa kalusugan at katawan. Ayon kay Trinidad, ang dragon fruit ay nakakagamot kung hindi man ay nakakapigil sa pagkalat ng kanser sa katawan ng tao dahil sa mga sangkap ito na panlaban sa tinatawag na “free radicals”. Bukod dito, marami rin ang naniniwalang nakakabawas sa hypertension at blood sugar ang dragon fruit; at nakakatulong na mapaganda ang paglusaw ng pagkain sa bituka, nakakatulong sa pagpapalinaw ng mata, pagpapatibay ng ngipin at mga buto. Sinabi pa ng hepe ng San Rafael MAO na malaki rin ang benepisyo ng dragon fruit sa pagbibigay ng enerhiya sa katawan ng tao, nagpapalambot din ito ng balat, nakakabawas sa kolesterol, nagpapalakas ng resistensya at nagpapabilis sa paggaling ng mga sugat.

“Marami ang naniniwala na isang ‘magic fruit’ ang dragon fruit, pero depende rin iyan sa kung sino ang kumakain,” ani Trinidad. Ipinagmalaki pa niya na kasalukuyan nilang higit na pinauunlad ang dragon fruit sa bayang ito bilang paghahanda sa paglulunsad nito bilang pangunahing produkto ng San Rafael. “We are developing it as our onetown-one product,” aniya. Iginiit pa niya na bukod sa pagpapalawak ng pagsasaka ng dragon fruit sa bayang ito, pinaghahandaan na rin nila ang pagtatayo ng pasilidad para sa paggawa ng ibang produkto mula sa dragon fruit. “Mayor Silverio is serious about dragon fruit dahil nakita niya ang potential nito kaya naghahanda na kami para sa pagtatayo ng refinery,” ani Trindad. Binanggit niya na ang mga bunga ng dragon fruit na hindi maibebenta ay ipoproseso sa nasabing refinery para gawing juice o kaya ay suka. “Gusto ni Mayor Silverio ay walang tapon, kaya yung mga reject o kaya ay maliliit na dragon fruit na hindi maibebenta ay ipapasok sa refinery for processing into other products,” ani Trinidad. — DB

dynamic relationship which can admit some errors and confusion. So we need to give allowance to these possibilities. But if it is earnestly pursued, I’m sure we can see the true face of justice. Short of that, let’s not deceive ourselves and say we have justice. We will never have justice. At best, we can have an appearance of justice, which can be worse, since it will be a very treacherous kind of justice. Sad to say, this is what we have aplenty. Without a strong mooring on God, we go about trying to have justice in our own conflicting terms. Things can get worse when the media come in, since another agenda alien to the original intent of justice can be pursued. The recent Simala controversy is an illustrative example. I suppose all parties involved have a point to make, as in all other controversies. When the media joins in, usually already with a defined, if hidden, bias, the picture which in the first place is not supposed to be seen by all, gets more muddled. I wonder what kind of justice will be achieved here. Just the same, some good can always come out. In this particular case, I’m happy that allegations about gay presentations within the shrine are emerging, so that these anomalies can be corrected, if painfully. In one Christmas clergy party (not in Cebu), I was devastated to see a priest, who acted as the emcee, dressed as a girl with wigs, screaming make-up and revealing offshoulder gown. Some bishops were there, and a good number of the laity also. This kind of jest is simply foul!

Layunin din nito na mapigilan ang nakababahalang pagbebenta at paggiba sa mga nasabing bahay na bahagi ng kasaysayan, sining at kalinangan ng Bulacan. Ayon kay Jaime Corpuz, pangulo ng HCS-Bulacan, dalawang Bahay Kastila sa lalawigan ang giniba mula Enero ng kasalukuyang taon, samantalang dalawa pa ang ibinenta. Isa sa mga giniba ang bahay ng yumaong si dating Gob. Pablo Tecson ng San Miguel dahil sa hindi na mapigilan ang anay sa pagsira ng gusali. Ang nasabing tahanan ay muling itinayo sa Bagac, Bataan. Dito sa Malolos, ang lumang bahay ng pamilya Reyes sa Barangay Sto. Niño ay naibenta na. Iyon ang bahay na ginamit na tanggapan ni Apolinario Mabini na nagsilbing Kalihim para sa Ugnayang Panglabas sa panahon ni Pangulong Emilio Aguinaldo. Matatagpuan ang nasabing bahay ng pamilya Reyes sa kabayanan ng Malolos, katabi ng katedral na ngayon ay tinatawag na Basilica Minore. Ang katedral ng Malolos ay nagsilbing tahanan ni Aguinaldo o “Palacio Presidencial” sa panahon ng kanyang pananatili sa Malolos mula 1898 hanggang 1899. Bukod sa mga lumang bahay, ang mga lumang istraktura tulad ng mga tulay at mga gusali ay itinuturing na built heritage kung ito ay mahigit 80 taon na at kung may kahalahagan sa kasaysayan at arkitektura. “Kailangang kumilos tayo ngayon, dahil hindi na makikita ng susunod na henerasyon ang mayamang pamana sa atin ng nagdaang panahon,” ani Corpuz. Sa kasalukuyan, inihahanda na ng HCS-Bulacan ang mga kapasiyahan na maaring pagbatayan ng mga sanggunian sa lalawigan para sa pagpapanatili at pag-iingat sa mga “Bahay Kastila” na itinuturing na built heritage. Ang mga Bahay Kastila sa Bulacan ay karaniwang makikita sa mga lungsod ng Malolos at Meycauayan, at sa mga bayan ng San Miguel, Bustos, Baliuag, Hagonoy, Calumpit, Paombong, Sta.
