NI DINO BALABO isang talakayan tungkol sa Cha-Cha na isinagawa sa Bulacan State University (BulSu) noong Hulyo 22 kung saan ay sinabi ng isang guro na ipatatawag nila ang mga Kongresista ng Bulacan sa mga susunod na talakayan upang magpaliwanag. Ang protesta ng mga kalalawigan ng Pangulo ay pagtutol sa pagpapalawig ng termino niya na isa sa sinasabing layunin ng isinusulong na pag-aamyenda sa Saligang Batas ng mga kaalyado niyang mambabatas. Halalan: Tiyaking tapat, malinis at mapayapa SAMPUNG buwan na lang halalan na naman. Katulad ng dati, inaasahang maghahatid ito ng panibagong sigla sa buhay ng bawat isa dahil ang halalan sa ating bansa ay parang piyestang kinapapanabikan. Hindi lamang dahil sa ang panahon ng kampanya hanggang sa halalan ay maingay at makulay, kundi dahil na rin sa ito ang pagkakataon na isatinig ang boses sa pamamagitan ng pagboto. Ngunit ang nadaramang pananabik ng bawat isa ay may bahid na pangamba. Matutuloy ba ang halalan? Magiging malinis, tapat at mapayapa ba ito? Hindi maikukubli ang mga pangambang ito dahil ang ating kasaysayan ay tigib sa mga katulad na karanasan na lalo pang pinatitingkad ng mga usap-usapang pagnanais ng Pangulo na manatili sa kapangyarihan kahit matapos na ang kanyang termino sa ika-12:00 ng tanghali sa Hunyo 30 sa susunod na taon. Sariwa pa rin sa alaala ng marami ang “Hello Garci scandal” na nagpasigabo ng hinala sa dayaan sa halalan para sa Pangulo noong 2004, na tinugon naman ni Pangulong Gloria Macapagal Arroyo ng mga katagang “I’m sorry” noong 2005. Bukod dito, wala pa ring napaparusahan sa mga sangkot sa unang multi-bilyong pisong election automation project na ibinasura, maging sa mga dayaan sa mga halalang lokal na dinesisyunan ng korte, at sa mga pamamaslang hindi lamang sa mga kandidato at mamamahayag kundi maging sa hanay ng mga aktibista. Ang mga karanasang ito ay ilan lamang sa mga patunay na ang halalan sa ating bansa ay marumi, may dayaan, marahas at, higit sa lahat, walang napaparusahan sa mga taong nasa likod ng pambubusabos na ito sa karapatang pantao. Ang tanong: palalampasin na lamang ba natin ang mga karanasang iyan at ituturing lamang na isang madilim na bahagi ng ating kasaysayan bilang isang bansa, bilang isang pamayanan? Hindi ba’t nararapat lamang na ang mga taong nagnanais na mahalal o muling mahalal ang manguna upang matiyak na magiging malinis, tapat, mapayapa ang susunod na halalan, at higit sa lahat ay mabigyang katarungan ang mga kasalanan sa nagdaang panahon? Para sa mga taong ito, mas gusto nilang tingnan ang kinabukasan, sa halip na suriin ang kahapon. Ito ay isang malaking pagkakamali. Kung hindi natin pag-aaralan ang kahapon, hindi natin maitutuwid ang kinabukasan. Ito ay nangangahulugan na ang mga pagkakamali kahapon ay tiyak na mauulit. Ang dayaan, karahasan at kawalan ng katarungan ay magsisilbing gabay ng mga tiwali sa kinabukasan. Madalas nilang sabihin, ang halalan ay isang simbolo ng demokrasya. Ngunit ano ang halaga ng isang demokrasyang walang katarungan at kapayapaan? Mula kahapon, hanggang ngayon, ang katarungan at kapayapaan ay patuloy na mailap sa marami sa atin. Nawa ay makamit natin ito bukas sa pamamagitan ng pagtiyak na ang susunod na halalan ay matutuloy, malinis, tapat at mapayapa.

Ramos laban sa lahat ng bawal na sugal sa lalawigan ng Bulacan na ikinaaresto ng walong katao na sangkot sa illegal small town lottery o STL. Maging ang video karera sa mga bayan ng San Rafael, San Miguel, at Lungsod ng San Jose Del Monte ay pinaghuhuli rin ng elemento ng Intelligence Section ng Bulacan Provincial Police Office. Dahil sa ginagawang kampanya ng pulisya, sana naman ay magsitigil na ang mga operator ng video karera at illegal bookie ng STL sa lalawigan. Marami namang ibang negosyo na maaari silang gawin ay kung bakit iligal pa ang kanilang napili. Nahihiya marahil sila na mamili ng bote at bakal at lumang dyaryo tulad ng ginagawa ng ilan nating mga kababayan. Sta. Banana!

Argumento laban sa parusang bitay HINDI lamang mababaw at kulang sa lohika ang mga argumento ng umano’y “pro-life” sa patuloy na pagtutol na ibalik ang parusang bitay sa mga karumaldumal na krimen—sa kabaligtaran, ang pagtutol nila ay isa na ring pagkunsinti sa mga pusakal na kriminal at sa pag-iral ng anarkiya sa bansa. Isa-isahin natin ang mga argumento ng mga tutol sa parusang bitay: Hindi raw deterrent o pamigil sa pagawa ng krimen ang parusang bitay? Ang unang patunay na deterrent ang parusang bitay ay nang ipabaril ni Pangulong Ferdinand E. Marcos si Lim Seng, na noon ay hinihinalang pangunahing drug lord. Biglang naputol noon ang pagkalat ng droga. Nang ibagsak si Marcos ng Edsa Revolution at pumalit si Pangulong Cory Aquino, inalis ang parusang bitay. Muling dumami at kumalat ang bawal na gamot, lumubha ang kriminalidad at pagpatay lalo na sa mga peryodista. Sa panahon ni Pangulong Fidel V. Ramos ay muling ibinalik ang parusang bitay—na matagal ding pinag-

talunan bago napagtibay. Pero nang pumalit kay Ramos si Pangulong Joseph “Erap” E. Isa pang argumento ng mga pro-life kuno (o pro-criminal), dapat daw bigyan ng pagkakataong magbagumbuhay ang isang kriminal na nakagawa ng karumal-dumal na krimen? Alam ng kriminal at maging ng pulisya—na mahihirapang magpakabuti pa ang isang kriminal—lalo na’t kasapi sa isang sindikato ng krimen. Makaalis ka lamang sa isang sindikato kung patay ka na, o napatay ka ng mga

awtoridad! Ang isa pang argumento— mula sa ilang abugadong-pulitiko: hindi raw bitay kundi ang mahigpit na “pagpapatupad” sa batas ang kailangan upang masugpo ang mga krimeng dating saklaw ng parusang bitay—tulad ng massacre o maramihang pagpatay, paggahasa na may kasamang pagpatay at pagpuputulputol ng bangkay, atbp. Iyan nga ang problema kaya dapat ibalik ang parusang bitay—ang hindi pagpapatupad sa mga batas! Sapagkat nasusuhulan na ngayon mula sa traffic enforcer, pulis, fiscal, huwes, mahistrado, warden. At ang pagaabuso sa “presidential prerogative—ang inaabusong kapangyarihan ng Pangulo na magpatawad ng maimpluwensiyang kriminal”. Ibinunga ng pag-alis sa bitay SA pag-alis sa parusang bitay, pinahina ni Pangulong Macapagal-Arroyo ang makinarya ng kanyang pamamahala—sa pagbaka sa kriminalidad at sa terorismo. ‘Wandering fire’ SAN FRANCISCO, California — The question bugs me years after it was asked. At our United Nations office in Bangkok, the puzzled Malaysian economist tossed a newspaper clipping on my desk. “Eight centuries after his death, this man is still honored,” he said. “But even before we’re a year in our graves, you and I will be forgotten. Why?” He’d snipped a Herald Tribune column by George Will. Titled “Memories of a Wandering Fire”, it commented on the eight centennial of Francis Bernardone’s death. Francis who? Francis of Assisi. The North Umbrian gave away a vast inheritance. Instead, he crafted an uncluttered lifestyle the world today calls “Franciscan simplicity”. “Francis catalyzed the Renaissance, which is older than many European states. He saw that Faith “is not made more credible by arranging its institutional furniture.” The personality of this 43-year old friar sent thousands

Today, we seek “wandering fires”: men and women whose values “endure even after the sun goes out.” Or do harsh times only rediscover them. “Is there anything new under the sun?” Ecclesiastes asks. Never before did we have a population of 90 million plus. In 1940, there were 19 million Filipinos. By 2015, we could be 111.5 million, unless growth rates alter radically. That’s new. The Asian Development Bank study, Poverty in Asia, reveals that people in “extreme poverty” (with incomes of P56 a day) are fewer. In 1990, out of every 100, there were 19 locked into penury . This dropped to 15 — before the current recession hit. That’s the good news. The bad news is: paupers increased due to population growth. On this demographic treadmill, disparities in wealth aggravate tensions, specially when alleviation programs falter.

“The few who are rich exact what they want. And the many who are poor grant what they must.” Consider consumption data. Our richest 10 per cent, in their mansions, with four-wheel drives and bodyguards, consume 31 centavos out of every peso, “Philippine Human Development Report 2009” reveals. In contrast, the poorest 10 per cent, often huddled in slums, must make do with three centavos. When a crisis hits, the poor pare that down to two centavos. The rich rearrange their menus. “There are only two families in the world,” Miguel de Cervantes, author of Don Quijote, would muse. “The haves and the have-nots.” In this skewed setting, cash makes for right. “Here, net worth equals self-worth,” a banker says. Bank balances and car models set the pecking order at dinner tables. They call that “pecuniary decency”. And poverty becomes the original sin. Transporting gold to  continued on page 6

Ethical economics I THINK we need to be familiar with this concept and try to help build it up, making everyone as far as possible to get involved in the task. I think that as we progress and face more challenging times, we need to see to it that we are also doing our economics properly. We just can’t allow our economy to work by the principle of the so-called “invisible hand.” That would be working by blind faith, tempting God and creating an environment that favors the privileged, the strong and the rich to take advantage. We have to discard the idea that some mechanism inheres in the economy that would automatically make things right. That simply is not true. While we have to respect personal freedom and right to private property, we also need to not only to have some regulations, but also to expand and tighten them, so that the whole system can function really well. I was reading the other day the speech of the Vatican observer to the UN conference last June 26 on “The World Financial

and Economic Crisis and its Impact on Development,” and this— ethical economics—was what at bottom he was driving at. I agree with the idea, though it sounds fantastic still at the moment. Let’s quote some words of his: “Underlying the current economic crisis is an ideology which places individuals and individual desires at the center of all economic decisions. “The practice of economics has reflected this ideological focus and has sought to remove values and morality from economic discussions rather than seeking to integrate these concerns into creating a more effective and just financial system.” He concluded by saying that this attitude has created a society in which short-term economic and personal gains are made at the expense of other and have the effect of creating an individualism lacking recognition of the shared rights and responsibilities necessary to create a society respecting the dignity of all people. He then called for integrating ethics into our economic activities. This is easier than done. Not

only do we need to know the relevant ethical principles. We also have to know how to apply these principles, what adequate structure and support system would be needed to make the ethical dimension workable, etc. A lot of pertinent education in all levels of society is needed to make everyone at least to be aware of this concern, if not to empower them to effectively participate in shaping and keeping our economic system alive and healthy. What is desired is that more and more people develop a growing sensitivity to the requirements of the basic social principles of the common good, solidarity and subsidiarity in their different aspects and levels. Alas, I wonder what efforts are made to pursue this particular goal. Besides, there are basic questions that need to be clarified yet. Like, how do we strike a healthy balance between profit and social responsibility, private property and universal destination of goods, individual initiatives and corporate activities, confidential continued on page 7

The priest was happy to see that she was more relaxed and trusting now. “No, I mean, I’m gay because I’m attracted to the same sex.” “And how is something so humanly natural as being attracted supposed to be defining of one’s sexual orientation or shall we say, confusion since the ‘gay option’ isn’t a choice that resolves one’s psychological-emotional turmoil?” “But … I thought …,” her face revealed a rather new expression of interest, of hope. “Yes, it means that it’s pretty unfair and unfortunate to let our natural attractions be some sort

of definitive identification stamp for many of our richest human experiences. It’s like entering a hall of mirrors in a carnival where one sees his image transformed in various ways and comes out with the distorted image remaining in him.” “Do you mean attraction isn’t bad, Father?” “Of course not! Everyone, especially during his or her adolescence may feel certain indeterminate affections, that make one feel attracted to the same sex.” “Indeterminate?” she asked. “That means an unsure or unclear emotional experience. It’s only natural for us to be attracted. Man’s attraction is always inclined towards what is good. The problem stems in confusing or defining such attractions towards persons in a sexual way. Seabass: Highly prized fish IF you happen to visit Queensland in Australia, you will encounter people talking about barramundi. This “large-scaled river fish” as what the name actually means was originally referred to as saratoga. But the new name stuck for marketing reasons during the 1980s, a decision which has aided in raising the profile of the fish significantly. Scientifically, the fish is called Lates calcarifer. Although it is also called Asian seabass, Australian seabass, and white seabass, it is actually a type of fish called a drum and not really a bass. Black seabass and striped bass are the real bass. The nearly extinct but very popular Chilean seabass is actually a patagonian toothfish, not something you’d order off the menu. Giant seabass are groupers (of which lapu-lapu is a species. But people doing the eating generally don’t care too much about classifications. If it tastes similar, cooks similar, then it is similar and hence these are seabass. In Australia, the seabass is used to stock freshwater reservoirs as it is very popular for recreational fishing. Here in the Philippines, where the fish is locally known as apahap (other local names include kakap, bulgan, salongsong, katuyot, and matang pusa), it is highly prized in seafood restaurants because of its delectable taste. “Seabass is a highly sought after fish because of its white meat,” says Rene B. Bocaya, the national sales manager of Finfish Hatcheries, Inc. “It used to be a very popular game fish when its supply was still abundant from the wild. Now, it is mostly cultured.” Seabass has the potential to contribute to fisheries production in the country as it can be raised in captivity. However, it has one drawback: there is a scarcity of seabass fry/fingerlings, which are

available mostly in the wild. That’s not true today anymore. In Kalibo, Aklan, a seabass satellite hatchery has been established by the Bureau of Fisheries and Aquatic Resources (BFAR) as part of the initiatives to increase the production of the said aquaculture species. Another good source of seabass seeds is the Finfish Hatcheries, Inc., whose hatchery is located in Lun Masla, Malapatan in Sarangani Province. “We sell only the fingerling size,” says Bocaya, a fishery expert who graduated from Bicol University. “Our price is P6 per inch.” A prospective fishpond or fish cage operator needs 10,000 pieces per hectare to make the venture profitable. “Fingerlings would be about 15-20 percent of production cost,” Bocaya informs. The expenses would be about P20 per kilo for each marketable fish (nearly half a kilo). “With good market, seabass can be profitable,” says Dr. Rafael D. Guerrero III, the executive director of the Laguna-based Philippine Council for Aquatic and Marine Research and Development (PCAMRD). “Restaurants are the primary buyers of seabass,” says Bocaya, who describes seabass as “highly priced fish.” According to Dr. Guerrero, the price for live seabass ranges from P250 to P400 per kilogram, depending on its size (300 to 500 grams). Fresh or frozen ones are sold at P150 to P200 per kilogram. Raising seabass is a profitable venture, a study conducted by the Brackishwater Aquaculture Center of the University of the Philippines – Visayas in Iloilo found out. Stocking the pond with 1,000 seabass fingerlings with 20,000 juveniles per hectare produced 5,000 kilograms of matured seabass with value of P125,000 in  continued on page 6

Virtual private networks THERE is nothing new about Virtual Private Networks (VPNs). What is new now is that it is already possible now for any organization, big or small, to put up their own VPN, and that includes small business and big government, counting local government units (LGUs) as well. Just a few years ago, only big business could afford to put up local and global VPNs, because only they could afford to pay for expensive leased lines, which they used to have “pipes” to run their networks. That has all changed now with the popularity of “Internet Protocol” or IP. It was the Voice over Internet Protocol (VoIP) technology that introduced most of us to the wonders of IP. Years ago when I was still the Director General of the National Computer Center (NCC), I made a prediction that in the future, most of the technology innovations will evolve around IP and the Hypertext Markup Language (HTML), and it has already happened. As it is now, IP has become the infra that runs HTML, which is really nothing more than the language that is used to create browser based content, with all its newer manifestations such as the Extensible Markup Language

or XML. Many other Markup Languages are in use today. Many of us are fascinated about broadband, often wondering what it really is. In layman terms, it is the broader infra that could carry bigger signals, as opposed to narrow band. Needless to say, broadband is faster and better. It is the broadband technology, particularly the wireless variety, that is now making IP technology more ubiquitous, particularly VoIP. Sounding hi-tech as it is, IP is actually now available to anyone that has Internet access, and this is the reason why any organization big or small could now build their own VPN, using IP as the infra. Voice is actually just one of the services that could run on IP, video, text and data being the other services among others. What could big or small organizations do with a VPN? In the old days when IP was not yet affordable, it took a lot of money to run global messaging networks. With the entry of IP however, any organization could now interconnect their branches or operating units regardless of their locations, for as long as they have Internet access. for the delivery of public services? Since VPN uses Internet technology, it is now possible for any computer, old or new to connect to a VPN, as long as Internet access is available. When I say old, I mean old and that could be as old as the 286 machines. This is just an exaggeration, because the oldest machines available in the second hand market are probably the Pentium series from 1 to 4. For example, it is now possible to interconnect public health centers with each other, with city hall and with nearby hospitals, and even with PHILHEALTH. In the same manner, it is now possible to interconnect police stations with each other, with city hall, and with Camp Crame . The list goes on, as we include public schools and public markets, among others. In the case of both big and small business, it is now possible to interconnect all their branches with the head office, enabling them to run their inventory, distribution and sales reporting systems, among others, including of course their point of sale (POS) systems. Corruption has always been the stumbling block of good computerization, because corrupt elements would always want to buy new machines so that they could get bigger commissions. This is no longer a problem now, as government units including LGUs could now use old computers that will be donated to them. Where there is no money involved, there is no corruption. I am now extending an invitation to anyone who reads this column. If you want to improve governance in your own locality, go ahead and solicit old computers that you could donate to health centers, public schools or police stations or wherever you like. Together with my group of volunteers, we could teach you how to interconnect these with VPNs. I am now exploring a possible cooperation with the Development Academy of the Philippines (DAP). MALOLOS—Mabilis at tiyak ang naging pagkilos ng pamahalaang panlalawigan upang mapigilan ang pagkalat ng Influenza A H1N1 sa siksikang Bulacan Provincial Jail (BPJ) kung saan ay siyam na bilanggo ang nagpositibo sa kinakatakutang sakit simula noong Hulyo 16. Pansamantalang itinigil ang pagtanggap ng mga dalaw sa BPJ, maging ang pagdalo ng mga bilanggo sa pagdinig sa kanilang mga kaso upang maiwasan na mahawa o makahawa sa iba. Ayon kay Provincial Administrator Pearly Mendoza, nagsigaling na ang mga bilanggong nagkasakit kabilang ang siyam na nagpositibo sa swine flu virus dahil agad silang ginamot at inihiwalay sa isang lugar sa loob ng bilangguan. Regular din ang isinagawang paglilinis sa mga selda ng BPJ sa pamamagitan ng pag-i-spray ng disinfectant sabi ni Administrator Mendoza upang tuluyang mapatay

May higit sa 2,000 bilanggo sa BPJ na ang kapasidad lamang ay 1,000. 16 matapos magpositibo sa AH1N1 ang siyam na bilanggo. Iniulat noong Hulyo 15 na 60 bilanggo sa BPJ ang kinakitaan ng sintomas ng Influenza A H1N1 o sakit na tulad ng flu, kaya’t sila’y agad na ipinasuri sa mga duktor. Sampu sa nasabing 60 bilanggo ang isinailalim sa throat swabbing test at siyam sa mga ito ang nagpositibo. Dahil sa pagiging positibo nila sa A H1N1 ay umangat na sa 44 ang kabuuang bilang ng mga taong nagpositibo sa A H1N1 sa lalawigan mula sa 39 na naitala noong Hulyo 15. Sa kabuuan, umabot na 274 ang kaso ng mga taong positibo sa A H1N1 sa Gitnang Luzon. Batay sa tala ng Department of Health (DOH) sa rehiyon, 128 sa mga ito ay nasa Pampanga, 49 sa Nueva Ecija, 44 sa Bulacan, 34 sa Bataan, 17 sa Zambales, dalawa sa Tarlac at wala namang naitala sa Aurora. —Dino Balabo

Sinabi rin ni Mendoza na may mga rebelde sa lalawigan na nagbalik loob sa pamahalaan sa panahon ng kanyang panunungkulan. Inayunan din niya ang napipintong pagbubukas ng negosasyong pangkapayapaan sa pagitan ng administrasyong Arroyo at Communist Party of the Philippines (CPP). Bukod sa pagbubukas muli ng pinto ng usaping pangkapayapaan sa gobyerno at mga rebelde, patuloy din ang inisyatibang pangkapayapaan ng pamahalaan sa pamamagitan ng amnestiya at pagbibigay ng hanapbuhay sa mga rebeldeng sumuko. Kabilang sa mga nasabing inisyatiba ay ang social intergration program (SIP) ng Office of the Presidential Adviser on the Peace Process

(OPAPP) kung saan ang mga rebeldeng sumuko ay pinagkakaloban ng halagang P20,000 puhunan para sa negosyong kanilang nais simulan. Pinaboran din ni Bokal Natividad ang mapayapang paraan at sinabing ito ang tamang panlaban sa insureksyon. Pugad ng mga rebelde Sinabi niya na “hindi puwede ang mata sa mata at ngipin sa ngipin.” Inayunan naman ito ni Mayor Galvez ng San Ildefonso, ang bayan na dati ay itinuturing na pugad ng mga rebelde ngunit ngayon ay mapayapa na at walang nang mga rebelde. “Maganda ang ginawa ni Palparan sa aming bayan, wala nang rebelde sa amin,” ani Galvez patungkol sa agresibong kampanya laban sa mga rebelde ng retiradong heneral na dating Commanding General ng 7th Infantry Division na nakabase sa Fort Magsaysay sa Nueva Ecija. Ayon kay Mayor Galvez, mapayapa nang nakakapagnegosyo ang mga negosyante at wala nang mga rebeldeng nangungulekta ng ‘revolutionary tax.’ Kaugnay nito, sinabi naman ni Palparan na kailangan ng gobyerno ang isang himala upang matupad ang itinakdang taning sa susunod na taon upang wakasan ang insureksyon sa bansa.

Iginiit niya na isa sa dahilan kung bakit hindi mawawakasan ang insureksyon ay dahil na rin sa marami pa ring sumusuporta sa mga Komunista sa iba’t-ibang panig ng bansa. Ipinayo niya na kailangang sugpuin ng pamahalaan ang pinagkukuhanan ng pondong pinansyal ng mga rebelde. Matatandaan na bago tuluyang nagretiro si Palparan bilang sundalo noong 2006 ay sinabi niyang halos nalumpo nila ang puwersa ng mga rebelde sa Gitnang Luzon. Ito ay dahil sa naputol nila ang mga pinagkukunan ng pera ng mga rebelde katulad ng mga kumpanyang nagmimina at mga namamalaisdaan na karaniwang sinisingil ng mga rebelde ng revolutionary tax. Matatandaan din na nitong unang linggo ng Hulyo ay sinabi ni Chief Supt. Leon Nilo Dela Cruz, ang direktor ng pulisya sa Gitnang Luzon na mawawakasan ang insureksyon sa rehiyon sa susunod na taon dahil sa matatagumpay na operasyon ng pulisya laban sa mga rebelde. Ngunit para sa mga mga militanteng sina Aurora Broquil ng Kilusan sa Pambasang Demokrasya (KPD) at Joseph Canlas ng Alyansa ng Magbubukid sa Gitnang Luzon (AMGL), imposibleng mawakasan ang insureksyon hangga’t patuloy ang kahirapan sa rehiyon. — DB

A CBCP PASTORAL STATEMENT ON LAY PARTICIPATION IN POLITICS AND PEACE

‘Love and truth will meet; justice and peace will kiss’(Ps 85, 11) Beloved People of God: Our mission as Church is to proclaim the Lord Jesus as our Savior. In proclaiming him we necessarily proclaim the Kingdom of God that he himself proclaimed. God’s Kingdom, St. Paul reminds us, is not a matter of drinking and eating, but a matter of justice, peace and joy (Cfr. Rom 14, 17). It is in the Kingdom of God where “Love and truth will meet; justice and peace will kiss” (Ps. 85: 11). Therefore, in the light of our mission to proclaim the Reign of God in Jesus Christ we your pastors write you this urgent pastoral letter. Recently we dedicated this year 20092010 in our country as the year of the Sacred Heart of Jesus and the Immaculate Heart of Mary. It is a “Year for Prayer and Work for Peace Building and Lay Participation in Social Change.” The loving oblation represented by the Hearts of Our Lord and His Mother invites us to dedicate ourselves fully to the two tasks of peace building and social change. Evidently these tasks will require the efforts of the whole Church but especially the active participation of the laity. Indeed our present situation poses a great and urgent challenge for active lay participation in principled partisan politics. In spite of our efforts on political education and poll watching, we continue to suffer the stranglehold of patronage politics, even of family dynasties in many cases. Our electoral processes have always been tainted with dishonesty since we became an independent nation. Vast amounts of money are spent by candidates in order to be elected with expectations that their “investment” would have unaccountable financial returns. Politics has always been a mirror of the imbalances in our society between rich and poor. Many even believe that politics as practiced in our country is a structure of evil. It is alarming that crippling apathy and cynicism has crept in even among our young. Let us renew our efforts to commit ourselves to work for change and bring hope. Church teachings that guide us are very clear. To cite a few: 1. “Those with the talent for the difficult and noble art of politics … should prepare themselves for it, and forgetting their own convenience and material interests, they should engage in political activity” (Gaudium Spes 75). 2. “Direct participation in the political order is the special responsibility of the laity in the Church…. it is their specific task to renew the temporal order according to Gospel principles and values” (CBCP, “Pastoral Exhortation on Philip-

pine Politics,” 1997). 3. Recently our beloved Pope Benedict XVI reminded the lay faithful of their “direct duty to work for a just ordering of society” and “to take part in public life in a personal capacity” (Deus Caritas Est 29). Therefore, today in the light of current political situations we have decided on the following pastoral actions: 1. We call upon those who are competent, persons of integrity, and committed to change to get involved directly in principled partisan politics, and become candidates for political election, aware that the common good is above the good of vested interests; 2. We remind the laity that it is within their right as well as their duty to campaign for candidates they believe to be competent, honest, and public-service minded in order to reform our country; 3. We enjoin all our parishes and educational institutions to cooperate closely and even volunteer to work with credible citizens’ electoral monitors such as NAMFREL and PPCRV especially in safeguarding the integrity and sacredness of the ballot; 4. We commit our church personnel to the indispensable task of raising social awareness and forming social consciences through political education. We cannot say that we have done enough to educate our people in the social teachings of the Church. 5. We call upon citizens to be vigilant and to safeguard the entire system of automated election, before, during, and after the electoral process; we strongly urge that any new electoral system ensure secret voting and open public counting; 6. We unequivocally condemn as a betrayal of public trust any attempt to abort the elections of 2010; 7. We categorically say no to any attempt by congress to convert itself into a constituent assembly (Con-Ass), and if charter change be needed, let it be after 2010 and by a mode that is credible, widely participative, transparent and not selfserving. While we train our sight towards the 2010 elections we cannot close our eyes to the lingering problem of human rights abuses. The participation of the laity is particularly urgent in the area of pro-active peacemaking. Our situation of unpeace is not only distressing. It is also disturbing and even tragic. A culture of violence and death seems to have taken over our society! In the past year more than 50 bombings in Central and Southern Mindanao have caused senseless deaths and created insecurity, if not terror. Ambushes, kidnappings, extortions, and “revolution-

ary taxes” are taking place without any end in sight. Unexplained killings and disappearances of journalists, labor, peasant and political leaders, and even of petty criminals take place apparently with impunity as only few perpetrators are brought to justice. Torture and fear tactics are being perpetrated. No armed group, left, right and center, is absolved from crimes of violence. Even the law is being manipulated to harass people by filing baseless court cases esp. against the poor, and on the other hand, to let the guilty go free. Deeply saddened and bothered by this deplorable situation we cannot remain silent. The sanctity of Life in all circumstances must be defended. “God proclaims that he is the absolute Lord of the life of man who is formed in his image and likeness. Human life is thus given a sacred and inviolable character…God will severely judge every violation of the commandment ‘You shall not kill.’ (Ex. 20,13)” (Evangelium Vitae 53). The government has the primary responsibility to bring to justice the perpetrators of human rights abuses from whichever sector of society they may come from. “The authority of every human institution…. is sent by God to punish those who do wrong and to praise those who do right.” (1 Peter 2, 13-14) Hence we implore government to fulfill its obligations to its citizens. We ask all citizens not to take violence, killings, and abuses in our society as something normal and no longer manifest indignation over abuses of the basic rights of fellow human beings. In the light of this tragic situation of unpeace, 1. We strongly call on government to seriously heed the recommendations of investigative bodies and not dismiss them as mere propaganda or being simply misinformed. 2. We exhort the Philippine Government, the MILF and the CCP/NPA to return to the negotiating table to find solutions that would lead to lasting peace, thus preventing further violence, death and displacement of innocent people. 3. With prayer in our hearts, we appeal to the God-given humanity of death dealers from any side to listen to the voice of God in their hearts and end the taking and abuse of human life because no one is so wrong as to be judged unworthy to live. 4. As we commit ourselves to peacemaking we likewise urge all religious leaders not to cease bringing out any abuse and to untiringly teach our people about the commandments on killings, lying and stealing.

This means the path of development and equitable distribution of goods. The Southeast Asian Fisheries Development Center (SEAFDEC), a research institution based in Iloilo, said that seabass is easy to culture in brackishwater ponds. “It is hardy, and the seedstock can be easily sourced from the hatchery,” it said. “There is a need, however, to include a nursery before the grow-out phase so that seabass can be easily sorted and size-graded to reduce competition to space and food, thus controlling cannibalism.” Survival in the 30-45 day nursery phase can be as high as 96 percent. Generally, seabass are raised from six to eight months before they can be sold. But before that, raisers have to deal first with diseases and parasites. “These can be prevented with proper evaluation of pond site before the culture stage,” Bocaya says. “Good culture practices such as low stocking densities and regular monitoring of cultured stocks will further prevent future problems.” Another concern: “Since seabass is a predator fish, sustainability is a concern if it is not managed properly,” Bocaya says. “It can be cultured with other fishes, like the prolific tilapia, it is used as a biological control.” Most of the seabass raised in the country come from Iloilo and Bacolod. “I don’t have data on the volume on production on per area basis,” Bocaya admits. “However, production cost ranges from P100 to P120 per kilogram.” Seabass can be cultured in the aquarium. “It can be entertaining, especially at feeding time since it is a voracious feeder,” Bocaya says. If you like watching fish eating fish, seabass should be the kind of fish you should raise in your aquarium. Unfortunately, “it is not a popular fish for aquarium enthusiasts so there is little money there,” he adds. In addition, seabass has dull color which also makes it not an attractive aquarium fish. It has large silver scales, which may become darker or lighter, depending on the environment. Not only that, its body can reach up to 1.8 meters long. Unknowingly, there is an international market for seabass. “United States is one of the biggest export markets of seabass,” Bocaya points out. With mariculture parks set up by BFAR around the country, “seabass will be the next big thing in the aquaculture industry,” foresees Bocaya. “It is just a matter of showing to the investors the profitability of culturing it. And our company will always be there to serve the fingerling needs of the growers.” Seabass is also raised in aquaculture in Australia, Malaysia, India, Indonesia, Thailand and the United States. JUDGMENT This is a petition for declaration f nullity of a bigamous marriage under Article 35 of the Family Code. Summons was served upon the respondent by publication for two (2) consecutive weeks with the Mabuhay Newspaper, a newspaper of general circulation in Bulacan province on February 15-21, 2008 and February 22-28, 2008 issues. A copy of the Order and the summons was sent via registered mail to respondent at his last known address but the same was returned to the sender, this Court. Despite the lapse of 60 days from the date of the last issue where the summons was published, the respondent failed to answer the petition. The pre-trial was conducted on 30 September 2008 and the following matters were taken: I. UNCONTESTED FACTS 1. The parties got married on October 25, 1996 in Makati City, Metro Manila; 2. The respondent was previously married to one Carina M. Cueto on November 11, 1981 in Batangas City; 3. The parties have two (2) children, namely, Jetro Faina and Jesse Faina 4. That a verification was made to the National Statistics Office which certifies to the effect that Samson Faina married to Carina M. Cueto on November 11, 1981 refers to the same person who is the respondent in this case. II. ADMISSION AND/OR STIPULATIONS 1. That the two minor-children are in the custody to the petitioner; 2.The parties did not acquire any real property subject to the submission of a certificate of non-ownership of real property from the Assessors Office of Bulacan. Summary hearing was conducted pursuant to article 238 of Title XI Summary Judicial Proceedings in the Family Law in relation to Section 35 of the Family Code. The state was represented by Prosecutor Ruth P. Bernabe who was granted authority by the Solicitor General. Petitioner in her verified petition and affirmed by her during her oral testimony discloses that she and respondent got married on October 25, 1996 in Makati City as evidenced by their certificate of marriage (Exhibit “A”). Out of their marriage they begot two (2) children Jetro Faina and Jessie Faina as evidenced by their certificate of live birth (Exhibits “D” & “E”). Petitioner later on discovered that respondent was previously married to one Carina M. Cueto on November 11, 1981 in Batangas City as evidenced by their marriage contract (Exhibit “B”). She also secured a certificate from the National Statistic Office stating that the respondent Samson Añonuevo Faina contracted 2 marriage with Carina Macatangay Cueto on November 11, 1981, and the second marriage with Evangeline Embuido Nidoy on October 25, 1996 (Exhibit “C”). Petitioner also secured a certification from the Office of the Civil Registrar of Batangas City stating that there is no Court decision regarding the petition for a declaration of nullity of marriage between spouses Samson A. Faina and Carina M. Cueto (Exhibit “F”) THE COURT’S RULING After evaluating the evidence submitting particularly the data and entries in Exhibit “A”: the marriage certificate of petitioner and respondent and in Exhibit “B” the marriage contract of respondent and Carina M. Cueto, the Court finds that the person named as Samson Añonuevo Faina in both marriage certificates are one and the same person. His marriage with Carina M. Cueto is valid and subsisting and was never annulled when he contracted marriage with the petitioner. Such being the case the second marriage which is between petitioner and respondent is a bigamous marriage, hence, null and void from the beginning. WHEREFORE, finding the evidence sufficient in form and substance the petition is hereby GRANTED. The Court shall issue a Degree of Absolute nullity of Marriage upon the finality of the Judgment after the expiration of the 15 day period considering that the parties have no properties to liquidate pursuant to Article 50 and 51 of the Family Code. The petitioner is hereby granted the custody of their two (2) common children. The name and status of the petitioner in all vital and other documents reflecting the official name EVANGELINE E. NIDOY, SINGLE. The Local Civil Registrar of Makati City and the National Statistics Office, Quezon City are ordered to cancel the marriage contracted by the petitioner Evangelin E. Nidoy and respondent Samson A. Faina as appearing in their Books of Marriages, respectively and, in lieu thereof, to record the instant Judgment in accordance with the law. The petitioner is hereby ordered to publish the dispositive portion of the judgment once in a newspaper of general circulation within the province of Bulacan.
