More than 250,000 New Zealand children living in poverty, new figures show Hundreds of thousands of New Zealand children are still living in poverty because of housing costs, according to new figures released today. The report from Stats NZ said the proportion of children who lived in households, with less than half the median disposable income - jumped once housing costs were considered. But advocates said major changes were needed if the country was serious about tackling the issue. The Child Poverty Reduction Act set both three and 10-year targets to reduce poverty and hardship. To achieve those targets, government statistician Liz McPherson will report each year against a set of 10 measures. Susan St John from the Child Poverty Action Group said for the first time the country had some solid data. "We can be confident for example that on the primary measure, before housing costs 50 percent income, New Zealand had about 180,000 children in poverty," Ms St John said. That figure jumped to 254,000 children about 23 percent - once housing costs were accounted for.
Childrens' Commissioner Andrew Becroft said the data backed up what was already known. "There is nothing new in these stats, they are really telling us what we knew in the past, but because it's from the chief statistician and its comprehensive and it's recent, there is some degree of reliability we can place on them. So, it's nothing new, but the extent of the challenge is laid bare," Mr Becroft said. Ms St John said the data was collected before the family’s package came into effect. But she said some of those measures were doing little to help the very poorest children. "On one of the measures of children living under the 40 percent after housing costs poverty line, we've got 174,000 children there. That's an extremely low income in those households for those children to be living on and one must ask if the families package itself is going to be reaching those children," Ms St John said. Mr Becroft agreed significant policy change was needed to reduce child poverty. "We need to do some clear things, attack the housing crisis because it's clear the difference that housing costs make to low
income families. We need to realistically set benefit levels, I think index link them to wages and prices for benefits involving children. We need to look at some pretty new ideas, such as in-kind benefits, free school lunches and extending the reach of free dental and medical care," Mr Becroft said But childrens' advocate Christine Rankin said pouring more money into households, did not necessarily solve the problem. "Money in a household can be really
important, but how people use it is key. And I've worked with families for my entire career where children are the last consideration in their lives, and that unfortunately is a reality in thousands and thousands of cases," Ms Rankin said. Stats NZ said next year it planned to increase the size of the survey from between 3000 and 5500 households to 20,000 households thanks to extra government funding. Christchurch Mosque Terrorist Attack - A Tribute The realisation that New Zealand is no longer the safe haven that many of us believed it to be. Immigrants and people born here have always prided ourselves in the knowledge that we live in one of the safest places on earth. We thought that given our geographic location, we are isolated and immune to the atrocities that the other countries face. We are a peace-loving bunch, we are more tolerant of different cultures and most of us adopt a live and let live attitude. There are over 160 languages spoken in New Zealand and people from 200 different ethnicities, that makes for quite a melting pot. Our rich and diverse culture makes us who we are. The 15th of March, 2019 was a day that changed so much for our little country. I had left work early and was driving home at about 1:40 pm and I heard the first reports of this horrific incident over the car radio. Witnesses at the scene were calling in to the radio station with reports. These were one of the first accounts of this massacre. The police were obviously too busy trying to track and take down the terrorist to put out a press release. I remember driving home listening to this in complete shock and horror and a feeling of numbness. When I got home, I had the Broadband technician waiting to do some repairs on my connection. After he left, I switched on the TV, still numb. TVNZ had their special coverage of the shootings on. It was more horrific than I realised. Reports of over 40 dead and numerous more injured, while saying their Friday prayers. Innocent
people praying to their God, giving thanks, praying for their families and friends as a community, as one people. The ambulances were plying between the two mosques and Christchurch hospital, with the injured and dying. It was heartbreaking. There were reports of men, women and children among the dead and injured, there were images on the TV of people walking on the street outside the Linwood Mosque, covered in blood, images that we New Zealanders are not used to seeing. A reporter spoke to one of the neighbors of the Dean's Mosque, he recounted seeing the shooter parked in his car outside his house, reloading his gun. This monster is a far-right separatist with the murderous ideology that only he and his ilk deserve to live in this world but anyone else that is different doesn't. His far-right white supremacist brain led him to believe that because of the color of his skin and his way of living he had the right to kill innocent people while they're at their most vulnerable, in a place where they feel the safest. When any of us go into a place of worship, we feel like we're in God's hands, that He will take care of us in this holy place. To slaughter and maim people in such a place has to be carefully thought out and planned. No one wakes up one morning and says, 'What a lovely Friday morning, I think I'll go find a couple of Mosques to shoot up and kill a few people.' This massacre must have taken a lot of

planning and I'm quite sure that this man is not alone. He had to have someone helping with the planning, at least. I'm sure if the investigators comb the corners of the internet and the dark web, they will find that this monster had some virtual accomplices, someone to give him ideas or to bounce his ideas off. If he did plan this all by himself, then he's more of a monster than first thought. How did he slip through the net of all the spy agencies? Were they too busy monitoring Islamic extremists that this one just got by under their noses? I hope the New Zealand spy agencies and cyber security agencies realise that terrorism comes in different colours, not just brown. Terrorism comes from all kinds of backgrounds, not just Islam. Granted Islam has got a bad rap because of Al Qaida, ISIS and the Taliban, but that doesn't define a whole religion, just a bunch of madmen. With fifty people dead and fifty more injured, this was a tragedy on a scale never ever seen before in New Zealand. The country really came together to stand by Christchurch and the Muslim community. There were vigils and prayers, people were turning up at Hagley Park and the botanical garden in Christchurch and at mosques around the country, they were crying, they were singing songs and laying flowers with messages of support. The nation bonded and banded together over something that was meant to separate and destroy us. New Zealand
came together like its never been seen before. Non-Muslim people were taking the time to visit Mosques to find out about Islam, the #headscarfforharmony campaign was a huge success. There were messages of support and solidarity everywhere. 'They Are Us' became a mantra and people were using this filter on their profile on social media. Will things change in this country? Will we learn from this horrible tragedy, to love one another? Will we learn that even though we are all different colours, we are still human? Can we change the ideology that different doesn't mean dangerous? Surely there is enough place on this planet for all of us to peacefully co-exist. Surely, we can learn to accept that our differences make us unique and that it take many different coloured stripes to make a beautiful rainbow. One week after the shooting at Friday Prayers that was held at Hagley Park and broadcast to the whole nation, the Imam professed his gratitude to the country, he preached peace and love Aroha. Two weeks after the attack, one of the survivors of the attack who had also lost this wife in the attack, spoke about forgiveness. He said we are all brothers and sisters in humanity, and he has forgiven the killer. What a beautiful gesture in the face of such grief ! The Care Alliance, which represents some groups opposed to euthanasia, analysed the nearly 38,000 submissions made to the Justice Select Committee on the End of Life Choice Bill. Care Alliance Secretary Peter Thirkell said it was a record number of submissions for any bill, and more than 90 percent were opposed. "These are heartfelt. This is a crosssection of all New Zealanders, and they are very well-informed submissions these aren't just a few people with funny ideas," Dr Thirkell said. He is calling on MPs not to dismiss the submissions, which include 2000 from medical professionals. "I think it behoves the Justice Select Committee to treat them with the care, dignity, respect and gravity which is justified in the circumstances." But the MP in charge of the bill, ACT leader David Seymour, said the submissions were not a representative sample of actual levels of support or opposition. "I think opponents [to the bill] have done a very good job getting people
to submit, perhaps believing that select committee submissions create a de-facto referendum on a piece of legislation," he said. "However I would point people to consistent findings of reputable polling companies over 20 years which show in fact 70 percent of New Zealanders - that silent majority - do want choice and change in this area." Mr Seymour said there are now 150 million people living in countries with legal, assisted dying. "Over 20 years, not one jurisdiction that has legalised has gone back, and I think that really tells you something about public acceptance of the legislation once they see how it really works." If the bill passes a second and third reading on a conscience vote in parliament, a public referendum is likely to be held.

The Auckland Sikh Society Gurudwara Sri Dasmesh Darbar, Papatoetoe, Kolmar had organised an annual Kabaddi match in association with New Zealand Kabaddi Federation at the Papatoetoe Recreation Centre last Sunday. This year it was organised on a large scale with several matches that were played over the entire day to finally announce the winners after the audience saw several rounds of vigorous games of some thrilling moments of Kabaddi. “Every year we are trying to improve and make the event better than the last one and add more activities to keep the community active”, said the Senior member of the Committee Prithipal Singh Basra. He said that this year, they also organised Volleyball, Football, a 200 metres race, ladies’ musical chairs along
with men’s Kabaddi and next time they will add more activates for the children too. There is plenty of free food, snacks, tea and fruits for refreshments available for everyone.

Inland Revenue preparing for unprecedented demand Inland Revenue is gearing up to take around 1.9 million calls between now and July – a 23 percent increase on the same period last year – as the modernisation of New Zealand’s tax system continues. With the third stage of the process rolling out over Easter, Inland Revenue has brought in and trained more than 300 temporary workers to help cope with what will be an unprecedented demand, says Inland Revenue Deputy Commissioner Gaye Searancke. “Our planning is all on track, but we know it’s unlikely, given the scale of what we are doing, that we will get through this period without any problems or delays. But our goal is to keep them to a minimum.” Inland Revenue has also acted to improve online services in myIR. This followed issues customer experienced last year trying to log in and access the system. An independent review has found nothing was fundamentally wrong with the technology, but it did identify ways to fine tune and improve performance, and also make the service more resilient.
Ms Searancke says last year’s log-in issues can’t be repeated. “myIR will undoubtedly be under more pressure this year but we have taken action to ensure it will perform better. “There are a regular series of operational checkpoints in place to keep holding us to account. These help us measure progress and assess readiness, and we continue to pass them. “No stone is being left unturned. We’ve worked through 90,000 test scenarios to check the system is up to the job our customers expect from it. That’s around 40,000 more than we did ahead of last year’s release.” Extensive marketing and communications to explain the major changes coming in Release 3 are underway. “This will intensify over the coming weeks, but we expect some customers still won’t understand what it all means for them and are likely to call us. That’s why we have more people on board to support our customers,” Ms Searancke says. “These are the biggest changes to the tax
system in a generation and most New Zealanders will benefit. We will receive more information earlier, which allows us to issue automated refunds and offer greater accuracy so fewer people are under or over paying tax.

Day Light saving Minimum wage rises in

That means everyone gets one extra hour to sleep on a weekend. Sunrise and sunset will be about 1 hour earlier on 7 Apr 2019 than the day before. There will be more light in the morning as compared to previous day. As the autumn officially starts from 1 April in New Zealand, the change in the weather pattern can be sensed straightaway. First April day was welcomed with rains though out the country. Weather suddenly changed from warm and humid to cold winds blowing across the country, giving a feel of the change of weather in waiting after a long spell of summer season. Now days will start getting shorter as we move into winter season soon. New Zealand first started observing Day Light Saving in year 1927, so this is our

66th year since we started observing DST. There have been many years in between when we didn’t observe it and last one being in year 1973 when we didn’t observe Day Light Saving Time. New Zealand is the pioneer country of DST system, but seasonal changes could only adopt from 1927. The actual work on DST started much before it was adopted, some 32 years back in 1895 when scientist George Vermon Hudson presented a paper to the Wellington Philosophical Society advocating seasonal time adjustments. After some initial opposition it was proposed to move the clock 1 hour forward in New Zealand during the summer season to utilise the natural light due to longer days.

New Zealand from 1st April A lift of $1.20 to the minimum wages takes the minimum wage to $17.70 an hour, in New Zealand from the new financial year 1 April 2019. This is the second increase in a year and a half since the Labour government came to power, and the hourly rate will rise again to $20 by 2021. E tu union's director of campaigning, Annie Newman, said the lift in the minimum wage was welcome, but it has not gone far enough. "E tu is pleased that this is the first of three steps toward a decent minimum wage of $20 in 2021 but $17.70 still means a gap of nearly 15 per cent between the minimum wage and the Living Wage. We are calling for all employers to pay the Living Wage because that is the income workers need to live with dignity." The Living Wage is currently $20.55. Marisa Bidois, chief executive of the Restaurant Association, said incremental increases to the minimum wage could be managed but larger figures such as $1.20 were seen to have a negative impact on business. Rates of New Zealand Superannuation and Veterans Pension will increase by 2.6 per cent.

Corrections programme criticised for keeping tabs on potential extremists from fascists or white supremacists. "We have to take seriously where the focus of research is." Dr John Battersby of Massey's Centre for Defence and Security Studies is part of the CVE programme's community forum and will feed into it his current research on the security agencies' perceptions of where the threats come from. From what he knew, there was no blind spot to white extremists or bias against Muslims, he said. "I don't think there's any bias ... I know there's been security sector concern about white extremists.

But the programme that prison officials will use to deradicalize them once they are freed, called 'Countering Violent Extremism' or CVE, is controversial.
Mr Milne said when prisoners with extremist tendencies were identified, each got a plan tailored to their "unique risk".
It is being spurned by some Muslims here as just another attempt to target their community as a threat, while a leading Australian academic warns New Zealand to take note of how it has alienated Muslims across the Tasman. CVE, begun in 2015 as part of the government's wider counter-terrorism strategy, only kicks in outside of prison. Behind bars, Corrections said it was constantly assessing risks, including of potential extremists, and including in tune with the heightened security settings post 15 March. "At this moment in time we have assessed that a small number of individuals have the potential to be involved in violent extremism, which could include various forms of religious, right-wing and left-wing extremism, but we must always remain vigilant," Andy Milne, Deputy National Commissioner, said in a statement. "We are constantly assessing and reviewing the risks posed by all offenders,
Outside prison, the CVE programme involves a community forum and will try to reintegrate extremists upon their release, whether through tapping support from religious or community leaders, or calling in a Corrections psychologist or rehabilitation expert. In Europe, where CVE originated, it has become an umbrella term for state-wide non-coercive attempts to reduce involvement in terrorism, with multimillions of euros poured into it and a debate over it raging back and forth. In New Zealand, CVE is very limited and barely tested - and rejected by researcher Faisal Al-Asaad, who refused a request to do research for the programme, saying it was fixated on radicalisation and deradicalization, but not interested in drivers like discrimination and racism. The aftermath of the Christchurch attacks underlined why it was wrongheaded, he said.
Community perceptions A second strand of research for CVE is looking into community perceptions of the extremist threat. Two other researchers are involved: Dr Veronica Hopner from the School of Psychology at Massey University, and Nick Nelson, who works alongside Dr Battersby. The latter believes New Zealand has a chance to avoid the flaws that CVE programmes exhibit in other countries, because this country has until now been

Sikh temple offers prayers for the victims • Erum Ali It is almost impossible to enter a Gurudwara and not be affected by the overwhelming spirit of kindness and generosity that forms an important part of the faith of the Sikh community. Service to the community comes first for the followers of this great faith that leads by example whenever any calamity strikes in any part of the world. This time was no different, as hundreds gathered at the New Zealand’s Sikh temple, Gurudwara Sri Dasmesh Darbar, Papatoetoe, Auckland where a special prayer was held for the victims of the Christchurch attack. The committee heads got together to express their solidarity to condemn the evil act of hatred and to pray for the injured and sick and the families of those affected.. Prithipal Singh Basra said, “We are one and there is nothing in the world that can
change that fact. We are all tied together by a common thread of humanity and we we are grieving with our brothers and sisters who have lost their loved ones. We believe in the goodness of humanity and we are no different from each other in any way.” The holy verses read out with redemption of Kirtan and an Akhand Path that was held last week was attended by thousands. People gather every Sunday to pray at this Gurudwara but this week, a large number of people showed up to show their strong support and to offer their respects and prayers. “The Akhand Path is for the souls of the departed and these prayers are held for the souls to find peace in their eternal journey. The Akhand Path is a continuous prayer and is completed after reading from the holy book which is the Guru Granth Sahib”, explained Joga Singh.
“Working together helps brings communities closer. It makes us stronger and gives people acceptance and a desire to reach out and help the ones who are suffering in their hard times. We can each do our little bit in whatever way we can to help those around us. Anyone is welcome to attend and come to the Gurudwara. We are happy to do (seva) serve the people”, Joga Singh said. Meeting with the elders of the community helped to see what each group is doing in
their own spiritual and religious capacity to help the families and it is heartwarming to see the participation by large gatherings in an extraordinary way that reverberates the spirit of We Are One.

Important questions need to be asked about our security and intelligence agencies • Mr. Kanwaljit S Bakshi
National List MP based in Manukau East and is New Zealand Parliament’s first Indian Sikh Member On March 15th an unspeakable act of violence tore families apart and ripped through the hearts of all New Zealanders. New Zealand has been grieving since that day. Grieving for those families who have lost loved ones and grieving for the loss of our innocence. But we’re now reaching a point where questions need to be answered. Could we have prevented the attack, and what can we do to ensure New Zealanders are kept safe? National supports the Government’s decision to hold a Royal Commission of Inquiry into our security and intelligence agencies, as well as into the Police, Customs and Immigration. A Royal
Commission is our highest level of inquiry. Given 50 people lost their lives, it’s important we ensure the events that occurred on 15 March, and those leading up to it, be investigated independently and thoroughly. The inquiry will need to ask hard questions about whether our security and intelligence agencies had their focus in the right places. While holding an inquiry is appropriate, it must not be used as an excuse to ignore immediate concerns about our security and intelligence systems. The reality is our security risk is now higher. That’s not to alarm anyone but the Government needs to answer questions about whether our security and intelligence agencies have the capability to detect terrorist and extremist behaviour right now. It is important that New Zealanders are safe, and our security and intelligence agencies play a crucial
role in ensuring our safety. National has been clear that our cyber security systems and tools need to be enhanced if we want to keep up with other countries and terrorist organisations and be serious about preventing further attacks. In 2013 the Government of the day made the decision to abandon Project Speargun which would have scanned internet traffic coming into New Zealand and given an extended degree of protection to all New Zealanders. Similar systems are used in other countries. We currently have CORTEX as part of our cyber-security systems, which is much narrower and is designed to protect organisations of national significance, rather than individuals. It’s never easy to balance the rights of privacy against security but where we
draw the line must now be reconsidered. We believe there should be action now into whether the capabilities of our security and intelligence services are fit for purpose. Those carrying out these roles need to be able to tell us frankly whether they can protect New Zealanders at home and overseas as we expect them to. An inquiry cannot be an excuse by the Government not to answer questions in the meantime. New Zealanders need to be safe and cannot wait for the completion of a Royal Commission of inquiry, which will likely take years. We cannot allow another attack like March 15 occur because we didn’t do enough now. We need to get on with actions for the future.
National's Judith Collins wants tougher action on gangs with guns National Party MP Judith Collins is urging the government to crack down on gangs with illegal firearms by giving the police greater powers to raid gang homes. It follows recent comments made by Waikato Mongrel Mob president, Sonny Fatu, who said the gang would not be handing in their firearms under the new gun laws. Patched members of the Mongrel Mob stood side by side performing haka outside a Hamilton mosque in a display of solidarity following the Christchurch terror attacks. But days later Mr Fatu said the gang would not be handing in their guns to authorities under the new gun laws. The remarks have left many MPs, including National's Judith Collins, reeling. "We also saw people like gang members coming out and saying they were with the Muslim New Zealanders and then someone asked them the question, 'what about giving up your illegal firearms?' "Well I tell you what ... best way forward is to give the police the powers, give them the fire power to do it, and get on and take them." Where they do not have sufficient evidence for a warrant but they are certain there are guns there. Ms Collins today told Morning Report it was very concerning that the Mongrel Mob president declared the gang wouldn't be handing over their guns when members of the public who had purchased their firearms legally would have to. "Gangs had plenty to do with other shootings, often with other gang members ... police officer have been shot by gang members," she said. At the Arms Amendment Bill's first reading in Parliament yesterday, she
urged the government to consider firearm prohibition orders against gangs. "One of the things I thought was most important was the issue around firearm prohibition orders, to enable to police to go into gang houses and seize firearms, whether they know for certain they are there or not. "I'm sick and tired of listening to people emoting about how they're feeling sorry, but they're not going to give up their firearms." She told Morning Report that when she was the police minister in 2016 police had specifically asked for these powers. Ms Collins said when Paula Bennett took the portfolio over from her she supported this. She said the issue came up again last year when her colleague, National MP Chris Bishop, put this up as a private member's bill. "Parliament failed by not supporting it," she said. She said the law is absolutely needed. "Particularly when we have gangs with methamphetamine use and manufacturing guns, illegal guns are being used more and more to protect their patch from each other." However, Ms Collins said this wouldn't just target gang members but also people who have previous offences. "I make no apology for being on the side of trying to protect people from gang members or anyone else illegally using guns." National MP Mark Mitchell agreed with Ms Collins' comments that gangs should be handing in their firearms. "The fact that they were flouting the authority that this Parliament has, that this country has, in saying that they are
not going to observe the legislation that this Parliament is passing. "I 100 percent support taking the strongest possible line that we can against gangs." Meanwhile, Mr Bishop has written to the Police Minister Stuart Nash asking him to crack down on gang members' access to guns. Mr Bishop said the country had changed since the 15 March terror attack and police needed more powers to search the homes and cars of "the most dangerous gang members". "In the past few days there have been news reports that gang members will refuse to give up their firearms, even when new laws are introduced which will make many of those weapons illegal," he said. "If law-abiding and legitimate users of firearms like hunters, farmers and shooters can give up their weapons, then so can gangs." But Mongrel Mob member Tai Pairama said many gang members will surrender illegal firearms, despite what the gang's Waikato president said. "That's his personal opinion, it's not the opinion of the rest of the nation. The views are in his own inner circle, and some people are disregarding some of his comments." Black Power life member Denis O'Reilly said he could not believe MPs were targeting gangs. "Remember, it's the members of the Pakeha gun club that committed this atrocity and it's almost like a red herring that's been thrown to us to suddenly turn this into a debate about gangs. "My friend and brother, Stuart Nash, starts
talking about, 'oh can't let these things in the hands of the gangs'. Where the hell did the gang discussion come in?" He is urging anyone with a semiautomatic firearm to hand it in. And he has just one message for MPs. "Not every Muslim is a terrorist, not every gang member is a criminal, and not every criminal is a gang member." Sociologist and gangs researcher Jarrod Gilbert says giving the police the ability to search gang houses for illegal firearms without evidence will only create scandal. He said it's a step too far, especially as it would be hard to draw the line on which houses and how often these houses can be searched. Mr Gilbert said the comments are just an opposition party trying to get traction. Owners of illegal firearms have until the end of September to hand them into authorities. "Polavaram is the lifeline of Andhra Pradesh - it is not ATM for me, but ATW (anytime water) for the state," said Naidu addressing a public meeting at Madanapalle. Naidu was referring to Prime Minister's remarks during a public meeting at Rajahmundry where Modi alleged that the Andhra chief minister was using the Polavaram irrigation project on the Godavari as an ATM. Claiming that Modi did not want the completion of Polavaram project, Naidu alleged that the Prime Minister was not releasing funds for the project.
The TDP chief also alleged that the Telangana Chief Minister K. Chandrasekhar Rao was intimidating film stars in Hyderabad and was forcing them to campaign for Jaganmohan Reddy. He alleged that actors like Mohan Babu, Jayasudha and Ali never visited the state when it was hit by natural calamities.

AFSPA withdrawn from 3 Armed Force (Special Powers) Act (AFSPA) has been withdrawn from three districts of Arunachal Pradesh, sources from the Ministry of Home Affairs (MHA) said on Tuesday. According to sources, the law and order situation in six districts of Arunachal Pradesh was reviewed before March 31 for the validity of the 'disturbed area' designation under AFSPA. Arunachal Pradesh has nine districts where AFSPA was in action before the withdrawal of the same from three of them. The AFSPA grants special powers to the Indian Armed Forces in 'disturbed
areas'. According to The Disturbed Areas (Special Courts) Act, 1976, once declared 'disturbed', the area has to maintain the status quo for a minimum of three months. Earlier in the day, the Congress party released its manifesto ahead of the impending polls in which included a promise to amend the AFSPA.

Cambodia earns $35 million from Chinese ships surround Q1 ticket sales for Angkor Park disputed island, Philippines Cambodia earned over USD 35 million from ticket sales to the Angkor Archaeological Park here in the first quarter, according to Angkor Enterprise. As compared to last year's date, there has been a nine per cent drop in the revenue generated from ticket sales to one of Cambodia's most iconic tourist sites. Quoting Cambodia's Ministry of Tourism spokesman, Top Sopheak, The Phnom Penh Post reported that the decline in tourists is due to the hot weather. Sopheak, however, added that the decrease was not a cause for concern. He said that 'tourism fluctuation' is a "normal trend" and not unusual. "It is a normal trend - since the weather is very hot, the tourist may change their destination to coastal areas or an eco-tourism site," he said. Backing the statement, Cambodia Association of Travel Agents President Chhay Sivlin said that while overall trends are stable, the period of stay by tourists has decreased. Sivlin opined that the 2017 ticket price increase may be a factor in this. "Visitor arrivals are stable, but I have noticed that they've reduced the length of their stay. Usually, foreigners stayed three days but now they mostly prefer a single day," Sivlin stated. Meanwhile, Cambodia

Tourism Federation chairman Sinan Thourn said that the country's tourism market is not "balanced", urging the government to launch efforts to attract more tourists. "To maintain tourist numbers, the government should try to make the temple go ‘greener’ during the dry season, as well as introduce quality services," he said. According to figures released by the Angkor Enterprise, there is an 8.23 per cent drop in tourists with 787,900 foreign tourists visiting the park in 2019's first three months. Despite the latest figures, The Phnom Penh Post reports that the temple complex remains a top money-maker when compared to other world heritage sites like Preah Vihear province's Preah Vihear Temple and Kampong Thom province's Sambor Prei Kuk Archaeological Site.
The Philippines government has filed a strong protest against China as hundreds of Chinese vessels were seen near a Philippines-administered island in the South China Sea. As per reports Jason Ramon, chief of public affairs for the Philippine military's western command, as saying that at least 275 Chinese ships and boats have been spotted this year around Thitu Island, also known as Pagasa Island in the Philippines. Stating that Chinese ships "come and go" from the area, armed forces spokesperson Edgard Arevalo said that it is difficult to
know the number of ships around the island at any one time. "The information that we got is, the more likely intention is to establish their presence in the area," he said. Zhao Jianhua, China's ambassador to the Philippines explained that Beijing was trying to verify and quantify the number of vessels around Thitu. He further stated that the said ships might be "unarmed" fishing vessels. Thitu Island is a disputed territory. Several countries including China, Philippines, Taiwan, and Vietnam have claimed Thitu as their own.

The devastating Nepal rainstorm, which swept the districts of Bara and Parsa, has claimed the lives of 35 people as of Tuesday, according to Province 2 Minister for Internal Affairs and Law, Gyanendra Kumar Yadav. The Province 2 government has announced a compensation of
three lakhs to the next of kin for the victims of Sunday's rainstorm along with announcing free treatment for the injured victims. The victims who lost their homes to the storm were forced to sleep out in the open on Monday, even though the central and local authorities scurried to provide the affected with tarpaulins and temporary shelter for protection.

Lok Sabha voting is spread across India's 29 states and seven additional, smaller territories, known as union territories. Some areas carry more weight than others because of the number of Lok Sabha constituencies in each state or union territory, something that's based on how
populous they are. The bigger the state, the more seats it has. For Election Commission of India to conduct such a mammoth size operation is a herculin task. This is the major reason of splitting the polling process in seven phases to conduct a free and fair election. Several battalions of para military and Central Reserve forces are being mobilised across the country to maintain law and order. The tension along the borders with neighbouring countries like Pakistan and China is another challenge for the government with both unfriendly countries taking hawkish postures with the intentions to disrupt the poll process. All major banks are now offering mortgage rates under 4% - ANZ announced a 3.99% two-year fixed home loan offer. The offer comes with the requirements of a minimum of 20% equity (as with the offers from other banks), a transactional account at ANZ with salary paid directly into that account plus one other ANZ product. HSBC still remains the bank with the lowest rate (3.69% for 2 years fixed) but is an interesting trend to watch since the ‘mortgage wars’ have come in play since February, and just how long these rates will remain low.

The Statistics NZ figures show there was strong growth in the number of dwelling alteration consents issued in Auckland from 2009 when 4150 were issued, to 2014 when 5517 were issued, an increase of 33%. But from 2015 onwards, the number of alteration consents issued in Auckland has plateaued, with 5438 issued in 2018. That corresponds with the peaking of the Auckland housing market in 2015-2016 and its subsequent easing in 2017-2018. It appears that the primary driver for people undertaking substantial alteration work is the buoyancy of the residential property market. If the housing market is booming and prices are rising strongly, people will undertake alterations like adding an extra bedroom etc. But they are less likely to do so when the market is flat or easing because they run the risk of over capitalising. Assuming that a Capital Gains Tax is introduced and the housing market is experiencing reasonable price growth, the two options facing homeowners
with spare equity are: Buy an investment property that provides ongoing rental income and a potential capital gain, with both being taxed, or put the money into the family home, either by improving the existing dwelling or buying a more expensive one. This wouldn’t provide any rental income, but it would potentially provide a capital gain which would be tax free. There is also one other factor to consider if the home owner uses debt to fund the upgrade of their home or purchase the investment property, and that is that the interest portion of their mortgage payments will be tax deductible for the investment property but not for the family home. When all of those factors are weighed up, the attractiveness of putting all of your eggs into the family home basket are considerably diminished, because there’s a good chance that the benefits of rental income and mortgage interest deductibility provided by an investment
property will outweigh the cost of tax on any capital gain. So while there have always been and always will be people who put all of their spare money into their home and rely on it as their main store of wealth, introducing a Capital Gains Tax will not necessarily see a wholesale movement of people away from residential property investment and a corresponding increase in home improvements.
A tip for sellers – Do a little holiday decorating - but don’t overdo it! Staging your home is a great way to get into the right spirit, and get your buyers excited about the property. But remember to keep it tasteful - less is definitely more in this case. No need to go all out on the tinsel and glitter. Having too many adornments can crowd your home and distract buyers. But just that little extra touch can go a long way at your open home viewings.

Ditch the 'cheat day' Lessons to be learnt from when on Kito diet Christchurch tragedy
T
he worst & most tragic incident of violent massacre of innocent citizens in the history of New Zealand has left the whole nation numb with many unanswered questions. The biggest question being asked by the common man is that how the government could not see it coming. Should it be treated as failure of intelligence agencies or the laid-back attitude of security agencies and police combined. Whatever the outcome of the inquiry commission may be, prima facie, it appears to be a collective failure of SIS, GCSB, Police, Customs and Immigration put together. The investigation will examine what the agencies knew about the attacker and his activities and whether they satisfactorily detected and shared any warning signals. Act leader David Seymour was right in saying that this incident must be investigated at arms-length from the government by independent commissioners reporting to the Governor- General. Prime Minister Ardern is suggesting that the need of handling classified informationmainly the information and priorities shared by the 5 eyes security partners should be a factor in determining the appropriate structure for inquiry into New Zealand’s biggest tragedy. Enabling the SIS to determine those sensitivities would be a terrible idea. The SIS and GCSB let themselves be misled by the undue focus of their 5 Eyes partners on threats posed by Muslim radicalism is or should be a major point of contention at this inquiry. SIS should not be dropping a cone of secrecy over the proceedings, to be perceived by the public as a cover up of same incompetence and misplaced priorities that the inquiry has been set up to detect and deter.
A new research has revealed that people who are on a keto diet should avoid cheating on their diet. The research carried out by the University of British Columbia, Okanagan campus, stated that just one 75-gram dose of glucose- equivalent to a large bottle of soda or a plate of fries- while on high fat, low carbohydrate diet can lead to damaged blood vessels. "The ketogenic or keto diet has become very common for weight loss or to manage diseases like type 2 diabetes," said Jonathan Little, a senior author of the study. "It consists of eating foods rich in fats, moderate in protein, but very low in carbohydrates and it causes the body to go into a state called ketosis," he added. Little said that the diet can be very effective because once the body is in ketosis and starved for its preferred fuel glucose, the body's chemistry changes and it begins to aggressively burn its fat stores. This leads to weight loss and can reverse the symptoms of diseases like Type 2 diabetes.
One good measure taken by Prime Minister Ardern was to keep her promise to change the gun laws in time frame she promised. Now there will be much stricter rules and procedures in place to get a gun licence and military style automatic assault rifles (like the one used in mosque attack) have been completely banned for general public. This surely is going to help in restoring confidence in public about their safety and wellbeing. Though a lot of other confidence building measures are also required, such as more presence of armed police at public places, events and religious places. More attention is needed on the better coordination of intelligence agencies to look and think out of the box to avoid a reoccurrence of Christchurch like incident in future. As reported in our previous issue about India going for Lok Sabha election from 11 April, the politics is at its worst in the country. Perhaps we have reached in an age where morals, ethics or respecting values is out dated now. The dirty game of mud slinging is on in full swing. Unfortunately, as opposition parties have nothing much to say against the ruling NDA government on corruption or the development. They are now already to jump on any given opportunity to make a noise about anything, however insignificant or irrelevant it may be. Even the issues of national importance and national pride are being mocked at, just for the sake of opposing it, to get some mileage in the polls. The Election Commission of India has a tough task to deal with, not only conducting free and fair elections but also to tackle the rogue elements in the politics. India’s enemy countries are keeping a close eye on happenings in the country and waiting for any opportunity to make a break in. It is time now, that all Indian nationals need unite together to this occasion and choose a very strong and honest government, that can lead the country to a better future for its citizens. Voters should not be lured or swayed away by false and unreal promises which can never be fulfilled. Some parties in India are hell bent to come to power by hook or crook, hence promising sky and the moon to a section of vulnerable voters. The Election Commission needs to take a note of these gimmicks & false claims and to ensure that all the political parties adhere to the model code of conduct, strictly. "We were interested in finding out what happens to the body's physiology once a dose of glucose is reintroduced," said Cody Durrer, the study's first author. "Since impaired glucose tolerance and spikes in blood sugar levels are known to be associated with an increased risk in cardiovascular disease, it made sense to look at what was happening in the blood vessels after a sugar hit," Durrer added. For their test, the researchers recruited nine healthy young males and had them consume a 75-gram glucose drink before and after a sevenday high fat, low carbohydrate diet. The diet consisted of 70 per cent fat, 10 per cent carbohydrates and 20 per cent protein, similar to that of a modern ketogenic diet. "We were originally looking for things like an inflammatory response or reduced tolerance to blood glucose. What we found instead were biomarkers in the blood suggesting that vessel walls were being damaged by the sudden spike in glucose," said Durrer. According to Little, the most likely culprit for the damage is the body's own metabolic response to excess blood sugar, which causes blood vessel cells to shed and possibly die. "Even though these were otherwise healthy young males when we looked at their blood vessel health after consuming the glucose drink, the results looked like they might have come from someone with poor cardiovascular health. It was somewhat alarming," Little added. The researchers pointed out that with only nine individuals included in the study, more work is needed to verify their findings, but that the results should give those on a keto diet reconsider cheating.

Batman to be first inductee into Comic-Con Museum's Character Hall of Fame Everyone's favourite superhero, Batman, who turned 80 years old on Saturday, got a birthday gift at WonderCon in Anaheim, with the fictional character being announced as the first entrant to the Comic-Con Museum's Character Hall of Fame later this year. The honour was announced during the "Happy Birthday, Batman!" panel at WonderCon on Saturday, alongside David Mazouz ('Gotham'), Kevin Conroy ('Batman: The Animated Series', 'Justice League Unlimited'), Lee Meriwether ('The 1966 Batman television series'), Roger Craig Smith ('Batman: Arkham Origins'), and Grace Randolph ('Beyond the Trailer'), reported The Hollywood Reporter. DC publisher and chief creative officer, Jim Lee broke the news that the fictional
superhero would be inducted into the Hall of Fame in a special ceremony at this year's San Diego Comic-Con. The ceremony will take place at the Federal Building in San Diego's Balboa Park, the future site of the Comic-Con Museum, on July 17, the opening night of 2019's Comic-Con. The event will be accompanied by an exhibit of Batman-themed memorabilia and props. There is this beautiful sutra by Maharishi Patanjali that conveys this. “Prayatna-ShaithilyaAnanta-Samaapattibhyaam.” By learning the art of dropping the effort through yoga, one experiences the state of being in total alignment with the infinity. The Yoga Sutras are not detailed expositions; they lay down the entire philosophy of yoga in very terse phrases that need to be unlocked with the guidance of a master. They act as milestones and guideposts as one discovers deeper states of consciousness with practice. However, even in its most gross form, yoga holds out endless promise for unimaginable transformation. Even if people start doing yoga asanas just as an exercise, it’s still an encouraging sign.
Maharshi Patanjali has enunciated 8 limbs of yoga. Many People think that the eight limbs are eight steps, one after another. However, the limbs are not sequential; they are parts of the whole. It’s like the human body. The whole body develops together. All the organs develop together, but at their own suitable pace. Patanjali also says that the purpose of yoga is to stop misery before it comes. Whether it is greed, anger, jealousy, hatred, or frustration, all these negative emotions can be healed or re-oriented
through yoga. When we are happy, we notice a sense of expansion within us. When we face failure or when someone insults us, we find that there is something in us that shrinks. Yoga is putting our attention on this something in us that seems to be expanding when we are happy and crushing or contracting when we feel unhappy. Does yoga conflict with any of our belief systems? If I believe in a particular religion, or a particular philosophy, or if I follow a particular political line of thought, does that come in conflict with yoga? I would say, “Not at all”. It always promotes and encourages harmony in diversity as the word ‘yoga’ itself means uniting. Today almost 2 billion people practise yoga globally. With the momentum of the International Day of Yoga, the rest of the population must also be encouraged to experience the positive effects of yoga. People doing yoga for whatever reason is a positive sign. It doesn’t really matter where one starts. Be it the physical or mental, lofty or ordinary, the practice of one complements the other. I believe that yoga can make the dream of a world full of compassion and happiness, a reality. I appeal to all those who have not yet started, to adopt yoga in their lives and find health, happiness and prosperity.

When you are having a barbecue, Paneer Tikka is a great option for vegetarians. Marinate overnight for the best results or for at least 4 hours. You will need 6 wooden skewers for the recipe. Soak wooden skewers in cold water a few hours ahead of time so they do not burn during cooking. Place yoghurt, oil, white pepper, salt, spices, ginger and garlic in a bowl and mix together to a smooth marinade. Gently mix cubed paneer, capsicum and onion through marinade. Marinate mixture in refrigerator for at least 4 hours.

A Gentleman's Game Kiwi Cricketers or Not Awarding the best Kane Williamson capped off his fourth year as captain of the New Zealand cricket team in all formats, by winning big at the annual New Zealand Cricket Awards. The awards were held in Auckland, and compared to previous years, were a subdued affair in the aftermath of the Christchurch tragedy. 28-year-old Williamson was named ‘Player of the Year’ and was awarded the Sir Richard Hadlee Medal. The Northern Districts batsman scored 801 runs over the season. With 20 centuries, he leads the charts for the maximum number of tons in test cricket for New Zealand. He has also earned respect for his captaincy, which has seen the team perform consistently over the past few years. If any further validation was still needed for his calm and steady leadership, it came in the form of his Indian Premier League (IPL) franchise Sunrisers Hyderabad retaining him as their captain this season, even when regular captain David Warner was available for selection. Central Districts Ross Taylor won the best ‘One Day International (ODI) Player of the Year’ title. He was the most prolific New Zealand batsman in the shorter version of the game, scoring 759 ODI runs at an average of 84 over the international season. Taylor also became the leading ODI run scorer for the Black Caps in February this year, overtaking former captain Stephen Fleming. He is also the fourth fastest batsmen to score 8,000 ODI runs (203 innings) – behind only Virat Kohli, AB de Villiers and Sourav Ganguli. Taylor is currently the third ranked batsman in the ICC world rankings. How IPL teams seem to overlook Taylor, remains one of cricket’s mysteries? Auckland opener Colin Munro won the ‘Men's T20 Player of the Year.’ Munro’s is an attacking batsman whose form though

Indian Premier League (IPL) 2019 has started with a bang. It is producing exciting and close games, but it is one incident in particular that has this edition being talked about the world over and trending on social media. It happened in Jaipur when Kings XI Punjab captain Ravi Ashwin ran out Rajasthan Royals Jos Butler. Ashwin removed the bails at the non-strikers end after he pulled out of a delivery, as Buttler backed up. To make matters worse Rajasthan collapsed after that dismissal to lose the game. The cricketing terminology for such a dismissal is called Mankading. It is named after former Indian all-rounder Vinoo Mankad. During India's tour of Australia in 1947, he had run out Bill Brown, when Brown had left the crease before he delivered the ball ( as an aside Vinoo’s son Ashok also played cricket for India and grandson Harsh represented India at the Davis Cup tennis event). What followed has divided the cricketing world. Ashwin has received flak from a lot of former players and fans. They say this action is unbecoming of an international cricketer and contravenes the spirit of the game. Their line of thinking is that Ashwin should have first warned Butler about him leaving the non-strikers end before the ball is bowled, and then ran him out the next time he repeated the mistake. But the important thing here is that what Ashwin did was within the laws of the game. He ran a batsman out who was trying to gain extra yards before the bowl was delivered. Spirt of the game is an idea open to interpretation. In this case if Ashwin’s actions were unsportsmanlike what does one say to Butler, who was trying to do something clearly not taught in cricket academies? Both players had been part of a similar situation in the past. Sri Lanka offspinner Sachithra Senanayake had caught Buttler walking out of his
crease during an ODI in England in 2014. Ashwin ran out Sri Lanka's Lahiru Thirimanne the same way during an ODI in Brisbane in 2012, but Virender Sehwag, India's stand-in captain then, withdrew India's appeal and allowed Thirimanne to continue batting. And then how do we demarcate between things permissible and not permissible on a field. Is sledging allowed? Till what extent does cricket allow players to express emotions on the field? Why do teams still appeal for dismissals when clearly they know it is not out? What do fans and administrations expect to watch in a cricket match? Talented and fit individuals trying their best to win games for their teams within the laws of the games. Or do we want a real life version of the game of Cricket available on play stations. Politically correct, emotionless and mechanical individuals playing a game of bat and ball? Former Australian great Shane Warne has been the most vocal critic of the incident. Surprisingly it is the same Warne who was brandied a bully on the field, and was reprimanded for his off field transgressions many a times during his career. That he is a mentor of the Rajasthan team might help explain his actions better. Sportsman at all levels compete to play and win. As long as it is within the laws of the game and is not causing others physical or mental harm to others we should carry on enjoying the theatre of sport, and keep our spirits high and full of positivity. - Apurv Shukla
