Module 4 THE VALUE OF THE WIND ENERGY. THE LOCAL EFFECTS OF THE WIND POWER PLANTS. STORAGE SYSTEMS. ON-SITE TESTS. WIND POWER PLANT DEVELOPMENT AND OPERATION. 1 INTRODUCTION Development and implementation of wind power plants is strongly supported by the European Community, which led practically to an impressive growth of wind power groups in operation or under development, in all countries. Technological developments and increasing the number of wind power groups led to a decreasing of the specific investment, and consequently the price which can be offered on the market electricity produced from wind. Knowing the value of wind energy and structure of costs for these facilities and proper management can ensure the success of such investments. The connecting of wind power plants at the electrical power networks is following the manufacturer which has tested on-site the wind power groups in order to predetermine the influence of wind power plants on the power quality of the electricity network, to which are connected to, and to ensure an interconnected operation of wind power plant with the electric power grid. 1.1 General aims The main objectives of this module of the course is to provide the attendants basic knowledge about the value of wind energy, the cost structure, the market of electricity produced from renewable resources, wind power plants impact on the environment, the possibilities of storing electricity and to familiarize them with requirements relating to the on-site testing of wind power groups and steps to be taken for implementation/performing and operation of a wind power plant. 1.2 Target groups This module’s target groups are: investors, consultants, designers, electrical installations building up or installation work contractor, managers and specialists from the electricity generation companies based on renewable power resources, respectively from the electricity companies, responsible with the initiation, financing, designing, implementation/performing, operating and maintenance of wind installations, from equipment sellers and services, as well, who intend to increase their knowledge in this field. 2 SPECIFIC AIMS AND TOPICS The pathway of module consists of a 2 days seminar, subdivided in sections (with different duration), with these contents and related aims. 1st day Contents Aims

The value of wind energy. The electricity market. Green certificates. The influence of wind power plants on the environment and population. Storage systems for wind energy. The objective of the first day of the course is to provide to participants knowledge about value of wind energy and the market of electricity produced from renewable resources. Also, there are shown the wind power plants impact on the environment and measures to limit these effects, and a series of storage systems for electricity produced in wind power plants, as well.

2nd day Contents

Aims

The procedure for measuring the wind power groups parameters needed to assess the influence on the power quality. An example of predetermination, by calculating, of the influence of a wind power plant on the power quality of the electricity network to which is connected to. Project, construction and operation of a wind power plant. Information on wind power groups. Other statistical data. In the second day are presented measuring procedure and an example of using the wind power group's parameters that influence the power quality. Also, there are presented the steps to be taken for the implementation and operation of a wind power plant, and some information on the characteristics of the wind power groups in use, as well.

GENERAL NOTES: - each day there will be coffee breaks, in the purpose of dividing the teaching periods in sections not exceeding 2.5 hours; - at the beginning of the module the lecturer will explain the module aims; - at the end of the module/lessons, a user satisfaction survey will help the lecturer in monitoring the module quality. 4

TEACHING METHODS

Teaching methods are summarized in three main moments: − knowledge transfer (Lesson): topics exposure by the lecturer with the help of slides and eventually other electronic tools (animations, data sheets, didactic movies); − deepening/learning verification (discussion): general discussion stimulated by the lecturer (also during the lesson) to verify knowledge transfer and to eventually deepen particular topics. During all the sections, the lecturer will always attend, with teaching and/or activity coordination duty. 5

DIDACTIC MATERIAL AND TOOLS

The didactic tools which will be used by the lecturers will be: − Blackboard; − Video-projector; − Pointer; − Notebook. The lecture room will be suitable to allow the use of all the above listed didactic tools. Each user will receive, during the registration, a folder containing: − course program; − lecture notes containing all or part of the lecture slides. At the end of each lesson/section the lectures will perform a Test referring to the taught knowledge.
