Usai menepmpuh pendidikan pemerintahan selama kurang lebih 4 tahun, seorang praja akan berada pada garis depan pemerintahan. Pada asaat itu, ilmu yang di peroleh selama di bangku perkuliahan di uji, mulai dalri aspek teoritik,legalistic, dan empiric plus hasil tempahan bidang pelatihan dan pengasuhan. Permasalahan manakala normative yang diterima dibangku uliah tidak sesuai dengan realita dilapangan. Kondisi ini semakin lama dapat menggeroti idealism pamong praja hingga rentan dengan berbagai penyempngan seperti penyalahgunaan kewenangan.

Pamongpraja Dalam Kerangka Dinamika Hubungan Pusat dan Daerah

Pamong praja berperan sebagai perekat bangsa. Berkenaan dengan dinamika hubungan pusat dan daerah setia p Negara mengalami perubahan dalam pembuatan kebijakan. Di Indonesia, factor perubahan selain mempengar uh pasang surut hubungan pusat dan daerah juga mengakibatkan pasang surut eksistensi pamong praja, pengar uh ini dapat dilihat pada perubahan setiap UU Pemda dikaitkan denga posisi dan define seorang pamong praja UU No 1 Tahun 1945

Pada UU ini Berkaitan dengan materi kebijakan Desentrelasisai masih sangat sederhana sehingga dalam pelaksaanya timbul banyak kesulitan. Namun UU ini juga bila dipadukan dengan konsep Negara kesatuan maka sudah menadasar dengan UUD 1945.

Ciri dari UU No 22 Tahun 1948 ini adalah NKRI tersusun dalam 3 tingkatan, yaitu : Provinsi, Kabupaten ( Kota Besar ), dan mengri, marga dsb yang berhak mengatur dan mengurus rumah tangganya sendiri.Tujuan UU ini bermaksud untuk mempekuat komitmen bangsa Indonesia untuk tetap mempertahankan dan mengalang seluruh Rakyat Indonesia mempertahankan kesatuan dan persatuan dalam wilayah NKRI.

UU No 18 Tahun 1965 Undang undang undang I I mengacu pada demokrasi terpimpin dalam kerangka NKRI.
