Dear Brent: The mandate of the National Commission on Terrorist Attacks Upon the United States (better known as the 9-11 Commission) is to provide an authoritative account of the attacks of September 11,2001, and offer recommendations as to how to prevent such attacks in the future. Specifically, Section 604 of Public Law 107-306 requires the Commission to investigate "facts and circumstances relating to the terrorist attacks of September 11, 2001," including those relating to intelligence and law enforcement agencies; diplomacy; immigration and border control; the flow of assets to terrorist organizations; commercial aviation; the role of congressional oversight and resource allocation; and other areas determined relevant by the Commission for its inquiry. The Commissioners would welcome the opportunity to have an informal policy discussion with you sometime in early to mid-September touching on one or more of these issues. We are certain that your insights will help us considerably as we formulate policy recommendations for the Commission's final report. Commissioners: At the Chair and Vice Chair's request, we are scheduling a series of informal briefings around Washington with various think tanks and individuals in the policy community. The emphasis of these discussions will be on policy recommendations. This effort is meant to supplement formal briefings and interviews conducted by the Commission. Your attendance is optional. The first of these informal discussions will take place at the Brookings Institution on Wednesday, June 25 from 8:30-10:00 AM (1775 Massachusetts Ave., Room TBD) .
