BACKGROUND/RATIONALE: The Barangay being the smallest political unit serves as the primary planning and implementing unit of government policies, plans, programs, projects, and activities in the community, and as a forum wherein the collective views of the people may be expressed, crystallized and considered. One of its programs is the structuring of development programs and projects based on analyses of gender relationships or gender and development. GAD focuses on the principle that development is for all. Everyone in society, female or male, has the right to equal opportunities to achieve a full and satisfying life.

Last August 2018, The Barangay Health Workers (BHWs) of Barangay Punta Tabuc conducted a household monitoring. Based on the gathered data, there is a high incidence of diseases due to improper waste management within the Barangay. Four (4) Children aging 2 years old to 9 years old and 5 adults: 3 Males and 2 Females suffered from Dengue and Diarrhea during the 1st Quarter to the 3rd Quarter of 2018. Supporting this is the Barangay Survey for Open Defecation where 21 households were identified without proper CR, also, the report coming from the City Health Office that Barangay Punta Tabuc is one of the top 10 Barangays that has Dengue Cases. The Sangguniang Barangay of Punta Tabuc, headed by Punong Barangay Nestor A. Buenviaje was alarmed with the number of cases based on report. During the 1st Session last November 2018, Hon. Gerardo D. Roxas, Jr., Chairman on Environmental Protection supported by Hon. Ma. Rossana F. Alcazaren, Chairman on Health discussed the importance of giving attention to programs focused on Solid Waste Management and Health Services of the Barangay. Since of the insufficiency on the budget on Solid Waste Management and Health Programs, the Sangguniang Barangay agreed to allocate GAD Budget for 2019 on programs focusing on the concerned areas.
