Women’s Day celebrated with a picnic Modikwa Platinum Mine celebrated the women in their work force with a special Women’s Day event on Saturday 8 August. Tough economic conditions were countered with heaps of initiative when the women brought along picnic baskets to enjoy while watching the “Modikwa’s got talent’ competition. Mr Sean O’Connor, Business Leader was in a jovial mood when he spoke to the women assuring them of their value to the company and reminding them of the meaning of Women’s Day. Mr James Lidderd gave a motivation talk on why these women should remember that they are special. Lucky draws and the talent competition rounded the event off. Mr Sean O’Connor, Business Leader of Modikwa Platinum Mine enjoys a light moment at the celebrations.

Women’s Day incentives for Thorburn On 8 August 2009 Thorburn Security provided the motivational incentive for their female security officers from the Greater Tubatse to attend a Platinum Women’s Day celebration at Modikwa Platinum Mine. Thorburn Security Solutions’ female security officers in the mining areas of Greater Tubatse represent almost 23% of their workforce on various levels and include supervisory staff. Thorburn Security also stretched a caring

hand to voluntary HIV Aids counsellors working for the welfare organisation People Against the Spread of HIV Aids and Starvation (PASAS) at Driekop and sponsored their participation in the Women’s Day function as well. These ladies are very special in the Driekop community and support in excess of 160 HIV Aids orphans and their foster parents. PASAS is a community project in Driekop which has been sponsored by Thorburn Security Solutions since 2007.

PAC not happy with GTM Exco

The Pan Africanist Congress in Tubatse (PAC) is very unhappy with the restructuring of the of the Greater Tubatse Municipality’s (GTM) Excecutive Committee. The party’s proportional representative councillor in the municipal council, Cllr Aubrey Ngwatle, says in a letter the the Speaker of the Council that the party is disputing the recent restructuring of the Exco. Previously the PAC had one seat on the Exco, but after the restructuring, the party found itself excluded from the committee. According to Cllr Ngwatle the PAC is the official opposition in the municipality and he says in his letter that the council should stick to the right procedures when electing an excecutive committee. He emphasises in his letter that the Municipal Structures Act stipulates that when an executive committee is established, it must be composed in such a way that parties and interests represented in the

municipal council are represented in the excecutive committee in substantially the same proportion they are represented in the council. An alternative mrchanism is offered for electing an excecutive committee in the Structures Act as long as it complies with section 160 (8) of the Constitution. Cllr Ngwatle also refers in his letter this this section of the Cnstitution, which stipulates inter alia that “members of a municipal council are entitled to participate in the proceedings and those of its committees in a manner that - (a) allows parties and interests reflected within the Council to be fairly represented”. Cllr Ngwalte urges the Speaker and the Council not to ignore the legal perscriptions and requests that the matter be given urgent attention. The Speaker duly acknowledged receipt of the PAC councillor’s letter and promised that a response will be forwarded to him in due course.

Rabies campaign planned for 1 Sept The state veterinarian for Tubatse and Fetakogomo, Doctor Florence Makgamata, says a rabies awareness campaign is planned for 01 September in Kgautswane. Dr Makgamata says a large number of people have died during the past year of rabies in Limpopo, but there was no deaths in the Sekhukhune district. She urged the community to keep up their dilligence in preventing the disease by letting their pets (dogs and cats) be vaccinated against rabies and to remain aware of the dangers of the disease. She stressed that the disease can be transmitted between all mammals and between humans as well. in short she said the following should be observed around the disease: Rabies is a fatal, viral disease to which humans are also susceptible. The disease is mainly transmitted by the bite of an infected animal as the virus is found in the saliva of a rabid animal. Symptoms can vary widely. The most common signs are behavioural changes (e.g. wild animals appear tame and domestic animals become aggressive), salivation and abnormal vocalisation and incoordination. Humans and animals also become very thirsty, but cannot drink water. All warm blooded animals can contract and then transmit rabies. The most common species in South Africa that can become infected with rabies are. dogs, cats, horses, cattle, goats, sheep and wild animals. Dr Makgamata says pet owners are compelled by law (Animal Diseases Act 35 of 1984) to ensure that their dogs and cats

are vaccinated at 3 months of age against rabies, repeated within 12 months (first booster) and then every 3 years (followup boosters). She says owners do not have to wait for three months as a puppy can be vaccinated when it is a day old. The vaccine is available from a veterinary clinic or hospital, animal welfare organisations and Veterinary Services (state veterinarians and animal health technicians). All suspect cases must be reported the nearest state veterinarian or animal health technician. Dr Makgamata says people should not take chances and that all dog bites should be treated as bites from rabid animals. In our area people should visit Dilokong hospital where treatment against rabies can be given immediately. Treatment against rabies cannot be given at clinics. People should take note that once symptoms develop (headaches and fever, muscle pains, fear of water, mental disorder, difficult swallowing, paralysis, vomiting, profuse salivation, hoarse voice, irritability, anxiety, etc.) There is no effective treatment for humans or animals. She says although vaccination of pets will be done at the awareness day on 1 September, people can bring their pets to the state vet at any time to be vaccinated, they do not need to wait for campaigns. The vaccinations are free in order to control this dangerous disease. The precise venue at Kgautswane will be announced in due course.

Winter Warmers warm orphans’ hearts Left, top: Pastor Shadrack Pandala with some of the children. In the bottom left photograph the children are celebrating. Pastor Pandala and house father, Putana Tebele poses with Ranza Cramer of Tubatse Human Resources in the bottom photograph.

The Human Resources Staff of Tubatse Ferrochrome initiated a project aimed at reaching out a helping hand to those in need in the surrounding Community. The project, aptly named The Winter Warmers Project, was focussed on collecting all sorts of non-perishable food items, warm blankets, clothing, and other donations, which Tubatse employees felt they could spare, to give to those who needed a little warming up during the coldest time of the year. The collection ran for the months of May and June and by the end of June the offerings of the Tubatse Ferrochrome employees were gathered into one final load to be delivered. Pastor Shadrack Pandala of the Abundant Life Church in Burgersfort, lent a helping hand in identifying those groups of people who would benefit the most from an initiative of this kind. An organisation, which benefits a large group of orphans in and around the Burgersfort area, was finally selected to be the recipient of the welcome donations. The orphan program is divided into a few smaller units catering for children of different age groups. There are satellite homes, each with their own house father or mother. These smaller homes, which host five to eight youngsters, cater for the needs of teenagers and young orphaned people between the ages of around 13 and 18. There is also a larger orphanage which provides the home and much needed support for the youngest orphans in the community, catering for children as young as only a few months of age. The donations were met with joyful faces and grateful smiles and showed that a little bit of kindness goes a long way towards warming both bodies and hearts.

Charity a main focus for Miss Spring The annual Miss Spring Burgersfort Competition will take place on 12 September 2009. The aim of this competition is partially to create awareness that beauty comes from within. To encourage this and to give something back to the community the finalists are all involved with charity projects. They’ve collected money through donations and will on 29 August also be engaged with charity when they host a Fun Day in front of OK MiniMark, Burgersfort. A massive flee market is planned, jumping castles, food sales, vehicle exhibitions, face painting and a jail-a-bail event is planned for the day. All old clothing and unwanted household items can be donated by the public on this day. “We are looking for absolutely everything from financial

contributions to blankets, curtains, cups, cutlery and old furniture. Anything you don’t want or need anymore is welcome and can be dropped off at the special container that will be available on the day,” said Ms Magda Reyneke, organiser of the competition. Two projects are the main focus of the charity efforts by the Miss Spring 2009 finalists. The first is the Steelpoort Academy Feeding Scheme. Through this scheme the school provides sandwiches to more than 200 children every school day. Money raised with the Fun Day will go towards this scheme. The second project is the Ga-Motodi School for the Disabled. OK Grocer is currently busy with the construction of a new building for their use after their old structure was destoyed in a storm last year.

Jail-a-Bail

Part of the fun of 29 August will be a Jail-a-Bail event. In aid of charity well known personalities in the community will be ‘jailed’ for a period of time. They will try and raise as much money for their bail as possible. All this bail money will go towards the Steelpoort Academy Feeding Scheme. Come watch them behind bars and support their bail raising efforts!

A major flee market is planned for 29 August in front of the OK MiniMark. This is the ideal day to showcase your homemade products or other goods. A stall will cost you R150 and all the money you make is yours. The stall fee will go towards charity. To book a stall call Magda on 076 579 2322.

Miss Spring Finalists (below) will also attend the day and need your support. (more finalists will be featured in next week’s edition of the newspaper)

Legislature wins landmark Limpopo Petitions Act case Progressing fast

Blouberg Municipal Manager found guilty

The new Greater Tubatse Municipality building on the hill next to the Morone Shopping Centre in Burgersfort is progressing well, with the contractor making haste. This building will house all the departments of the municipality in one building, making service delivery easier and more accessable to ratepayers. In the mean time more and more allegations of corruption in the municipality are surfacing and as a newspaper Platinum Gazette cannot be ignorant of these allegations. Some of these allegations are quite serious and readers will be kept updated of developments in this regard. At this stage proof of corruption is still absent.

On Wednesday the Limpopo Legislature made a landmark breakthrough regarding the enforcement of the Limpopo Petitions Act no 4 of 2003. This was after the Blouberg Municipal, manager Mr Isaac “Ike” Makhura was convicted at the Polokwane Magistrate Court for contravention of the Act. The municipal manager was charged with one count of contravening section 11 (1) and with five counts of contravening section 11 (3). The municipal manager pleaded guilty to all the charges and was convicted on all charges. He was sentenced to 12 months imprisonment or R20 000 fine, half of the sentence was suspended on the condition that he is not found guilty of the same offences. In pursuing this matter up to this stage, the Legislature did not intend to punish, but to send a strong message to every person regarding the importance of this Act and the role of the Legislature in particular. This case is the first, not only in the Province but in the whole of South Africa. In November 2005, the Standing Committee on Public Participation and Petition in the Limpopo Legislature received a petition from South African National Civic Organisation, (SANCO), Capricorn Region. In the petition, SANCO complained about allegations of, inter alia, corruption, nepotism, malpractice, in the municipality. The committee requested a response from the Municipality in relation to the allegations contained in the petition. This request was followed by a meeting between the representatives of the Municipality, SANCO and the Department of Local Government and Housing. As part of the resolutions of the meeting, the municipality was requested to provide the committee with documents, were necessary to enable the committee to settle the petition. Later the municipality opted not to further cooperate with the committee in resolving the matter. The committee then subpoenaed officials of the municipality to appear before the committee in terms of Section 10 (1) (a) of the Petitions Act. These officials had earlier indicated their desire cooperate with the committee in resolving

the petition. However, the municipality, as per municipal manager, advised the committee that the officials will not be “given permission to appear before your committee”. As a measure of last resort, the committee once again subpoenaed Makhura to appear before the committee. He failed to honour the subpoena, thus contravening the provisions of the Act. In terms of the Act, the committee is empowered to subpoena any person to appear before committee as a witness to answer any questions or to produce any documents required by the committee. In terms of section 11 (1) and (2), any person who fails to appear before the committee after being duly subpoenaed or fails to produce any documents required by the committee, is guilty of an offence. Further, section 11 (3) respectively makes it an offence to obstruct, threaten, or unduly influence a witness to refrain from giving evidence or not to produce any document required by the committee. In view of the Makhura’s failure to appear before the committee, it (the committee) resolved to institute criminal proceedings against Makhura. This is not the only triumph by the Legislature in enforcing the Act. In 2005 the committee received a petition from Aganang Municipality, in Photole Village. The petition was about incomplete and poor workmanship on the RDP houses and a broken water scheme machine. After inspection of the area, a public hearing was held. It was ruled that the Department of Local Government should intensify the monitoring of the houses, those of poor quality be started afresh and the Capricorn district was instructed to fix the machine. Twelve students were expelled from the Manenu Traffic College in Vhembe, on allegations of criminal records. A hearing was convened at the school. The committee found that some of the cases referred to were invalid and had fallen over the years in terms of the Criminal Procedure Act and all 12 were reinstaited.

Are you worried about getting “People in this town are driving like pigs, perhaps the swine flu is more prominent around here than we thought,” was just one of the comments that made fun of the H1N1 virus this week. The seriousness of this possibly lethal virus is however very prominent when you talk to residents. Many worry about the increase in fatalities and with more than 1 000 confirmed cases reported the spread is much faster than many expected. We asked readers whether they know how the H1N1 virus is contracted and whether they fear that this disease might touch them as well. We also enquired about the possible preventative measures readers might be taking.

Give your opinion on the subject. SMS it to 073 416 5119

Ms Ntombi Khandyile said: “I’m not sure about prevention. We are scared of it. It is killing people”.

“Ja, we are scared. The government must give us lessons about it because people are dying outside. Especially rural people need to be educated about this swine flu,” said Mr Joram Maleka and Ms Cordelia Moela.

Mr Africa Ngomane said: “You have to be higenic and so on. I am scared. Someone died today and there are more than 1000 infections. It’s scary!”

Me.

Mr Thabo Mongadi said: “Yes, I’m scared. I use medicine like vitamins from the chemist to prevent it. I don’t really know how you get it”.

Mr Lucky Tobias said: “I do am worried about it. I’ve been to the doctor but luckily it was just a normal flu. I hear on the radio about coughing, fever as symptoms and about washing your hands to prevent it”.

Mr Mpho Mothema said: “I am also scared. I’ve heard about the symptoms like cough, fever and back pain. I haven’t done anything to try and prevent it. You can only be cautious”.

Mnr. Phillip Kemp sê: “Ek is nie baie ingelig daaroor nie. Ek weet wel dis maar soos ‘n griep virus. Ek luister na wat is die simptome sodat ‘n mense daarna kan oplet. ‘n Mens moet ook skoon wees en gereeld hande was. Dis maak ‘n mens bekommerd omdat jy nie veel daarvan weet nie”.

“My idea is that this is a serious problem. The government must act immediately to avoid a large spread of the illness and to keep the cost of this low while protecting the people,” said Mr Lionel De Aguiar.

Ms Event Magale said: “I am scared and don’t know how you get it. I want the government to tell me what to do”.

the so-called swine flu?

“We do worry because we don’t know where it comes from and people are affected by it. We know about it but not the symptoms, how to prevent it and how we can get it. We are now scared. With HIV we know to use a condom etc. but with this one we don’t know. They say you must use a dust mask but it is not easy to live all your life with a mask,” said Mr Francis and Ms Paulina Maine. With them is Alfoncina.

Me. Arlene Grobler sê: “Ek weet net dis ‘n griepvirus. Ek is bang ek kry dit, maar ek weet nie wat ‘n mens kan doen om dit nie te kry nie”.

Ms Peggy Tryphosa Mashabela said: “I took my son to the doctor so they can inject him before it attacks him. I heard about the learner who got it on Pretoria’s side of the country”.

By haar is Chané.

Ms Pretty Mashego said: “I’m not scared of getting it, but I do want to prevent it”.

Me.

“I don’t know how you get swine flu. Yes, I am very, very worried. Why is this flu coming to South Africa and what is the cause of it? They must make medicine for it,” said Ms Caroline Hlomane.

Ms Elizabet Mokgotho said: “We are worried about it and we don’t know where it comes from. We want a cure for it”.

Me. O’Dilhea Keulder sê: “Nee, ek is nie bekommerd nie. Ek dink mense ruk dit uit verband uit. Ek weet hoe jy dit kry en hoe jy dit kan probeer vermy”.

Me. Dit pla my nie eintlik nie”.
