Internet governance….. is the development and application by Governments, the private sector and civil society, in their respective roles, of shared principles, norms, rules, decision-making procedures, and programmes that shape the evolution and use of the Internet.

Three (3) working principles for Internet governance in the Asia-Pacific region:

Broad, holistic and oriented towards human development Balancing global and local interests Maintain stability and interoperability

Five (5) main challenges for the future of online engagement of citizens in policymaking

3.Scale From a citizen’s perspective how can technology enable an individual’s voice to be heard and not be lost in the mass debate?

2. Capacity The second challenge is how to provide citizens with greater information on public issues and to enhance their capacity for listening to, and engaging in, argument and counter argument.

3. Coherence Governments need to take a holistic view of the policy-making cycle and design technology to support the processes of informing, consulting, participating, analyzing, providing feedback and evaluating

4. Evaluation Evaluation tools to assess what valueadded online engagement has, or has not, brought to policy-making must be developed.

5. Commitment Governments need to adapt their structures and processes to ensure that the results of online consultations are analyzed, disseminated and used.
