REASONS Many e-governance projects fail because governments focus on technology and institutions rather than people. There can be two types of technologies. 1. Technologies that empower citizens and build communities and, 2. Technologies that disempower citizens and destroy communities.

government scholarship or some other form of assistance, farmers, students and widows of Tiruvarur district have the best online services in the country. The study by the Union department of information technology covered the districts of West Godavari in Andhra Pradesh, Ahmedabad and Gandhinagar in Gujarat and Palakkad in Kerala, besides Tiruvarur.
Tiruvarur rolled out over 20 e-governance software packages to cater to various services online. Public grievance redress mechanism. Five districts could be categorized a ‘model e-district MODEL TOWN. Birth or death certificate provided within 10 minute. Pre and post matric students could get scholarship within one week.
