Richard D. Thorpe Chief Executive Officer Expo Authority Dear Mr. Thrope: I am writing on behalf of the Westside Neighborhood Council representing approximately 80,000 stakeholders in the Cheviot Hills, Century City and Rancho Park area. At our Governing Board meeting August, 14, 2008 we passed the following resolution: “Resolved, the WNC opposes any implementation of the Expo Phase 2 Light Rail line that does not require and guarantee grade separation at Overland, Westwood, Military and Sepulveda. We also oppose any implementation of the Expo Phase 2 Light Rail line that does not require and guarantee thorough mitigations for sound, vibration, privacy and security for residents and businesses close to the line, its stations and related facilities.” We all agree that traffic on the Westside, as in all of Los Angeles, is a major issue that needs to be addressed. It is our mandate as a neighborhood council to represent our stakeholders. Grade separations through our area are necessary to address the impacts on the already congested north/south traffic, sound, vibration, privacy and security issues that will come with rail at grade. We are especially concerned with the impact light rail at grade will have on the safety and learning environment of the students attending Overland Elementary School. We look forward to working with you and the Expo Authority Board to successfully address our concerns. Sincerely,
