Crenshaw-South Bay Line Community Organizing Meeting Meeting of: Crenshaw Subway Coalition Citizens’ Campaign to Fix the Expo Rail Line Joint Committee of South L.A. Neighborhood Councils on Rail Transit November 23, 2009
Joint Committee on Rail Transit West Adams Neighborhood Council West Area Neighborhood Development Council North Area Neighborhood Development Council Organized for the purpose of collaborating on rail issues in our community
The Long Term Vision: Hollywood-to-South Bay Line A high-speed regional rail alternative that would have a monopoly on rapid transportation along the corridor due to the absence of highway alternative north of Inglewood Providing connections to all four east-west rail lines 100K/day ridership project Metro Pink Line by way of the Grove/CBS Studios (possibly all LRT or dual mode HRT & LRT)
Funded Green Line Extension to South Bay Galleria (or beyond)
Crenshaw Line Alignment
Crenshaw Blvd Subway Paris’ Champs-Elysees
Leimert Park Village Mixed-use Park & Ride:
Crenshaw Blvd is the African-American community’s Champs-Elysees Among the long-term benefits: improve the corridor’s development prospects, eliminate the safety hazards (several schools directly adjacent or within a block of at-grade crossings), need for parking reductions, and adverse traffic impacts, address environmental justice implications, and increase operating speed of line Among the construction benefits: capture the economies of scale of bored tunneling, and reduce construction time frame, air quality impacts and other adverse construction impacts Comply with community request and local agency policies and recommendations: CPUC: evaluate grade separation of all at-grade crossings, and grade separate 57th Streets and Slauson Ave LA City Council: the entire Crenshaw Blvd portion of the project should be built underground Crenshaw Specific Plan: Prohibition on overhead utility lines
LRT Subway Costs Comparisons Eastside Extension Construction Costs from Pg. 5-2 of the FEIR/S (final cost 7% higher than assumed)
Raw construction cost of underground Mariachi Plaza and Soto Stations: ~$35M and ~$29M respectively Comparatively staff assumes that just one underground Crenshaw LRT station will be $96M per the DEIR/S Staff’s Crenshaw Line underground costs are wildly off the mark
Problem: Harbor Subdivision Capacity Limitations & Funding Section should be built with the capacity to fit at least two lines. Grade separation required 48-60 trains per hour: Crenshaw (24) Harbor Local (24) Express (12) Express service could include pass-through tracks at local stations and modified light rail vehicles (configured for large baggage) Despite good costeffectiveness, high ridership and a transit dependent area Harbor Subdivision project lacks funding
Solution: Extend Grade Separations Current MTA Staff Report:
Hyde Park Tunnel Extension:
Key: -Green = elevated -Blue = at-grade -Red = below grade -Hazard symbol = at-grade crossing
Extended I-405-La CienegaManchester Overcrossing:
Current MTA Staff Report:
Also needed but not shown: -Arbor Vitae grade sep -Cedar closure
Alt. Yard Site: Imperial/Aviation Site is large enough to fit a consolidated maintenance facility for both the Green & Crenshaw Lines, and possibly an additional mode (bus division or LAX people mover) Among other benefits: Reduced operational cost and may make the maintenance facility eligible for stimulus funds and/or a LAWA partnership
