REGULAR MEETING - MONDAY, MARCH 2, 2009 Minutes of a regular meeting held in the Rosthern Town Council Chambers on Monday, March 2, 2009 commencing at 7:00 p.m. Present

Call to Order

The meeting was called to order by Mayor Knoll at 7:00 p.m.

Agenda 53.2009

Minutes 54.2009

Greve: That the agenda for the March 2, 2009 regular meeting be accepted as amended. CARRIED. Hinz: That the minutes of the February 9, 2009 regular meeting be adopted. CARRIED.

Flaman Bylaw Enforcement 55.2009 Greve: That the issue of Flaman bylaw enforcement be tabled until the first meeting in April. CARRIED. Retaining Wall 56.2009 Greve: That Colin Aebig assess the retaining wall at the end of 6 th Street when conditions allow, and that the Town obtain a legal opinion on the matter. CARRIED. Asphalt Paving – 4th Avenue 57.2009 Reimer: That the Town proceed with tendering the 4th Avenue asphalt paving project in 2009. CARRIED.

Page 2 2008 Citizen of the Year 58.2009 Greve: That the Town cancel the Citizen of the Year recognition program for 2008 only. CARRIED. Chlorine Gas Workshop 59.2009 Corbett: That Kelly Johnston and Josh Buniak be authorized to attend a two-day chlorine gas workshop hosted by ATAP in Saskatoon on April 15 and 16, with associated expenses being paid by the municipality. CARRIED. Curling Rink Lights 60.2009 Greve: That the Town replace the curling rink lights with metal halide lights in the amount of $8,000 and that both the Rosthern Senior Citizens’ Club and the Rosthern Curling Club be asked to donate any available monies. CARRIED. Administration Reports 61.2009 Reimer: That the following administration reports be accepted as presented: a) Town Administrator=s Report b) Outside Superintendent=s Report c) Transit Report d) Recreation Facilities Report CARRIED. New Air Compressor 62.2009 Reimer: That the Town purchase a used 7-cu-ft air compressor from Humboldt for $6,500, and that a decision be made at a later date as to who the funding municipalities will be. CARRIED. Correspondence 64.2009 Hinz: That the following correspondence be received and filed for information: a) Building Canada Fund b) Ministry of Municipal Affairs c) South Saskatchewan Watershed (2) d) Municipalities Today e) Naval Officers’ Association f) 2008/09 Well Rehabilitation Project CARRIED. Valley Action Contract 65.2009 Corbett: That Council accept Valley Action’s 2009 waste management proposal at a contract price of $94,571.76 for garbage, recyclable and compost pickup for both residential and commercial users. CARRIED. Business Incentive Policy 66.2009 Greve: That KLX Cuts, located at 1010 6th Street, be given the following threeyear tax exemption in accordance with the Town’s business incentive policy: 2009 – 100% 2010 – 66% 2011 – 33% CARRIED. Bylaw 2009-03 – Building Bylaw 1st Reading 67.2009 2nd Reading 68.2009

Corbett: That Bylaw 2009-03, the building bylaw, be read a first time. CARRIED. Reimer: That Bylaw 2009-03, the building bylaw, be read a second time. CARRIED.

Corbett: That Bylaw 2009-04, a bylaw to enter into a five-year tax exemption agreement with the Rosthern Lions Club, be read a first time. CARRIED. Reimer: That Bylaw 2009-04, a bylaw to enter into a five-year tax exemption agreement with the Rosthern Lions Club, be read a second time. CARRIED.

Give 3rd Reading 73.2009 Greve: That Bylaw 2009-04 be given third reading at this meeting. CARRIED UNANIMOUSLY. 3rd Reading 74.2009 agreement Adjourn 75.2009
