The meeting was called to order by Mayor Knoll at 6:45 p.m.

Janzen: That the agenda for the May 4, 2009 regular meeting be accepted as amended. CARRIED. Corbett: That the minutes of the April 20, 2009 regular meeting be adopted. CARRIED.

Ken Engel, Sherryln Walters (Sagehill/Dezaines for Batoche) entered the meeting 7:00 p.m. Pat Adams, chairman of the Dezaines board, entered the meeting at 7:15 p.m. All left the meeting at 7:35 p.m. Hinz: That the Town adopt the 2009 budget, with a municipal tax mill rate of 13.9 mills. CARRIED.

Post Office Floor Stripping 141.2009 Corbett: That the Town pay Ross and Stacey Rudolph $400 for hiring a professional to strip and wax the post office floors. CARRIED. _____ _____ Regular Meeting Monday, May 4, 2009

Page 2 UMAAS Convention 142.2009 Reimer: That Nicole LaChance be authorized to attend the UMAAS convention in Saskatoon from June 9 to 12, with associated expenses being paid by the municipality. CARRIED. Next Regular Council Meeting 143.2009 Corbett: That the next regular Council meeting be held on Tuesday, May 19 due to the fact that May 18 is a statutory holiday. CARRIED. Administration Reports 144.2009 Corbett: That the following administration reports be accepted as presented: a) Town Administrator=s Report b) Outside Superintendent=s Report CARRIED. Waste Fees 145.2009

Water Rates 146.2009

Janzen: That residential waste management fees be increased by $1.00/week effective for the June 30 billing period. CARRIED. Corbett: That water fees be increased by $2.00 per 1,000 gallons, effective for the June 30 billing period. CARRIED.

Sewer Rates 147.2009

Helmuth: That the following changes be made to the sewer rates, effective for the June 30 billing period: Residential – single unit $40.00/quarter – multi-unit $110.00/quarter – trailer court $110.00/quarter Commercial 1– low-volume users $40.00/quarter – high-volume users $66.00/quarter Commercial 2– low-volume users $66.00/quarter – high-volume users $110.00/quarter Institutional Nonprofit

Transit Service 148.2009 Janzen: That the Town continue the transit service for 2009, with the Transit Committee seeking joint partnerships and/or alternative services. CARRIED. SUMAssure Meeting 151.2009 Reimer: That Terry Hinz, Doug Knoll and Dennis Helmuth be authorized to attend a SUMAssure insurance meeting in Prince Albert on May 27, 2009, with associated expenses being paid by the municipality. CARRIED. Compost Field Days 152.2009 Hinz: That Colin Aebig, Dom Corbett and Ted Janzen be authorized to attend the “Kickin’ the Piles Compost Field Days” on June 16 in Saskatoon, with associated expenses being paid by the municipality. CARRIED. Correspondence 153.2009 Janzen: That the following correspondence be received and filed for information: a) Ag. Society b) Carl Driedger c) Crime Stoppers d) Ministry of Environment e) SUMAssure f) Saskatchewan Waste Reduction Council CARRIED. Frances Lafontaine Request 154.2009 Corbett: That Frances Lafontaine’s request to build a garage six inches closer to her property line than the zoning bylaw allows be approved on the condition that the wall of the garage facing the property line have a 45-minute fire separation, as per the National Building Code. CARRIED. Saskatchewan Highways – Sign Corridor 155.2009 Reimer: That the Town accept Saskatchewan Highways’ offer of $655 per sign for sign corridor relocation along Highway #11. CARRIED. _____ _____ Regular Meeting Monday, May 4, 2009 Page 5 Building Canada Fund – Valley Regional Park 156.2009 Reimer: That the Town of Rosthern apply for a grant through the Building Canada Fund for the Valley Regional Park to upgrade the irrigation system on the old nine holes of the golf course, and that the application be a joint application with the Town of Hague and the RM of Rosthern.

CARRIED. Building Canada Fund – Transit Bus 157.2009 Janzen: That the Town of Rosthern apply for a grant through the Building Canada Fund to replace the transit bus used to provide a service to seniors and persons with disabilities. CARRIED. Lobsterfest Fundraising Supper 2009-2011 158.2009 Helmuth: That the Town Council support the Valley Regional Park Lobsterfest fundraiser for the next three years by incorporating the Town Christmas staff party at this event. CARRIED. Adjourn 159.2009
