Subject- INFORMATION: Initial Actions Taken at LaGuardia ATCT re: the World Trade Center Disaster From: Air Traffic Manager, LaGuardia ATCT

TO: Manager, Quality Assurance Staff, AEA-503 The following information is in response to the 15:45 Air Traffic telcon held this date requesting a chronology of actions taken by particular facilities related to the World Trade Center disaster. All times are in UTC. 1246:54 - LGA CBA position received a transmission on frequency 126.05 from helicopter N8BQ "Okay eight bravo quebec, ah, LaGuardia did you have someone, ah, go off your scope?" 1247:02 - LGA CBA responded, "Eight bravo quebec I missed your last transmission." 1247:05 - N8BQ replied, "Did you have someone go off the scope down by world trade looking a look toward southwest." 1247:14 - CBA transmitted, "You say that's coming from world trade." 1247:16 -N8BQ responded, "That's correct. Looks like somethm just, ah, collided." 1247:54 - CBA called Newark CBA and asked, "Yeah, listen, ah, we just got a helicopter, I see some smoke coming from the world trade, did you?" 1247:58 -Newark responded, "Yeah, yeah, Billy, it's a huge amount of smoke man off the top ten floors. It's unbelievable." 1248:03 - LGA CBA replied, "Yeah, we can. You see is it a fire." 1248:04 - Newark says, "Ah, it's something burning. I, I didn't see anything crash into it, but, all a sudden a huge plume of smoke came out of the World Trade Center." 1250 - The LaGuardia Air Traffic Manager (ATM) made a notification by Skytell that the World Trade Center north tower was possibly struck by an aircraft and that the tower was
blackened and smoking. 1258 - The ATM received a page from a Continental Airline's representative that a plane hit the World Trade Center. 1303 - LaGuardia Tower stopped departure traffic based on a commercial airliner striking the World Trade Center south tower. 1306 - The ATM informed AEA-500, AEA-501, and AEA-504 that an aircraft struck the World Trade Center south tower and that he believed it was a terrorist. The above information was gathered from a written transcript of the tapes recorded at the CB A position, LaGuardia Tower, and from a conversation with the Air Traffic Manager.
