BACKGROUND It is FAA policy to maintain a state-of-the-art command and control system to ensure 24hour a day agency-wide integration of critical and time-sensitive information in support of FAA senior leadership, the National Airspace System QSf AS), and National Security Emergency Preparedness. FAA Order 1990.1, FAA National Command and Control System, dated November 18, 1998, established policies and procedures and assigned responsibilities for the FAA Command and Control System, which includes the FAA Operations Center networks. The FAA National Command and Control System provides FAA authorities at all levels with timely, accurate information to enable the planning, directing, and controlling of significant events that could adversely impact the FAA mission. This order establishes reporting requirements for all elements within the FAA having knowledge of events or activities that impact or have the potential for impact on the agency and require response by FAA leadership. FAA policy states that timely reporting of significant events that impact the FAA and the NAS, shall be accomplished through reporting to the appropriate operations centers, with subsequent reporting to the Washington Operations Center, ADA-30. This requirement does not supersede established channels of communication and operational coordination of events that are the responsibilities of associate administrators, assistant administrators, office heads reporting to the Administrator, and their respective regional elements. The Federal Aviation Administration Operations Centers Network is the focal point for providing the operational command and control capability to the Administrator, regional administrators, and the Directors of the Aeronautical and Technical Centers as well as agency executives. This network is comprised of the Washington Operations Center (WOC), nine regional operations centers, the Aeronautical Center Operations Center, and the Technical Center Operations Center. Three coordinating centers cooperate with the FAA Operations Centers Network in the exchange of information involved in day-to-day FAA operations: a The Air Traffic Control System Command Center (ATCSCC) a The National Maintenance Coordination Center (NMCC) a The Civil Aviation Security Intelligence Watch (ACI Intel Watch) The ROC is under the operational and administrative control of the Regional Administrator who reports to the Associate Administrator for Regions and Centers, ARC-1. The ROCs interact with agency managers and external organizations, both Government and industry, to recommend, inform, and coordinate on all aspects of policy implementation relevant to the FAA Operations Center Network. #

NE Ops Center notification 9/1 1/01 Hijack 0835E: Air Traffic Operations Manager Terry Biggio of Boston ARTCC advised ROC Ops Officer Barry O'Connor: Hijack AAL1 1, B767, BOS-LAX at 0813E and 50 seconds North of Cambridge VOR, vicinity of Albany, VOR Flight Level 290 Frequency 126.82 Pilot keyed mike while threat was being made in the cockpit. Crew subsequently turned transponder off. Aircraft turned southbound. 083 6E: Regional Management Team (including Military Representative Commander Rick Perez USN) was notified of alleged hijacking during morning staff meeting. 083 6E: Ops Officer Barry O'Connor notified FAA HQ ADA-30 (McKie). 0836E: Washington Tactical conference bridge was established by ADA-30 and transferred ANE ROC into the conference. 0836E: Civil Aviation Security Intelligence (ACI) (Smith) was added to the conference by ADA-30. The following people were added to die above conference bridge by Barry O'Connor: 0836E: Tom Benson ANE-505 notified and added to conference. 0838E: Boston Civil Aviation Security Field Office (CASFO) Mgr (Turano) notified and adde< to the conference. 0840: ANE-700 Acting Mgr (Batts) notified and added to the conference. 0842: ANE-500 Acting Mgr (Garrambone) came to the Ops Center and was added to the conference. Note: other participants added but not listed. 0845: CNN reporting aircraft crashed into World Trade Center Subsequent news reports of another aircraft hitting World Trade Center and other activity in Washington and Pennsylvania. Ops Officer monitored conferences bridge/CNN and made notes of additional events: Possibly: United 175 -hijacked in Eastern Region airspace. Delta 1989 on ground Cleveland with flaps down. ^ .^American 77 - missing r f^'jft • < }' 0905: Washington Primary conference bridge was established with ANE-700 division. 090 8E: Four tertiary (internal) conference bridges were set up for (2) ANE-500 and (2) ANE700, and several others. ANE ROC timeline continued: 1015E: SECON Level BRAVO with review of levels C & D. 1020E: Faxed sheet to all facilities to verify at SECON BRAVO and to review CHARLIE and DELTA per ANE-1 (Bartanowicz) to All FAA New England facilities. 1040E: Boston ARTCC evacuating to alternate facility (11 Murphy Drive) Boston ARTCC ATC ZERO 104IE: CASFO requested another (secondary) tertiary security telecon be set up. 1108E : Air Traffic Command Post established. 1108E: Several telecons going on, called in another Ops Officer. Ops Officers were on the phones, facilities were responding to SECON level and when they were reached it. (timelines are available) 11:30E: ANE-1 activated SECON level CHARLIE, ANE ROC notified FAA New England facilities. 1130E: Calls from the field kept the Ops Officers busy, answering questions and connecting to telecons in a timely manner. 1158E: SECON level DELTA activated. Faxed all the facilities. Calls continue to come into the ROC for connection in the various conferences. Note: On September 13, 2001 at 2154E (09:54 p.m.) Burlington Automated Flight Service Station Air Traffic Specialist (CG) advised Ops Officer Barry O'Connor of a small aircraft flying in the vicinity of Vermont Nuclear Power plant in Vemon, VT. Two military fighters scrambled to locate the aircraft. Ops Officer Barry O'Connor advised ANE-1 and ANE-530 (Johannes). Aircraft landed somewhere before being identified.
