Dear Mr. Marcus: On May 25, 2004 I received a request, on e-mail, from Mr. Steve Dunne, Deputy General Counsel for the National Commission on Terrorist Attacks Upon the United States (Commission) for documents and information pertaining to Washington Dulles International Airport (Dulles). This is in addition to various prior requests for documents and information from the Commission to which we have fully responded. The current requests and our responses are as follows: 1.
On what date and at what precise time did Washington Dulles International Airport reopen after the September 11, 2001 terrorist attacks? If the date and time differ for general aviation versus commercial, please provide both. Response to Question 1: The Dulles terminal reopened on September 12, 2001 for passengers to pick up their baggage. The Airport Operations Office log for Wednesday, September 12, 2001 shows an entry at 1452 (2:52 pm) that "the commercial and departure levels" of the terminal "are now open." The airfield was reopened on September 13, 2001. The log for September 13, 2001 shows an entry at 0815 (8:15 am) that the system is to reopen at 11:00 am to "commercial and private aviation." The log has another entry at 1047 that "Per

ATC no GA aircraft will be able to depart at 1100 HRS." The airfield reopened at 11:00 am for air carriers. General Aviation Operations resumed at Dulles on October 5, 2001. See the log for that day and the entry for 0635 (6:35 am). 2.
Did any flights land at Dulles after September 11, 2001, and before the airport reopened? If so, please list the flights with the dates and times of arrival. Response to question 2: Our log entry for 1357 (1:57 pm) on Wednesday, September 12 shows that a Beach Bonanza, N9406S was approved to land at Dulles on September 12, 2001 at 1800 (6 pm). Our information is that the flight was operated by the Red Cross. Our log does not show that the flight actually occurred, nor would that information normally be recorded in the airport log.

On what date and at what precise time do your records indicate that the following flight landed at Dulles? If you do not have any records regarding this flight, please state that in your response. •
Ryan International Flight 441, a Boeing 727 with 26 passengers, most of them relatives of Usama Bin Laden, landing at Washington Dulles International Airport (Piedmont Hawthorne Aviation) on or about September 19,2001.
Response to question 3: Our records contain the following: An entry in the log for September 19, 2001 at 1900 (7:00 pm) "Coord with Tower for Hawthorne to park B-727 Ryanair, Tail # N521DB, on runup block 19R for one hour to gas & go and onload 5 pax. Flight MCO-IADBOS." We also have a Handling Request, i.e., a request for services for this aircraft, a fueling service request for aircraft N521DB and an invoice from Piedmont Hawthorne at Dulles for fueling this aircraft. We have no record of the specific arrival or landing times. Neither, from our inquiry, does the FAA at Dulles. We have no record of the passengers. The Manager of Dulles Airport has a personal recollection of being told that day by an FBI agent that Bin Laden relatives were aboard the aircraft.

What information, if any, do you have about the screening by law enforcement personnel—including law enforcement personnel affiliated with the airport facility—of individuals on these flights? Response to question 5: We do not have any records of passenger screening for this flight. If it was a private charter as indicated on the Handling Notification Sheet obtained from Hawthorne, it would not have been subject to passenger screening requirements and it is likely that there was no screening performed.
