Steve Dunne Deputy General Counsel National Commission on Terrorist Attacks Upon the United States VIA Email: [email protected] Dear Mr. Dunne: This letter is in response to your inquiry of May 25, 2004, regarding activities at the Orlando International Airport (MCO) following September 11, 2001. The responses to your questions were developed through log entries, interviews with staff and recent inquiries by our staff. 1. On what date and at what precise time did Orlando International Airport reopen after the September 11, 2001 terrorist attacks? If the date and time differ for general aviation versus commercial, please provide both. MCO Response: At approximately 0100 hours local time on September 13, 2001, the Airport in conjunction with the FAA, certified that we were in compliance with the required Security Directive and we were available to receive flights. The first flight to land was a United Parcel Service Boeing 757, which landed shortly after the airport was certified. At 0940, Delta Flight 9960, Boeing 737 landed in Orlando, this was a repositioning flight and had crew only. At 1100, Orlando International Airport resumed operations as normal, following the lifting of the "ground stop", by the FAA. 2. Did any flights land at Orlando after September 11, 2001, and before the airport reopened? If so, please list the flights with the dates and times of arrival. MCO Response: There was one flight that operated prior to September 13, 2001. A military Learjet which we were advised through the FAA Air Traffic Control (Jacksonville Center to

Orlando Approach Control) that it was a legal flight landing at MCO at 2330 hours to pick up a scientist. 3. On what date and at what precise time do your records indicate that the following flight landed at Orlando? If you do not have any records regarding this flight, please state that in your response. Ryan International Flight 441, a Boeing 727 with 26 passengers, most of them relatives of Usama Bin Laden, landing at Orlando International Airport (Signature Aviation) on or about September 19, 2001. MCO Response: Our records indicated that Ryan Flight 441 did operate from MCO. The flight was handled by Signature Flight Support on the West Side of the airport. We queried Signature, who in turn called Ryan International and that flight landed at 1622 hours on September 19, 2001. 4. On what date and at what precise time do your records indicate that the following flight departed from Orlando? If you do not have any records regarding this flight, please state that in your response. Ryan International Flight 441, a Boeing 727 with 26 passengers, most of them relatives of Usama Bin Laden, departing from Orlando, Florida on or about September 19, 2001. MCO Response: In reviewing our logs, there were two entries about Ryan Flight 441. At 1940 hours, it was reported that the Flight Crew would not fly Usama Bin Laden's relatives. At 1955, the Flight Crew changed their minds and would fly the relatives, the flight departed shortly their after at 1955 hours. The exact arrival and departure times were provided by Ryan International (Director - Safety and Security - Mr. Terry Cox 316-293-1530).

5. What information, if any, do you have about the screening by law enforcement personnel-including law enforcement personnel affiliated with the airport facility-of individuals on these flights? MCO Response: We are not aware of how the screening process was accomplished for this flight. Our staff recalls, the travelers were escorted by a motorcade led by the Orange County Sheriff's Department and there was little to no interface with the Orlando Police Department, who are our law enforcement personnel on the airport. 1. LAX reopened for both commercial and general aviation at 12 noon, September 13, 2001. 2. A single flight landed during the time LAX was closed from September 11 until September 13, and that was American Airlines flight 9016, a 757 that was transporting a special American Airlines' employee-only bereavement group to assist the families of the Los Angeles based victims. This flight arrives at 1755 on 9/11. 3. We have no record of a Ryan International flight arriving or departing at this airport during the dates of your inquiry, September 18 and 19, 2001, nor do we have any information on any relatives of Usama Bin Laden arriving or departing from LAX on any day. 4.
