To answer #1 I believe I gave you incorrect information initially about the times. All of the times are zulu so the TPA to LEX flight at 20:38 is 16:38 or 4:38pm, consistent with the Tampa airport records. I apologize for the confusion. For #2 through #5, these are records that transferred with TSA. For #6, FAA does not have a record of any special authorizations to allow the flight from Tampa to Lexington and back.

Does the FAA have any records indicating a departure of an HPJ32 from Tampa Airport (TPA) to Lexington Airport (LEX) at approximately 16:37 hours? We have reason to believe--from airport—that a Lear Jet with that description flew from Tampa (perhaps in addition to the flight at 20:38 hours indicated on answer to question 8). 3.

FAA QUESTIONS FOR THE RECORD NO. 1 QUESTION #1: At what precise time was the National Airspace closed on September 11,2001? RESPONSE: At 9:45am, the Air Traffic Control System Command Center (ATCSCC) issued verbal direction for all airborne aircraft to land at the nearest destination or as soon as practical. A Notice to Airmen (NOTAM) was issued at 10:39am closing all operations at all airports. In addition an advisory was issued at 11:06am by ATCSCC suspending operations in the National Airspace System. The airspace was clear of traffic at 12:16pmwith the exception of a small number of law enforcement/emergency operations aircraft. QUESTION #2: What was the policy about which airplanes could fly during the closure of the National Air Space? RESPONSE: Decisions to allow aircraft to fly were made collaboratively with the Department of Defense, Department of State, United States Secret Service, Law Enforcement and the FAA. Each aircraft was assessed for type and class (Part 121/135/125/91, etc.), mission-type, purpose, and registration (foreign, domestic, corporate, etc). QUESTION #3: On what date and at what precise time did the National Airspace reopen after the September 11, 2001 terror attacks? RESPONSE: DOT reopened the National Airspace to U.S. carriers, effective 1 lam on September 13, 2001, provided the airport involved had implemented the new security measures. The then-FAA Civil Aviation Security Office developed a series of security countermeasures that were required to be implemented by airports and air carriers before flight operations could be resumed. The records that contain the specifics of the security measures that were required, and any logs of specific dates and times when individual airports were certified to begin operations again, were transferred to the Transportation Security Administration (TSA) when TSA assumed responsibility for the civil aviation security program.
QUESTION #4: What was the policy regarding when individual airports could reopen after the September 11, 2001 terror attacks? RESPONSE: We have informed the Commission that this question should be referred to TSA. QUESTON #5: On what date, and at what precise time did the following airports reopen after the September 11, 2001 terror attacks?
