Responses of the Massachusetts Port Authority to the Logan International Airport Questions for The Record From the National Commission on Terrorist Attacks Upon the United States

On what date and at what precise time did Boston Logan International Airport reopen after the September 11, 2001 terrorist attacks? If the date and time differ for general aviation versus commercial, please provide both. RESPONSE: Logan International Airport reopened to commercial activity at 5:00 a.m. on September 15, 2001. General aviation activity resumed at Logan sometime during the day on September 18, 2001. Certain medical related flights and FEMA operations were authorized by the FAA and conducted prior to that time.

2.

Did any flights land at Logan after September 11, 2001, and before the airport reopened? If so, please list the flights with the dates and times of arrival. RESPONSE: According to various Massport and Massachusetts State Police log books, the following flights landed at Logan between September 12, 2001, and 5:00 a.m. on September 15, 2001: 1) RCH, 51-6, C-17 inbound with FEMA personnel arrived at Logan at approximately 4:46 a.m. on September 12, 2001; 2) United Airlines Go Team flight arrived at Logan at approximately 12:10 p.m. on September 12, 2001; 3) American Airlines Care Team flight arrived at Logan at approximately 5:45 p.m. on September 12, 2001; and 4) Flight carrying Federal Marshals arrived at Logan at approximately 8:20 a.m. on September 13, 2001. Subject to the Transportation Security Administration's approval, Massport will produce the relevant entries from the log books referenced above.

On what date and at what precise time do your records indicate that the following flight landed at Logan? If you do not have any records regarding this flight, please state that in your response. •

Ryan International Flight 441, a Boeing 727 with 26 passengers, most of them relatives of Usama Bin Laden, landing at Logan on or about September 20,2001.

RESPONSE: According to various Massport and Massachusetts State Police log books, a "Saudi Aircraft" was scheduled to land at Logan on September 20, 2001, at approximately 6:00 p.m. The records do not confirm whether this flight in fact arrived as

scheduled, whether this flight corresponds to the flight number provided in the above question or whether this flight carried relatives of Usama Bin Laden. However, Massport is aware that Ryan International Flight 441 carrying relatives of Usama Bin Laden did land at Logan on or about September 20, 2001. Subject to the Transportation Security Administration's approval, Massport will produce the relevant entries from the log books referenced above. 4.

On what date and at what precise time do your records indicate that the following flights departed from Logan? If you do not have any records regarding these flights, please state that in your response. Ryan International Flight 441, a Boeing 727 with 26 passengers, most of them relatives of Usama Bin Laden, departing the United States from Logan on or about September 20, 2001. Universal Weather & Aviation, Inc., N727AK/B721, with four Saudi nationals, departing Logan for Gander, Newfoundland on or about September 18, 2001. RESPONSE: According to various Massport and Massachusetts State Police log books, a "Saudi Aircraft" was scheduled to depart Logan at 12:30 p.m. on September 18, 2001, Bin Laden family members were scheduled to depart Logan at 11:00 p.m. on September 19, 2001, and a "Saudi Aircraft" was scheduled to depart Logan at 8:00 p.m. on September 21, 2001. The records do not confirm whether the flights in fact departed as scheduled, nor do they confirm which of these flights, if any, correspond to the flight numbers provided in the above question. However, Massport is aware that Ryan International Flight 441 carrying relatives of Usama Bin Laden did depart from Logan on or about September 20, 2001. Please see Massport's response to question number 5 below for additional information about this flight. Subject to the Transportation Security Administration's approval, Massport will produce the relevant entries from the log books referenced above.

What information, if any, do you have about the screening by law enforcement personnel - including law enforcement personnel affiliated with the airport facility - of individuals on these flights? RESPONSE: According to Signature Flight Support, the Logan Fixed Base Operator (FBO) that handled Ryan International Flight 441, various federal agencies including the FBI, Customs, and Immigration, and the Massachusetts State Police handled the screening of individuals for Flight 441. Massport is further informed by Signature Flight Support that each of the individuals who boarded the aircraft was hand-wanded, although it is unclear by whom, and that the individuals' baggage was searched by the Massachusetts State Police. Massport believes federal agencies including the FBI, Customs, and Immigration also handled the screening of individuals for the other flight.

On what date and at what precise time did Hanscomb Airfield in Bedford, Massachusetts reopen after the September 11, 2001 terrorist attacks? If the date and time differ for general aviation versus commercial, please provide both. RESPONSE: Hanscom Field reopened to commercial and general aviation Instrument Flight Rule activity at 5:00 a.m. on September 15, 2001. On October 6, 2001, the airport was reopened to Visual Flight Rule (VFR) activity for flights with a flight instructor on board for flight training purposes. On November 28, 2001, the airport was reopened to all VFR traffic.

Did any flights land at Hanscomb after September 11, 2001, and before the airport reopened? If so, please list the flights with the dates and times of arrival. RESPONSE: The Hanscom Field log book references arrivals on September 12, 2001 at the following times:

1)

12:01 a.m.

2)

1:46 a.m.

3)

3:35 a.m.

4)

4:12a.m.

5)

4:35 a.m.

6)

5:20 a.m.

Entries in the log book suggest that these six operations were likely all Civil Air Patrol activity, although some may have involved FBI personnel. The entries do not clearly identify aircraft operators or tail numbers. In addition, the Hanscom Field log book and other records reference the following arrivals at Hanscom between September 13, 2001, and 5:00 a.m. on September 15, 2001: 1)

Civil Air Patrol Aircraft, N66MA, on September 13, 2001, at 2:45 a.m.;

2)

Medical flight, N75GC, on September 13, 2001, at 11:20 p.m.; and

3)

WW191 Inc., N10UJ, September 14, 2001, at 12:55 a.m.

Subject to the Transportation Security Administration's approval, Massport will produce entries from the Hanscom Field log book for September 11, 2001 through September 15, 2001, and other records relating to these flights. 3.

On what date and at what precise time do your records indicate that the following flight departed from Hanscomb? If you do not have any records regarding this flight, please state that in your response. N706JA Gulfstream 3, with two Saudi nationals, departing Hanscom on or about September 23, 2001. RESPONSE: Massport has been unable to locate, and does not appear to have, any records regarding this flight. According to Jet Aviation, the Hanscom Field Fixed Base Operator (FBO) that handled N706JA Gulfstream 3, the flight departed Hanscom with 11 passengers at 8:45 p.m. on September 23, 2001.

What information, if any, do you have about the screening by law enforcement personnel - including law enforcement personnel affiliated with the airport facility - of individuals on this flight? RESPONSE: Several contract security personnel were on site at the FBO hangar for the departure of N706JA. Massport believes that the contract security personnel present performed a hand search of all baggage carried into the cabin, and that all passengers were physically wanded. A State Trooper, a Customs/Immigration official and a Massport official were at the hangar and witnessed the search/screening process prior to departure.
