Visas Condor are designed to provide scrutiny of non-immigrant visa applications from countries and territories with known Al Qaeda presence. The category was established in November 2001, as a result of negotiations between the Department of justice and Department of State. The FBI undertook to conduct the name checks requested by DOS on these cables, which began arriving at a rate of about 2,000 per week. At the end of June 2002, the FBI began electronically processing these cables through the NNCP. Attachment A provides the incoming requests and, of those requests, the number resolved as of 1 October 03.
