How could JSOC have played a larger role in CT efforts prior to 9-11? 3. Did the policy community rely too heavily on the military pre 9-11 to solve the problem of terrorism? 4. Should there have been a more comprehensive approach to resolving terrorism (e.g., diplomacy, intelligence, law enforcement)? 5. Is CT a military mission? Was it a military mission before 9-11? SOFs and CIA Paramilitary Activities 1. Please describe any consultations in which you were involved for reviewing CIA special activities, including potential SOF support for CIA covert programs in Afghanistan regarding UBL and/or al-Qaeda from January 1, 1998 to September 11,1991? a. For example, a CTC plan for a UBL capture operation in the Spring 1998 b. Any CTC discussions of military options for capturing UBL and/or his principal lieutenants Force Protection 1.
