How could JSOC have played a larger role in CT efforts prior to 9-11? 3. Did the policy community rely too heavily on the military pre 9-11 to solve the problem of terrorism? 4. Should there have been a more comprehensive approach to resolving terrorism (e.g., diplomacy, intelligence, law enforcement)? 5. Is CT a military mission? Was it a military mission before 9-11?
