Subject: Powell and Albright interest in Pre-Meetings before the Public Hearings Philip, Chris, Dan and Steve:

• State has been very eager to schedule a "premeeting" of sorts for Sect. Powell's hearing appearance. Scott thinks a short meeting to discuss topics would be beneficial to all and has tentatively set up a meeting for Thursday, March 11 (10:30-11:30) with Jami Borek (Will Taft and Karl Hofmann are also likely to attend).

Albright's office would also like to discuss possible topics and her ghostwriter, Bill Woodward, is available late next week and early the following week.

• Please let me know at your earliest convenience if you agree with holding these meetings or would like to attend them.

• If you agree that the meetings would be beneficial, I think it would be useful to meet to agree on what points/topics should be covered.

• Also, if we do this for Powell and Albright, should we extend a similar offer to the other witnesses? Thanks, Mike

Premeetings for March Hearing Witnesses

Philip, Chris, Dan and Steve: A few members of Team 3 have asked me about meeting with witnesses (or more likely their representatives) to discuss their testimony. For example, in connection with Colin Powell, State Department lawyers seem eager to go through a more detailed list of topics than what we provided them in the invitation letter. I/T3 feel that a short meeting with hearing witnesses, perhaps after we have finalized the staff statements and/or lines of inquiry may be helpful for ail involved. Please let me know your thoughts on this issue and whether a front office representative should attend the meetings. Thanks, Mike
