This letter is to notify you that the Office of the Assistant Secretary for U.S. Immigration and Customs Enforcement (ICE) has received your request for 287(g) Delegation of Authority training for the Prince William-Manassas Regional Adult Detention Center. On March 5, 2007, the Program Manager for 287(g) Delegation of Authority at ICE Headquarters forwarded your request for participation in the 287(g) program to the ICE Detention and Removal, Field Office Director (FOD), Washington, DC office. The FOD, the Special Agent in Charge (SAC) Washington, DC, and the Prince William-Manassas Regional Adult Detention Center will need to conduct a joint assessment project. After completion, the assessment will be provided to ICE Headquarters, for review by Assistant Secretary Julie L. Myers. The Prince William-Manassas Regional Adult Detention Center is in the ICE, FOD, Washington, D.C. area of responsibility (AOR). August 1, 2007 The Honorable Julie Myers, Assistant Secretary U.S. Immigration and Customs Enforcement 425 I Street, Room 7000 Washington, DC 20535 Dear Secretary Myers: On July 20, 2007, we met with Special Agent in Charge Bill Reid and Assistant Special Agent in Charge Mark McGraw to discuss immigration training. This letter addresses a mutually agreed-upon course of action, and we are writing to request participation in the Delegation of Authority Program pursuant to 287(g} of the hnmigration and Naturalization Act for the following law enforcement agencies: Prince William County Police Department; Prince William County Sherif'rs Office; City of Manassas Police Department, and the City of Manassas Park Police Department. We propose that this training and certification be authorized under an amendment to the recently ratified Memorandum of Agreement (MOA) between the United States Immigration and Customs Enforcement (ICE) and the Jail Board of the Prince William-Manassas Regional Adult Detention Center. This arrangement would be similar to the one made by the Florida Department of Law Enforcement (FDLE). The Regional Adult Detention Center houses inmates for each of our respective law enforcement agencies, and such an amendment would serve as the most logical and effective way to establish a collaborative effort between our agencies and ICE. Due to the close proximity of our jurisdictions, establishing this collective partnership will enable us to better serve the citizens of our localities, as well as fulfill the expressed goals of our governing political bodies. For example, on July 10, 2007, the Prince William County Board of Supervisors passed a resolution which included a directive for the Prince William Co~ty Police Department to pursue a cooperative agreement with the United States Department of Homeland Security in regards to this training. The Manassas City Council issued a similar City Council Motion which was adopted October 30, 2006. Copies of both documents are attached for your reference.
