Immigration and Customs Enforcement 425 I Street Room 7000 Washington, DC 20535 Gear Secretary Myers: At the direction of City Council, ! am writing to request participation in the Delegation of Authority Program pursuant to 287(g) of the Immigration and Naturalization Act. Given our past relationship with Immigration and Customs Enforcement (ICE). this partnership will enable us to better serve the citizens of the City of Manassas, Virginia, I have been in contact with your office in Fairfax, Virginia and Special Agent in Charge Mark X, McGraw has been very helpfuL If admitted into this program. and upon a signed Memorandum of Agreement: 4lt

iCE Vviil provide certain officers within the Manassas Police Department with the knowledge, skill and abinty of an iCE agent to identify, apprehend, and detain under ICE supervision dangerous illegal aliens who have committed serious crimes and are subject to deportation,

ICE 'I'Iii! provide training as prescribed under the 287(g) program for up to seven (7) Manassas Police Detec:ives assigned to the Northern Virginia Regional Gang Task Force, Prince William-Manassas Vice and Narcotics Task Force and other officers assigned to the "Street Crimes Unit", all of whom have more than two years experience and have passed a security background check acceptable to ICE.

The Manassas Police Department would be willing to host the training at a facility in the Manassas area where instructors can utilize computer training aids. videos or other materials as needed.

Thank you for your interest in the 287(g) Delegation of Authority program. This letter is to notify you that the Office of the Assistant Secretary for U.S. Immigration and Customs Enforcement (ICE) has received your request for 287(g) Delegation of Authority training for the Manassas Police Department. On April 26, 2007, the Program Manager for 287(g) Delegation of Authority at ICE Headquarters forwarded your request for participation in the 287(g) program to the Special Agent in Charge (SAC), and the Field Operations Director (FOD) for the SAC and FOD DC area of responsibility (AOR). The SAC and FOD, along with a member of yoUr staff will need to conduct a feasibility ass~ssment study. After completion, the assessment will be reviewed at ICE Headquarters and a determination will be made to either accept or deny your request to participate in the program.
