PNPM, KENAPA HARUS MEMBLE!!!

Idealisme yang saya anut hampir bahkan memang sejalan dengan konsep awal PNPM. Bisa dikatakan dengan bahasa lain, idealism utopis, using, dan memang melangit. Bahwa cita-cita tertinggi dari konsep utopis ini adalah ingin mengembalikan kembali nilai-nilai luhur bangsa berupa kejujuran, etos kerja, semangat untuk membantu orang lain, dan sifat altruis-positif. Nilai-nilai bangsa dengan bahasa lain nilai-nilai luhur yang pernah dimiliki oleh para leluhur kita saat ini telah terkoyak oleh, kebohongan, kemalasan, dan egoism. Ya, PNPM dengan jubah orang sucinya lahir. Dengan semangat idealis utopis inilah seorang fasilitator dua tahun lalu mengunjungi saya sebagai ketua RW. Tercetus satu keinginan bahwa ke daerah kami telah masuk salah satu Program Nasional dengan tujuan untuk membangkitkan kembali swadaya masyarakat. Rembug masyarakat pun, waktu itu dilakukan secara spontan dan sporadic namun sama sekali tidak menghilangkan satu kesepakatan bahwa sampai detik itu masyarakat memang membutuhkan sebuah ragi yang bisa

menstimulan kembali semangat gotong royong mereka. Ya, anggaplah merela setuju dengan lahirnya Program Nasional ini, walaupun mayoritas dari mereka sama sekali belum memahami arti mendalam dari program ini. Karena yang tersimpan begitu rapi dalam benak masyarakat adalah setiap ada program apa pun selalu diartikan sebagai bantuan dari pusat ke daerah yang harus dihabiskan! Mereka tentu saja berkaca pada masa lalu, terhadap Programprogram sebelumnya, semisal KUT dan BLT. Waktu terus berjalan, proses-proses untuk sampai ke tahap BLM kami lakukan, selama perjalanan itu saya menyimpulkan dengan bahasa orang kampung ada empat kelompok masyarakat yang terlahir dari PNPM-P2KP ini: Pertama, mereka adalah kelompok apatis, masa bodoh terhadap hal-hal baru. KEberadaan PNPM P2KP hanya dilihat sebagai eksistensi wujud tanpa bentuk. Bahkan dianggap ada atau tidak adanya pun sama sekali tidak memengaruhi keberadaan mereka. Survey telah menyatakan kelompok ini tersebar luas dan menjadi mayoritas masyarakat Sudajayahilir di era awal PNPM masuk ke daerah ini. Kedua, mereka yang merasa ada ketika PNPM hadir, hanya saja keberadaan PNPM ini diartikan sebagai lahan yang akan menjadi lading usaha

mereka. Ada semacam anggapan, PNPM adalah sebuah lapangan usaha yang bisa dimanfaatkan oleh kelompok ini. Sebagian besar dari mereka adalah orang-orang yang dulunya memang berkecimpung dalam program-program kemasyarakatan, para penikmat kue kekuasaan masa lalu, dan sama sekali tidak ada keinginan dari mereka untuk membahasakan kembali prosgram-program masa lalu ke masyarakat kecuali ke kelompoknya saja. Ini merupakan minoritas di daerah kami, hanya saja memiliki akses dan kedekatan kepada para pemimpin di wilayah. Dengan bahasa sederhana, mereka adalah para pemain lama. Ketiga, mereka adalah kelompok massa yang merasa butuh akan PNPM. Ini merupakan bagian kecil dari masyarakat miskin yang selalu terabaikan dari teknologi maupun programprogram pemerintah, hanya saja mereka telah tercerahkan pemikirannya. Mereka adalah kelompok yang biasa terabaikan hak-haknya, dan inilah yang memiliki antusiasme terhadap munculnya PNPM P2KP di wilayah Sudajayahilir ini. Keempat, adalah para penganut maszhab utopis, kuantitas mereka tidak seberapa, hanya minoritas yang masih bisa masuk hitungan jari. Kelompok-kelompok inilah yang dijadikan pioneer oleh PNPM dan Fasilitator dalam

mengkampanyekan ide-ide pemberdayaan. Hanya saja ranah kehidupan mereka itu sering bersebrangan dengan keyakinan masyarakat yang masih percaya akan adanya ide hibah terhadap sebuah program. Kelompok ini terus dengan semangat membahasakan kembali konsep awal PNPM kepada masyarakat walaupun pada kenyataannya hanya sedikit saja masyarakat yang menerima ini. Munculnya atau lahirnya empat kelompok ini jelas keluar dari rahim PNPM. Dan terus terang PNPM lah yang harus membina dan mengurus bayi-bayi mungil ini agar kelak setelah dewasa nanti bisa menjadi manusia dewasa yang tercerahkan baik paradigm maupun landasan berpijak dan bertingkahnya. PNPM adalah masyarakat itu sendiri, karena dia lahir dari keinginan masyrakat yang ingin berdaya, maju, dan bangkit mandiri. Bantuan-demi bantuan kepada masyrakat terus digulirkan, hingga ke tahap yang memang paling dinantikan oleh kelompok akar rumput, yaitu bantuan pinjaman dana bergulir. Dari survey UPK , antusiasme masyarakat terhadap pinjaman bergulir ini begitu tinggi, karena memang mentalitas bangsa kita ini masih sampai pada tahap peminjam, memang masih mending jika dibandingkan dengan mentalitas pengemis.

Sembilan (9) bulan berjalan, Alhamdulillah, tingkat penmgembalian pinjaman untuk wilayah Sudajayahilir ini bisa dikatakan memuaskan, karena pengembalian pinjaman bisa mencapai 95%, bahkan jika dipotong dengan dana tanggung renteng bisa mencapai 98%. Semakin semangatlah masyarakat untuk mengajukan proposal pinjaman kepada UPK. Selain itu, forum ekonomi masyrakat Sudajayahilir pun terbentuk dengan menggandeng UPK sebagai leading sector dari kegiatan ini. Koperasi Pemberdayaan Masyarakat Sudajayahilir Lahir. Karena, kebutuhan akan financial dan pengelolaannya yang baik inilah UPK melakukan Merger dengan Koperasi Pemberdayaan Masyarakat. MElihat kenyataan tersebut di atas, bisa ditarik satu simpulan walaupun teramat premature, bahwa di kelompok akar rumput, masyarakat lebih membutuhkan bantuan pinjaman finasial yang diarahkan ke sikap entrepreneur, dengan didampingi secara benar. Bukan sekedar membuthkan jalan-jalan dan MCK MCK. Patut digarisbawahi, kegiatan-kegiatan fisik di masyrakat masih syarat dengan manufulasi data, berbeda dengan pengelolaan keuangan. Sekecil apa pun, pembukuan harus jelas dan transfaran. Sementara ketika masyrakat mendapatkan bantuan langsung untuk kegiatan fisik, disana masih banyak beberapa hal yang harus dibenahi dulu sebelum masyarakat menerima bantuan.

Dan hal tersebut adalah mengenai mentalitas. Bukan cara mereka menyusun LPJ, menyusun Laporan Kegiatan bisa dengan secepat kilat diajarkan kepada masyrakat, bisa jadi masyarakat sebetulnya sudah paham dengan ini dan lebih pintar. Jika, pengalihan kegitan social dan ekonomi kepada kegiatan fisik ini benar-benar terjadi. Maka ibaratnya, kita ini telah menjadi seorang ibu yang mengamputasi kaki anaknya sendiri. Sama persis dengan proses pemandulan terhadap masyarakat yang ingin segera bangkit dari tidur lelapnya. Praduga ekstreem dari pengalihan ini, betapa para pemegang kebijakan tertinggi di PNPM ini masih belum berdaya, masih belum bisa menjadi malaikat berjubah putih, masih mandul, dan masih tunduk di hadapan boss besarnya. Apa namanya, ketika ke bawah kita mengumandangkan semangat pemberdayaan sementara ketika melihat boss besar, wajah kita tertunduk tiada ampun, kita seperti bujang-bujang yang diperah, dan terus terang apa bedanya kita dengan pelacur! Prostitusi pemberdayaan dengan polesan konsp melangit ingin memberdayakan masyrakat, namun pada kenyataannya hanya konsep polesan agar boss kita senang. Alasan dari pemegang kebijakan sudah barang tentu adalah demi kebaikan bersama, karena

memang begitulan kebiasaan dan mentalitas bangsa ini. Selalu saja kepentingan umum yang dijadikan alibi untuk mengamankan posisi dan jabatan yang kita pegang. Padahal, ini sama artinya dengan memohon secara halus agar kita tetap dijajah oleh para pemegang uang. Di akhir tulisan ini saya hanya ingin mengajak kepada para petinggi dan pemegang kebijakan PNPM Pusat, marilah kita kembali kepada konsep PNPM awal. Sekali lagi, saya sebagai individu merasa aneh dengan kebijakan pengalihan kegiatan social ekonomi ke kegiatan fisik. Jika benar itu terjadi, saya sebagai masyarakat MOHON DIBANGUN SEBUAH PATUNG LIBERTY ATAU SEBAUH PIRAMIDA RAKSASA DI KAMPUNG KAMI KEMUDIAN SEMATKAN DI ATASNYA TULISAN BESAR PNPM, AGAR MASYARAKAT YANG SEDANG MENAHAN LAPAR DAN BERDAYA BISA BERDECAK KAGUM ATAS PRESTASI PNPM YANG TELAH MEMBUAT PATUNG LIBERTY DAN PIRAMIDA RAKSASA INI. Demikian, selebihnya kita serahkan kepada ALLAH SWT.

Fourth, is the utopian sect adherents, their quantity is not much, only a minority that can still count fingers. These groups are made by the PNPM pioneer and facilitator in campaigning ideas of empowerment. It's just that aspect of their lives were often contrary to the belief that people still believe in the idea of a program grant. This group continued to express the spirit of the early concept PNPM back to the community despite the fact that only a few people who receive it.

The emergence or birth of the four groups is clearly out of the womb PNPM. And frankly PNPM will have to nurture and take care of tiny babies is that someday when people grow up to become enlightened adults both paradigm and the foundation footing and acting. PNPM is the community itself, because he was born from the desire of the people who want powerful, advanced, and stood independent.
