Gun amnesty program a success – Barba By DANLOR D. HIDALGO public demand for Reporter

DAGUPAN CITY – The Pangasinan police office has already recorded a total of 2,899 firearms under the Firearm Amnesty program, this was disclosed by the Provincial Police Director Percival Barba in a media forum held last Thursday. Police Sr. Supt. Percival Barba said that the provincial police office expects more gun holder to avail the Executive Order No. 817 which was extended until Novermber 30 of this year. The gun amnesty program was supposed to end last October 31 but due to

extension due to calamities that struct the country. “As of November 11 there were 1.091 legalized out of the estimated 2,500 unregistered or loose firearms and 1,808 guns or 17 percent of the listed 10,430 were renewed. Barba said. Barba rated the ongoing firearms amnesty program a very satisfactory because of the rise in the number of gun holders availing of the extension. Barba said to those who would regret to avail the amnesty program the provincial police office would apply for

search warrants. Barba suggested to some gun holders who failed to avail the firearm amnesty program to donate it to the Philippine National Police. Some gun owners might have gone direct to Camp Crame in Quezon City to register or renew their firearms. Barba added. Meanwhile, Dagupan City had the most number of gun holders registered with 214 followed by San Carlos City with 194; Urdaneta City, 179; Malasiqui, 173; Calasiao, 166; and Lingayen, with 153 firearms registered.

Espino turns over 11 ambulances to Prov’l Gov’t Chiefs of Hospitals LINGAYEN - Governor Amado T. Espino, Jr. turned over today five brand new and six reconditioned ambulances to the various governmentowned hospitals in Pangasinan in an effort to provide the best healthcare services to Pangasinenses. During the turnover rites officiated by Rev. Fr. Rolando Salosagcol, the governor gathered the Chiefs of Hospitals together with the ambulance drivers for a short briefing. The use of the ambulances, according to Governor Espino, is a c o m m a n d responsibility of the chief of hospitals under certain rules and policies to be followed by the designated drivers that specifically calls for work ethics and discipline. “Nine more brand new ambulances are set to arrive next week to be distributed to the other government

hospitals,” the governor said. The initial five brand new ambulances are given to the Pangasinan Provincial Hospital (PPH), Bayambang District Hospital, Urdaneta District Hospital, Eastern District Hospital and Western District Hospital. The six reconditioned ambulances, on the other hand, were awarded to the PPH, Manaoag Community Hospital, Bolinao Community Hospital, Umingan Community Hospital, Pozzorubio Community Hospital, and the Eastern District Hospital. The nine ambulances that are set to arrive will be turned over to the community hospitals of Bolinao, Mangatarem, L i n g a y e n , Pozzorubio, Dasol, Asingan, Mapandan, Manaoag and Umingan. “As I always say,

it is my vision that all pregnant mothers in Pangasinan will be brought to the hospitals and give birth there,” the governor stressed as he added that in due time all government hospitals will be fully equipped to better serve the health needs of all sick Pangasinenses especially those belonging to the less fortunate. “This will serve as a big boost to the p r o v i n c i a l government’s health thrust as what the governor wants to happen. Carlito Santiago Zaplan

L

ito as foundly called by his friends was born in barangay Maningding Sta. Barbara, the eldest son of Feliciano Zaplan and Adela Dacasin Santiago –Zaplan, husband to the former Mayor Jeanne Jinky Zaplan Lito began his first political career as this towns Vice Mayor in July 1992 –to June 1995 and later won as this town’s chief executive in 1995 and has won the trust and confidence of the town’s people of this 5th class municipality from 1995 to 2004 allowing him to serve as the mayor for three consecutive terms. It was under Zaplan’s term when the First Bamboo Festival in Pangasinan was held in the this town and was successfully participated by different municipalities in Region I. In his bid to give this town an impression of development from the balikbayans and other stake holders Zaplan initiated the beautification and the improvement of its public plaza along with the massive developments of barangay roads and other farm to market roads accompanied by providing basic social services embed with the Municipal Development and Social Welfare who have implemented the Social day care service, supplemental feeding for the malnourished children and the Self Employment Asssistance program. T h e construction a n d repairs of barangay schools was also among Zaplan’ major concern in his belief that an access to a conducive school facilities is responding to the basic needs of every school children in the area. It will be recalled that in 2004, Sta. Barbara was re classified as a first class municipality after Lito was succeeded by his wife Jinky for qualifying in the revenue tax collection with the collections derived from the new public Market constructed under Zaplan’s term. Among his recognitions during his incumbency were: Winning the trust and confidence of his colleagues for having been elected as the Executive vice Chairman of the vice mayor’s League 1992 and become the Vice President for district 2 of the vice mayor’s league from 1995-1998 and eventually elected as the President of the Pangasinan Mayor’s League in 1998-2001 Zaplan was also a recipient of the region I’s outstanding Mayor by the Department of Education DECS Hall of Fame Award. It was reported recently that residents of this town is now pushing for Zaplan to run for Mayor again.

People’s choice If things materialized, a classic encounter between Al Fernandez and Benjie Lim would happen in Dagupan City’s mayoralty race come 2010 elections this will surely open discussions debates and arguments on who has done better for our beloved city. While Al has in fact already completed his three terms in office and has started another term Benjie had only two. It is enough though for full blooded Dagupenos to make their comparison. What are we before, what are we during Benjie’s two terms and what are we now. Whatever it takes for both Al and Benjie’s campaign strategies it will change nothing because what we are today, at present could be telling . It is now up for Dagupenos to make their choice of a leader that will also be capable in facing the challenges of our global climate change. Will it be Al? Or could this be Benjie? dmittedly, the above said no less than a threefold depreciated qualifying trait makes a rather negative perception as well as a disturbing attribution when appended to any person, whose humanity is wherefore in many ways questioned and even undermined. Truth to tell, individuals sporting such “inhuman” traits are by and large the misfortune of others – their respective communities, their own families well included. To have a closed mind is bad enough. It is definitely much worse for someone to furthermore have a heart that is stone hard plus a fist that is tight towards others. To be closed minded means a one track thought process such that no rational argument to the contrary could change or modify it. It is enough that the Church has dogmatic pronouncements in the realm of faith and morals where the distinction between facts and fictions remain defined. But in basically secular concerns, the same as in temporal matters, rational arguments CREDIT

In the same way, the abundance of someone at times has to yield to the necessity of another. In other words, there is a time to keep just as there is an occasion to give. What is the relevance of all the above observations? How come these introspection is brought to fore? Why address the matter of being closed minded, hard hearted and tight fisted? Here: The three well known giant fuel corporations in the Country might want to examine their respective multicorporate conscience specifically in terms of their big earnings vis-à-vis the big destitution of their clients. It is a moral certitude that they have been earning much for such a long time from progressively poor Filipinos. Perhaps they might want to lessen their take in terms of giving back some of it to their helpless patrons. Just perhaps.

Projects and Developments

The construction of the Engineering building which will housed the planning and development office and the almost finish municipal hall annex in placing different government agencies and decongesting the old municipal hall will surely make a statement that this administration means business in assuring properly in placed local government office.

The municipal annex hall will housed the new Sanguniang Bayan session hall giving them a conducive space to perform their duties in the name of legislation, part of the building will also include a minimal office space of every Sanguniang Bayan member for them to receive their constituents at least in a dignified way.

The concreting of different farm to market roads that helped the farmers reduced input expenses in bringing their goods to the market and even other towns.

The implementation of the RA 9003 also known as the Ecological Solid Waste Management Act of 2000 this town has build its own Material Recovery Facility and has implemented the solid waste segregation plan from the source and introduce massive information campaign in the implementation of the program.
