In response to the Commission's Document Request No. 1, we are today providing you with documents, with their contents described further below, from the New York City Police Department. A. New York City Police Department 2. The following documents, records or raw data pertaining to NYPD's response to the terrorist attacks on the World Trade Center on September 11, 2001 (the "9/11 Attacks"); (i) radio communication tapes and transcripts for NYPD communications on September 11, 2001, (ii) operational logs for September 11, 2001 through September 20, 2001 (this ten-day period is referred to as "9/11-9/20"), (iii) dispatch records for 9/11-9/20, (iv) internal and external video footage of the NYPD's response from 9/11-9/20 to the 9/11 Attacks, and (v) staffing and unit location charts for 9/11-9/20, including, but not limited to, NYPD "SWAMP site maps."
Response: In addition to those documents already provided, the following documents are provided in response to the above request: 1. Roll calls for the following commands: Chief of Department: COMPSTAT Unit, Domestic Violence Unit, Training Assessment & Coordination Section, Disorder Control Unit, Violent Crimes Patterning Unit, Strategic Analysis Section, Investigation Review Section, Command & Control Center, Operations Unit. There are no precinct command logs for 1 Police Plaza (police headquarters). Chief of Patrol: Patrol Services Bureau, Resource Management Section, Investigation & Evaluation Section. We believe that with these enclosures the only Police Department items now sought from the Commission that have not yet been provided by the City are: 1) the sprint records and FINEST system reports for the 24-hour period beginning at 8:30 a.m. on September 11, 2001 and 2) copies of all Line of Duty Injury ("LODI") reports for deaths and injuries suffered between 8:46 a.m. and 9 p.m. on September 11, 2001. A detailed summary of the LODI reports has already been provided. We will provide a copy of a filled-out LODI report, with personal, identifying information redacted, so we can discuss whether full reports are required. Regarding the Sprint and FINEST system reports, the City is awaiting the Commission's response to Larry Kahn's email of December 12, 2003 to John Farmer regarding production of these documents.
FIRE DEPARTMENT
Reference is made to Sam Caspersen's email of November 13, 2003, which contained a list of outstanding documents you were awaiting from the City. In response to the request for EMS Standard Operating Procedures ("SOP's") in existence on September 10, 2001 with respect to responding to major incidents, enclosed herein is a six-page document entitled "Operations at Public Safety Incidents." This is the only document in the Fire Department's possession that is responsive to the foregoing request. There are no EMS after-action reports or studies relating to EMS's performance on September 11, 2001 in response to the 9/11 attacks. With regard to FDNY and EMS radio and phone dispatch tapes related to the 9/11 attacks, and the FDNY CADS (computer assisted dispatch) transcripts related to the 9/11 attacks, the City is awaiting the Commission's response to Larry Kahn's email of December 11, 2003 to John Farmer regarding production of these items. Pursuant to Sam Caspersen's request at today's interview of Battalion Chief Stephen Grabher, the City provided the Commission with a copy of the FDNY's Unit Location Chart which we believe was in effect on September 10, 2001. Mr. Caspersen and I today also agreed
to discuss tomorrow with counsel for the Fire Department whether there exist any additional FDNY SOP's relevant to the Commission's request that have not yet been provided.
OEM You have also requested various information from the City's Office of Emergency Management ("OEM"), in particular: 1) all OEM SOP's in existence on September 10, 2001 with respect to responding to major incidents, and 2) all internal OEM after-action reports/summaries/critiques/evaluations of the OEM's performance on September 11, 2001 in response to the 9/11 attacks. The aforementioned documents do not exist. Any SOP's were destroyed in the collapse of WTC 7, and no after-action reports or studies were prepared by OEM relating to its performance in response to the 9/11 attacks. We believe the City has now provided all available materials from OEM sought by the Commission. Very^truly yours,
