BE IT ORDAINED BY TIIE CITY COUNCIL OF THE CITY OF PELICAN BAY, TEXAS:

Section1. Police ReserveForce Established; Purpose. (a)
There is hereby establisheda reserve police force to function in addition to the regularly constitutedpolice departmentof the City.
(b)
The purposeand necessityfor the reservepolice force is to assistin the creation of an active and efficient civil defenseprogram in the City and as an aid to the regularly constituted police department in the performanceof assignedduties as set forth in this Ordinance andlor directedby the City Council.

The membersof the police reserveshall be appointedby and under the control and command of the Police Chief, who shall exercise supervision over training and utilization of the reserve police force membership.An appointmentto the reserveforce must be approvedby the City Council before the appointedperson may carry a weapon or otherwiseact as a peaceofficer.

(b)
Members may be suspendedby the Police Chief or the Mayor for any causedeemedsufficient by either. Any member may resign from the police reserve at any time by notifying the police Clief of his resignation.
(c)
The Chief of Police may terminatereservepolice officers and the City Council may terminatereservepolice officers in the same manner as other police officers.

Section3. Maximum Number of ReserveOfficers. The police reserveshall not exceedin number a total of members. The Police chief may diminish or expandthe number of members a, .uy require but not to exceeda total of "*ig;"y members. _ section 4. Qualifications and Minimum standards for Reserveofficers. (a)
Members of the reservepolice force must at all times conform to the rules and regulationsof the police department,as approved by the City Council.
(b)
Reserve police officers must comply with the minimum training standards_established by the Texas Commission on Law Enforcement officers Standardsand Education for all reserve law enforcement officers which must be fulfilred before a person is appointed as a reservelaw enforcementofficer. All applicants for porition, in the Police Reservemust also meetthe following basic qualifications:

Failure to receivea favorablereport on any of the five referenced investigations shallresultin rejectionof the applicant. Appointment andapprovalto carrya weaponandact as a peaceoffrceris subjectto the discretionof the policechiefandcity councilandan applicantmay be rejectedwithout cause. The city councilshallbe providedall the informationrequiredfor appointment in orderto exercise their approval of the appointeeto carrya weaponandact asa peaceofficer. l0 Section5: Oath.

All applicantsbefore appointmentto the reservepolice force shall subscribeto the sameoath as given to regularlyappointedofficers of the police department. Section6.: Identification. An identification card or other insignia or evidenceof identity, as the Police Chief may prescribe,shall be issuedto eachnew memberof the ReservePolice Force, who must carry the card and other identificationat all times while on duty. The card and other identification must be surrenderedupon termination of membership. Section7: Uniforms and Badges. Members of the reserve force, when on duty, shall wear the uniform and equipment prescribed by the Police Chief. Uniform and equipment will normally be furnished by the individual reservemember at his own expense but useduniforms and equipmentbelongingto the City may be utilized by the reserveforce with approval of the Police Chief. Budgeted public funds in approvedamountswill be utilized for necessarytraining, supplies,equipment maintenance,and replacementthereofto the reservepolice force. Section8: Compensation;Other Benefits. Members of the reservepolice force shall serve on a volunteer pay basis and shall not receivemonetarycompensationunless specifically authorizedby the City Council. Section9: Carrying of Weapons. A reservepolice officer may carry a weapononly when authorizedto do so by the Police Chief and only when dischargingofficial dutiesas a peaceofficer.
