The monthly meeting of Harrington Grove Community Association was held on July 24, 2008 at 7:00 P.M. at St. Francis of Assisi, the President being in the chair. All directors except McVey were present. Capt. Miller and Sgt. Dunn from Precinct 21 gave a report on current crime in the City and advised that Harrington Grove’s problems were minimal. Captain Miller said that GPS systems were prime targets for thieves as were open garage doors. He further advised that there was no law against “soliciting”, that selling “items” did require a Raleigh license but selling “services” did not. He suggested HG install signs to include ‘No Loitering” as well as “Private Property”, “No Trespassing” and “No Soliciting”. Further, homeowners seeing suspicious activity should first call the Raleigh PD (dialing 911) and then advise York Security. York Security may call the Raleigh PD as the Agent for Harrington Grove. Sgt. Dunn advised that it was fraud and a scam if individuals tried to sell magazine subscriptions. Hernandez moved that we replace the current “No Soliciting” signs with signs reading:

It was decided to move forward to amend our Bylaws/Articles of Incorporation regarding removal of a board member to be presented at the Annual Meeting. Treasurer Cronlund stated that we have a $20,000 CD coming due this month and that all the HOA funds (approximately $475,000) were held at North State Bank. He and Matoka Snuggs advised we need to keep $200,000 in cash/money market to conduct business. Cronlund explained “CEDRS” which is a union of small banks holding CDs which are insured up to 50 million dollars and we would have the option of putting some funds in that organization. Cronlund moved that we remove $100,000 from North State Bank now to reduce our liability under the $100,000 insurance rule and spread out the CDs among other banks as they come due. Further, if the economic situation suddenly deteriorates or North State Bank is under a “watch list” by the FDIC he has the authority to move CDs to other banks even if we lose some interest in order to safeguard the HOA’s capital. The motion was adopted after debate. Cronlund moved we purchase the $8,400+ vinyl fence for the Village from North Radner to the gas station. The motion was adopted after debate. York Security was discussed and it was agreed that they generally did a good job. However, the York patrolmen will be directed to automatically call the Raleigh PD when York is called and not make individual decisions. Hernandez moved we use Longhorn Tree Service to remove trees in the area behind Freemont Creek ($3,000.00). The motion was adopted after debate. A homeowner from The Glen advised there is a drainage problem on the easement which was caused by Duke. Perhaps removing debris or extending the culvert would fix the problem. The Board agreed to have Charleston come out and come back with recommendation/bids. It was decided to keep the August 15th deadline for the September newsletter. It was noted that the sidewalks on New Leesville need repair and Snuggs was requested to contact the City of Raleigh. _________________________________ Connie Moore, Secretary
