As a follow-up to my letter dated January I 1th, I just read with great interest Govemor Spitzer's State of the Upstate Address in which he mentions that $gO million of the entire $ 100 million proposed for park restoration projects statewide will be earmryked for Upstate. prior to this announcement, I wrote to the Governor to express my appreciation for his parks capital restoration proposal and my desire that Long Island receive an equitable share of tnir new capital funding. Based upon Governor Spitzer's recent announcernent, however, it appears that plans and decisions have already been completed by administrative officials on how and where new funding will be spent. Knowing that the Covernor would not make an announcement of this magnitude without having all the specific details available to answer any press inquiries, I am asking that the following information be provided to my office immediatelv:

An explanation of all the factors andlor criteria used to establish the distribution formula for spending this $ 100 million in new capital funding (i.e., population; need; etc.);

A description and/or rnapping of what constitutes the Upstate and Downstate regrons for purposes of distributing this new capital funciing; An explanation of how and r,vhy $80 million of the new capital funding was allocated for Upstate and $20 million was allocated for the rest of New york State (or
Downstate);
