Subject: RE: New Staff Statement No. 17 My comments.
1. In a footnote or in the text we need to state that the audio clips have been filtered for clarity and length. 2. On page 3, the language "there had not been a hijacking in the U.S. for eight years," is inaccurate. It should read, "there had not been a hijacking with domestic U.S. implications for eight years." The Lufthansa airplane was hijacked in Europe. 3. Bottom page 4, top of page 5, when we do the dry runs it may play better if we combine the two transmissions with the controllers reaction in between. We also have the "keying the mike" sounds immediately preceding the first transmission. We can go either way—as is or expanded by about 10 seconds. In my opinion the keying of the mike sounds and the controllers reaction to both the keying and the transmission add value. 4. Bottom of page 5,1 would add to the Otis sentence, "but also called NEADS directly at 8:38 a.m." 5. I would also recommend adding 4 seconds of audio depicting Sgt Powell energizing the NEADS floor. Again, we can review this addition at the dry run. 6. Last para of the AA section, page 6, change "eight" to "nine." 7. Re the UA175 transponder change. It is important to note that the transponder first changed exactly at the time AA11 impacted the north tower. Philip, for whatever the reason, planned or not, the timing of the change is uncanny and we need to account for it in the statement. (I have a slide that shows how close the timing was) 8. The components of the compound quote, bottom p. 7—top p. 8) are over one minute apart and involve two different call recipients. I have an expanded audio version which overcomes that gap and adds a few seconds presentation time. Again, we can make that revision during the dry runs. 9. Sequentially, the compound quote and the one immediately following it are time concurrent; in fact the one immediately following starts first. The word "while" may be sufficient to get us out of the sequencing issue. 10. Bottom page 8. I need guidance on policy re names. I have suppressed most names (not Jeff) on the audio clips I have constructed. 11. Middle page twelve. In addition to NY uncertainty on AA11, part of the confusion was an attempt to establish a profile for hijackings—transcontinental flights originating from Boston. D1989 was identified as one such airplane. 12. Page 15. I have the audio queued up for UA93 cockpit transmissions if we want to stay parallel with our treatment of AA11. 13. Page 17. It was the C-130H, Gofer 06, which reported the black smoke. 14. Assume the NEADS floor reaction to the VP shootdown authority has been moved to Dana's section. If so, I have a clear audio clip that shows in real time how the NEADS floor treated the chat log entry. I'll be at K Street for the 7:00 p.m. meeting. For everyone's convenience, I am attaching a redacted version of #17 (essentially what was once 17.1). Philip would like to receive comments back on the draft by 4:00 p.m. today. We also need to focus on the endnotes. Lisa, I know that you were working on this over the weekend. We'll need to incorporate your work into the new draft (probably tonight). Geoff, did you have any outstanding work to do on the endnotes as well? Thanks, Stephanie STEPHANIE L. KAPLAN
