Subject: Fighters ROE
Dana, the Langley fighters were controlled by Citino. His "channel" was DRM2 CH 17. I converted the freedom files for that channel for the period 1000-1055 to .wav files and went over them. I'll do a bit more on this if I can find the time. Citino is in regular contact with Derrig, Quit 26. Eckmann, as he told us, was primarily in comms with tower. Borgstrom, Quit 27, is mentioned occasionally. TEAM 23 also enters the picture about 1030 and much conversation after that has to do with tankers and refueling. There are two incidents where "words" are discussed. At 1007 Quit 25 (Probably Derrig, they all tended to use the leads call sign) asks for words concerning the unknown over the White House. They get two pieces of guidance. "Intercept, use FAA for guidance, divert away from the White House." And, at 1011, "ID by type and tail, divert as necessary." At 1047 they are vectored to "ID by type and tail" a stranger at 060 for 7, target at 13K feet. It turns out to be either Sasseville or Penny. At 1050 Derrig reports it as an F16 off of Andrews. There is no communication between 1000 and 1055 by the dedicated weapons controller, Citino, that has anything to do with shootdown, engagement or ROE. Any floor discussions that might have ensued were not passed to the Langley fighters, on the designated channel. John A., as we found with the ATCSCC analog tapes it appears the NEADS tapes "bleed" when rerecorded. Citino (and Huckabone) show up on several different channels. Some of that is due to "barging." We know that Nasypany barged from time to time, for example, as did the ID Techs and Steve Richmond. Since we have zero evidence of the voices of Hedrick and Gardner the NORAD position that their channels were never recorded may be accurate. If they were at all recorded we should have picked up their voices either as a bleed over or as a barge. We never hear them. Miles
