DESIGNING THE INFRASTRUCTURES OF THE IDEAL SCHOOL AS MULTI-DIMENSIONAL ORGANIZATION IN INDONESIA Designed by Hariyanto External Programme-Quality Assurance National Institute of Education (NIE)-Nanyang Technological University (NTU) Singapore A. INTRODUCTION All Indonesian societies hunger and expect the quality education and ideal school that produces the quality human resources that can compete globally. The effort to realize the certifiable education is should design the ideal school that fulfill the measurable standard and incommensurable values. The measurable standard, the ideal school must be able to be standardized by Standard of National Education (SNE) that expressed in Government Regulation No. 19/2005. SNE is the minimal criteria of educational system in all over Indonesian area, that is: 1) Standard of Content (curriculum); 2) Standard of Process (Teaching and Learning Process); 3) Standard of Output Competence; 4) Standard of Teachers and Educational Personals; 5) Standard of Infrastructures; 6) Standard of Management; 7) Standard of Finance; and 8) Standard of Educational Evaluation. The ideal schools are the school that have achieved and exceeded the Standard of National Education. In the other hand, Guide of School with International Standard Fostering (2008:6) also expresses the standard of International-based School, that is: 1) Standard of Input; 2) Standard of Process; and 3) Standard of Output. The Standard of Input consists of intake, teachers and educational personals, curriculum, and infrastructures. Standard of Process consists of teaching and learning process, management and organization, and school environment. Whereas the Standard of Output is the competence of output which will be achieved. Even though the incommensurable values, the ideal school should be able to point out the incommensurable goals for action and argue that satisfying includes taking seriously incommensurable goal as a reason for action. The ideal school must maximize the seven basic human goods, that is: life; truthful knowledge; friendship; beauty; skilful play;; religion; and practical reasonableness (morally sound).

Finally, the first important thing to build and design the ideal school is Standard of Input, so the paper just will discuss the designing the infrastructures. Beside that, the seven basic human goods are also important to be promoted, because they can show the excellence, uniqueness, characteristic, and identity of the school that can attract the parents to send their sons or daughters to study in the ideal school. By promoting the basic goods, school can maximize pleasure of school components and stakeholders.

B. DISCUSSION The most important infrastructures of ideal school is buildings and facilities. The buildings are land, principal room, vice principal rooms, teaching and learning rooms, quality assurance room, laboratory of science rooms, laboratory of computer room, chief of administrator room , administrator room, library center, counselor room, teacher reference and resource center (TRRC) room, teachers room, discipline keeper room, character building room, workshop room, production unit room, teacher toilets, students toilets, health clinic, canteen, multi purpose hall, music studio room, concert hall, sport hall, swimming pool, fitness center room, art shop room, devotion rooms, playing room, stationary room, student company room, mall, guest house, dormitory, green-house, agriculture-tourism, zoo-garden, water-tourism (lake), and golf court. Whereas the facilities are furniture, air-condition, equipment of laboratory, educational media, hard book, digital book (e-book), learning resource, material of laboratory, computer, LCD projector, internet connection, intranet, electricity power connection (generator), telephone line, CCTV, sound system, sport facilities, and bus school. 1. Buildings a. Land Before establishing the ideal school, it is necessary to prepare the land about 1000 ha that place at outside of city with fresh and clean air. It is very important to place all buildings of ideal school to achieve the Standard of National Education and maximize the seven basic human goods.

b. Principal Room, Vice Principal Rooms, Chief of Administrator Room, and Administrator Room These buildings are placed in one block and called administration buildings. They consist of 1 room of principal, 4 rooms of vice principals, 1 room of chief of administrator, and 1 room of administrator room. They are designed as classical architecture, beautiful, fresh, and friendly. All room are installed the aircondition, internet connection, telephone line, and electricity power connection. So the purpose of buildings is fulfill beauty and friendship c. Teachers Room, Counselor Room, Quality Assurance room, and School Committee Room These rooms are built in one block. Teachers room is hall that use for teachers when time-break, it is filled by locker and desk of teacher, TV, computer, internet connection, and telephone line. Counselor Room is room for counselors and guiding the students, it is for fulfilling practical reasonableness. Quality assurance room is room for a team who assure the school program, and school committee room is the room for representative of school committee or stakeholders. d. Teaching and Learning Rooms and Subject Teachers Meeting Room Teaching and learning rooms are consist of mathematic and science rooms, social rooms, language rooms, civics room, art room, and sport room. Mathematic and science room consists of twelve room ( 4 rooms for math; 4 room for physic; 4 room for chemistry; and 4 room for biology); social room is economic room (3 rooms), history and anthropology room (4 rooms), and geography room (2 room); language room is Indonesian language (4 rooms) and English room (4 rooms); art and sport rooms are art room (3 rooms) and sport room (gymnastic room). All rooms are installed by mini library, media, computer, LCD projector, sound-system, internet, intercom, CCTV, and electricity connection. Timetables of teaching and learning is arranged by moving-class, so the teaching and learning process of certain subject must be conducted in appropriate room; for example: teaching and learning of mathematic is conducted in mathematic room. Each subject teachers meeting room placed in every teaching and learning subject room. It is used to gather and discuss the learning material, method of

teaching and learning. So the room fulfills the seven basic human goods, especially friendship and truthful knowledge. e. Laboratory of Science Rooms, Laboratory of Computer Rooms, Library Center, and Teacher Reference and Resource Center (TRRC) Room Laboratory of science consists of physic, chemistry, and biology laboratory. Each of laboratory is include in teaching and learning room of each subject. Laboratory of computer is consists of two rooms, every room is installed by 40 computers that connected to internet, webcam, and server. Library center is filled by hard book and e-book, installed by digital library, so students or teachers use the library easily. These building is placed separately. All rooms fulfill the seven basic human goods, especially truthful knowledge, skillful play, and beauty. f. Discipline Keeper Room, Character Building Room These rooms is used for keeping the discipline and building the character of students; i.e morality and leadership. They fulfill the seven basic human goods, especially practical reasonableness. g. Workshop Room, Production Unit Room These rooms are used for providing the skill of students in producing and entrepreneurship. They are important to fulfill the seven basic human goods, especially life. h. Teacher Toilets, Students Toilets Toilets is divided by male toilets and female toilets. The proportional of number of toilet room and number of teacher and students is 1:10. Toilets are designed beautifully and clean, it maximizes the seven basic human goods, especially beauty and friendship. i.

Health Clinic, Canteen

Health clinic is provided for serving all school components free of charge. It fulfills the basic human good, life. Canteen is designed beautifully, serve buyers friendly. They maximize the basic human goods, life; beauty; and friendship.

Multi Purpose Hall, Concert Hall, and Sport Hall

Multi-purpose hall is built for many purposes, for example accept the guest of other institution, so it fulfills the basic human goods, friendship. Concert hall is provided to special concert of music and drama or theater, so it fulfills the basic human goods, beauty and skilful play. k. Music Studio Room, Art Shop Room Music Studio room is provided for practicing music; for example band, orchestra, and traditional music (gamelan, angklung). Art-shop room is provided for practicing drawing, crafting, decorating, and or creating all art products. I think that esthetic experience is important, and esthetic is one of basic goods, beauty. So they can maximize the seven basic human goods, that is beauty and skilful play. l.

Swimming Pool, Fitness Center Room, and Playing Room

Swimming pool is provided for students teachers swimming both refreshing and practicing. Fitness center is provided for students and teachers for keeping fresh. Whereas playing room is provided for playing. All rooms are designed architecturally, they fulfill three of seven basic human goods, life; beauty; and skilful play. m. Devotion Rooms There are four buildings, that is: mosque is for Muslim; church is for Christians; Pura is for Hindis; and klenteng (temple) is for Buddhists. All buildings are for fulfilling the seven basic human goods, especially truthful knowledge and religion. n. Stationary Shop, Student Company Room, and Mall Stationary shop is a place that sell all stationary needs. Student company room is a place to practice group of students to be entrepreneurial students. Mall is a place that sell anything, for example literature, garment, daily needs, electronic, etc. All buildings are designed architecturally and clean. The purpose of providing is fulfilling the seven basic human goods, beauty; and knowledge.

o. Dormitory, Guest House Dormitory is provided for home-stay of students. Guest house is a place for staying of guest temporarily. The buildings are built next to many tourism places; for example water-tourism, golf field, and agriculturetourism. The purpose of providing is serving students and guest friendly, especially about home-stay, so it fulfills the seven basic human goods, friendship and beauty. p. Green-House, Agriculture-Tourism, Zoo-Garden, Water-Tourism (lake), and Golf Field. Green-house is provide for scientific development. Agriculture-tourism is for recreation and sailing and ski practicing, fishing, boating, and air-cycling. The purpose of providing is fulfilling the seven basic human goods, life; beauty; skilful play; and truthful knowledge. 2. Facilities a. Furniture, Air-Condition, Material of Laboratory, Equipment of Laboratory, and Educational Media Furniture and air-condition are installed in every room. They make room beautiful, nice, and pleasant. Material and equipment of laboratory are provided to fulfill experiment conducting and to develop the science. So the purpose of providing them is fulfilling the seven basic human goods, life, beauty, and truthful knowledge. b. Hard Book, Digital Book (e-book), and Learning Resource Hard and e-book are provided in library and TRRC, learning resource is provided in school website, learning resource server and TRRC room. All facilities are provided to improve the knowledge of teachers and students, so they fulfill the seven basic human goods, especially knowledge. c. Computer, LCD Projector, Internet Connection, Intranet, CCTV, and Sound System All facilities are installed in each room of school, especially in teaching and learning room. Internet connection is provided by LAN and hotspots, by connecting the internet teachers and students can get anything; for example browsing and getting learning material; conducting e-learning; chatting with overseas friend; sending and composing e-mail; getting new software to improve the skill in computer, DESIGNING THE INFRASTRUCTURES OF IDEAL SCHOOL-BY HARIYANTO

learning the other culture, learning the religion; learning the leadership and morality; and getting the actual information in the world. ICT can promote the good of practical reasonableness in its second mode, viz. authenticity. CCTV is provided to monitor all activities that conduct all over the school area including each room and narrow road, so all school components can improve the responsibility in working and studying that have advised in job-description. Sound system is provided to support many activities to make sound and voice louder and nicer. Finally, by using the computer, internet, LCD projector, CCTV and sound system, it can fulfill the seven basic human goods, truthful knowledge; friendship, skillful play; religion; beauty; and practical reasonableness. d. Sport Facilities All sport facilities are provided to support the teaching and learning fostering and improve the skill of sport and healthy, so it can fulfill the seven basic human goods, especially life and skillful play. e. Bus School (transportation) Bus school and vehicle are provided to serve the transportation of inter block in school area or to outside of school for example: recreation of students and teachers, bench-marking to other school, transportation of sport or subject Olympic team; and transportation of city tour for guest. So the bus school or vehicle provided to fulfill or support the seven basic human goods, friendship; truthful knowledge; and skillful play.

C. CONCLUSION Based on the description of designing the infrastructures of future school above, the leader of school in Indonesia have to design all infrastructures should achieve the measurable standard and incommensurable values. The providing of infrastructures have to been standardized by Standard National of Education (SNE), especially Standard of infrastructures. The minimal criteria that expressed by SNE must be provided, because the achievement of SNE is used to classify the category of school in Indonesia. infrastructures should support and maximize the incommensurable values, that called the seven basic human goods, that is life; truthful knowledge; friendship; beauty; skilful play;; religion; and practical reasonableness (morally sound). The promotion of the seven basic human goods in providing of infrastructures can show the excellence, uniqueness, characteristic, and identity of the school that can attract the parents to send their sons or daughters to study in the ideal school. By promoting the basic goods, school can maximize pleasure of school components and stakeholders.
