Ewing Township, Mercer County, New Jersey Notice Of Funds Availability (NOFA) Inviting Applications For the Community Development Block Grant (CDBG) 2009 Applications will be available January 15, 2009 through January 30, 2009 Submission Deadline January 30, 2009, 4 pm Program Funds from the US Department Of Housing and Urban Development (HUD) CDBG Program The funds must be used in accordance with this NOFA and 24 CFR Part 570 (http://www.access.gpo.gov/nara/cfr/waisidx_05/24cfr570_05.html) which governs the CDBG program. In the event of a conflict between the provisions of this NOFA and the provisions of 24 CFR Part 570, the provisions of 24 CFR Part 570 shall control. The Township of Ewing may amend the provisions of this NOFA by Program Notice.
The HUD CDBG program provides funds to the Township of Ewing for activities that promote decent housing, suitable living environments, and economic opportunities, particularly for lowand moderate-income persons. The Township of Ewing anticipates receiving approximately $200,000 in CDBG funds for FY2009. These anticipated funds are subject to the availability of appropriations. Notice is hereby given that the Township of Ewing is currently accepting applications for eligible activities from public or private non-profit agencies, organizations, or authorities. A general description of eligible activities is summarized below. Eligible activities: the applications must demonstrate that the activity will principally benefit persons of low- and moderate-income. National Objectives: each activity proposed for funding must meet one of the following CDBG national objectives: • Benefit low- and moderate-income people. • Aid in the prevention or elimination of slums or blight. • Meet other community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health and welfare of the community, and other financial resources are not available to meet such needs. Examples of activities that generally can be carried out with these funds, under one of the three national objectives, include, but are not limited to: • Acquisition of real property. • Clearance and demolition. • Rehabilitation of residential structures, including lead-based paint hazard evaluation and reduction and making accessibility modifications in accordance with the requirements of the Section 504 of the Rehabilitation Act of 1973 and visitability

modifications in accordance with the policy priorities described in the General Section. Applicants that propose rehabilitation and/or construction of a building must sustain that facility for the purpose of the activities proposed in this grant for at least five years after the end of the grant performance period. Acquisition, construction, reconstruction, rehabilitation, or installation of public facilities and improvements, such as water and sewer facilities and streets, and compliance with accessibility requirements, such as those under Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990. Relocation payments and other assistance for permanently and temporarily relocated individuals, families, businesses, nonprofit organizations, and farm operations where the assistance is: (a) Required under the provisions of 24 CFR 570.606(b) or (c); or (b) determined by the grantee to be appropriate under the provisions of 24 CFR 570.606(d). Direct homeownership assistance to low- and moderate-income persons, as provided in the Housing and Community Development Act. Special economic development activities described at 24 CFR 570.203 and assistance to facilitate economic development by providing technical or financial assistance for the establishment, stabilization, and expansion of microenterprises, including minority enterprises. Assistance to community-based development organizations (CBDOs) to carry out a Community Development Block Grant (CDBG) neighborhood revitalization, community economic development, or energy conservation project, in accordance with 24 CFR 570.204. Public service activities such as general support activities that can help to stabilize a neighborhood and contribute to sustainable redevelopment of the area, including but not limited to such activities as those concerned with employment, crime prevention, childcare, healthcare services, drug abuse, education, fair housing counseling, energy conservation, homebuyer downpayment assistance, or recreational needs. Fair housing services designed to further the fair housing objectives of the Fair Housing Act by making all persons, without regard to race, color, religion, sex, national origin, familial status, and/or disability aware of the range of housing opportunities available to them.
Deadline: All interested applicants must complete an application package, available at the Recreation Department located at the Ewing Township Senior Community Center, 999 Lower Ferry Road, Ewing Township, New Jersey.
