response to SChool

On 04/20/99 I was in my office and heard radio traffic indicated that Jefferson county had Denver Police Department officers responding on a shooting at Columbine High School. Radic transmissions indicated that our assist time could be several hours. I asked the Electronic Engineering Section provide spare ~arged batteries, so these could be taken to the Columb~ne as scene~

I responded with

thir~y-five bat~eries

and prcv:dec these

to the DPD Command Post, which had responded to the scene. I arrived at approximately 1325 hours. At this t~me responding detectives were asked to contact Sgt. D. Jones. Sgt. Jones directed detectlves at the scene at this time to respond to Columbine Library to debrief extricated Columb~ne students. At the library, I contacted eight to nine students whO were in or out of the school at the time of the start of the incident. I obta~ned short written statements from juveniles who were there but had not observed anything directly. I then interviewed a student named Seth Huey who was in the library at the time of the inclden:. He his sister and a g~=: :=i~nd hid under a table as the suspects entered, threw bombs and fired numerous rounds of ammuni':i.on.

At approximately 1700 hours detectives at the Columbine Library were directed to complete statements and respond to Leawood Elementary. As I completed Huey's interview a student female comoleted her written statement and handed it to me as the party who' asked her for the statement had left. She was also in the library when the incident started. I placed my name en the statement although I did not interview her as to content of tbe statement. These wrltten statements were then prOVided to a Jefferson County Sheriff Sgt. At approximately 1840 hours detectlves were released from the scene.

INVESTIGAnON

During the investigation of this case several sources were utilized in compiling a timeline of the many different events which occurred at Columbine High School

011

April 20, 1999. 11:Lill included dispatch and 911 tapes from the Jefflersoll

County Sheriff's Office, dispatch tapes from the Littleton Fire Department, newscasts from local medis and fire alarm and videotape from Columbine High School. As the timeline was being complied it became apparent that many of the times from the different sources were not synchronized

During the first two weeks of the investigation I learned that the Jefferson County Sheriff's Office had recently calibrated

their digital clocks used for dispatch tapes to the Atomic Clock at the National Institute of Standards Technology. Therefore, the Jefferson County Sheriff's Office dispatch time was the standard used for the timeline. I further learned that the 91 I times had not yet been calibrated and were fast by 2 minutes and 46 seconds. The Littleton Fire Department dispatch time Was 4 minutes slow and then fire alarm from Columbine High School was 3 minutes slow. The cafeteria 'deotape matched the Sheriff's Office and therefore no adjustments were necessary.

In order to accurately reflect the events, it became necessary to adjust the times so that they were synchronized to one time, in this case the Jefferson County Sheriff's Office dispatch time. The following changes were made and are reflected in the finished timeline,

4 minutes were added to the Littleton Fire Department dispatch time. 3 minutes were added to the school fire alarm time. 2 minutes 46 seconds were subttaeted from the Jefferson County 911 time.
