1308 Upper level Language. 2 students 1 adutt, Tac I requestedmedical.Medicaladvised. 1309 One (1) teacher near Language roomshot in thejaw. Tac 1 advised they will be searchingthe building from the inside, working their way out. 1318 Tac 1in Teachers Loungewith Denver Metro. Tac 6 South side with 30 people, this side clear.

On 04/20/99 at approximately 1135 hours I, Ofticer A.J. DeAndrea received a page advising of a SWAT call oue. I contacted Jefferson County Sberiff' s Dept. Dispatch and _ . advised tbAt. there was a sboating at Coluabine High School. Th.. dis{l4tch4r stated that all SWAT O~fic.rs were to respond to the sh4ri!!'s Del;lt. for brther info:J;'llUltion. I dressed and responded to the Sheriff'. Dept. Upon arrival I lll!lBbted in loading thQ SWAT van, then shortly thereafter that, the te... deployed to the .cene. WbUe en route, I recei~d lim1ted information On the situation, but it was apparent that the te_ was responding to a grave situation. Team members ~ssisted one another dressing and upon arrival I, along with my otber team mates, was ready to deploy.

I was ~dvised that the tea. was going to deploy to the school, a front-end loader for cover, wbich was about a half block away. Alonq with the tealll, I went to the front-end loader and the tea~ deployed from there.

Manwaring and Denver SwlIT sqt.. Dan O'Shay. I was advised that a door leading into the library "'as blocked by a bomb and theretore the closest point of entry wall .. window that would have to be breached. The two teams lined up and a tactical approach was used to 9'9t next to the school. ,My area of responsibility was the window d~rectly above our breaclting point. ltowElver, as t moved towards the !lchool, ! could not help but notice out of my peripheral vision a young female lying on the ground to my right. I glanced at her and it was apparent that she was dead, as her eyes were half open and fiXed, her mouth was half open, and she did not move. As we continued to the breaching point, I noticed another child laying on the sidewalk to my 'C'igltt. It appeared to be a young boy. Be was lying lifeless on the ground and somBOne advised that he was chec~ed for vitals earlier but it was too late. At about this time I was in position and concentrated on my area of responsibility. The window was ported and along with the rest of the team, I made entry. It appeared that we had entered into the faculty lounqe. Once inside, the sounds of the school alarms were deafening. It sounded as if tbere were two distinct different alarms. The floor was covered in about 6 inches ot water and there 'is a di.tinct odor of spent gun powder in the air. . After clearing the lounge, the team moved into the kitchen area of the cafeteria. As! scanned the cafeteria, I observed

Upon breaching it, I entered into the room and observed tbat some of the ceiling ti145 had been disturbed and the air duct had been pulled down. The next doo~ was locked and it was next to walk-in freezers in the kitchen. I held the locked door as tne team ..ntered the walk-in freezers. 1 was advised thE!Y found two adult mal"". Jls the males eXited, 1 observed that they appeared to be very cold and could barely move their arms. 1 heard one state that there "ere kids in the next roo... This would have been the room r was holding. Announcements were ~de to the parties inside the room but there was no response. This door was subsequently breached as again it was locked and bad been barricaded from the mside. The uecupants were stricken with fear and would not leave the room, "ven thOllg'h ordered to do so. There were approxilll4tely l5 to 20 side the ro.,.. An evacuation plan ...as made and my area of .~spon"tbl1ity changed to the uncleared part of the cafe~eri~. l held that area and provided cover for the evacuating students and adults . Once the students were evacuated, the team finished clearing the cafet.eria and moved out into the llallw"y. At this point th.. water was "bout to inches deep. Both alarms were still going off along with the emergency strooe lights. These would continue to be a nuisance throughout the entire search. In the hallway numerous rooms were cleared. The auditorium was to our left and a long hallway to the right. we received intel that the gunmen could possibly be in the cat walk above the auditorium. Sgt. Barry Williams, the tactical team leader with ,r"ffer30n County Sheriff's Oept., told Ill" and otber deputies to clear the auditoriu... At this point 1, along with Deputy J.O. Johnson, Deputy Hike 1e1soci, and Deputy Dell ~lineschroidt (sp) of the Jefferson County Sheriff's Dept. and Officer aruce Taoe (Sp) of the Oenv~r Police Dept. spllt from the main team. We moved into the auditori~ and across the back of the stage, l~~ving a rear quard to hold the upper stage storage area. Once ~e arrived on the other side of the stage, a point man held the auditor.wn and hallway. There "ere two doors along this side of the back stage area. I proceeded to breach both rooms and found that they were both dressing rooms. I found no one inside. 1 noticed that the ceiling til". had been disturbed and therefore, I proceeded to 'ver Officer Bruce Taoe ". he broke the oeiling tiles to check the .ea above him. Even thouqh ffi,r team did not have a mftp. due to the fact that we had located the choir robes, we bP.lteved we were getting close to the music room where the 60 kids were hiding. At this point ..... were facing two double doors and as I opened e of them, I observed two doors to my riqM:. The furtb.el't said .•us OJ''. I also observed that just paned this door was a "'1'" intersection with a large hallway lined with lockers. The team entered through the doublQ doors and the fint door to our right was breached and I maintained my area of responsibility which was the music room. Sgt. There was also another door on the opposite side of where we entered. Our pointlllan at this tiae advised that across the hall end to the lett ot us there was another hall. He stated that ther'!! was a door approximately 6 feet down that hall. The pointman advised that through the window in the dOOr he had observed movement in the classroom. The t"am moved to tllat loclltion and found that there was a door directly across the hall fra. the door that we had targeted. Behind Deputy J.D. Johnson, I moved deeper into this hallway and b.ld it so the team could make entry into tne two rooms. ,was advised that r~.. r .. were students in both rooms, totaling about 60. I remained on my area of responsibility as the two rooms were

the other Jeftco Team was in tha library and they had an injured female still alive. Our team headed to that area through the hallway that bad already been cleared by the other joint Jefferson County/Denver PO team. Upon our ap~raach, Deputy Mike Felsoc~ and I observed an adult ~le lying an h~. back in a storage closet. The party appeared to be dead as be was not breathing. Re WIlS pale and eold to the toueh and w~ w~re unable to find a pulse. w~ w.r~ advised by tne other team that this party had already been declared DQA by paramedics. We then responded to the library, As I entered into the library, I observed bodies to my left a table. There were deputies by them and I contjnued " ,rward. Our tealll reqrouped in the hallway outside the library. At this point r obsenred burn lIlarks on the ground and damage to tile surroundinq acea in numerous places in the hall. I also observ9d numeroul spent shotgun shells and 9mm rounds lying on t.he floor. Our te~ remained tQgether while the commanders of the numerous SWAT Teams conferred on what needed to take place next. Our teU! was tnen sent back into the CE!ntE!r of the school to perform a second searcb of the area that had already been cleared to be sure t.hat no One else wes inside t.h" building. At the 'nclusion of this search, our team did not locat.e anyone else.
we were advised the building was declared secure and we were told to lea~ the building as the bomb team needed to enter to do a bomb sweep and remove any unexploded bombs. I responded back to the SWAT van with the team and after same to Leewood Elementary School. At this l~ation, once that I bad not fired my weapon, I was allowed to return to the SWAT van. The team then responded back to Jefferson County Sheriff's D@pt. where after a quick tactical debriefin9 with the team, and a longer team debriefing with Psycholoq~st Lott~e Flater (ap}, I was allowed to leave.

INVESTIGATION:
On 4.20-99, between 1125 and 1130 hours, I was in the Investigations Division of the Sheriff's Office when I was told that there was a man with a gun at Columbine High School, 6201 South Pierce Street. At this time I ran to the SWAT armory to retrievemy ARI5 and contacted InvestigatorDennis Beery, SWAT Team member, in the locker room. At 1141 hours.while in the locker room, putting on our SWAT uniform, we receiveda page concerning the Incident.
I arrived on scene at the high school with the SWAT Team at approximately 1233 hours and was deployed WIth the team at about 1306 hours. The leSO SWAT Team was divided into two groups, at which time we were placed with three to four Denver SWAT Team members and in this combinationhad two full SWAT Teams. We then entered into a window on the lower southwestcorner just north ofthe cafeteria Once we made entry we went through the Teachers Lounge and clearedthe cafeteria area. At this time 10 to 20 students were locatedin the kitchen area and we were informed possible suspects might ce in the ceiling above us. We then noticed some ceiling tiles that were moved in the Teachers Lounge.
The students were evacuated from the building and we continued our search into the hallway. just east of the cafeteria. At this
time the two teams split and the team I was on went north down the hallway while the other team went south down the same hallway, From here I participated in cleating the auditorium from the west side, working our way up to the east side. which put us on the main level of the building.
We entered the hallway on the south side of the auditorium and began cleating rooms on the main floor. The team [ participated on located approximately 60 students hiding insidethe chorus room and these students were evacuated out of the building. Once this was done we continued our search into the main south hallway and across the hall toward the science rooms, where we located approximately30 to 40 students,as well as teachers, in two science rooms just south of the hallway Once these groups of students and teachers were evacuated we continued our search. In a horseshoe hallway, I noticed that there were large 4x8 tables standing on end facing the entry door to the room. As we worked our way around into the main hallway, now traveling west, there was a storage room adjacent to one of the teaching rooms, where I noticed an adult male ving on his back. I then went into this room and checkedfor a pulse and could not find one. Later. this person was identified A

Supplemental Report
On April 20, 1999, I was contactedby members of the Critical IncidentTeam to assist with a possible officer involved shooting at Columbine Highschool, 620I S. Pierce Street, unincorporated Jefferson County, Colorado. During this incident, I was asked to speak with two officers who stared they fired their duty weapons during the incident. The interviews took place at Leawood ElementarySchool,6155 W. LeawoodDrive,Littleton, Colorado. The following is a synopsis of the information provided to me by officer Greg Romero and Lt. Terry Manwaring.
Greg Romero
Denver PD Badge Number 82-67 Weapon: Colt .-\R·IS AS Serial Number: LGC·OL0987 Rounds Fired: Four
Officer Greg Romero, Denver PoliceDepartment. is a 11 year veteran of law enforcement with 18 years at the Denver PoliceDepartment, and 3 years with Ncrthgien. Romero is currently assigned to the Denver Gang Unit and works a day shift. Mondaythrough Friday. 1000 hours until I sao hours. Romero has had formal training in gang related issues. Romero is also a formermember of the DenverPolice Department SWATTeam, and the Metro Gang Task Force. Romero has had a 40 hour school in the use of the Colt A,R·15 and has shot a total of approximately5000 rounds through this firearm, The above listed Colt AR·lS. is assigned to Romero through the department. Prior to this incident, Romero had been on duty fur approximately twO hours. He stated he ate the night before at approximately :2000 hours. and had approximately 6.5 hours of sleep. No alcohol was consumed. Beforehe was dispatched to Columbine Highschool, Romero and his partner attempted [0 arrest a gnng member with an active warrant in the area of ;"'lorrison Road and Stuart Street. They were unableto make contact. After attempting to contact the gang; member, Romero and his partner sat down to eat breakfast. Romero had a glass ofjuice before being dispatched to the highschool. He has no medical, personal,or professional problems Stated. He also does not wear corrective lenses. Upon his arrival at Columbine. Romero entereda four-wheel drive vehicle with other police officers. The officers responded to what he believed to be the south west corner of the facility, Page 1 of 4 JC- 001-008541
near the gymnasium. Whenexitingthe vehicle, Romero noticed approximately 20 to 2S students who were hiding or injured in and aroundtheparking lots of the school. Romero assisted in dragging theparties to COVel'. Romero stated he was in a positionapproximately 50 yards from, and above, theparking lot to the: west of the school. Members of theJeffersonCOllnty SO were in the park:i:ng lot, and Romero moved to their location to assist. From this location Romero witnessed ewo explosions and saw manypipes bombs on the groUlld. He also saw smokenear what he: referred to as the backdoor. rrom his location, near a Jeffcopatrol car. Romero observed a student lying on the ground near a set of two windows. Romero describedthe area to be west of the library and cafeteria. Romero approached the student, who he observed to be: injured, and began to pull the studentaway from the building. As he did so, Romero stated thet somewindows blewout aroundhim. Romero grabbed the student with his left hand, began d:rag.,oiIlg the student awayfrom the schooI, and fired four rounds into the lower half of one of the smallerwindows in front of him. Romero did not believe thal he engaged a suspect. Within seconds of firing his rounds. Romero observeda S1JS1lect to the right of his location. He did not engage the suspect uponseeing them. Whileon scene. Romero noticed what he believed to be four or five magazines from what he thought was a A5 calibre pistol, He also noticed a black trenchcoar lyingon the ground. Romero stayedon scene until he cleated at approximately 1630 hours. No morerounds were fired by Romero. No further infonnationwasprovided.

Lt. Manwaring had been a deputy for the Jefferson County Sheriff's Office (JeSO) since 1976. He is currently the commander of the Ylounmin Precinct and the commander of the JeSO SWAT Team. Manwaring works Monday through Friday from 0800 hours until 1700 hours, and is oncall for the SWAT Team 14 hours a day. Manwaring's SWAT training has included SWAT Commander School along with 20 hours a month of in-service SWAT Training. This training focuses on room entries, dynamic entries, methodical searches, explosives. warrant service, and hostage rescue. Manwaring personally owns the .~-IS used in this incident and has fired approximately 200 to 300 rounds with this firearm. He also stated that he had fired approximately 10000 rounds through previous use with the ..-R-IS, MP-5. and HK·s. Manwaring was on his second day of work for the week. He had eaten dinner the night before and consumed one alcoholic beverage. Manwaring said that he had approximately 7 hours and ferry-five minutes of sleep the night before and had a bagel, donut. and coffee the morning of April 20, 1999. Manwaring wears corrective lenses. which he wore at the time of the incident, and is having no personal or professional problems. He currently has a hernia, a prostate infection (no medication), and cracked ribs. Manwaring was shot on duty in 1979 and was involved in a shooting sometime in the mid-1980's. The suspect was not hit by his gunfire. He also stated he was on duty at the time of the Mossbrucker incident. Manwaring was on patrol in the area ofTiny Town when he heard the call for assistance at Columbine Highschool. He did not know what time this occurred. He staled he drove with Iighcs and sirens to Columbine Highschool from Tiny Town in an unknown amount of time. While enroute, Manwaring stated he requested the call-our of the leSO SWAT Team. Upon arrival at the school, Manwaring staged at Leawood and Pierce Streets where he met with members of Littleton SW.~T and Denver SWAT. From here, the SWAT personnel on scene decided to utilize a tire truck. for cover, and approach tne southwest corner of the complex. The fire truck was driven by SWAT personnel. Manwaring said the truck drove to the east side of me building, but it is believed that he meant the west side. From here, SWAT personnel separated into two teams, with Manwaring's team going to the doorway to the north of the library, above the parking lots, on the west sie of the school. Manwaring stated that they had received information that there were shots being fired in the area of the cafeteria. Upon arrival in the area of the door way, Manwaringobserved two juveniles to be laying on the ground to the west of the door. Manwaring staled he believed one Page 3 of 4

Officers 3pprow;ned and Manwaring WllS esked to providecover. Manwaring described the door to look like "Swiss cheese" and said it was difficult to see through tile glass. AfJ he was coveringthe officers. he observed a Silhouette move on the inside Qfthedoorway, Manwaringcould only describethe figure as a "veiledperson", ManWaring saidhe shot two rounds at tile silhouette but could not make any indication as to whether he hit the figure. ManWaring and the others were able to bring tile bodies of the twojuveniles to the backof the fire truck. Manwaring explained that !:Ie held his positton at this doorwayfor what he believed to be rwo hours. From there. tile SWAT members retreated to coordinate with other SWATmembers and obtain diagrams and blueprintsofthe schooL, Manwaring's team was later asked to secure the area in and aroundthe cafeteria and library. Manwaring explainedthat his team breachedthe glass in this area and was able to remove approximately 60 students. Followingthis. his team assistedwith clearing the schooL including the library, After completingthe search of the interiorof the building. Nlanwaring's teem conducted a search of the perimeter of tile school. Following the search of the perimeter. a meetingwith the SWAT team leaders was conductedand a debriefing with Manwaring's supervisors and the Special Agent in Charge of the FE£. Maawaring' came to Leawood Elementary followingthe debriefing. Manwaring Slated that he was unable to unload his .-\.R-IS himself. Manwaring had an injury to the fingers on his right hand which I observed. The,-\.R.15 was unloaded by a party namedDave Walcher, and returned to Manwaring. No further information was provided by Lt. Manwaring.

I said have them meet me at Leawood and Pierce, I'm gonna start suiting up, as soon as I pulled I checked with Phil --••--•••, the sergeant, and I started putting on tach vest, put my helmet on, this •••••••--. gear on, racking my weapon, getting it ready and at this point like other agency's SWAT guys were arriving, like Littleton gets there, DENVER POLICE DEPARTMENT although two of the DENVER POLlCE DEPARTMENT guys like Vince DeManna and uh Pat, [ can't remember his name, all they had was their little bullet proof vests on and their pistols, they didn't have long arms, they didn't have shit and I, I remember trying to get the guys to hurry because we kept getting reports that people were being shot, still shooting going on inside the school and I wanted to get going and get at least the bad

guys engaged and pinned and out of everybody's way and get the kids out of'harms way, get the dead and wounded, or get the wounded out, so I think we got like 8 to 10 guys together, I asked a fireman if he wanted to drive a fire truck to the school and we'd walk behind it, side it, use it as a shield or cover, he didn't want to it. SH:
He wouldn't do it.
TM:
So I got the K·9, one of the K·9 SWATguys happened to be there and he volunteeredto drive the fire truck. So uh, Vince DeManna, Pat, and a couple ofI think they were Littletonguys, we kind ofmade our own little cell and appointed Al Simmons, one of our detectives that's on SWAT, as the cell we put together with some Denver guys. We all walked beside the pumper and at this point u_. pulled in, I said Dave you got to be the I'm getting these guys, we're going in. If help comes send them our way, let me know who's coming but we got, we got to get in there now. I didn't want to wait, I didn't know how many more people were going to be killed ifwe waited. I need to engage now. So, we're quite a ways from the pumper, or quite a ways from the school at this point, so we're like trying to double time as much as possible, our gear and stuff like that, the guy takes us to the east side of the school, uh we __.m...... two cells, we had gotten reports that was shooting going in the cafeteria with hostages, one cell, 4 or 5 man cell, went to that cafeteria area to try and hold and engage or recon if nothing else. Vince DeManna, and Pat, me, a couple other SWAT guys ......- .......-- stayed with the fire truck, ..... took us around the side of the school, there was other uniforms so holding perimeter positions and trying to watch doorways. Uh, 1 could, I could probablydraw it better than tell you but On the back side of the schooland [ want to say cause ....__ it's been a long time since I've been down here cause I think that's the northwestcomer of the school (inaudiblebecause of overhead P.A. system). That might help me describe it to, better to, [ got cracked ribs too so.

Like this, it was like they were either hostages or they're trying to get out, something, We dropped this cell off at the cafeteria area, wherethe cafeteria was at, cause we knew or we had information there was a shooter in the cafeteriaarea shooting people, holding hostages, whatever. The fire truck backs out, takes us around to the northwestcorner of the school, we just walk alongside the truck, trying to COVer the windows as best we can. There's two like, two big generators, ••••-....-- things here and this is all grassy knoll and then the libraryis kind of a semi circle thing like this, doorway here, wall, and then like these big double doors right here, chain link fence and dumpsters trash dumpstersover here.

We had real problems with this fire truck cause it's slicker than snot out there and we got it stuck like twice and poor guy's trying to move this thing. --------- was in the line of fire a lot, just trying to move that truck around. We knew we had to get to these here, we had a copper, just a regular uniformed copper at this position here, trying to cover this doorway and this door standing wide open and this kind, you can see it, kind of goes into like an office or something so he's trying to cover with his pistol, he's just got a pistol. We did a quick scout from here, we stopped the fire truck here, did a quick scout to see what we could see, we see people down. I could even see at one point a hand like, trying to, a body laying there trying to reach up for help.

We did the scout and a real quick game plan, uh, -------------- there. Put this uniformed copper with his pistol back on position come around the pumper and come in ------- like this. We could see that we had two or three here, one was a boy, one was a girl, then there was just---------, and then there's one down here and so we had to go in and see-----0000-------- and save them. And I can't remember ------------- or what _._.n _ we had two...

We had one shield cause we sent the other shield with these guys so we only had two shields, two ballistic shields. So like five or six, however there many was, I think the plan was for Vince and Pat just going, do a quick analysis, see who you think is alive, grab 'em, pull 'ern to safety over here in front of the truck, This was the front of the truck cause I remember we laid a boy on the bumper who had been shot and he bad a bullet holes right through here. I'm not sure now. As we got out I covered from this side here, on this side of the pumper and moved up to about the chain link portion in here. Pretty soon the coppers that came from around this side started firing over here.

Because commanders, at this point the SWAT guys were starting to arrive, backup startingto arrive and we're startingto get some idea ofwhat we want. ---•• were SWAT guys here and send other SWAT guys in, the commanders pull back so basically what was here was commanders. .---.-- pull back··..·--·· you know go back to the ICs and get diagrams or stuff like that

So you actually left the scene then.
TM:
Yeah,and went back and then I came back to the scene after we: got our game plan of, okay you take the lowerlevel, I'll take the upper level. your team,and just, just get in there. Our guys had already started their methodic searches anyways but we neededto know Lakewoodyou take this end, Jeffco, Denver, CSP, whoever,usually --••--responsibility.

And you say you shot two shots at this time.
TM:
The very first time we got there when the, when we first got the fire truck aroundhere and we saw that we had bodies here and they looked like they were alive, uh, I was here, uh, I think a coupleof guys ------------- got behind the shield and uh went around this way to try and ••_ ••--.......- this way. I moved up to this position, the chain lick fence and at that, by the time I got back I think it was I think that's when the firing started. I thought I saw somebody in this doorway here...

Got all the SWAT commanders togther, showed them the game plan, what we wanted to do, it worked great. INVESTIGATION
On the morningof 4-20-99. J was advised by Sgt. Randy Westthat shots had been tired at Columbine High School and I Was advisedto respond to that location. InvestigatorDoug Moore and I deponed JCSO and l took my SWAT equipmentbag with me. Investigator Mooreand J arrived at Clement Parkand parked the Investigation's vehicle in the parkinglot adjacent to South PierceStreetwhere there were several other JCSO personnel and other police agenciesstaging. I immediately dressed into my SWAT uniform and then met with SWAT commander. Lt, Terry Manwaring. wbom I located on South Pierce Street. I was advised by L1. Manwaring to obtain gear and be prepared 10 immediately respond to the high school.
Deputy DelKleinschmidt was also at this locationand he provided me with a SWATtacticlevest which I put on. At thedirection of Lt. Manwaring [approached a LittletonPolice Officerwhowas alsodressing in SWATgear. I asked him if he had a ballistic shieldwith him and he responded in the affirmative. I explained to himthat my SWAT commanderwas requesting that he gear
up. bring his shield and stage at Lt, Manwaring's patrol vehicle. Several minute. later Lt. Manwaring and I. along with at least .,.,0 Littleton Police SWAT officers, and several DenverSWAT officers, staged at Lt. Manwaring's patrol vehiclebehinda fire
pumper thatwas also at that location. Deputy Del Kleinschmidt thenagreed to drivethe pumperand I asked an unidentified CSP Sgt. ifhe could locale a soft ballistic vest that we could put on the passenger side window ofthe vehicle. He did locatea vest and the Vest was placed over the passenger windowof the firepumper, and the window was rolled up to provide at least some protection from any gunfire that may have been encountered from the right side of the fire pumper.
Lt. Manwaring and I, the Denver officers, and the Littleton officers, then got on the left side of the fire pumper. Deputy Kleinschmidt began driving southbound on South PierceStreetand pulled into the parking lot which is on the east SIde of the school, He then drove up the sidewalk adjacent to this parking lot, and brought the fire pumper to a stop, adjacent to a portion of the school buildingwhich was slightly to the south of the east main entrance of the school. At this point I accompanied at least one Littleton SWAT officer and four to five DenverSWAT officers into the building, through an unlocked door whichwas locatedon the east facing side of the building, and locatedjust south of the sidewalk that we were standing on.
Uponentty to the building the fire alarms were soundingand it wasextremelydifficultto hear anything other than the very loud fire alarms, We then began systematically cleating classroomswhich were unlocked in the south/eastsectionofthe school. We

did locate one teacher in a classroom, just inside the entrance that we entered into. This teacher was instrueledto maintain cover in the classroom and the doorwas secured, securinghim into this classroom, We then continuedclearing classroomsuntilsuch timewe had a section of this hallway cleared, At this point we heldareas that we had cleared and when it was safe to do so we evacuatedthe teacher out of the classroom.
By this time this team had been augmented by several other DenverSWAT officers as well as other members of the Littleton SWATteam, We then continuedclearingclassroomsin the south/east comer of the school. We then moved through a hallway whichaccessedan open area, adjacent to the administration offices on the east side ofthe building, and we began systematically clearingthe administration offices, There were two adult female staff memberslocated in the offices within the administration area, and these two individualswere evacuated back throughthe areas which we had cleared and were holding,
After clearingthe administration officeswe then movedin a northerly directionclearingrooms which l larer learnedwere to the _.st of the weight room and gym area. This was a substantially large area and we cleared all areas to the north of the administration offices, which included a band room, ceramic room. wood shop area, and several other class rooms and rooms
in that sectionwhich would have been the north/eastsectionof the school. Upon clearing these areas this (earnthen movedto the mainhallwayand we proceeded west down the mainhallway from the administration offices and began clearingareas to both the north and south of the main hallway to include science rooms to the south and the main gym to the north.
We continued in a westerly direction towards the west side of the school and subsequently met up with another SWAT team which included membersof the leSQ SWAT team as well as Denverofficers, At this point we discussed between each team which areas had been cleared and determined that all areas ofthe school had been cleared at this point.
II should be noted: During the clearing procedure which was occurring I maintained radio contact with JeSO SWAT team leader, Barry Williams, providinginformation to him indicating whereour team was located and which areas we weresearching, As thiscommunication was occurringI provided information to DenverSWAT officers and Littleton SWAT officerswho were with me so that all SWAT personnel in the building would be awareof each team's location and activities,

On042099 at about 113ll hours I was paged by JCSOdispatchto respond to tbe shooting at Columbine High School. I arrived at the Depa!tInem at about 1145 hours and left fur the scene atahout 1231) hours when Inv Jenkins (Alvada PD) arrived with our negotiator VllII. We ClIIllC into the area at ahout 13001loW"$. Dispatch advised all units of a suspicious person in the area of Leawood and Fair and asked a unit to checkthe area. No other units were free, so Inv Jenkins and r went there. We spokebrieflywiththe RP at 5641 Fair, who said be'd seena teenager rwming west acrossa fieldtowardthe creek,wearing a blue down jacket. We found no one in the area. I told dispatch to advise air units to checkthe creek whenpossible. I gave the BOLO infonnation to InvestigatorFelsoci later. Once on scene I assisted with coordination of SWAT teams from different jurisdictions and with evacuation of students from the east side of the school. On 042199I wasass:ignedro the Crime Lab, Team One. I assisted lab technician Lopteln with documentation of evidence collection io the sclwollibrary. On 042299 f was againassigned to Team One and _tinned docurne11ting evidence wflection. At .ound 1300 hours, .however, I was re-assigned to Team Three and assisted Investigator G1Illegos with documenting the collection of evidence and found. property fromthe cafeteria. On042399I continued this work. On 04Z699 I was assigned to recoverevidence from a blackBMWbelonging to (5) Klellold being stored at theevideneevault at JCSO. My team consisted of(W)Pratt, from CBI, and (WYsNishkla and Egan from the FBI. (W) Pratt assisted me with collection of evidence, and (W) Nishida took pIlotogtaph5 with{W) Egan. At about 1446 hours we all met at tbi: evideeee vauft. Thecal" was parked inside the vehicfe bay. The car doors were sealed with evidence tape. The rear and passenger windows bad been broken by bombtechnicians and were covered by plastic/duet tape. At IS04 hours we removed the plasticand opened the doors. I callected e.videuce:items mmtbeIed 6001 thru 6044and logged themGIl an evidence sheet (the car itself was numllered item (000). Owing !lie process each item was·~ packaged and sealed. then stored in the evidencevault for pick-lip in the morning. TIle- car was left inside the vehicle bay. The evidence custodian secured the vault and we left at about2030 hours. On 042799 at about 0700 hours I met Investigator Gallegos and an evidence custodian at the evidence vault. We took items6001·6044 to the sceneat Columbine High School to be stored withother evidence recovered. All itemswereaccounted for and turned over to the on-scene evidence custodian.

On 04/20/99 at approximately 1203 hrs I responded to the vicinity of Columbine High School at 6201 S. Pierce St., in reference assisting Jefferson County Sheriffs Department with a report of shots fired at that location. I subsequently arrived at the command post at approximately 1221 brs, which was located near the intersection of w. Leawood and S. Pierce St., and was initially directed to assist other LPD agents who were manning the perimeter in the park to the north of the high school. I was subsequently directed by Sgt. J. Streeter to change out into my SWAT gear and prepare for deployment at the school. I responded back to the SWAT van after changing and was subsequently deployed with other members of the team to the s/west corner of Columbine High School. At that location I was directed by Sgt J. Romaniec to go and relieve one of the Denver SWAT team members who was on an interior perimeter position on the northwest corner of the school. I responded to that location and did relieve the Denver office, maintaining that position u.~til I was relieved by agents from the Federal Sureau of Inmvestigations. Observation/Investigation: on 04/20/99 at approximately 1215 I became aware of the events occurring at Columbine High School. I was advised by LPn Dispatch that our SWAT Team was responding. While enroute to the call I learned that Sergeant Hinkle had established our rally point south of 1'1. Bowles Ave on Pie:J:."ce St. Due to congestion of traffic and pedestrians in the area I did not arrive at our SWAT Command Post until 1246 hours. During that time Sergeant Hinkle kept dispatch appraised of the situation. Upon arriving on scene, Sergeant Hinkle advised me of the situation as he knew it and also provided me with a briefing as to our team's deployment. I requested Sergeant Hinkle to go to the Jeffco Command Post to advise them of our availability and to set up a communications link with the other SWAT Teams who were involved in this action. Agent Kraemer contacted me via radio advising that three members of our SWAT Team were at the Rooney Valley Range and were available for deployment. They were told to respond. During this time part of our team was deployed with Littleton PO's SWAT Team to assist with evacuation of students and a search for suspects. sniper teams were deployed to the north west side of the school (sector 2, corner 3). During this deployment Sergeant Streeter's team was able to join with two DI?O officers. A request was made to check the roof and was initially denied because we had no communication with either DI?O or Jeffco at that time to advise their teams inside the school and local media helicopters had not observed any activity on the roof. Permission was granted for Sgt. Streeter's team to cover these two DPD officers should have decided to gain access to the school roof. Once Lt. Burch arrived, we responded to the Jeffco Command Post. Once there, we contacted sergeant Bill Black, Littleton Police Department. Sgt. Black advised that a Tactical Command Post had been established at Pierce St. and W. Fair Ave, directly east of the main school entrance. Lt. Burch stayed at the Jeffeo Command Post and I responded to the Tactical Command Post. I contacted Sergeant Dave Parker of Littleton PD. He provided me with information on his team's deployment. In addition, Lt. Neller of the Arapahoe County Sheriff's Office arrived and we began to coordinate tactical information. Drawing boards were brought up and small maps of the school were Obtained. During this time. I was contacted by a Jeffco supervisor who requested our JC- 001-008591

,;eam locate the two sUllpeot vehicles and disable them. sergeant Hinkle was assigned this task and assembled a response team. (See his report for details). Sergeant Hinkle was able to use a Loomis armored vehicle which was made available. Sergeant Hinkle' s team was eventually able to locate these vehicles and disable them. In addition, potential explosive devices were located inside one of these vehicles. This information was provided to Jeffco SO and the BomI;) Squad. While on this mission, Sergeant Hinkle's team beoame involved in a rescue mission. (See team member reports for additional. details). During this time Agent Bob Clark arrived on scene. He was directed to take a high ground position on a roof to the east. While at the Tactical Command Post, Lt. Terry Manwaring of the Jefferson County Sheriff's Office and Captain Vince Dimannia from the Denver Police ~artment joined the Taotical Command Post. A short time later, we were jO:l.ned by Lt. Pat Pleghan from DPD. All of the Tactical Commanders reviewed the available information and jointly deployed teams to search the remaining area's of the school which were not secured yet. These areas inclUded the southwest lower level of the school which was assigned to LPD, and the northeast main level assigned to DPD. Littleton and Lakewood teams assisted with a search of the Science and Lab rooms, and assisted with the rescue of numerous students who were escorted out of the main building.
The on-scene SWAT commanders then divided the school into zones for micro search of the building. LPD SWAT was assi!iJlled to the lower level of the school. (See Sgt. Streeter and Sgt. Roman~ec's report for additional) . loom's which were locked and could not be cleared were forcibly entered. All SWAT Team's were told to mark those area's they searched and to include the team juriSdiction and time the room was cleared. In addition, members from Ll'l) SWAT assisted with taking medical personnel inside the school and library to confirm the medical status of the victims found inside the school.
The maps used by the Tactical COlllmaIICl Post were given to Captain Boyd of the Jefferson county Sheriff's Office. At the request of Lt. Manwaring, Jeffeo SO, I stayed at the COlllmaIICl Post with the other Tactical commanders to provide a briefing as relief SWAT and Bomb Teams were brought to the scene. ON 12-20-99, I MONITORED THE DISPATCH OF LAKEWOOD POLICE PATROL UNITS TO A REPORT OF SHOTS FIRED AT COLUMBINE HIGH SCHOOL. AGENT SW1INNBY, SGT. NATE MILLER, AND OTHER PATROL AGENTS WERE RESPONDING TO ASSIST. I CONTINUED TO MONITER RADIO CHANNEL CLEER AS SURROUNDING AGENCIES WERE REQUESTED TO ASSIST BY THE JEFFIlRSON COUNTY SHERIFF'S OFFICE. I TURNED ON TV c.'l1lNNEL 9 TO VIEW THE INITIAL NEWS REPORTS AS THEY BECAME AVAILABLE. AT APPROXIMATELY 1205 HOURS, I RECEIVED A PAGE FROM THE POLICE DllPARTMENT ADVISING THAT ON-OUT'{ SWAT PERSQNNllL WERE BllING ACTIVATED TO ASSIST AT THE SCENE. AS I WAS RESPONDING BACK TO LPD, I MONITORED THAT SGT. GEORGE HINKLE AND OTHER ON-DUT'{ SWAT PERSONNEL WERE RESPONDING. THE LPD SWAT COMMAND POST WAS SUBSEQUENTLY ESTABLISHED ON SOUTH PIERCE STREET BETWEEN BOWLES AVENUE AND COLUMBINE HIGH SCHOOL. I ARRIVED AT THE COMMAND POST JUST AFTER 1300 HOURS AND MET WITH ASSISTANT SWAT COMMANDER LT. DAN BRENNAN. ARRIVING TEAM MEMBERS HAD ALREADY BEEN DEPLOYED TO POSITIONS NEAR THE SCHOOL, MEETING UP WITH MEMBERS OF THE LITTLETON POLICE DEPARTMENT SWAT TEAM AND THE DENVER POLICE DEPARTMENT SWAT TE1IM.
I CHECKED IN WITH LT. WALCHER, JEFPCO SO, AT THE INCIDENT COMMAND POST {JEPFCO SO VAN). SHORTLY AFTER MY ARRIVAL, LPD SWAT BEGAN TO COVER TWO DENVER OFFICERS AS AN ATTEMPT WAS MADE TO CLEAR THE HIGH SCHOOL ROOF. I WAS CONTACTED BY CPL.BILL BLACK OF LITTLETON PO WHOSE TACTICAL TEAM WAS STAGING IN FRONT OF THE SCHOOL. IT WAS DETERMINED THAT A SWAT TACTICAL COMMAND POST WAS NEEDED NEAR THE SCHOOL AND AWAY FROM THE CONFUSION SURROUNDING THE INCIDENT COMMAND POST. LT. BRENNAN RESPONDED TO THE FORWARD COMMAND POST TO ASSUME TACTICAL CONTROL OF LPD SWAT WHILE I REMAINED AT THE INCIDENT COMMAND POST. OTHER AGENCIES WBRB DIRECTED TO SEND THEIR TACTICAL COMMANDBRS TO THE FORWARD COMMAND POST IN ORDER TO COORDINATE RESCUE OPERATIONS AT THE SCHOOL. AN ARMORED CAR FROM LOOMIS FARGO COMPANY ARRIVED TO ASSIST. I ASKED Ill' THEY WOULD TRANSPORT JUST ARRIVING LPD SWAT AGENTS TO THE SCHOOL TO ASSIST IN A MISSION TO LOCATE AND IMMOBILIZE TWO SUSPECT VEHICLES. AS THIS MISSION WAS ACCOMPLISHED, THE ARMORED CAR TEAM OBSERVED A WOUNDED STUDE~'T LEANING FR01~ A SECOND FLOOR SCHOOL WINDOW. THE TEAM PROCEEDED IN THE ARMORED tAR TO A LOCATION UNDERNEATH THE WINDOW AND THE INJURED PARTY WAS REMOVED. LITTLETON, ARAPAHOE COUNTY, JEFFERSON COUNTY, AND FBI CONDUCTED EVACUATIONS OF STUDENTS PROM VARIOUS LOCATIONS IN THE BUILDING. AN UNKNOWN NUMBER OF DECEASE VICTIMS WERE OBSERVBD BY TEAM MEMBERS DURING THESE OPERATION MISSIONS. A FULL LPD SWAT CALLOUT WAS REQUESTBD AND INITIATBD AT APPROXIMATELY 1355 HOURS. ADDITIONAL AREIVING SWAT PERSONNEL WERE SENT TO THE FORWARD COMMAND POST TO JOIN OPERATIONS UNDER THE COMMAND OF LT. BlUmNAN. AT APPROXIMATELY 1508 HOURS, I WAS CONTACTED BY LPn COMMUNICATIONS. THEY ADVISED THAT THE FEDERAL PROTECTIVE SERVICE HAD OFFERED THE USE OF AN ARMORED "PEACEKEEPER" VEHICLE AND A TEAM OF EIGHT. I REQUESTBD THAT THE VEHICLE BE DEPLOYED TO THE SCENE. THE VEHICLE AREIVBD AT APPROXIMATELY 1525 HOURS AND WAS SENT TO THE FORWARD COMMAND POST. CLEARING OPERATIONS WERE COMPLETBD AT ABOUT 1630 HOURS. THE LPD SWAT TEAM WAS RELIEVED BY FBI SWAT PERSONNEL WHO WERE DIRECTED TO SECURB EXTERIOR ENTRANCES TO THE SCHOOL PENDING THE AREIVAL OF THREE FRESH SWAT TEAMS WHO WOULD CONDUCT A THIRD MICRO-SEARCH OF THE PREMISES. I WAS ADVISED BY SWAT PARTICIPANTS IN THIS OPERATION THAT NO TEAM MEMBER HAD FIRBD ANY SHOTS. FOUR SHOCKLOCK FRANGIBLE ROUNDS WERE UTILIZED BY AGENT DONN KRAEMER TO DEFEAT LOCKED DOORS WITHIN THE SCHOOL SO THAT THOSE ROOMS COULD BE SEARCHED. THE SUSPECT1Sl HAD LAST BEEN SEEN IN THE DOORWAY LOCATED ON THE WEST SIDE OF THE SCHOOL AND EXCHANGED GUN FIRE WITH OFFICERS INITIALLY ARRIVING ON SCENE. D.P.D OFFICERS ADVISED THAT THE SUSPECTS WERE ARMED WITH UNKNOWN WEAPONS AND BOMBS. AS THE D. P. D. TEAM LEFT THE COVER OF THE SWAT VAN AGT. SLATER AND I WERE ASKED TO CHECK VEHICLES IN THE AREA OF OPERATIONS FOR EXPLOSIVE DEVICES. WHILE CHECKING THE VEHICLES ANOTHER D.P.D. OFFICER ASKED US TO MOVE FORWARD AND ASSIST OFFICERS RESCUING STUDENTS FROM THE CAPETERIA AREA. AGT. SLATER AND I MOVED FORWARD AND TOOK COVER BEHIND A FIRE TRUCK PARKED ON THE WEST SIDE OF THE SCHOOL. WE THEN PROVIDED COVER FOR OFFICERS/STUDENTS RUNNING FROM THE CAPETERIA AREA. APPROXIMATELY THREE SEPARATE GROUPS OF STUDENTS RAN TO THE COVER OF THE FIRE TRUCK AND THEN WERE DIRECTED TO OTHER SWAT PERSONNEL WAITING ON THE WEST SIDE OF THE SCHOOL. AFTER THE STUDENTS WERE REMOVED FROM THE AREA SGT. STREETER CONTACTED US BY RADIO AND ADVISED AGT. SLATER AND I TO RETURN TO THE COMMAND POST WITH THE REST OF THE TEAM FOR ANOTHER ASSIGNMENT . AT THE COMMAND POST I WAS ASSIGNED TO SGT. STREETER'S TEAM TO MAKE ENTRY ON THE EAST SIDE OF THE SCHOOL. ONCE INSIDE THE SCHOOL WE WERE TO MAKE CONTACT WITH THE LITTLETON SWAT TEAM AND ASSIST THEM IN SEARCHING THE SCHOOL FOR TRE SUSPECT(S) AND STUDENTS STILL INSIDE THE BUILDING. AFTER MAKING CONTACT WITH THE LITTLETON TEAM MEMBERS WE PROCEEDED TO THE

\lATH AND SCIENCE AREA OF THE SCHOOL AND BEGAN CLEARING THE ROOMS AND ADJOINING HALLWAYS. IN SEVERAL ROOMS WE ENCOtlNTERED STUDEl>'TS HIDING IN STORAGE AREAS AND CLASSROOMS. THE STUDENTS WERE QUICKLY SEARCHED AND ESCORTED FROM THE SCHOOL BY ASSISTING SWAT PERSONNEL. AFTER MAKING A SWEEP OF THE ASSIGNED AREA WE RECEIVE INFORMATION THAT ANOTHER TEAM HAD LOCATED SEVERAL VICTIMS AND tHE SUSPECTS IN THE LIBRARY AREA. WE THEN CONTINUED TO EVENTUALLY WE SEARCH FOR ADDITIONAL STUDENTS AND VICTIMS OF THE SHOOTING. CONTACTED MEMBERS OF THE D.P.D SWAT TEAM COMPLETING THE INITIAL SEARCH OF THE BUILDING. MEMBERS OF THE D.P. D. TEAM HAD LOCATED THE VICTIMS IN THE LIBRARY AREA AND CONFIRMED THEY BELIEVED THE SUSPECTS WERE DOA. AT THIS !?OINT, WE REJOINED THE REMAINDER OF L.P.D. SWAT PERSONNEL IN THE CAFETERIA.

PIERCE STREET, IN RESPONSE TO A SWAT TEAM CALLOUT TO ASSIST JEFFERSON COUNTY SHERIFF'S OFFICE WITH A SHOOTING SITUATION. I ARRIVED IN THE AREA OF COLUMBINE HIGH SCHOOL AT APPROXIMATELY 1400 HOURS AND REPORTED TO LT. BURCH AT THE LAKEWOOD SWAT COMMAND POST. I SUBSEQUENTLY WAS DIRECTED TO CONTACT LT. BRENNAN AT W. FAIR DRIVE AND PIERCE STREET IN FRONT OF THE SCHOOL. LT. BRENNAN DIRECTED ME TO ESTABLISH A SNIPER POSITION TO COVER THE EAST SIDE OF THE SCHOOL. I THEN TOOK A POSITION ON THE ROOF OF 6769 W. FAIR DRIVE (RESIDENCE OF MRS. JUDY WOOD, 303-795-6932), COVERING THE EAST SIDE OF THE SCHOOL. EVENTUALLY, I WAS DIRECTED TO COVER THE SOUTH HALF OF THE EAST SIDE OF THE SCHOOL (AS LITTLETON PO SWAT WAS COVERING THE NORTH HALF) WHILE MEMBERS OF THE TACTICAL TEAMS EXTRACTED VICTIMS A.~ HOSTAGES FROM THE SCHOOL. I MAINTAINED THIS POSITION UNTIL LAKEWOOD PD SWAT WAS RELIEVED. AT THAT TIME. I RETURNED TO THE COMMAND POST FOR DEBRIEFING.
