A. Airspace

A. Reference the LOAs for Los Angeles Center.

1. Area BRAVO. Area BRAVO is released to Los Angeles Center, 14,000 FT MSL and above, at all times, except when military operations require the use of the airspace. FACSFAC shall notify Center Area Supervisor/ Controller-In-Charge at least ten minutes prior to recalling the airspace. FACSFAC shall release Area BRAVO back to Center Area Supervisor/ Controller-In-Charge when the airspace is no longer required. 2. Area CHARLIE. Surface and above. Delegated to FACSFAC at all times.

3. Area DELTA

3. Reference the LOAs for Los Angeles Center.

Area DELTA is released to FACSFAC, 8,000 FT MSL and below, at all times, except when Center operations require the use of the airspace. Center shall notify FACSFAC Watch Supervisor at lease ten minutes prior to recalling airspace. Center shall release Area DELTA back to FACSFAC when the airspace is no longer required. 4. Area Foxtrot. 2,000 to 15,000 inclusive is released to SCT San Diego area to facilitate sequencing Lindberg Field arrivals when the ILS RWY 9 approach is in use. 5. CAE-1156. Upon request, FACSFAC will approve transit of APPROACH CONTROLLER

4. Instruct the trainee to turn to FACSFACINST 3120.1 Appendix A-18. 5. Reference LOAs for NAWC.

CAE1156 at specified altitudes/FL for specific time periods when it is compatible with the military operations. When approved, IFR and VFR traffic maybe authorized to transit the airspace by the center. A FDIO generated flight progress strips shall constitute center request to transit W291. FACSFAC shall call the appropriate Center sector no later than ten minutes prior to a/c’s estimated boundary crossing time if transit cannot be approved. 6. CAE-1177. The controlling facility shall coordinate all CAE 1177 crossings above 8,000 FT, within 55 DME of SXC VORTAC, and 5,500 FT and above, outside of 55 DME from SXC VORTAC, with Los Angeles Center. This airspace is also used for air carrier transits to and from Hawaii via the CAE 1156. 7. QDA (Quick Draw Area). Times and altitude are scheduled on a real-time basis. If prior scheduled operations preclude utilization of the primary QDA, an alternate area of equal size (4NM X 10NM) will be assigned in FLETA HOT (FACSFACSDINST 3120.1). 8. SHOBA Area overlying and including the southern tip of San Clemente Island. It is comprised of two ordnance impact areas (FACSFACSDINST 3550.1). The altitude limits for the airspace is ocean bottom – FL500.

7. Discuss the difference between the QDA and the southern QDA and the locations of both. What exercises are done in this airspace? 8. Discuss the sections of SHOBA and the exercises conducted in this area. (i.e. strike, naval gunfire, close air support, mining, small arms, special warfare operations and other types of operations as approved by FACSFACSD.

9. SOAR. This is a CINCPACFLT designated USW training area. Altitudes for this airspace are ocean bottom- 3,000 ft MSL (FACSFACSDINST 3550.1B).

9. Discuss the types of exercises done in this area and the different sections of SOAR.

B. Routes to Avoid Hot Areas

1. MZB247R- This radial allows aircraft to transit to Papa 6/7/8 when FLETA Hot and SHOBA are active/hot. APPROACH CONTROLLER

2. East Corridor- This corridor is located East of Papa 5. When Papa 5 is active or FLETA Hot is active aircraft can utilize this corridor to transit to Papa areas 1/2/3/4 and the MISR ranges. 3. West Corridor- This section of airspace is located between Papa 6 and Papa 5. This allows aircraft to utilize this airspace to avoid FLETA Hot and Papa 6 when transiting to areas south of Papa 6/7/8 and Papa 4. C. Check-Fire / Resume The Radar Supervisor will instruct SOCC to “CHECK-FIRE” a hot event whenever the event boundary has been violated. Check-fire should be anticipated and made in enough time to be relayed to the unit conducting the operation. “CANCEL CHECK-FIRE” instruction shall be made when the non-participating unit has cleared the hot area. D. Letters of Agreements (LOA Binder)

C. Reference the FACSFACSDINST 3120.1 Appendix A-9, subparagraph 2.

D. Discuss the LOA’s in depth with the trainee. Refer to this LOA regarding the other procedures that need to be applied. Question: What is the controller’s job when FACSFAC has a complete loss of Radar? Answer: The Controller shall get the position of all radar identified targets and then transfer the control with the information to Los Angeles ARTCC.
