ALFRED STATE COLLEGE’S SCHOOL OF APPLIED TECHNOLOGY TO HOST SKILLSUSA COMPETITION Wellsville, NY, February 2009- Alfred State College’s School of Applied Technology, Wellsville, will host the 11th annual New York State Postsecondary (college level) SkillsUSA competition Saturday, March 28, 2009. Proposed categories of competition are automotive service, CNC milling, carpentry, collision repair technology, commercial baking, computer maintenance technology, cosmetology, culinary, job skills demonstration, masonry, precision machining, residential wiring, technical drafting, and welding. Contestants will report by 8:30 a.m. and the competition runs through 4 p.m. An awards banquet follows at 6 p.m. The college anticipates participants from Alfred State College, SUNY Delhi, ITT (Albany), Corning Community College, Monroe Community College, and Wilson Technology. We have also asked vocational high schools with postsecondary students to participate this year. Winners will be eligible to participate in the National SkillsUSA competition in Kansas City June 21-26, 2009. Last year nine participants from Alfred State College, one from Delhi, and two from the Culinary Institute of America competed at Nationals. Six students placed in the top 10 in the nation! Alfred State College had two students taking 5th place in the nation and the two students from the Culinary Institute of America each took home a silver medal. More than 4,500 students from around the country competed in over 87 vocational and leadership skill areas. The competitions are set up and judged by industry representatives. “The success of our students at this national event is an indication of how strong our programs are and shows off the talents of New York State students,” noted Craig R. Clark, NYS Postsecondary SkillsUSA Director. If there are any questions at the administrative level, please call Clark, executive director, Wellsville campus and dean, School of Applied Technology, at 607-587-3102. SkillsUSA is a national organization that serves trade, industrial, technical, and health occupations and students in public high schools, vocational centers, and colleges. They serve over 284,000 students and instructors nationwide. Alfred State was the first college in New York State to establish a student organization for postsecondary SkillsUSA and continues to lead in this process. f

All new instructors must have attended and completed a class, as a student, within the 18 months prior to or after submitting their application. News From Your Congressman Eric Massa Congressman Eric Massa responds to President’s speech to joint session of Congress Rep. Massa highlights 7,500 local jobs created or saved by Stimulus Package Washington, DC- Moments after President Obama addressed a joint session of Congress, Representative Eric Massa issued the following statement: “Today I stand ready to bring about the changes needed in our economic policies to put America back on solid financial ground. For eight long years, negligent policies led us down a failed economic path, one that took a record budget surplus and turned it into a record budget deficit. President Obama has made a commitment to cut our federal deficit in half during his tenure and I applaud him for this commitment. Now as a member of Congress, I look forward to holding him to his pledge and helping him obtain it.” “The investments that the Reinvestment and Recovery Act include are essential for re-establishing liquidity to our nation’s economy, rebuilding our struggling schools, strengthening our infrastructure and restoring vitality to American businesses. Additionally, this bill, which is the largest tax cut in American history, will provide immediate tax relief to 95% of working Americans. It does all of this while introducing unprecedented levels of responsibility and transparency. These are the keys to putting American families back at the top of our concerns.” In New York State, 2,890 jobs were lost every day in December, 2008 with an unemployment rate of 7.0%. However, according to the U.S. Chamber of Commerce, the Stimulus Package is expected to create or save 215,000 jobs over the next two years. It has also been projected that 7,500 of these jobs are right here in New York’s 29th Congressional District. Nationally, the number of jobs saved or created is projected to be 3.5 million. Two important local transportation projects are already confirmed: the I-415 and the I-86 bridge over I-415, amounting to around $5 million in local economic development. On Friday in Rochester, NY, Congressman Massa will participate in his second Regional Stimulus Roundtable in less than 5 days with members of Governor David Paterson’s office in an ongoing effort to inform the public about the many benefits and specifics of the American Reinvestment and Recovery Act and its local impact. Rep. Massa has also held several public Town Hall Meetings as part of his significant effort to make the specifics of the Stimulus Package as they become available. All spending from this bill will be listed on recovery.gov and more local projects will be announced in the coming days. “I have stated all along that I do not like deficit spending except in times of national emergency. We are in a state of national emergency. What I find encouraging is that President Obama is committed to cutting our deficit in half during this term in office while at the same time addressing the needs of the American families we were all sent here to represent. The Recovery Act is not only a much needed stimulus to jumpstart our ailing economy, it is also the largest tax cut in our history, with 95% of all working Americans receiving immediate tax relief. Our Nation needed bold action to take us in a new direction and I am happy to be a part of a Congress that is working to strengthen America,” stated Rep. Massa. Highlights of the President’s plan outlined in tonight’s speech: The Current Economic Crisis Comprehensive Plan to Get America’s Economy Back on Track Near Term The President’s agenda to date has been part of a comprehensive approach to combat the country’s economic challenges. Each component of the plan is dependent on the next and none of them can stand alone. That’s why: To create jobs, the President signed the American Recovery and Reinvestment Act into law - saving or creating 3.5 million jobs and providing 95% of working households a meaningful tax cut. The plan also includes the most rigorous standards of accountability and oversight so that the American people can

To ease credit so that Americans can buy a home, a car, finance a child’s education or allow a small business to re-stock its shelves, the President has proposed a Financial Stability Plan that will guarantee that money is safe, that banks start lending and that if they do receive taxpayer funds, they will not be allowed to use them for perks and bonuses. The Plan will hold banks and bankers accountable. We will respond to the crisis, but will do so in a way that engenders the trust of the American people. To address the Housing crisis, the President has proposed a plan that will help families who have paid their bills and played by the rules but whose housing values have plummeted, leaving them financially exposed if they get sick or lose a job. The plan also helps keep interest rates low and enables millions of homeowners to take advantage of historically low rates that can save the average family between $1,200 and $1,600 per year on their mortgage. To ensure a financial crisis of this magnitude never happens again, the President will pursue regulatory reforms that will put in place common sense rules of the road that will reward drive and innovation in our financial markets, not short cuts and abuse. While these steps will help create jobs now, get consumer credit flowing, relieve the housing crisis and bring accountability to our financial system, they are not enough. Putting Us on a Path to Growth for Generations to Come To grow the economy for the long-term and make the investments that will enable America to lead for generations to come, we must make the transformative investments that all Americans know are necessary. The American people know that we are dangerously reliant on foreign oil; that our health care system needs to cut costs for families and businesses; and that our education system needs to be reformed so that all of our students can compete in the 21st century. Specifically: •Reform the health care system, reducing costs and increasing coverage. •Make our country energy independent while creating a sustainable clean energy economy for the 21st century. •Modernize our education system to foster economic growth and competitiveness now and into the future. These investments are essential, but so are hard choices. Addressing our Fiscal Crisis is Key to Long Term Recovery While investments must be made, hard choices are BELL RUN UNION CHURCH 904 Taylor Brook Road Shinglehouse•814-697-6972 Sunday School..............9:30am Morning Worship.......10:30am Sun. necessary. Our fiscal crisis is an economic threat that must be dealt with. Responsibility means spending wisely and making sure that no corner of the budget escapes reform. Yesterday, the President held a Fiscal Responsibility Summit where he talked about the need to deal with challenging issues that have been avoided or kicked down the road for too long. As part of the conversation started in that summit, the President made three commitments: •His budgets will be honest and not rely on gimmicks to hide or mask deficits •Bring responsibility back to budgeting by paying for new programs (PAYGO) •Reduce the deficit by half in his first term

GAME COMMISSION RELEASES OFFICIAL 2008 BEAR HARVEST Harrisburg - According to official 2008 bear harvest figures released Feb. 25th by the Pennsylvania Game Commission, hunters took a total of 3,458 bears, which included 69 bears during the second archery bear season, Nov. 19-20; 2,951 bears during the statewide 3-day season, Nov. 24-26; and 438 bears during the extended season, Dec. 1-6, that was open in select areas of the state. This harvest ranks second among Pennsylvania’s annual bear harvests. In 2005, hunters set a record harvest of 4,164 bears. Other recent harvests were: 3,075 in 2000; 3,063 in 2001; 2,686 in 2002; 3,000 in 2003; 2,972 in 2004; 3,122 in 2006; and 2,360 in 2007. “This year’s harvest was what we had expected, as many areas had above-average bear populations,” said Mark Ternent, Game Commission bear biologist. “There were a few exceptions to this, like Clinton and Cameron counties in WMU 2G, where poor acorn crops contributed to a smaller harvest, but elsewhere across the state, harvest generally increased. “In WMU 3A, the increase was pronounced, as the black cherry crop was good, and there was plenty of standing corn. In fact, we suspect this availability of food may have drawn some bears from parts of WMU 2G into WMU 3A.” Ternent also noted that bears were taken in 54 counties, and increase from 2007, when bears were taken in 49 counties. “More bears were taken in counties traditionally labeled as periphery ‘bear range’” Ternent said. “We have been expecting this expansion, which is reflected in the significant increase in bear harvest in WMUs 1A and 1B.” The largest bear taken was a 716-pound (estimated live weight) male taken in Tobyhanna Township, Monroe County, by Morgan C. Neipert, of Tobyhanna, on Nov. 25. In all, 12 bears taken by hunters weighed 600 pounds or more, continuing to reinforce Pennsylvania’s status as a major bear hunting destination. The bear harvest by WMU for all three seasons combined (archery, 3-day, and extended), including 2007’s harvest results in parentheses, were: WMU 1A, 21 (7); WMU 1B, 67 (29); WMU 2A, 1, (1), WMU 2C, 227 (238); WMU 2D, 166 (94); WMU 2E, 117 (50); WMU 2F, 246 (224); WMU 2G, 729 (545); WMU 3A, 313 (186); WMU 3B, 392 (214); WMU 3C, 177 (145); WMU 3D, 199 (193); WMU 4A, 145 (100); WMU 4B, 43 (42); WMU 4C, 105 (54); WMU 4D, 456 (184); WMU 4E, 53 (54); and WMU 5C, 1 (0). Harvest by county and region, with 2007’s figure in parenthesis, were: Northcentral: Potter, 294 (106); Lycoming, 252 (139); Tioga, 236 (121); McKean, 141 (103); Clinton, 139 (171); Centre, 129 (60); Clearfield, 115 (81); Elk, 92 (62); Cameron, 75 (118); and Union, 59 (27). NO MORE SINUS HEADACHES I used to have sinus headaches all the time. I had to buy sinus medicines on a regular basis. I heard about a Nedi Pot from a friend. It’s like a little teakettle to put warm water and salt into to flush out your nose. It comes with instructions. It’s all-natural. They are sold at health food stores, and I bought mine for $11. I started using it and the sinus headaches were gone. I have not had to spend any money for sinus medications since. What a savings! -Michele B.

Weather permitting, ride to follow. All visitors welcome! tfb GRAZING ASSISTANCE AVAILABLE THROUGH NRCS DuBois, PA, February 25, 2009- Gary Swope, District Conservationist with the Natural Resources Conservation Service’s (NRCS), today reminded farmers that NRCS is continuing to promote grazing systems through their Environmental Quality Incentives Program (EQIP) to help them improve their overall farming operation. “With feed and fuel prices on the rise, more and more farmers are considering grazing for their livestock operations,” said Swope. Farmers like Forrest Stricker of Wernersville, Pennsylvania have gained immense benefits from switching to grazing and letting their cows work for them. Stricker, who has been farming since 1978, ran a strictly confined operation until he introduced grazing in 1993. Along with noting the cost benefits that he has reaped, he also says, “Before grazing, we worked long hours with little profit at the end of the year and farming was no longer enjoyable to me. Since becoming grazers, farming is fun again, our quality of life has improved, and we’ve seen more in profits.” According to Cliff Hawbaker, Chairman of Pennsylvania’s Grazing Lands Conservation Initiative (GLCI) Committee, “Grazing of livestock is the most cost effective,
environmentally friendly, consistent form of agriculture. Animals harvesting their own forage, spreading their own manure, promoting healthy plant communities, and improving livestock health and longevity are just a few of the benefits of a well managed pasture system,” said Hawbaker. “Simply put, the environmentally friendly aspect of grazing is what really makes it work.” While fuel prices may continue to fluctuate, the cost of animals harvesting their own food will stay the same. Costs to install fence may vary and property taxes will increase, but there is assistance available to develop a plan, defray the costs, and ensure the quality of the installation of the system. This assistance is made available through the Natural Resources Conservation Service’s Environmental Quality Incentives Program (EQIP). EQIP is a broad-ranging conservation program that provides technical and financial assistance to individuals interested in addressing soil, water, air, wildlife, and related natural resource concerns on their operations. The assistance is in the form of incentive payments that will be available for new pasture seedings, fence, water systems, buffers, winter feeding areas, walkways, and wildlife habitat. Conversion of sensitive cropland to pasture and improving degraded pastures are high priorities for EQIP funding with the new 2008 Farm Bill. Well managed pastureland that follows a prescribed grazing plan benefits every resource concern that is identified by the NRCS as a priority. Soil erosion, soil health, water quality, water quantity, air quality, plant health, plant diversity, domestic animal health, wildlife food and cover, human social and economic stability and viability of a farm operation are the top resource concerns for Pennsylvania agriculture. To apply, producers should first contact their NRCS Field Office at a USDA Service Center. Offices can be found at: http:/ /offices.sc.egov.usda.gov/locator/ Applications are accepted by NRCS on a continuous basis throughout the year to evaluate, rank, prioritize, and select applicants. There is no due date to apply; however, applications received early will be given preference for funding by the anticipated mid-March cut off date. Applications will be evaluated on a monthly basis and approvals made on a regular basis as long as funds remain available. Applications that cannot be funded because of a shortage of funds or lower priority can be retained for up to two years, after which time the producer will need to re-apply. The application and information about EQIP for fiscal year 2009 are available on the Pennsylvania NRCS web site at www.pa.nrcs.usda.gov/programs fb

NASCAR THIS WEEK By Monte Dutton
Die-hard fans pack the infield at many NASCAR races.
On the Air: FOX Race Record: Bobby Labonte, 159.904, 11/16/1997 Qualifying Record: Geoffrey Bodine, 197.478, 1997
What Goes Around Comes Around When prosperity is in the air, companies reach out. When hard times come, they pull back. For longtime NASCAR fans, there may be a silver lining in the recession that is wreaking havoc with the sport. For 20 years, accelerating exponentially over time, the main goal of NASCAR has been similar to the main goal of churches: Spread the Gospel. The Gospel of NASCAR. The Gospel of the France Family. The Gospel of Dale the Elder, Dale the Younger and Dale the Jarrett. The main goal has been racing for those who don’t like racing. Meanwhile, the message to those who provide the core of the sport’s support has been, “You’ll take what we give you, and you’ll like it.” Don’t let the NASCAR braintrust fool you. They’re very good at what they do, but they’ve been doing the same thing for an awfully long time. NASCAR has been growing since the early 1970s. The last time there were hard times, the Founder, Saint Big Bill of France, was still alive. As the throne passed to St. Bill the Junior, and then to St. Brian the Ambitious, no one had to worry much about failure. The Energizer Bunny really seemed to be in charge, and the sport kept growing ... and growing ... and growing. As noted by many people who went to high school, Abraham Lincoln said you could fool some of the people all of the time and all of the people some of the time. NASCAR has been basing its strategies on the latter. It hasn’t come to grips with Lincoln’s view that you can’t fool all of the people all of the time. God knows they try. NASCAR has targeted its moves to people who don’t love cars. That’s why, gradually, all of the cars on the track have become just

Nationwide Series No Race This Week alike. It’s not exactly the Grand Concours D’Elegance out there on pit road. Where once fans lived to breathe the exhaust fumes and experience the earth-rattling roar of the mighty V-8s, now they are mildly aware that their favorite driver’s car has been a different color every week. Where once they stared in wonderment and said, “My gosh, Virgil, I want you to look at the flared fenders on that Galaxie,” now they mutter to themselves, “The only difference is a *#@%^&! decal.” The new fans don’t know the cars they drive don’t have carburetors anymore. New fans think the Chase is groovy because it keeps anyone from having much of an advantage. Old fans really wish they could buy a Chevy shaped like the one on the race track. They wish NASCAR would “let ‘em race” at Daytona. They never saw a debris caution flag they thought was on the level. They neither own nor like dogs they consider lucky. If it weren’t for “Junior,” they’d probably stop

watching altogether, or if they did watch, they wouldn’t admit it. Either there are a lot of old fans, or they all write me letters and e-mails. It’s almost all I hear. I’m not sure why they write me. I don’t have much clout. NASCAR seldom does anything other than the opposite of what I write. Now, though, NASCAR is worried. The pie fell out of the sky. A bunch of people don’t have jobs anymore. A bunch of owners don’t have teams anymore. NASCAR might even have to pay attention to the old fans again. 4C’s SENIOR CITIZENS On February 24th, the club met in Richburg, with 42 members and 2 guests present. Susan Avery, from Pfeiffer Nature Center in Portville, spoke about the Lillibridge Road property which includes about 20 acres of Old Growth Forest. Some of the trees are over 200 years old. The center has hiking trails, a pavilion and many different activities for all ages. She had, on display, several artifacts: Fur pelts, animal bones and skulls, tree fungus, etc. Club Historian, Don Cady, gave information on “the year with no summer” 1816. The door prize was won by Lila Forcier and the 50/50 drawing was won by Clarence Smith. The kitchen committee for March will be Marie and Chris Franquet, Margaret Ingalls, Dick and Judy Kozlowski. On March 10th, attendees will learn about the breeding and raising of Alpacas. Debby Carlson-Filer, from HyHaven Farm in Cuba, will be speaking about their Alpaca business. The animals are sheared and the fleece is made into yarn for gloves, socks, hats, sweaters, etc. Guests always welcome. Tureen meal begins at noon, followed by meeting. Second and fourth Tuesdays, Richburg Firemen’s Clubhouse. f BELL RUN COMMUNITY CLUB Bell Run Community Club will meet March 18, 2009 at Sprague’s Restaurant at noon. Pay for your own lunch. 3/24f

DON’T LIKE THAT CEREAL? To use up breakfast cereals that no one in my family wants to eat, I make them into cereal treats, and my family gobbles it up. I start by spraying a 13x9x2 pan and a spatula with non-stick cooking spray. Then I use two tablespoons of butter (margarine can be used), a half of a bag of large marshmallows or three cups of miniature marshmallows, and six cups of breakfast cereal, mixing Rice Krispies® half and half with other cereals. First, I melt the butter in a stockpot and then add the marshmallows, stirring until completely melted. I then remove from heat and add the cereal. I stir the cereal until it is thoroughly coated. Using a spatula, I press it into the pan. After it’s cooled, we eat it. -Jennifer A SLIGHT ALTERATION Now is the time of year the clothing sales are huge! Most of what is left is small sizes, big sizes, or something marked with the wrong size. I buy a size larger than mine and then take it home and alter it myself. I bought a lovely elastic waist skirt this season in a much larger size. I shortened the elastic and removed a little fabric at the seam. Not only did I find a “designer” named item, but also it is now “tailored” to be the proper fit for me. -Cindy in South Carolina

NOW HERE’S A TIP - By JoAnn Derson • To get vases with narrow necks clean, try dropping a couple of AlkaSeltzer tablets into one. Crush them if you have to. • “To keep your sub sandwich nice and tidy, especially if you use a lot of veggies like I do, just pull a little bit of the bread out of the top and bottom.” -- E.D. in Tennessee

Syracuse- The Tri Region Science and Engineering Fair serves 27 counties in Upstate New York, which translates into 350,000 students in grades 5-12 eligible for their local own or regional science fair experience! Join the hundreds of young people gathering on March 28th and 29th at Solvay High School in Syracuse, celebrating their exploration of science and engineering. There is still time to register - adult deadline is March 2nd while the student deadline is March 6th. Parents or classroom teachers or other adults sign up online, listing each student’s name. Then the student registers online. Never done a science experiment? Check out sciencebuddies.org for some ideas. Or bring a poster to Syracuse about some topic in science, technology, engineering or mathematics that interests you! Share a Scout merit badge project, the summer community garden, balsa bridges, amateur radio, the 4-H engineering project you did last month. As long as the topic is science, technology, engineering or mathematics (STEM), you have a valid poster topic. [Type a quote from the document or the summary of an interesting point. You can position the text box anywhere in the document. Use the Text Box Tools tab to change the formatting of the pull quote text box.] Visit the TRSEF website today for info about posters, projects, the fair day and the housing we have arranged for people staying over (an inexpensive hotel package or a free church hall for sleeping baggers with chaperones). If you want to participate or have some questions, contact Fair Director Mary Eileen Wood 315.468.1025 or
[email protected] The TRSEF serves the 27 “orphaned counties” of Upstate NY which had no regional access to the International Science and Engineering Fair, founded in 1950. Since 1960, some NYS students have participated in regional science fairs. Finally, now the TRSEF can bring 350,000 Upstate students in grades 5-12 this powerful chance for unique discovery experiences in science, technology, engineering and mathematics (STEM). Using Fair Day as the catalyst, we capture the passion and imagination of children and connect them with adults eager to”pass the torch” of their knowledge. “Science fair kids” challenge their minds, apply the skills they learn in school, “try on” possible careers...and have fun. The TRSEF also offers real advantages to communities and industries which recognize future workforce needs and want to act now to fill the STEM pipeline. f

Pytheas, a merchant, geographer and explorer from the Greek colony Massilia, is the first person known to record a description of the Midnight Sun, the aurora and Polar ice. DRIED GRIME REMOVER I keep a spray bottle of 2/3 white vinegar and 1/3 water next to the kitchen sink. When I have dishes or utensils that need extra scrubbing because of dried on grime, I simply spray with my spray bottle, wait a few minutes and wash as usual. No more elbow grease needed! -Jacqueline K. CHEAPER PORK CHOPS When boneless pork loins are 50% off, I buy two. When I get home, I cut my own chops and put them in freezer bags of four or five.
